The National Rejuvenation Council and the National Assembly passed Institutional Act No. 9 on extremist parties tonight

It has been announced today that President Tiberius Claudius Nero and the National Rejuvenation Council have sent a bill to the National Assembly in Jildrati City to pass Institutional Act Number 9. This act is reportedly long overdue and very important: the ban on all far-left and far-right parties in the Kundrati Union.

Such an act was implied to have been in effect since the Invasion of the Homeland almost a decade ago; however, not until now had it been official law. When asked why the President declared it an Institutional Act and not an act of the National Assembly, the President said that this was a matter of national security and that now was the time to announce the law to continue the political security that has been established in the Free Zone, and that such a significant act would require an Institutional Act to empathsize the immense impact that such an act will require.

The act passed unanimously, 90-0, in the National Assembly, and the act was signed into effect by the President today to go into effect immediately. The whole act is below.

Those who have already surrendered or who do willingly surrender to a police station or military base before 1 June 5624 shall not have their citizenship stripped but shall remain under arrest until their loyalty to democracy can be proven.

Any organization that wishes to reunite the Free Zone with the Legionary State or destroy the liberal democratic state, the Kundrati Union, its organizations, or the National Rejuvenation Council shall also be subject to this Act and considered appropriately a far-right or far-left organization.

President Tiberius Claudius Nero will go on a world tour representing the Kundrati Union
[9 April 5624]

At the restart of the Kundrati Union's diplomatic program service at the 27 December at Convention Hall in Jildrati City, with a crowd of thousands, President Tiberius Claudius Nero announced a new diplomatic initiative to promote the Kundrati Union now that there is some peace between it and the bandits.

The President said that he will personally visit Xsampa, Baeguk (Dankuk), Dolgava, Dundorf, Luthori, Beluzia, Jelbe and Selucia and that he will send diplomatic teams to The Former Beiteynu, Egelion, Kalistan and Deltaria, of course all of this pending approval from these countries and coordination on a state visit to these places. The President will visit each nation to promote the Kundrati Union as a place to do business alongside establishing and reestablishing diplomatic relations between them and the Kundrati Union after the rule of the bandits. Claudius Nero believes he will receive a good reception in Baeguk, Dundorf, Luthori, and Selucia, given prior relationships, especially in Selucia, where the two nations have historically been firm allies.

A team will be sent to Egelion to represent the Kundrati Union in an upcoming defense conference and to make deals in defense. A team will learn from Egelion's education system and universities to replicate something similar in Etxea. Another team will be sent to Kalistan to establish diplomatic relations and negotiate the return of the company ArtSat, which is currently under the trust of the House Ananto. They will also talk about relearning proper public transportation practices. Another team plans to visit Deltaria to start relations and encourage businesses to shop in Etxea. At the same time, The Former Beiteynu may get a visit to learn about digital government.

However, all of these visits will require the approval of these nations and cities. We asked the Government if the receiving governments approved these visits, and the Government declined to comment. They did note that the first visit by the President would be scheduled for later that month, and the first diplomatic team would leave shortly afterwards.

President Tiberius Claudius Nero visits Selucia and Beluzia on his World Tour as work begins on the Five Year Plan.

The President of the Kundrati Union, Tiberius Claudius Nero, has begun his tour with stops in Beluzia and Selucia to plead his case that the Kundrati Union should be recognized as the one true Kundrati nation. The trip started well with a meeting with the Beluzian leadership in the capital, Cirrane.

The presidential plane went via Luthori and Dundorf before landing at Cirrane Airport. There, he and his entourage began to tour the city, visiting various sights from the Beluzian Railways headquarters, where, reportedly, Cirraine will get a Metro soon, to the largest vertical farm in Longmont. His entourage took many notes regarding the vertical farm alongside various economic and transport-related notes as they made their way to Stonewall for private discussions with the Beluzian leadership.

President Tiberius Claudius Nero stayed another night in Cirrane, and his entourage visited various villages on the outskirts of Cirrane, talking with the locals and learning their agricultural ways before visiting the various universities in Cirrane and the general area to learn more about the Beluzian education system.

