VILLANEDDIA - In the elegant and decadent heart of Villaneddìa, the "Queen of the Lagoons", the curtain rises again on the Istalian Film Festival, the most prestigious showcase of national cinema. The famous Golden Mask, the golden award inspired by the theatrical masks of antiquity, is ready to reward the now rediscovered cinematographic excellence, among reflections of gondolas, flickering lights on the water and international audiences.

Restored in 5624, after years of interruption due to the tragic events of the Patriotic War, the Festival has accompanied, step by step, the difficult recovery of Istalian cinema. A recovery, it must be said, that was anything but simple: for many years, film production has struggled, suffocated by chronic underfunding, a small number of production companies, and by the difficult competition with television productions, in particular those of the powerful public broadcaster SERIN. Added to all this was the massive presence of foreign films, which dominated the theaters, and the lack of acting academies up to the task, capable of training new generations of performers.

But in recent years, the landscape has changed and Istalian cinema has found oxygen and momentum. New production companies have entered the national scene, bringing ideas, investments and vision: "Alsement Produzioni", "Cinemoderna", "Aurelio De Mauro Production", and above all "Danae Film", founded by the famous singer Riccardo Siani, an icon of the cultural rebirth of the decade following the war.

The training sector is also experiencing a new season. The historic "Istalian Academy of Dramatic Art of Romula" and the "Burìa Civic School of Acting" have returned to attract and train young talents, alongside emerging institutions such as the "Caleon School of Experimental Acting Arts". The latter, the result of a radical transformation of the former "Institute for Patriotic Propaganda" (created during the Civil War by the Patriotic Front for media production aimed at television, social networks, newspapers, etc... and which had attracted well-known actors, journalists, producers, etc... opponents of the then communist regime), has been able to transform itself, also thanks to the support of the permanent fund established by the GFCAB, the Crown's financial group, into a breeding ground for creativity and innovation.

This 5649 edition of the Festival promises to be historic. Among the films in competition that have recorded record numbers and have received critical acclaim, we find "Coinquilini per caso" (Roommates by chance), a romantic comedy that has won over the public, the dark noir inspired by a famous legal case "Amici di Merende" (Friends of Snacks), and "Il Santo" (The Saint), an intense political drama favored to win the Golden Mask for best film, which deals with the moral contradictions of power with intensity.

Among the most anticipated protagonists on the red carpet and competing for individual awards we find Giordano Valmieri, nominated for best actor for his deep and tormented interpretation in "Il Santo", a role that many have already compared to the great interpreters of the past. Next to him, for the best actress award, Caterina Moreschi shines, protagonist of "Il tempo delle viole" (The time of violets), a family drama set in the rural countryside of Alaria that thrilled audiences and critics and won the last edition of the Festival.

The revelation categories of the year are perhaps the most symbolic of this new phase: among the male revelations, Leonardo Feranti stands out, a young promise coming from the Caleon School, who surprised everyone with his intense performance in "Notte su Sira" (Night over Sira). For the female revelations, the spotlight is on Giulia De Lorenzi, 21 years-old from Burìa, protagonist last year of the delicate film "Camera vista mare" (seaview room) and protagonist of "Coinquilini per caso", defined as a promise with the gaze of the great stars of the past.

The outlook is encouraging: Istalian directors, actors and producers are now looking ambitiously to the international scene. There are increasing requests for the reorganization of the Romula International Film Festival, once a flagship of global cinema, the final stage of the International Motion Picture Academy's Film Year, on a par with the Kaizhu, Rittersheim, Kaliburg and Valois festivals, the most prestigious globally.

Istalian cinema has not yet returned to its peak, but it has stopped surviving and has begun to live, tell stories, and excite. And Villaneddìa, with its streets, its theaters and its golden masks, is once again the stage for the Istalian cultural rebirth, the capital of the country's rediscovered cinematic dream.

The secular front rises up against the Giunio government
Protests across the country against the interference of the Aurorian Church in the institutions: a cross-party front accuses the executive of threatening the secularity of the State.

