(Re)Formation of the the Regency Council; CPTK to begin determining the future as the Reconstruction Phase begins.

With the formal end of the Kerisian War and the signing of a peace treaty last August, New Endralon and Kizenia has been in a precarious state, to say the least. With the need for reconstruction, both economically, politically and socially (due to inflamed ethnic tensions), the Interim Authority of a New Endralon and Kizenia has begun to reorganize itself in accordance to the wishes of the CPTK, who have installed themselves as the ruling party. While local elections are permitted, national ones have been put on hold due to the need for reconstruction and the CPTK arguing that a tutelage period is needed to ensure a safe, civic, constitutional democracy. Whatever the case, the Regency Council has quickly been restored and given the unenviable task of finding a monarch. Alongside this, Danut Enescu, who has been nominated by the CPTK to be the de facto Head of Government, has announced the beginning of the reconstruction phase.

So, the Regency Council will need to find a monarch, whether domestic or requesting a Personal Union with a royal family. This ideally should be an easy task, but history has shown us that it isn't. It's likely we won't see results for a bit. Domestically, Enescu is already facing major issues. Between rebuilding the economy, physically rebuilding portions of the country and more importantly, rebuilding social unity, the Reconstruction Phase likely won't be easy. With Kizenian and New Endralonian nationalist sentiments inflamed, the situation is rather delicate, and the CPTK will need to enact strong reforms. Furthermore, it doesn't help that there are concerns over long term democracy, as the CPTK has been fairly autocratic so far (via installing itself into power) and the former Nadiyan Occupation Zone is fairly in favour of immediate democratization. 

Whatever the case, the CPTK is likely to prepare emergency powers to ensure the Reconstruction Phase is quick and readily done. What those may entail is yet to be seen, but with a delicate situation, the Enescu government will need to be incredibly careful. If ethnic tensions spiral or escalate, then the government can find itself quickly unpopular. But, in any case, the CPTK has promised elections in the future, arguing that once the Reconstruction Phase has ended, Tutelage can begin and the preparations for a constitutional democracy.

Cementing the Tripartite Kingdom; Three People's, Three Kingdoms, One Crown.

It's no secret that the current situation in NEK is.. tumultuous at best. Embrace centralism and NEK explodes. Federalism, on the other hand, for all its flaws, has been a staple for NEK. A vital one at that. And it seems the CPTK is looking to continue the federalist tradition, and has formally considered a new constitution, cementing the Tripartite Kingdom. Given the current circumstances, however, a careful balance will be needed to ensure this new constitution works.

So, what does it enact? Well for starters, let's get the basics. The Tripartite Kingdom of New Endralon, Kizenia and Kuzaki has been established (NEKK or more commonly, NEK). While the Regency Council is still debating a monarch, the future of the monarch will be constitutional, if not ceremonial. The monarch will be responsible for representing all citizens of the Tripartite Kingdom, representing New Endralon, Kizenia and Kuzaki. Alongside that, they'll have the obligation to approve laws, appoint the Prime Minister, and represent the Tripartite Kingdom abroad and domestically. As well as binding all constituent kingdoms together.

In terms of foundational principles, the Kingdom of New Endralon, Kizenia and Kuzaki is a federal, constitutional monarchy, consisting of three kingdoms, those being the Kingdom of New Endralon, the Kingdom of Kizenia and the Kingdom of Kuzaki. Each Kingdom reserves the explicit right to their own legislature, (which also includes it's own First Minister), self determination of affairs such as education, healthcare, policing, cultural affairs, transportation and language policy. It is guaranteed by the Constitution that no Kingdom, nor the Federal Government can infringe upon the cultural or linguistic rights of any Constituent Nation. The final foundational principle, is that the Constitutional Party of the Tripartite Kingdom will be a guiding party, looking to guide the Kingdom through reconstruction and tutelage towards a constitutional democracy. 

Furthermore, the Federal Government will retain sovereignty over Foreign Affairs, Defense and Collective Security, Currency and Fiscal Policy, Infrastructure, Inter-Kingdom Trade, Welfare, Energy Policy, and Taxation management. The capital shall remain Porteşti, but each Kingdom reserves the right to their own capitals, with the Kingdom of New Endralon having Mártínváros as the capital, the Kingdom of Kizenia having Nepolesti as the capital and the Kingdom of Kuzaki having Estosea as the capital.

