The Monsoon asked the new Minister of Pensions and Benefits if she had joined the Working Majority Group (WMG) and abandoned the Free Radical Supper Club, and she responded: Quote:Not at all; as you likely know, we formed the FRSC to recognize our own good luck in having at least enough and to see that the safety net is repaired and remains in place so no one has to live forever in poverty. The Foreign Minister is a member of the Working Majority Group and a former Ambassador and Professor of Political Economics while the Defense Minister was serving as the Army Chief of Staff. The Monsoon asked the Foreign Minister where he would begin and he replied: Quote:We have been decaying in isolation for a while and intend to rejoin the Majatran community and perhaps overtime the Terran community. Trading partners are what we need; so we will be reviewing our trade agreements to see what is still extant, what can be revived and who we need to approach. ![]() Foreign Minister Hakim al-Sabah The Monsoon also asked Defense Minister Hakim al-Afdal where he would begin, and he responded: Quote:Making sure the Procurement and the Legislative Liaison Divisions of the Ministry are functional and then being sure the Army, Navy and Air Force Staffs are working properly. ![]() Defense Minister Hakim al-Afdal RE: Badara - Drax - 26-04-2025 MANARA ALBRAYD SRIA AL-MUSAMI (If it’s in the Monsoon, it’s got to be true) CONSTITUTIONAL ADJUSTMENTS National Assembly, August 21, 5637: Justice Minister Bashir ibn Ortoq has introduced several measure in the National Assembly. Amending the Constitution imposed by the President of the defunct government by a 2/3 vote of the National Assembly or 2/3 vote by the Sovereign People in a referendum from the National Assembly or a petition of 100,000 citizens with the right to vote passed easily as did changing the National assembly name to “Majlis” and regions name to “Muhafaza.” These provisions had been drafted by the Civil Division of the Ministry of Justice. Ortoq also pointed out to the National Assembly that the fundamental reason the former government fell was rampant corruption but that minimizing central authority had not eliminated corruption but increased the variety of political favoritism possible. Accordingly, he and the Criminal Division would actively investigate allegations of corruption at the national, regional and municipal level. The Justice Minister also proposed barring and prosecuting participants in paramilitary organizations. The National Assembly would need to consider whether it really wanted to do this since everyone knew there has long been a militia following a militant Abadi cleric meeting regularly in Al’Baharia and a Metzist leaning free love militia operating in Al’Salmania. Both of these are fairly large while dozens of small paramilitary squad and platoon sized groups are following disgruntled leaders formerly associated with the police or military which exist in various locations throughout the Island of Nashwa. The Justice Minister also asked the National Assembly to consider whether there should be a chancellor. The current constitution prohibits there being a head of government or head of state. Ortoq indicated the Civil Division was working on a proposal but in the meantime thinking on the subject would be helpful. Another loose end was the General Intelligence Service (GIS) responsible for foreign intelligence gathering and counterintelligence which may overlap Interior’s Internal Security Unit. Ortoq indicated existing legislation has the GIS reporting to the President. In the absence of a President, the Justice Minister has determined that for the moment the GIS is responsible to the National Assembly. ![]() National Assembly (now Majlis) RE: Badara - Drax - 26-04-2025 MANARA ALBRAYD SRIA AL-MUSAMI (If it’s in the Monsoon, it’s got to be true) BADARA ASKS TO JOIN SOMECO Foreign Ministry, August 21, 5637: After Foreign Minister Hakim al-Sabah received a report from the Ministry’s Administrative Division on whether including career diplomatic personnel in the government pension system precluded them from participation in optional private pension plans, the Monsoon asked him how participation in the MSCO and SOMECO was going, and the Foreign Minister replied: Quote:We have applied for membership in SOMECO. The Grand Empire of Deltaria was a traditional ally militarily and economically of Jumhuriat al-Badara for many years, and the Majalite Kingdom of Kafuristan shares our opportunities and difficulties with responsible use of vast petroleum reserves and is like us one of the very few Ahmadi nations of Terra. ![]() Foreign Minister Hakim al-Sabah