Hands off the secularity of the State!” is the slogan that echoed yesterday in the streets of Romula, Milona, Pontelasa, Burìa and in the other main Istalian cities. Thousands of citizens, activists, unions and simple supporters have joined together in an unprecedented mobilization, promoted by a progressive front that is increasingly more alarmed: the New Communist Party, the Democratic Socialist Party, the Green Movement, but also numerous representatives of the Alliance of Autonomies and Democracy & Freedom have taken to the streets to denounce what they define as a dangerous clerical drift.

At the center of the protests are the recent legislative proposals of the Giunio government, which according to the protesters explicitly strengthen the role and influence of the Aurorian Church within the institutions. After the interventions in the fiscal, educational and welfare fields, already harshly criticized, the measure seemed enough for many sectors of civil society concerned about the dramatic growth of the Church's influence in the country.

A PSD parliamentarian, questioned by the press while participating in the Milona march, declared:

Quote:Istalia cannot go back centuries. We are risking a progressive dismantling of the secular principles on which our nation is founded.

The accusations focus in particular on the Hosian Democratic Union, defined bluntly as “the political arm of the Aurorian Church”. A formation that, according to many, has led the National Liberal Party to a "political amnesia" on its historical roots due to pure political connivance, and the leader of the PNC, Rossella Moscardini, did not fail to underline it:

Quote:It is a betrayal of the secular and progressive legacy that has made Istalia an international model of tolerance and secularism! It is a regression disguised as reformism and the PNL is especially to blame, having bowed to the diktats of the UOD!

Even within Democracy & Freedom the mobilization found space: numerous parliamentarians and supporters of the party took part in the demonstrations, although the leadership chose not to take an official position. The management left freedom of choice to its representatives, aware that the priority of the movement remains support for the economic and fiscal reforms promoted by the government, which would continue in any case even without the formal assent of D&L. Moreover, the party is interested in consolidating the image of a responsible and reliable force in view of future alliances or possible participation in future executives.

It is not just a protest, but a real cultural battle, involving universities, civic associations, editorial offices and local communities. In the coming days, new mobilizations, conferences and artistic initiatives have already been announced to raise public awareness and claim the full independence of the State from the Church.

New budget law: a liberal and pro-business vision

ROMULA - The Council of Ministers has presented the new Budget Law to Parliament, outlining a maneuver consistent with the reform framework already illustrated since the early days of the Giunio Government. The approach is clearly inspired by a liberal and pro-business vision, attentive to the balance of public accounts but also oriented to new strategic investments.

The maneuver lies in a massive rationalization of public spending, made possible by a series of technical cost-benefit analyses launched in recent months on a large scale. These assessments, in particular, aim to identify areas of waste and inefficiency within the welfare system, public administration and state services, with the declared objective of freeing up resources for active policies and strategic investments.

The approach to public spending has been revised to take into account the ongoing structural reforms. In fact, a progressive reduction in direct social spending is expected, offset by the strengthening of the role of private actors and a public-private partnership model that should make the provision of health, education and welfare services more efficient.

Another fundamental pillar of the new budget law is the package of pro-business tax measures, designed to boost the competitiveness of the Istalian production system, in particular by promoting investment, employment and corporate capitalization. Among the main innovations is the reduction of taxation on undistributed profits, provided that they are reinvested in strategic activities such as innovation, production expansion, training or the creation of capital reserves. Furthermore, the sums set aside for depreciation, guarantees and structural investments will be fully or partially deductible, incentivizing companies to strengthen their financial bases.

For small and medium-sized enterprises, the law provides for the introduction of a proportional or reduced flat tax, applicable only if the company respects certain parameters for reinvestment of profits and increase in employment. The measure, presented as highly meritocratic, aims to favor those dynamic companies that bet on growth and stable employment.

Moreover, an ambitious plan for the reform of tax obligations has been announced, which will lead to the creation of a “General Digital Office for Businesses”, through which it will be possible to manage all relationships with the tax authorities. The aim is to streamline bureaucracy, reduce administrative times and costs and offer more efficient tools to businesses to fulfill their obligations.

Finally, the government has ordered the abolition of a series of residual excise duties, a legacy of the war period, still in force since the Great Patriotic War of Liberation and never formally repealed. A measure that, as the opposition points out, comes strategically between the holidays of Hallownight and "Coronia" (as the "Coronation of the Lord" festivity is known in Istalia), arousing the suspicion of an operation with a propagandistic flavor. The executive, however, claims the will to definitively close with a legacy that is now anachronistic, ensuring that the missing resources will be largely compensated by the increase in tax revenue expected thanks to the activation of the productive fabric and the emergence of the underground economy, favored by the reforms already underway.