In terms of actual government, the Tripartite Kingdom shall have a bicameral legislature, with the Royal Assembly being the lower chamber, directed elected by citizens via Proportional Representation, and the Royal Senate being elected by each Kingdom and the higher chamber (36 in total, each Kingdom elects 12 Senators). Do note that due to Tutelage, all candidates will currently be from the CPTK until tutelage is over and the country is ready for Constitutional Democracy. To be enacted into law, all legislation must be passed by both chambers. Each Kingdom reserves the right to a veto on the grounds of cultural, education or linguistic rights. The Prime Minister will be elected by both the Royal Assembly and the Royal Senate. 

Furthermore, the Judiciary shall be Federal, with the Federal Constitutional Court having the responsibility of ensuring all laws not only respect the constitution, but protect all Kingdoms and their sovereign rights. Each Kingdom will also have their own judiciary, as the FCC will only interpret and handle national law (barring laws deemed to be potentially damaging to the constitution or national unity). 

This new constitution is hefty, but the Enescu Government is certain that this will be a step in the right direction to ensuring federalism and that the Tripartite Kingdom can thrive.

Regency Council votes to offer a Personal Union with Egelion; A unique compromise.

Only a week after the Constitution has been ratified, it seems that the Regency Council entered an endless debate over which Kingdom should have the honour of presenting a King for the Tripartite Kingdom. With the risk of continued division, and a stalemate, many expected the Regency to be like the last; infinitely lasting. The best case scenario would be some compromise to ensure that no Kingdom has dominance over one another and the worst case scenario would be a failure by the Regency Council to crown a monarch and leave the Tripartite Kingdom in a Regency Limbo.

However, it seems the Regency Council has managed to stumble on a unique compromise, one that has surprisingly managed to pass the RC with a fair majority; offering a Personal Union to Egelion. The argument is, if none of the Constituent Kingdoms can have the crown without risking Federal Unity, then why not invite an unbiased outsider who won't have any interest in favouring one Kingdom over the over? With Egelion already in a personal union with Nadiya (which has thoroughly resolved it's diverse ethnic situation), the only logical nation to approach is Egelion as any other Non Kerisian monarch may be too much of a controversy. Combined with Egelion dropping its ambitions to annex Zyldavia, Egelion may provide an opportunity to ensure that the Tripartite Kingdom doesn't tear itself apart over the status of who becomes the King.

Of course, Egelion will need to accept this offer and the Regency Council is well aware of this fact, still debating alternatives in the event that Egelion refuses the offer. The last thing the RC wants is being caught in a rejection with no alternative for the public. Whatever the case, this compromise should be enough to keep the Tripartite Kingdom strong and united, should Egelion accept it. Of course, each Assembly in all Kingdoms will need to vote to accept the Personal Union as well, and the Royal Assembly and Royal Senate, but it's likely to be a quick and successful vote if Egelion accepts.

Laying forth a roadmap of the future; From reconstruction to tutelage to constitutional democracy.

It's no secret that the CPTK has qualms about democracy. However, this doesn't mean that democracy is never going to come. Despite what some more.. conservative elements in the CPTK would wish for, the CPTK and the Enescu Government has claimed that the transition to a constitutional democracy is a goal worth striving for. However, it's clear that the Tripartite Kingdom isn't ready for such democracy at this time. This is where the CPTK's status as a guiding party comes into play. The CPTK has outlined a 4 stage plan for the transition to Constitutional Democracy.

Phase 1, Reconstruction is where NEKK currently is. This can be literal reconstruction (restoring roads, infrastructure, etc etc), social reconstruction or anything else. This is the phase the Tripartite Kingdom is in. The caveats of this phase is that emergency measures are vital to it. Some may call it authoritarianism, or draconian measures, but they're vital in desperate times. And temporary. But this means centralization of power, suppressing dissent that is dangerous (notice that not all dissent is suppressed) and creating a proper national bereaucracy. Freedom without order, is anarchy after all, and the Tripartite Kingdom cannot fall into anarchy.