RE: Badara - Drax - 03-05-2025 MANARA ALBRAYD SRIA AL-MUSAMI (IF it’s in the Monsoon, it’s got to be true) MILITARY AND NEW DAWN NASHWA DISCUSS FUTURE Defense Command Center, February 21, 5639: Defense Minister Hakim al-Afdal, the Chief of Defense Command and the Air Force Chief of Staff met with the managing directors of New Dawn Nashwa which is currently a government owned corporation whose primary activity is building airliners concerning two issues. First, there is the question of whether New Dawn Nashwa still has the capacity to produce the four types of fixed wing aircraft and one rotary craft which constituted five of the six types of aircraft used by the Air force for the last seven hundred years. New Dawn Aerospace and Defense was a Likatonian Company founded by one Thomas Clark that moved a subsidiary to Jumhuriat al-Badara during turbulent times in Likatonia which subsidiary was subsequently purchased by New Dawn Nashwa, LLP, which then operated an aircraft factory complex in Ras al’Ulima producing civilian and military aircraft. The primary partners were initially Nashwa Airlines (NAL) and Qat Plantation (QAT). New Dawn Nashwa (NDN) still has an advisory board connected to the owners when it was last nationalized. The NDN management assured the government that plans, blueprints and industrial application instructions were still extant in its possession and that the manufacturing assembly lines were still in place although unused in a plant now used for other airplanes for two of the fixed wing aircraft. The NDN managers were certain the advisory board could have the assembly line reconstructed for the other three if called upon to do so. The second question was, if an amendment went though the Majlis authorizing privatizing, would it be possible to reprivatize NDN The current NDN managing directors were certain this was the case; their chief of engineering was a nephew of one of the managing partners when nationalization occurred. He was in constant touch with the dispossessed owners who assured him organizational transition could be frictionless and the full range of aircraft models again be made available. RE: Badara - Drax - 04-05-2025 MANARA ALBRAYD SRIA AL-MUSAMI (If it’s in the Monsoon, it’s got to be true) MINISTERS HOPE TO RESTORE CHANCELLOR OFFICE AND MAKE CHANGES Defense Command Center, August 17, 5639: Nine of the eleven Ministers elected by the Majlis met at Defense Command Center to discuss several issues at the behest of Justice Minister Bashir ibn Ortoq. First was political parties. Finance Minister Faisal Abu Saq suggested no effort to allow them be suggested just yet, and all agreed on doing that for now. The next was regional government. The three Muhafaza on the Big Island were functioning normally. Not so on Nashwa. Defense Minister Hakim al-Afdal suggested that national police forces restore law and order and believed they could do so. Asked by Interior Minister Yasser al-Mirza how he would be expected to deal with paramilitaries, Justice Minister Ortoq suggested initially avoiding arrests absent violence or property destruction or other breach of statutes. Ortoq also suggested that there be legislation to allow Muhafazas where they were functioning all governmental powers unless preempted by action of the Republican Government acting through its Majlis. Further a court system could be legislated under the existing Constitution. The republican courts would deal with national law and the Muhafaza and lesser courts with regional and municipal legislation and ordinances. Foreign Minister Hakim al-Sabah proposed for now the group propose the Majlis with its power as head of state and of government hire someone to perform functions of chancellor rather than change a Constitutional provision believed to have been aimed at corruption. This ploy (hypocritical though it may be), was approved by all. Defense Minister Afdal stated he really needed to have privatization revised to be able to use some of military contractors. Ortoq promised a constitutional amendmebnt would go to the Majlis. Abu Saq said he thought currency reform and oil organization could be done by legislation he would propose. Pensions and befits Minister Mariamne al-Qassem proposed that since Ahmadism was State religion, that old system of head of church be reinstituted. Ortoq thought that could be handled by negotiations with Israi and Abadi leadership. Which finally led to question of who the General Intelligence Service should report to absent a president. Foreign Minister Sabah said that would have to be the Majlis but legislation could make it the Chancellor or the Council of Ministers. It was agreed to