Hadjoheims - Deltarian and Istalian AI companies Algoritam and VerTech have signed a agreement for the creation of a new non-profit AI organization aimed at expanding AI services globally. The partnership was forged after extensive negotiations between the two companies, with the Deltarian and Istalian governments also involved. Under the agreement, the new AlgoVer Institute for Responsible AI (ALVIRAI) is created, with both companies being granted 45% of the shares within the partnership and the Deltarian and Istalian government being granted 5% each. 

The new institute is meant to become a "responsible non-profit organization that has, as its primary objective, the expansion of responsible AI-services throughout the globe." The partnership was helped by SOMECO its economic intergration, which has expanded opportunities for cooperation on a wide variety of fields. The new institute will be registered under the recently created "South Majatran Non-Profit Corporation" (SMNPC) legal form, which is a SOMECO specific legal form that allows a non-profit organization to operate more freely throughout the entire SOMECO economic area, granting specific benefits compared to country bound legal forms. Under its SMNPC registration the new institute will have a market of nearly 500 million people at its doorstep, with the ambition for more. 

Crucially, ALVIRAI has been created with the responsible use of AI in mind. Recent scandals in Istalia concerning deepfakes and ongoing problems worldwide have shown how AI may be abused and used for ill intentions. Both VerTech and Algoritam, seeking to expand the reach of AI but preventing misuse, have given ALVIRAI a "charter of operations", with the new institute bound by the rules described in the charter. For one, ALVIRAI may not develop AI algorithms or programs "that have, as their primary goal, the automated HR recruitment of employees." Secondly, it may not "develop programs that use and log facial recognition data, store and analyze personalized data or analyses data deemed a risk to national security of the nations it operates in." ALVIRAI will also be bound by its charter to actively screen its business partners and ensure that its products are not used to violate its own rules. With this charter, the institute and its owners hope to help in creating a world where AI is used as a tool, not a weapon or malicious program. 

With the creation of the institute, the CEO's of Algoritam and VerTech announced that the first product under ALVIRAI will be the newly developed "ALVILOG", a program which Algoritam and VerTech engineers jointly developed to launch as the institute its first program. ALVILOG helps companies automatically organize bulk data, mostly data used internally, and categorize it effectively so that company data remains secure. The program can also be used to create deletion protocols, with ALVILOG automatically monitoring which files adhere to the deletion protocols of the company and then automatically deleting said files according to the protocol. ALVILOG is expected to continiously improve itself, with the 1.0 version to be a starting point. 

The unique "LogChat" allows company employees to ask ALVILOG to look for data in the system and present said data to users, with certain data locked behind priviliges that are customisable by the company itself. ALVIRAI has banned the program from logging personal data of customers or company employees, with this data still needing processing by dedicated employees, having issued a data monitoring team to make sure that the program adheres to this ban. Deltaria's largest chemical producer Alchimex has already indicated interest in the program, with the institute hoping to attract more potential buyers and by doing so generating enough revenue to expand operations consistently.

Tsargrad - Everyone knew when it started that it would not be a happy marriage. But that the coalition between the SSD and KDU would already show cracks within the first year of taking office is something that even the harshest critics of this government would not have believed. In a stunning development, the Skupština voted to reject the government its planned tax reforms by a vote of 221 in favor and 239 against. Despite the overwhelming majority of the Third Lazarescu government in the lower house, a estimated 90 respresentatives from the SSD voted against the reforms, resulting in them being rejected. 

The tax reforms were agreed upon in the coalition agreement fostered late last year. In it, the coalition promised to cut taxes for the middle class and freeze a planned tax increase on incomes above 200.000 DTE. The reform also lowered the fossil tax from 10% currently to 3% and would completely remove the 2% income tax levied on those with a income of less then 10.000 DTE a year, basically granting them a exemption from the income tax. The reforms were presented as a major win by the KDU, with newly appointed KDU Treasurer Zvonko Stojčević working for the past few months to present the reform to the lower house. 