President Tiberius Claudius Nero then visited Selucia. While the President was born in Fort William due to exile, his parents, Tiberius Nero and Claudia Drusilla, were from Selucia, though they had parents who were born in Kundrati. Over the years, his parents had lived in Auroria, Selucia, running a moderately popular small business with the locals. When the President arrived at the store surrounded by cameras and his entourage, he and his parents hugged each other before they went to another room to talk privately.

The President left his parents' business soon after paying for some merchandise to take home. He met with the two Consuls of Selucia Dillectius Dominius and Abuccius Nicus and the trio, alongside their entourages, and more visited various parts of the city from the old town to the new business centers with the President's entourage taking many notes. The trio visited university classes, and some of the entourage stayed to listen to how the teachers taught their students and what was being learnt before the trio visited some farmland on the outskirts of Auroria and learned about agricultural products and farming. Before the day ended, the trio sat down privately and discussed various governmental topics. We were unable to find the issues for this discussion.

The President remained in Auroria for a night before he spoke to a decent-sized crowd in a plaza in Auroria. The President commended Selucia and noted how the city inspired him back home. He commended the two consuls for their hard work and praised the Selucian people, saying that the Selucian and Kundrati peoples were alike and were brother peoples. He admitted that the Kundrati Union was going through hard times, so he was happy to see his brother nation thriving independently. Finally, the President said he was proud to be here and would like to return, if only to see his parents and the city's sights for himself.

We are not just here to talk about the President's visit. We are also here to update you on the Five Year Plan, which is going fine now. With the infusion of millions of Kalistani rubles after our representatives' visit to Kalistan, work has already begun on manufacturing plants, which will be located on the outskirts of Jildrati City. These plants will start by manufacturing various electronics, from cheap smartphones and laptops to cars, and they hope to get a car company to follow up and construct new vehicles in Etxea. The Five Year Plan also attracts the company ArtSat back into Kundrati shores as they have announced they will set up headquarters in Jildrati City proper. Space is also being yielded for transforming the old Jildrati City Naval Yard into the Jildrati City Port, which has begun construction and is expected to be completed in a decade.

The Governor of Etxea has also announced a massive revamp of the education system. The education system will be based on the old Lourennaise education model, which worked well in Lourenne. The Governor said that he expects Etxea's smaller size and Etxea's ruin due to the Invasion of the Homeland, Etxea's education system can start with a clean slate. He has also announced a plan to construct the University of Jildrath on a large plot of land north of the city.

As the population rate recovers from famine, new housing towers are planned for Jildrati City
[20 July 5624]

Jildrati City's leaders met today at the 17 December Convention Hall to discuss a new initiative on mass housing.

The initiative, called the "Housing Program" or HP, will set up the Housing and Development Board (Etxebizitza eta Sustapen Kontseilua, ESK) as a Cabinet-level Governmental post to streamline the construction of mass housing towers and planned neighborhoods and townships. The ESK has already announced their plan to build 75,000 new flats in six years. The plan is to use various prefabrication and assembly line methods to produce flats cheaply and on time. Materials will be sourced from Luthori and other places around Terra to allow these flats to be built up in time.

Using these construction methods, the ESK has said they expect to approach 75,000 new housing flats by the six-year deadline. ESK has announced that the planning and construction of the first few flats have already been approved, with the required land being acquired by eminent domain. They have said that the new neighborhoods, to be named Kubitschek, Sambiru, and Albatrossi, will be situated in the southwest of the city where there are a ton of ruins and abandoned buildings. They expect the first 1,000 flats to be completed by 5625.

These new housing flats will be available for cheap at around 3,500 Kuno and will first go to individuals who are already unhoused and require a flat immediately. The ESK hopes to expand its housing block output by the time the first 25,000 flats are completed.

The National Rejuvenation Council and the National Assembly passed Institutional Act No. 10 and the Corrupt Practices Act 5624 on corruption this morning
[30 July 5624]

It has been announced today that President Tiberius Claudius Nero, alongside members of the National Rejuvenation Council and the Government, has worked on passing a new Institutional Act regarding corruption and setting up an ombudsman to handle corruption cases.