make it the Chancellor. ![]() Defense Command Center RE: Badara - Drax - 07-05-2025 MANARA ALBRAYD SRIA AL-MUSAMI (IF it’s in the Monsoon, it’s got to be true) DEFENSE RENEWS CONTRACT WITH BMA FOR FIGHTERS Udayl, May 20, 5640: Defense Minister Hakim al-Afdal accompanied Procurement Division, Air Force Staff and Defense Command Staff personnel for an inspection of the Badaran Military Air (BMA) production and assembly complex in Udayl and a conference with BMA management. BMA is now a nationalized company that produces the BMA Saeqeh light multirole fighter bomber and the BMA Shahed 285 light reconnaissance helicopter. The Ministry is currently reviewing the current military fixed wing and rotary craft capacity of Badaran industry. The working assumption is military contractors can produce five types of fixed wing and five types of rotary craft. BMA is currently producing and obtaining all necessary parts, equipment and weaponry for both the BMA Saeqeh and the BMA Shahed 285 and is filling orders for maintenance, repairs and replacement parts for both. It currently has an order for four new BMA Saeqehs for Mu’Tassim Air Command. The current complement of BMA Saeqehs for the Air Force is 100 and the number in service is 83. After conferring it was agreed that BMA would produce and maintain 125 of operational BMA Saeqehs for the Air force. The BMA Saeqeh is a relatively inexpensive light single seat fighter jet that is highly maneuverable and designed for close support of ground operations. A two seat variant has been made on occasion primarily for training purposes. It has after burning turbojet engines capable of a speed of 1700 kilometers per hour. It has an operational range of 3000 kilometers and a service ceiling of 1600 meters. Its rate of climb is 10,485 meters per minute. The BMA Saeqeh is armed with two Gatling style 20 mm internal cannons and 7 hardpoints for rockets, air to air and air to surface missiles, bombs and drop tanks. The Monsoon asked Justice Minister Bashir ibn Ortoq why the amendment was introduced and how it work. The Justice Minister responded: Quote:Well there are two specific reasons for it. New Dawn Nashwa (NDN) and Qat Oil Services (QOS). The Defense Minister really needs to have NDN go back into building military aircraft, and really believes it would greatly facilitate this to get back the old management and talent pool. Asked by the Monsoon if other amendments were in the works, Ortoq replied: Quote:We believe other needed government reforms are permissible within existing framework of the current constitution. We have not yet addressed the future legality of political parties or paramilitary units so how to deal with those items has yet to be determined. ![]() Justice Minister Bashir ibn Ortoq RE: Badara - Drax - 09-05-2025 MANARA ALBRAYD SRIA AL-MUSAMI (IF it’s in the Monsoon, it’s got to be true) MAJLIS RESTORES CHANCELLOR JOB Majlis, December 17, 5640: Justice Minister Bashir ibn Ortoq introduced four legislative provisions in the Majlis. The first recognized that the constitution issued by the outgoing President forbade having a head of state or a head of government. The legislation stated that powers associated with those positions accordingly were held by the Majlis which could elect a chancellor to perform the normal duties associated with that position in its name. Second the General Intelligence Service, Jumhuriat al’Badara’s foreign intelligence service, will report to and be under the direction of the Chancellor unless and until a head of state is elected. Third, the governments of the Muhafazas shall function as set up by their elected legislatures and have such powers that are not exercised by the national government whose laws shall preempt those of the Muhafazas in all respects. Included in those powers are the right to establish a court system. Further, it was recognized that Al’Baharia and Al’Salmania were not really functioning independently with the Dufazi paramilitary Abadi militia pretty much in charge in the latter and the Free State Brigade actually collecting taxes in the former. The Interior Ministry will be endeavoring to restore law and order. Fourth, there was legislation authorizing Republican Circuit Courts, Republican Muhafaza Courts and a Republican Court of Appeals to interpret the laws of Jumhuriat al-Badara. Judges will be nominated by the Justice Minister, approved by the Chancellor and confirmed by the Majlis. The Monsoon has learned that these measures all passed and that the Working Majority Group’s Interior Minister Yasser al-Mirza was elected Chancellor while Bandar al-Qasabi was elected as Interior Minister. ![]() The Majlis |