According to the government, these measures will strengthen the entire productive fabric, especially in its most dynamic and innovative components, and will help create an economic environment more favorable to free initiative, growth and employment.

On the expansionary policy side, the budget law significantly increases the funds allocated to some sectors considered strategic. In particular, a strengthening of the National Fund for Education and Research is noted, which will continue to represent the main instrument for the improvement of quality and internationalization of the Istalian university system and research.

AISA (the Istalian space agency) will also receive new funding with the aim of supporting very ambitious missions and research projects and strengthening the national space sector. The various funds dedicated to industry, crafts and agriculture will also receive new funding, each calibrated to the specific needs of their respective sectors. The budget law provides for a general strengthening of these funds, with a specific focus on new businesses, and in particular on young start-ups, which will be able to benefit from significant tax breaks and procedural simplifications for the first five years of activity, in order to incentivize entrepreneurship and support the growth of the national production fabric.

Functional to the confirmed labor reform, on which the three partners of the executive had not yet agreed at the time of the government agreement, and for this reason it had been put on the back burner and not mentioned at the time of the announcement of the Giunio Government's programs, the budget will law provides for the reduction of social security contributions for new hires in the categories considered priority (young people under 35) with a possible extension also to people residing in areas with high unemployment and a tax credit for companies that invest in certified professional training for employees.

While the measures for businesses were welcomed by the production world, the failure to include the income tax reform has caused quite a bit of discontent. In particular, the National Liberal Party, from which the Minister of Finance Franco Del Nibbio comes, had made itself the spokesperson for the proposal of a sharp reduction in tax brackets, supported by PRL and actively promoted also by Democracy & Freedom, which, we remember you, externally supports the Giunio government.

However, the Hosian Democratic Union vetoed it even before the elections, once again blocking the new attepted effort by the Finance Minister of revising the highly progressive structure of the current income tax, considering it consistent with its principles inspired by the Hosian social doctrine. Various voices within the UOD have never made a secret of even supporting the idea of a super tax on large estates, as a tool for redistributing wealth in the name of solidarity.

In this phase, the Liberal Republican Party, junior partner of the executive, has attempted to mediate between the different positions, opening a technical-political table with the other majority parties to identify a compromise formula that allows for the simplification of the tax system without affecting progressivity. Sources close to Prime Minister Valeriano Giunio describe Del Nibbio, a loyal follower of the Minister Secretary of State, as determined but pragmatic and ready to refine the proposal in view of the next tax reform law.

The opposition has reacted harshly to the budget law presented by the Giunio government. The New Communist Party has denounced an unbalanced maneuver, designed to strengthen capital at the expense of the welfare state, criticizing in particular the reduction of public spending and the strengthening of the role of private individuals in the provision of essential services.

The Democratic Socialist Party has accused it of disguised cuts and of abandonment of the principles of equity, while the leadership has
pointed the finger at the decision to cut some historic excise taxes under the Hollowtide period, calling it a populist and propagandistic move. According to the PSD secretary, Fabrio Moccia, it is an electoral gift that hides deception: citizens will pay the price later on for a state that is less present and less capable of protecting the weakest.

The 37th edition of FOMAT: a triumph of musical excellence and artistic refinement

ARGINTERA - After twenty-one years of absence from Istalian soil, the Festival of Musical Arts in Terra, known to all as FOMAT, has returned to the Bel Paese for its 37th edition, after Narikaton & Darnussia renounced organizing it, and this year the organizers have chosen a stage of excellence, hosted last night in the evocative setting of the Arena Seluciana, the famous ancient amphitheater of Argintera, the ancient historical and artistic center of the Cisavugli Region founded in ancient times by the Selucian colonists. It is expected to be an edition that will remain in the annals not only for the very high musical level, but also for the spectacular nature of the organization and the atmosphere of international elegance that pervaded the entire evening.

The Arena Seluciana, a masterpiece of stone and history, with its majestic arches and its arena that is already regularly used for various shows, first and foremost for the city's opera season, was masterfully transformed into an exceptional stage to host the FOMOT thanks to the work of SIRAN, the Istalian state television, which took care of the event down to the smallest details. The lights danced on the ancient steps, the visual effects enhanced the beauty of the archaeological site, and the clear sky of Argintera gave a clear, almost theatrical night.