The Act was signed this morning, and a copy was sent to the President while he was on his world tour. The signed copy was sent back to Jildrati City via express mail accompanied by a representative of the Government of the Kundrati Union. The ombudsman, called the Bureau for Corruption, will have powers of arrest regarding cases where members of the private sector, the civil service, and the Government have engaged in corrupt practices.

The Institutional Act deals with the broad setup of the Bureau for Corruption (BC). In contrast, the Corrupt Practices Act 5624, which was passed 87-3 by the National Assembly and for which the President also signed and provided a copy, will deal with the finer details for how the BC will work and what powers it will have. Paraphrased, the BC has the following duties and powers:

  • Powers for the BC to investigate bribery in all forms, both monetary and non-monetary in nature, and in both the public and private sectors;
  • Extraterritorial powers for the BC to deal with corrupt acts committed by a Kundrati citizen outside Kundrati as though these were committed in Kundrati;
  • Fine of up to KUN 200,000 or an imprisonment term not exceeding 5 years, or to both, for each count of corruption;
  • Fine of up to KUN 500,000 or an imprisonment term not exceeding 8 years, or to both, for each count of corruption in relation to a contract or a proposal for a contract with the Government;
  • Presumption where any gratification given or received by a person in the employment of the Government or of a public body is deemed corrupt, and the burden of proof to rebut the presumption lies with the person;
  • Forfeiture of gratification received in the form of a penalty equivalent to the amount of bribes received upon conviction; and
  • Non-disclosure of the name or address of any informer, or any matter which might lead to the discovery of the informer's identity.

We, the people of the Kundrati Union, recognize that without proper organizations to deal with corruption, corrupt practices will continue unabated and result in possible destruction of the Kundrati Union.

Thus we declare,

The Kundrati Union shall set up the Bureau for Corruption, a department under the Ministry of Home Affairs, with independence to do their job without interference by the National Rejuvenation Council or the Government, for the express purpose of investigating corrupt practices within the Government, the private sector, the public service, and any person who works within the private or public sector or with the Government.

The Bureau of Corruption shall be granted wide-ranging arrest powers in consultation with local police departments and the National Police. They shall also be allowed to be given police power to detain individuals charged with corruption. In addition, they shall be independent of the National Police and the police forces when pursuing an investigation relating to corruption.

The Bureau of Corruption may advise and consult the Government regarding any practices that may be considered corruption but are otherwise legal under other circumstances or laws.

The Bureau of Corruption shall levy fines and necessary punishment on individuals or companies charged with corruption as appropriate per the necessary legislation.

The Bureau of Corruption may be able to investigate all government individuals, including the President of the Kundrati Union, for corrupt practices. If the President of the Kundrati Union refuses to allow an investigation or prosecution to take place, or if the President is subject to an investigation, the Bureau of Corruption shall report in that case to the Speaker of the Parliament and the Parliamentary Blue Ribbon Committee for further steps.

New Towns development program planned, construction begins for western Etxea
[14 September 5624]

The Governor of Etxea arrived in the western part of the island today to announce a new initiative as part of the Five Year Plan economic program regarding the construction of new hospitals and so-called New Towns.

These new towns will be based off the current neighborhood planning in Jildrati City on the other side of the island. However, of course, attention shouldn't always be placed in Jildrati City and thus it was decided that western Etxea would get some tender love and care as well. The Governor said as much in his speech to a small crowd of engineers and construction workers. These new towns, which will start construction in 5625, will have dedicated  Etxebizitza eta Sustapen Kontseilua (ESK) public housing, although these towers will be smaller in height and more spread out.

These towns will have a sort of checkerboard model, with public housing towers interspersed with various commercial and employment areas. Each tower will have an enclosed open space that can be used for community-related programs like massive sports watching and various town-related events. Public transportation services will be available from the outset through bus connections. These New Towns will be spread out with a maximum capacity of 200,000 people per new town.