Phase 2 is where these emergency powers are phased out, and thus begins the first phase of Tutelage, formally called Tutelage Stability. The goal of this phase is to begin building up civic institutions, local elections, fostering a civic duty, opening up the economy, and a general sense of paternalism. Democracy is no where close to being ready, but the people will certainly be ready for a return to normalcy. Tutelage Stability will focus on that aspect.

The third phase is Tutelage Openness. This is ideally the phase where restrictions are lifted and the transition to Constitutional Democracy begins. Such things that can be expected are legalization of opposition party's, a proper independent press, and expanding general liberties. This phase is ultimately preparing the people for Constitutional Democracy, and as stated earlier, is the transition to it. By this point, the Tripartite Kingdom will be stable, thriving and calm.

The fourth stage, is of course, Constitutional Democracy. A full independent judiciary, lifting of all restrictions on political organizations, and proper, free and fair elections. This is the ultimate goal of the CPTK. But democracy is a careful thing. It cannot be rushed or forced. It must be carefully built up. Otherwise, it invites chaos and ruins what progress and stability is made.

The CPTK has assured the public that Reconstruction will end once the domestic situation is properly stabilized and that Tutelage will begin immediately afterwards. How long both tutelage phases last, is yet to be seen. But the more important question is, how long will reconstruction last. Authoritarian measured that are meant to be temporary aren't exactly a popular thing, and while the CPTK is making sure that these temporary measures do expire, whether they like it or not, the Reconstruction phase will depend on whether stability comes.

Consolidating the civil service; Continuing Reconstruction.

Reconstruction is a rather slow process, but an essential process. With it comes the need for a consolidation of the civil service. After all, how can anything be done without a competent bureaucracy? As such, the Enescu Government has made moved to consolidate the civil service, strengthen it and ensure stability. So what will these reforms entail? Well, first things first, the creation of a Federal Gendarme. All major policing units will be placed under Federal Control, and as such, standards, training, pay and rules of engagement. No Kingdom will control security on its own during Reconstruction. All security will work for the Tripartite Kingdom and all Kingdoms, or not work at all.

Furthermore, reforms across the entire civil service will be implemented, particularly focusing on retraining, reviewing individuals who may threaten Tripartite Unity, and the like. The bureaucracy must serve all Kingdoms, not just one or a specific group. Alongside this, local law enforcement will be maintained and controlled by each Kingdom. Federal observers will ensure that each Kingdom keeps their law enforcement officers neutral, and any cross border criminal issue will go to the Federal Gendarme. 

Yet, perhaps most controversially, limits will be imposed on protests. Not a total blanket ban, but limits. Protests must obtain a permit, cannot involve separatist rhetoric or symbolism, and will be allowed judicial review for denied protests. During Reconstruction, protests cannot be allowed, but tyranny is no solution. These will be temporal, but necessary until Tutelage. As reconstruction continues on, the economy will ultimately need to be focused on before tutelage can start. What good is reforms if the Economy can't handle the nation?

Beginning of the First Five Year Plan; Rebuilding the Tripartite Economy.

Tutelage is impossible to achieve if the economy is horrible. Stability is impossible if the economy is horrible. These are basic facts, and challenges that we face. With an economy trying to recover from war, and a looming agricultural problem, it's safe to say that the economy has to be the first priority before the Reconstruction Phase can end. As such, Prime Minister Enescu has announced the First Five Year Plan, looking to work with the other Kingdoms in NEKK to ensure its enactment. The First Five Year Plan will focus on economic recovery, rebuilding a basic economy, preventing a famine, and paving the way for stability.

First things first, agriculture. Our lands aren't the best for agriculture. At least in the South thanks to the mountains. In the North, it's only a little better. The cold makes it hard but it's relatively flat land. And it'll have to do. Without much land to work with for agriculture, food security is a major risk and the last thing we want is a famine. As such, the Ministry of Agriculture will prioritize and work with farms on more hardy crops that can endure the cold, as well as emergency funds for fisheries to compensate for the lack of fertile land. Alongside, negotiations will begin with Nadiya and Egelion to resolve the food security issue.