Among the most anticipated and applauded presences of the evening, the Emperor and the Empress consort undoubtedly stood out, who took their places in the grandstand next to the President of the Federal Republic of Dundorf Juliane Offenbach and her consort, who came to Istalia to support their country's representation in the competition. Before the show, the Emperor wanted to pay homage to the illustrious guest with a private reception at Villa Principe di Nacosia, a historic royal residence from the times of the Kingdom of Nicoma, now owned by the Municipality of Argintera and magnificently restored for institutional events. In an elegant and relaxed atmosphere, the guests, including some of the highest officials of the State, were delighted by the finest wines of the Istalian oenology and the refined specialties of the North-Alarian cuisine, while the two Heads of State conversed amiably in the frescoed halls. The Minister Secretary of State, Valeriano Giunio, took the opportunity for a brief conversation with the President of Dundorf on issues of international politics and diplomacy: a cordial and informal exchange, in line with the festive context of the evening, the contents of which were not disclosed.

Then, the lights went up on the FOMAT stage, kicking off the eagerly awaited evening. Nine songs were competing, chosen from the best proposals of contemporary, pop, electronic, soul and experimental music. The artists were able to involve the audience with profound interpretations, refined arrangements and a scenography worthy of the greatest global events. The winner was greeted with a standing ovation. Visibly moved, the Kalopian artist, with a decennal carrer on the backs and among the most appreciated singers and songwriters of her country, thanked the Istalian audience for the warm welcome and the magical energy of the Arena Seluciana. The song was widely praised for its lyrical beauty and musical craftsmanship, with critics and audiences alike moved by the artist’s stunning performance, in which she masterfully wove emotion into every note, delivering a rendition as intimate as it was powerful. 

This year's edition kept spectators in suspense until the very last moment, as the final ranking was revealed in a crescendo of tension. The artists at the top of the ranking found themselves enclosed within a margin of just a few votes, a testament to the very high level of the competition, so that second and third place saw a close fight between Egelion, Kundrati and Kalistan, cne of the favorites on the eve who, however, eventually failed to climb onto the podium by a handful of votes, finishing in fourth place.

Making the event even more unique was the presence of numerous national and international celebrities from the worlds of cinema, music and fashion, who attended the event to support the delegations of their countries together with the rest of the public, who came from all over the world, especially from Kalistan, Egelion, Kalopia, Kazulia and Dundorf.

Thanks to the excellent work of SIRAN, the live broadcast reached hundreds of millions viewers worldwide, recording a record peak in audiences in several countries. The organizational success confirmed the image of Istalia as a great host country of international cultural events, in the name of elegance, history and modernity.

NEAPULIA - "ICM Terra Terminals", the new port logistics company controlled by Istamar Holding, is ready to change the face of Istalian and international maritime transport. Born as a joint venture between Istamar Holding itself, which controls Istamar, the largest shipping company in Istalia, the Hasan-Mariani Group, the Banca di Credito Nazionale and GFCAB, ICM Terra Terminals has the declared ambition of becoming one of the main global logistics operators.

The goal of the new company is to build an integrated network of port terminals and intermodal services, capable of offering complete logistics solutions from the quay to the hinterland, reducing operating costs and ensuring maximum efficiency in the flow of goods. As explained in a company note: "the vertical integration of services and the direct presence in strategic ports represent the key to consolidating the competitiveness of the Istalian offer on international markets".

In Istalia, ICM Terra Terminals has already started the construction of the first major infrastructure project in the port of Neapulia, as part of an ambitious agreement with the State and municipal authorities for the expansion of what has effectively become the main port of the Peninsula. The project involves the construction of a new high-capacity container terminal, fully automated and connected to the national railway and motorway network.

Following Neapulia, the terminals planned in the ports of Gelamia and Pontelasa will come, and then a further site in the east of Alaria, currently being identified among several candidate port cities.