But from the beginning a large group of SSD lawmakers oppossed the reforms, primarily for lowering the fossil tax and the freeze of tax increases on the wealthy. Additionally, Prime Minister Lazarescu seemed lukewarm to the idea himself. Despite being bound to the coalition agreement, he only defended the reforms when explicitly pushed on it, even then refusing to linger on the subject. Behind the scenes, the Prime Minister was criticized by his KDU partners for not lobbying his own party to vote for the bill, instead leaving the whipping of votes to his Assembly majority leader Renato Hrnjkaš. Hrnjkaš himself only talked with his own caucus, the moderates, while neglecting the building of support with the rebelious factions within the SSD. 

The result was a rejection of the tax reforms, with the entire oppossition except the nationals voting against, with Savez! leader Bozo Sedlar believing the reforms not going far enough, while RKP leader Ela Marinović calling out the SSD for "cooperating in the proposition that will make the rich only richer." Imperial Treasurer and Deputy Prime Minister Zvonko Stojčević responded harshly on the outcome of the vote.

While i have no doubt that the Prime Minister has good intentions, as i have seen during cabinet meetings, he needs to put a spotlight on these intentions and act on them if he seeks to keep this coalition intact. Those close to the cabinet report on several closed door meetings between the PM and Treasurer, with the potential outcome being a trimmed down version of the original tax reform. Even so, the rejection of these reforms sparks debate on the outcome for other agreements within the coalition agreement. Stojčević himself hinted at the potential rejection of the renewal for the Social Security 2.0 UBI scheme, with the SSD and KDU agreeing on extending the program but with the Treasurer having the ability to block such a extension. The unhappy marriage seems to break down even faster then some might have anticipated. 

Tsargrad - After a tense few weeks of continious negotiations, endless calls and a reportedly endless barrage of swearing matches between KDU and SSD lawmakers, the extension of the UBI scheme has failed to pass the Imperial Congress. While anticipated by most in the Deltarian political arena, it was still a shock when nearly all KDU representatives in the Imperial Chamber voted against the measure to extend the scheme, with the Imperial Treasurer Zvonko Stojčević even going as far as to instructing his own ministry to not implement the extension if it would have passed congress. 

Prime Minister Lazarescu had been working day and night to save the scheme, which needs to be extended every three years in order to remain funded. Considered a flaw in the original proposal by many within the SSD, the extension allowed their KDU coalition partner to voice their discontent over their coalition partners rejection of planned tax reforms. But with the extention now truly failing to pass and millions of Deltarians not receiving their UBI check next month, both coalition partners are already feeling the heat from voters. At least 200.000 protested the move, with the Tsargrad Stock Exchange reporting record losses and the economy expected to take a major hit as purchasing power will decline. The rejection of the UBI extension has also thrown the new Social Security 2.0 system off balance. Other measures enacted under the system will now be facing more recipients, as it is expected that nearly 1 million additional Deltarians will fall below the poverty line overnight if the extension doesnt go through. 

The Prime Minister is reportedly on his way to His Majesty the Czar to discuss the political crisis, with ministers now openly attacking one another. Both the KDU and SSD are losing ground in the polls rapidly as voters blame both for failing to work together. Anna Vjesmich tells us more:

Tsargrad - In what can only be described as a historic election, for the first time since democratization neither the KDU or their social democratic counterpart have won a general election. After a rocky two years of chaotic government, both KDU and SSD were punished heavily by voters as the two parties dropped to historic lows, both winning less then 100 seats. This comes to the benefit of the new liberal alliance of Savez! and SL, the "Forward with Freedom" list. This list, rising in the polls during the campaign, managed to capture a absolute majority of seats (233) in the Assembly, thus allowing the alliance to form a majority government. 