Construction has begun on these new towns, and the first few ESK flats will be available by 5627. Workers will work 24 hours a day with 12-hour shifts, though they will be rewarded at the end with priority ESK housing in these New Towns and in the surrounding areas. Prefabrication and assembly line programs, like those performed in Jildrati City, will also be used here to ensure that construction will be completed as soon as possible with some quality.

What is the future of the National Rejuvenation Council? President Tiberius Claudius Nero makes comments
[3 December 5624]

The National Rejuvenation Council has led the Kundrati Union from its reformation in 5612 to now. Over the last couple of years, they have made Institutional Acts, extralegal acts that do not require a Parliamentary vote and aren't subject to judicial scrutiny. These acts have stabilized the political environment in the Kundrati Union from the wartime chaos that was common in the early years of the Union.

However, critics have clarified that the council is no longer necessary as the political environment is stable enough to allow a regular democracy to flourish. While the economic situation is different as it will require decades to rebuild, the political climate has allowed the economic climate not to be constrained by various factors that would otherwise harm other economies. Institutional Acts, like No.10, have also made agencies that can deal with corruption and corrupt influences. Those critics have begun to grow in terms of the number of people and the number of protests that have generally been allowed to perform on fear of suppressing protests and causing an even bigger problem.

The President, Tiberius Claudius Nero, thus announced in a meeting with the National Rejuvenation Council that they will dissolve immediately after the general elections scheduled in three years. From there, the Government will take over the Council in its powers and enforcement. However, they have made it clear that there will be no more Institutional Acts except for the one that will dissolve the NRC.

The Government and the NRC have been directed to work together on transitioning the NRC's powers to the Government. The members of the National Rejuvenation Council will return to their prior jobs, and as they are the heads of the military alongside the President, they will continue to exert influence on the Armed Forces and the Government, respectively.

Solar power becomes the new fad in the Kundrati Union as potential new power plants begin planning and construction
[9 January 5625]

The power system in Kundrati has been heavily reliant on nuclear power plants and the homegrown uranium industry, which has powered the entire country since at least the 53rd century. Such power has stabilized the country and allowed it to grow into a major economy throughout Artania and Terra for at least three centuries. It will have been a meteoric rise of an economy fuelled by such power plants. Etxea has imported that power through various power lines that have connected the island to the mainland for a very long time.

However, this isn't the case anymore. After the Invasion of the Homeland, those lines were disconnected. Initially, this meant that the island lacked power. Oil imports and generators from countries like Luthori have helped to sustain the power grid for some time now. However, construction on a dedicated power plant, whether fuelled by oil or from Luthorian coal, has been put off for now, citing a lack of resources to do so.

However, for the past few years, especially from last year onwards, people throughout the island have begun to import various solar panels and connect them to their houses and offices. Some offices are now installed with rooftop solar panels, and some houses in the middle and east of Etxea have solar panels fuelling their homes. These solar panels come from various nations, and customers are importing their solar panels from these nations. However, not many houses and office parks have solar panels due to the high cost inherent in importing solar panels from countries far away, though the Presidential House in Jildrati City and various other Government facilities in Jildrati City and elsewhere have solar panels fuelling the Government.

However, with some funding from South Dovani and various reconstruction funds coming out of the Conference of Altea, new solar panel factories are being planned and built in the mid-east part of the island. One has already begun construction and is expected to be completed in ten years' time, while another is under planning and will start construction in 5627 with an ETA ten years after that. When these panels are finished, solar panels will become cheaper for the citizens of the Kundrati Union. For now, however, the government is encouraging the ESK to install solar panels in new developments, which they currently do not have (though the ESK neighborhoods will have a dedicated coal power plant for emergency use).

Of course, as Etxea was once powered by nuclear power plants, nuclear power plant construction is already being planned for the western part of Etxea to power the entire island. Beluzian funds have already been put into the planning state and in acquiring uranium for the plant; however, funding for the actual construction of the plant has been put on hold pending additional funding. The hope is that from there, funding can be found, and such a project can be worked on, though, of course, it will take a very long time from there as this would be the first time in a long time that a new nuclear power plant was constructed in Kundrati.