But the vision of ICM Terra Terminals is not limited to the Istalian territory. The company has already signed preliminary agreements with the port authorities of Badara, Egelion, Kundrati and Mordusia, countries with which Istalia has recently strengthened and wants to continue to strengthen diplomatic and commercial ties. In these countries, ICM will build and manage entire new logistics hubs, with the aim of transforming them into key hubs for freight traffic between continents.

According to sources close to the company, further negotiations are underway in several countries in the Dovanian area that have signed bilateral agreements with Istalia and see logistics cooperation as an opportunity to develop and modernize their port systems.

"Our goal is to become a reference operator in the routes between the West and the East of the world", said the CEO of ICM Terra Terminals, Margherita Loia, underlining how the company aims to offer end-to-end services, reducing time, costs and fragmentation in the logistics chain.

According to industry analysts, Istamar's strategy aims to consolidate its presence on a global scale through the vertical integration of the logistics chain, transforming itself from a shipping company to a global logistics operator. A move that could allow the Istalian group to carve out an increasingly large slice of the international maritime transport market, in a context where efficiency and direct control of infrastructures are now crucial for competitiveness.

With construction sites already underway and new agreements in preparation, ICM Terra Terminals seems ready to become one of the pillars of the international projection of the Istalian logistics industry.

State visit to Baltusia: diplomacy, economy and institutional vision at the center of the talks

JOHNSTON, BALTUSIA – The Emperor of the Istalians Alessandro V, accompanied by the Minister Secretary of State Valeriano Giunio, made a heartfelt state visit to Baltusia, marking an important step forward in bilateral relations between the two countries. This is the first official visit of a foreign head of state to the Baltusian country since the proclamation of the monarchy, which took place this year after a complex period of institutional transition.

During the official ceremony held at former Presidential Palace of Johnston, Alessandro V was the first international leader to personally congratulate King George of Baltusia, who recently ascended to the throne at the end of the Regency established following the so-called Silver Revolution, which put an end to the long syndacalist regime. The accession to the throne of the sovereign, of the newly formed House of Alvarez and relative of the Kalistan royal family, has been interpreted by many observers as a strategic gesture aimed at strengthening ties with influential regional neighbor with which Baltusia is rebuilding relations since the fall of syndacalism.

In his official speech, Emperor Alessandro V expressed appreciation for Baltusia's "wise choice" to establish itself as a constitutional monarchy, which, he declared to the press, recognized in the figure of the Sovereign:

Quote:An independent and super partes element, capable of guaranteeing stability and preventing the return of authoritarian personalisms. The monarchy will offer an institutional counterweight to the mutability of party interests, promoting a lasting and deep-rooted pluralism. It is precisely through its impartiality, its rootedness in tradition, and its distance from the electoral contingency that the Crown can foster continuity in times of change, safeguard the unity of the State, and act as a moral compass in moments of uncertainty. In a constitutional framework, the monarchy does not compete with democratic institutions, but rather reinforces them, offering a symbol of cohesion above factions, and ensuring that the rules of the game are respected even when political winds shift. That is the enduring value of a modern monarchy: not power, but responsibility.

During the visit, the Emperor and Minister Giunio also met with First Minister Aiden Merridan, who recently survived a serious terrorist attack that caused dozens of victims. The Istalian representatives expressed their full solidarity, praising the Prime Minister’s firmness and dignity in facing the threat of political violence, remaining faithful to the democratic values and freedom of the Baltusian people.

The focus of the visit was the intense economic negotiations that led to the definition of a Cooperation, Free Trade and Investment Agreement between Istalia and Baltusia. The agreement provides for the complete elimination of duties on goods intended for retail sale between the two countries and the introduction of a maximum ceiling of a few percentage points for goods sold in large quantities between companies or between companies and governments. This ceiling is intended to progressively decrease in function of the total volume of trade, until it disappears above a certain threshold, to encourage the growth of bilateral trade.
An exception is foreseen for strategic goods and materials, which are still subject to zero duty but for which special procedures will be introduced to ensure that their use responds to purposes of common interest.

The treaty also includes a broad chapter on customs and tax cooperation, with simplification measures for the documentation and transit of goods, the exchange of information between authorities, the movement of capital and the fight against tax evasion, including the prevention of double taxation.

During the talks, the Istalian government also facilitated contacts between the Baltusian authorities and ICM Terra Terminals, the company of the Istamar Holding group, which is expanding its global network of logistics hubs. The parties reached a preliminary agreement for the opening of a cargo hub in Baltusia, which would represent a strategic node in the North-Selaian trade flows.