Sedlar, leader of the joint list, thanked supporters for their confidence in the alliance, calling it "a historic moment for our country". He stood next to Prime Minister-elect Martin Bastašić, former businessman and Savez! sponsor who was hand picked by Sedlar to be the alliance its candidate for PM. With this result, Deltaria will experience its first ever majority liberal government. Just years ago Savez! was destroyed in elections after a failed government with the KDU, resulting in a economic crisis that Lazarescu only managed to stop in his second term. Other parties also benefitted from the fall of both KDU and SSD, with the communist RKP rising further and capturing 43 seats. Nacionalni managed to climb slightly, with 24 seats. Interestingly many center-left voters also seemed to move to the New Greens, with the party not managing to gain ground in previous elections and only winning 4 proportional seats just two years ago. This time around, the party won 13, including four district seats. 

But while both Savez! and the Social Liberals celebrate, they will likely face significant challenges in government. The new government is confronted with the fallout of the failed UBI extension, which has so far resulted in 200.000 Deltarians falling below the poverty line and economic growth to plummit at a steady pace. The Agency for Deltarian Economic Forecasts (ADEF) released its forecasts on the Deltarian economy last week, revealing that as purchasing power declines and government programs receive more recipients, the economy will see negative growth and for the first time in years Deltaria will face a significant budget deficit. 
Sedlar, who will likely be reappointed to his old post as Imperial Treasurer, has promised to take quick action to stabilize the economy, having promised his Social Liberal partners to also look at emergency measures to temporarily extend the UBI scheme. PM-Elect Bastašić has furthermore promised the fullfillment of federation, a age old dream of Savez! supporters, while also announcing that in his first hundred days he will push for significant reform of the political system to "prioritize stability and project confidence to the market." 

Meanwhile Lazarescu conceded defeat. After 9 years as Prime Minister, the battered leader announced his resignation as SSD leader after his party only won 90 seats. The Federal Committee of the SSD is expected to appoint a successor within a week. At the KDU headquarters, there was no one to sack, as the party entered this election with no leader. But after its worst result ever, winning just 57 seats, the party announced that for the first time ever it would hold a leadership election to determine the future of the party. Addtionally, prominent party members on the local level called Party President Avramescu to resign, with him deciding to do so only hours after. Both the positions of party leader and president will be up for election, as the KDU needs to redefine itself in the face of this historic loss. 

Czar Vjekoslav has invited Bastašić to the Imperial Duha, where he is expected to formally appoint the NsS candidate to head of government and invite him to appoint a cabinet. 

Tsargrad - After nearly a year of debate, ammendments, infighting and countless of nights the "Federal Act of Reorganization" (FAR) passed the Imperial Congress last night through a emergency session in which the Bastašić government managed to pass the sweeping reform package with just a simple majority. While normally such sweeping changes would require a two/thirds majority the liberal government managed to make use of a age old rule in the Assembly which allows a government to pass constitutional reforms as long as they maintain support of both lower house and senate afterwards, with a automatic vote of confidence triggered. 

By courting countless of independent senators, Bastašić managed to survive the vote of confidence in the senate and managed to pass the package. Oppossition figured are outraged, calling it a "damaging act to democracy." The Prime Minister himself rejoiced as his plan worked, calling it "the largest reform seen in Deltaria in the last few decades." 

Under the reforms all provinces are granted sweeping autonomy over a large amount of topics. In the constitution, a new amendment is added which "delegates all powers not specifically granted to the government of the Grand Empire of Deltaria to its provinces." This means that all provincial governments will henceforth basically be completely autonomous in the areas of education, organizing local government, regulating intraprovince commerce, maintaining their own local judiciaries and police agencies and much more. The only powers specifically delegated to the new federal government are monetary policy, defense policy, foreign affairs or declaring war. Some authority is shared between provinces and the federal government, such as taxing, enforcing both federal and local law and building/maintaining infrastructure. 

By pushing through the FAR, the NsS liberal government seeks to fullfill a long standing dream of the Savez! party, which is to grant more authority to the provinces and limit the power of Tsargrad. While this is a major milestone for the country and the Prime Minister, it has done little to revive a struggling government. So far, the Bastašić government has failed to stabilize the economy, as debt continues to rise and unemployment stagnates. Additionally, at least five ministers have left government since last years election, two of which have been accused of corruption and nepotism for granting family lucrative positions in government. Imperial Treasurer and long time Savez! leader Božo Sedlar has himself been embroiled in a scandal since last month after Telegraf revealed that he had granted additional funding to a company in charge of maintenance on the Tsargrad-Hradnice highway system. The company in question is owned by his nephew and both his own ministry and that of Infrastructure concluded that the extra funding was not needed and should not have been granted by Sedlar himself but by the Infrastructure minister Jasmin Matijević. These scandals, combined with the inability of the government to agree on fundamental issues, has led to some of the worst polling for any incumbent government in recent memory. 