First ESK housing flats are completed in Jildrati City as the rest of Etxea sees more development work
[14 July 5625]

The Etxebizitza eta Sustapen Kontseilua (ESK, Housing and Development Board) has officially announced that the first 1,300 flats in the Kubitschek neighborhood southeast of Jildrati City have been completed and that enough residents have been selected to begin occupying those flats from August onwards.

Priority was given to unhoused individuals living in or domiciled in that area for these flats. The Kubitschek neighborhood is expected to have a capacity of 38,000 given its compact space next to the Jildrati City Port, which is still undergoing renovations and work to make it a regular port. However, it will be close to the center of the city and will have fantastic views of the Artanian Sea. ESK expects the rest of the Kubitschek neighborhood to be completed in four years as construction starts to ramp up, with new buildings also being planned for the area outside the Kubitschek housing area.

As for the redevelopment of Jildrati City as a whole and the rest of the ESK projects, which we'll get to, such work continues unabated as new buildings are being worked on all over the city. Restoration of the Jildrati City National Terminal (for trains) continues after a grant from the government through various funds is provided, and it is expected to be completed in a year's time. Work has also been done to clear the tracks, link the rail tracks to the Jildrati City Port, and open up more commuter rail stations in Jildrati City and the surrounding area. Businesses like ArtSat and Etxean Bank have also begun to return and have started to invest some of their earned money and property back into Jildrati City with the southwestern and northeastern areas being given some care with funding for new apartment dwellings, additional stores and office space, and road improvements being seen in those areas in particular.

The rest of the island continues to develop, especially in the western part of the island and around New Town. New housing and schools are being built in these areas alongside renovation of other schools and work on clearing rubble and restoring roadways throughout the island continues as well with the hope that schools in the region will start to reopen periodically over the next few years to expand the education system beyond a few schools that managed to survive the war or managed to reopen in some capacity over the last few years.

ESK work continues in the other neighborhoods of Jildrati City and western Etxea. We have been given estimations as to completion: the western ESK projects are 8% complete, the Sambiru neighborhood in northern Jildrati City is around 17% complete, the Albatrossi neighborhood in eastern Jildrati City is around 20% complete, and the already-mentioned Kubitschek neighborhood in southeastern Jildrati City stands at 31% completion in terms of housing towers, common areas, neighborhood shopping locations, roadways and connections, and various other necessities like power and sewer system connections.

However, one should note that conditions on the island, especially regarding power and housing, continue to plague the island. Most of the population outside Jildrati City live in tents, makeshift housing, or in RVs and trailer parks and rely on power from generators running on fuel. It will take a while for this population to return or go to proper housing like the ones seen in Kubitschek. It will also require clearing some of these trailer parks and makeshift housing areas, which has seen controversy lately because they may have to relocate the unhoused farther from where they originally lived. The President, Tiberius Claudius Nero, has said that he hopes that in two decades, most of the population outside Jildrati City will live in ESK-made housing or proper permanent homes. However, until then, he has put aside some money for homeless shelters, which have started sporadically throughout the island.

Power plant construction has also continued with work on the first solar panel factory continuing, and the second solar panel factory's building is now expected to begin in a year's time. The President has also started allocating some resources to coal and oil power plants, which will be placed throughout the island to provide some power. The construction of the first coal power plant, alongside an oil power plant, is expected to begin shortly. These will take up to a decade to be completed. For now, imports of solar panels, oil, and coal to fuel homes in Etxea will continue to rise.

Statement regarding Sending Observers to the Valruzian Elections

Foreign and International Affairs Minister Michael Hawthorne made this comment as part of the Kundrati Union's duties in the OSCD organization.

We will be joining nations like South Dovani in ensuring that democracy in Valruzia, and their elections especially, are done in an appropiate manner most fitting for democracies.

These 50 people have already observed our elections in 5620 and they have been given relevant training by OSCD officials in order to ensure that they can do their jobs without hindrance or without problems. In terms of that I believe that they will do their job appropiately and that we will be glad to be fulfilling our obligations as part of the OSCD.