It's another success for the Istalian company that in the these previous days announced the conclusion of similar negotiations with the government of Bianjie for the rapid start of work in the port of Namušun, one of the main ports in the country and located not far from the capital Gemun.

The visit of Alessandro V and Valeriano Giunio thus ends with an extremely positive balance, marking not only a turning point in bilateral relations between Istalia and Baltusia, but also a significant step in the international projection of Istalian companies and in the construction of an increasingly cooperative, stable and multilateral regional order.

CASTRAVIALE, CISAVUGLI - Publio Carvelli, the last Secretary General of the Socialist Republic of Istalia, passed away at the age of 97 in the maximum security prison of Castraviale, in Sira Province close to the border with the other Cisavuglian provinces, in the hearth of the Silician Plateau. With his death, the last living symbol of the communist regime that governed Istalia in the last century, leading it towards one of the most dramatic and bloody phases of its history, disappears.

Having succeeded Nevio Russo after the disastrous conclusion of the Peninsula War, Carvelli took over the leadership of an already moribund Republic, reduced to controlling only the island of Alaria, while the rest of the country was divided and in Alaria the Resistance to the regime began to rise up. In a context of isolation and encirclement, Carvelli stubbornly clung to power, ignoring the promises of democratic transition made in the peace talks and further tightening political repression.

During his last years in power, the Socialist Republic of Istalia had to deal with growing discontent while the Resistance organized and structured itself into a real military force. Carvelli tightened the repressive measures, but not even an iron fist was enough: progressively abandoned even by its last supporters, betrayed by entire sectors of the military and party apparatus, the regime collapsed under the pressure of the final offensive of the Patriotic Front.

Carvelli, however, managed to escape capture: having disappeared from Pontelasa during the final hours of the conflict, he took refuge in great secrecy in Vanuku, where he obtained asylum from the local worldburnist regime. Considered an inconvenient and compromised guest, he was nevertheless kept under control, far from any political or public activity.

It was only decades later, thanks to a delicate intelligence operation and within the framework of the bilateral agreements for the expansion of the Grand Canal, that the Istalian secret services obtained the extradition of the fugitive. Arrested and transferred to his homeland, Carvelli was tried and sentenced to life imprisonment in October 5642. The charges were very harsh:
  • Primary responsible for the outbreak of the Civil War;
  • Primary responsible for the victims of the conflict;
  • War crimes;
  • Crimes against humanity (for the inhumane conditions of detention of political opponents, often tortured and executed without trial);
  • Subversion of state power and repressive actions against the population;
  • Compromising the national unity and economy;
  • Escape abroad with the subtraction of public funds.

Carvelli remained virtually silent throughout the trial. When he intervened to defend himself, he did so mainly by justifying his decisions as acts due in an emergency context and attributing the greatest responsibility to his predecessor, Nevio Russo. The image of a contemptuous or arrogant man did not emerge, nor that of a repentant: perhaps aware of his role in the tragic events of the past, he accepted the sentence with composure and dignity.

Carvelli leaves no heirs or survivors in Istalia. His wife and children still reside in Vanuku, where they took refuge at the end of the regime and have always avoided the public spotlight. According to the authorities, the body will be cremated and the ashes sent to the family, whose current residence has not been disclosed at the request of the Vanuku authorities.

With Carvelli's death, the last chapter of the Istalian communist regime symbolically closes. If already at the time of the trial there had been a widespread perception of justice, especially among the survivors and the families of the victims, today many Istaliani feel that the definitive reconciliation with the memory of the past has been achieved. A painful memory, which continues to mark the national identity, but from which Istalia has been able to recover, choosing the path of democracy, plurality and respect for fundamental rights.

Flexibility and simplification are the key words of the labor market reform
Here are the guidelines of the proposal prepared by the Giunio government, which is increasingly emerging as a turning point executive

ROMULA – After the budget law, which has already introduced tax relief for new hires, as well as tax credits for corporate training and for collaboration between companies and technical institutes, the Giunio government is now preparing to launch a comprehensive reform of the labor market. A reform that explicitly aims at flexibility, regulatory simplification and the creation of a context favorable to stable hiring, without sacrificing minimum protection for workers.