Maybe federalism is for the best as no Deltarian seems eager to associate with the incumbent government, despite the clear transformation they have managed to accomplish with the FAR.

Tsargrad - Despite accusations that the Prime Minister is seeking to protect his own position and that of his party, the Imperial Congress approved new electoral reforms that change the way Deltarian politics will work. While initially the efforts by the NsS government to push the reforms seemed hopeless, the party and its government found a unlikely ally in Czar Vjekoslav himself, who supported the reforms and sees it as a way forward after years of political instability. With the support of the Czar both the KDU and Nacionalni threw their support behind the reforms, resulting in just enough votes for the reforms to pass. 

Under the reforms, any new government requires a majority in both lower and upper house to be put into office, resulting in a greater treshold for any government to be formed. In light of this change, the Senate's elected representatives will increase to 75, with 25 elected every 3 years. The remaining 25 shall still be appointed by the Czar. The system also removes the ability for a motion of no confidence in the entire government. Instead, only individual ministers may be removed from office by a motion. Once a minister is removed, the PM must immediately appoint a successor who needs confidence in both upper and lower house. While in theory there is no way for a government to be voted out, ministers are still free to resign and can, by doing so, trigger a political crisis to force an election. 

The Prime Minister himself may not be removed at all, unless a joint committee of both Chamber and Senate vote for his impeachment. Additionally, the posts of Foreign Minister, Defense Minister and Imperial Treasurer are also protected by this higher treshold due to their importance for governing the country. 

Commentators have already called this unique system the "Dual-Mandate Parliamentary System", with both the Prime Minister and Czar hoping that the changes will result in stable government. Importantly the term length of the Chamber has been shortened to three years, allowing elections to be held simultaniously with the 25 seats elected in the senate each term. The Czar retains his power to appoint a Prime Minister, as well as the power to dissolve both Chamber and Senate. With these powers, the Czar may break through political deadlock if needed. 

Deltarians seem divided on the new system, with some fearing that it might lead to longer coalition negotiations as parties may no longer form a majority government without senate support. 48% of Deltarians approve of the changes, while 25% is unsure and the remaining 27% is against. Whether the "Dual-Mandate" system will actually succeed in its design will likely only be experienced after the next election, as the new system is triggered after the next general election.

Branovice - In Deltaria's finance capital Branovice many bankers, government officials and the Reserve Bank have been pushing for the last step in economic intergration: a common currency. Over the last few decades Deltaria and Istalia have been the main drivers to push for more economic intergration within SOMECO, resulting in one of the most intergrated markets in Terra. SOMECO member states now trade freely with almost no limitations, resources exchange hands without much restriction and people travel freely as labour markets have merged. But there was always one step that member states did not dare to look at: currency

Istalia started to nudge the entire organization towards the idea by first proposing new mechanisms to allign each member states currency. This move was met with relative unease, largely because it is seen as a major step towards full intergration. The SSD-KDU government was unsure whether such a step would benefit Deltaria in the long run. But with the new liberal government of Prime Minister Bastašić, sentiment has shifted towards Istalian proposals and a willingness to work towards currency allignment is more then present within Deltaria. 

Imperial Treasurer Sedlar announced that Deltaria will study Istalian proposals for currency allignment, and is willing to "seriously discuss the introduction of a single currency for all member states" in the near future. If both countries succeed in pushing the idea towards reality, it would mean a significant step towards a fully intergrated single market and the introduction of one of the most widely used currencies ever used within Majatra. A step likely to further push SOMECO to become the most effective economic bloc's on Terra.