At the heart of the project is the desire to make hiring easier, faster and more advantageous for companies, reducing the use of irregular or undeclared forms of work, and offering new contractual forms capable of adapting to the needs of the Istalian production system, still marked by rigidity and territorial gaps.

One of the most anticipated innovations concerns the introduction of an “insertion period” extended to six months, during which employers will be able to terminate the employment relationship in a simplified manner and with fewer formal and contributory obligations. The measure is designed to facilitate the hiring of profiles that are not yet fully trained or with heterogeneous experiences, reducing the legal and economic risk for companies in the initial phase of the relationship.

The Minister of Labor, Federica Vianello, of the Liberal Republican Party, explained:

Quote:We want to create a regulatory framework that stimulates employment, especially in small and medium-sized enterprises. The current structure of the labor market discourages many businesses from growing despite the favorable economic situation. It is not about making jobs precarious, but about opening up opportunities.

Another cornerstone of the reform is the new permanent contract with increasing protections, which will be added to the other types of contracts. Its structure provides that workers' rights and protections gradually increase with seniority, in terms of compensation and stability, so as to encourage companies to hire permanently, without the fear of excessively onerous constraints from the start.

On the flexible work front, a simplification of fixed-term contracts is expected, with fewer constraints on reasons and maximum duration, and a liberalization of part-time, which can be freely agreed between the parties, to the advantage of both companies and workers with family or personal needs.

In the wake of the simplification and rationalization already outlined by the budget law, the reform will contain a package of rules for the rationalization of personnel hiring and management procedures, including the establishment of a single digital portal that will allow companies and professionals to quickly access all work-related services: hiring, terminations, contract management, mandatory communications.

The government also intends to harmonize and reduce the overall number of contractual types, eliminating obsolete or little-used formulas and strengthening controls to avoid abuse.

The reform has sparked strong criticism among the ranks of the parliamentary opposition. In a joint statement, the Democratic Socialist Party, the New Communist Party and the Green Movement have defined the executive's plan as "a systematic attack on job stability, disguised as efficiency and flexibility".

The PSD group leader in the Congress, Chiara Crocetta, declared during the parliamentary debate:

Quote:Behind words like simplification and modernization lies a clear will: to dismantle fundamental protections in the name of competitiveness. The introduction of a six-month induction period during which dismissal will be easier and less costly for the company risks creating a parallel market of 'trial' workers, without guarantees and under constant employment blackmail.

The provision of permanent contracts with increasing protections was also greeted with skepticism. According to the New Communist Party, this is “a model that encourages precariousness in the initial period of employment and normalizes the idea that rights and stability are concessions to be earned over time, and not starting conditions".

The Green Movement also expressed strong concern about the liberalization of part-time work and the simplification of fixed-term contracts. The Spokeperson of the Movement, declared to the press:

Quote:These measures, designed to ‘adapt’ to production needs, will end up penalizing women, young people and all those who already live in fragile working conditions. Low-income work is encouraged and structural inequalities are fueled.

Finally, the opposition raised doubts about the effectiveness of the new digital portal and bureaucratic rationalization saying that the real problem is not bureaucracy, but the lack of serious controls. Without a strengthening of inspectorates and inspection services, any attempt at simplification will be fertile ground for abuse and new forms of social dumping.

The three parties have announced the presentation of a joint motion to request a thorough revision of the text and the opening of a broader parliamentary debate, with the involvement of trade union representatives and professional categories. The Government, however, is decided to proceed, ready to make pass easily the bill, with the majority, once again, still firmly supported by Democray & Freedom.

ROMULA - Although the Istalian public debt does not cause particular concern today, neither in terms of absolute volume nor in relation to the gross domestic product, the government led by Valeriano Giunio has decided to bring about a change of rigor and responsibility in the management of state finances, laying the foundations for a long-term policy that guarantees stability and sustainability. In light of a positive macroeconomic framework, with solid growth forecasts, the executive intends to adopt a virtuous approach immediately, anticipating possible critical issues and strengthening investor confidence.

In this context, the creation under the authority of the Minister of Finance of the National Agency for Management and Amortization of Debt (Agenzia Nazionale per la Gestione e l'Ammortamento del Debito - ANGAD) was announced, a new state body that will organize the State's indebtedness and manage the public debt, with the primary objective of guaranteeing the liquidity and solvency of the Government at all times and will be responsible for the collection and management of resources intended for the repayment of public debt and the accumulation of funds in the long term, avoiding that these resources are used for current expenditure. The guiding principle of the reform is simple: to clearly and transparently separate the resources used for the ordinary management of the State from those reserved for the scheduled repayment of debt securities, preventing funds intended for the latter from being diverted to cover current expenses.

Furthermore, ANGAD aims to consolidate and strengthen Istalia’s role as a reference issuer in the sovereign bond market, containing interest costs as much as possible in the medium term and limiting the risks associated with interest rate trends. Its functions also include the task of accumulating funds in the long term, strengthening the State's ability to meet its future commitments without financial shocks, and contributing to the stabilization of public needs, as well as providing the Ministry of Finance with market analyses, portfolio management models, monitoring and risk management activities, as well as relations with investors, the press and public opinion regarding government bonds. A choice that, according to Finance Minister Franco Del Nibbio, will send a clear signal to markets and investors, strengthening the perception of Istalia as a country with solid, transparent and responsible governance on the public finance front.

Alongside the establishment of ANGAD, the government has confirmed its intention to adopt a Framework Law on fiscal rules in the coming months, aimed at introducing structural constraints and permanent rules for a prudent and sustainable budget policy in the medium to long term. The law will regulate the definition of public finance objectives, flexibility margins, control and monitoring mechanisms, as well as providing automatic corrective tools in the event of deviation from the established objectives.

In the general framework of rationalization of public spending, already outlined in the recent budget law, the government has also provided for a selective review of tax breaks and non-strategic or low-effectiveness subsidies, with the aim of eliminating waste and recovering resources to be allocated to more productive and innovative sectors. These measures are coherently part of the broader welfare review program, already illustrated in recent days, which aims at greater efficiency and greater integration between the public and private sectors in social spending.

Minister Del Nibbio, questioned by the press, declared:

Quote:We are not talking about emergencies or forced recovery maneuvers, but about a far-sighted policy that prepares for the future. Our debt is sustainable but we want it to remain so even in twenty or thirty years.

According to sources close to the government, ANGAD will be operational by the end of the year and the bill on fiscal rules could be presented to Parliament immediately after the summer break. It will be a fundamental step to clearly define the center-right's approach to the economic management of the country: less improvisation, more method, and above all a long-term vision.

The measures announced by the government have not failed to arouse heated criticism, especially from the benches of the parliamentary left. From the New Communist Party, the Green Movement and the most radical wing of the Social Democratic Party, there are no mincing words. Rossella Moscardini, Secretary of the New Communists, thundered in front of journalists:

Quote:They disguise austerity as prudence! They cut funds, they disembowel the welfare system, and they hit social spending, while they talk about rigor and responsibility. The executive strengthens the classist vision of the State and wants to rewrite the priorities of public spending based on those who have more.

Similar criticisms also come from Democratic Socialist parliamentarians closer to the trade union movements, who speak of a project that aims to bend economic policy to the needs of the financial markets while ignoring the concrete needs of citizens.
Different, in tone but not in substance, is the line of the PSD leadership, which preferred to focus its response on the interpretation of the past provided by the center-right. These are the words of National Secretary Fabrizio Moccia:

Quote:The idea that our governments have navigated by sight or acted improvised is simply unacceptable. We have governed seriously, introducing reforms that have strengthened rights and created tools to improve citizens' lives. We have placed at the center an inclusive welfare system and concrete tools to expand opportunities and reduce inequalities.

Today, all of this is dismissed as "lack of vision": misleading propaganda and an intellectually dishonest distortion. And while they try to rewrite the past with slogans, the same government that accuses us is today pursuing evidently populist and propagandistic measures, as demonstrated by the intervention on public debt.

A measure that comes not by strategic choice, but by necessity: it is, in fact, a patch to contain, hopefully, the surge in debt that is expected in the long term, due to the costs, direct and especially collateral, that will derive from the cuts made to public resources and services. It is the classic "little gift" of today that, as always, will weigh on tomorrow's generations. It is easy to talk about discontinuity, much more difficult to build on solid foundations like the ones we have left!