Furthermore, a focus will be placed on extraction of resources for profit. Lumber, bauxite, silicon and coal. For lumber, strict quotas will be established to ensure that reforestation is done in equal amounts. The rest will have a focus on extracting as much as possible and exporting for cash, with a particular focus on exporting (albeit at a cheaper rate) to our neighbours, Nadiya and Egelion. However, to ensure that the economy can be diverse in the future and to build up a basic economy profile, funds will be provided for the establishment of basic industrial processing. Saw mills, plywood factories, paper mills, coal washing, alumina refineries, and basic silicon purification. This'll provide jobs, stability and economic development. Something that is sorely needed. 

To ensure people are mobilized, the Federal Job Corps will be created, which will look to provide indefinite employment for any citizen of the Tripartite Kingdom. The FJC will focus on public works, infrastructure, and forestry management. Everyone must be doing something. If they can't do labour, they can do something else to help the Tripartite Kingdom. For those who can't however, we will need to reverse the brain drain that the junta caused. Crash courses will be offered to FJC workers on engineering, accounting and logistics. Programs will also be offered to fast track the retraining of teachers, bureaucrats, and technicians.

The First Five Year Plan isn't glamorous. It isn't ideal. But it is necessary. It will be necessary, for the greater good of the Tripartite Kingdom.

Infrastructure Renewal Initiative begins; Continuing the Five Year Plan.

What is the best way to achieve economic growth and employ people? An infrastructure project! As the Five Year Plan continues on, a portion of the FJC has been put aside towards the infrastructure project in question. Railway renewal. Not only will this help out the economy (by employing people and keeping them busy, and by having our own railway system), but it'll also be an opportunity for Nadiya and Egelion to assist in a Pan-Kerisian Railway. As such, the portion of the FJC that has been put aside for this project has been split into three groups. A New Endralonian group, a Kuzaki group and a Kizenian group. Each group will answer to their respective Kingdoms, and the Federal Government will set quotas, provide funding and ensure cooperation between the three. 

The first and immediate goal of the Infrastructure Renewal Initiative is to restore pre junta rail lines and get them up and running. Not only will this enable logistics for industry (and the wider Federal Job Corps), but this'll connect all Kingdoms, and help in easing tensions. Plus, it'll help out local economies. And at the very least, if you're gonna hate someone, you can stop yourself from punching them if it's gonna cost money. Priority routes will go for lines that connect to Kingdom capitals and the Federal capital. Second to that is priority towards industry. If we want to export goods for cash, we need to get said goods out of the middle of nowhere and into ports.

Furthermore, for routes going over rivers, repairs will be vital for bridges (which improving is also a general economic boost), and for areas in dire need, temporal bridges can be constructed until the main FJC arrive to focus on it. This will also apply to general bridges. For infrastructure not related to railways, such as highways, priority will go towards economic hubs first, followed by expanding pavement of roads towards rural communities, especially ones that produce goods, such as timber or coal. 

Another key part of the Infrastructure Renewal Initiative (and the wider Five Year Plan) is energy. Thanks to domestic coal, and oil from Nadiya, we have a stable energy source. However, that's useless if we can't actually turn it into energy. As such, efforts will also begin on improving coal power plants, both to provide jobs, establish an energy grid and prevent blackouts. FJC groups in urban areas, once finished with the essentials, will be instructed to focus on rebuilding telephone infrastructure, and streetlights.

Judicial Reconstruction begins; Paving the way to end Reconstruction.

Before any Tutelage phase can occur, whether it's Openness or Stability, Reconstruction just be finished. So far, thanks to Egelion and Nadiya, it's going smoothly. However, one branch of the Federal Government must be rebuilt before proper Tutelage can occur and emergency powers can be suspended. The Judiciary. While the Constitution does a great job at clarifying the existence of the Federal Court and independent courts for the Kingdoms, the issue is, these aren't uniform. The Enescu Government is looking to change that and ensure justice across the Tripartite Kingdom is uniform, whilst respecting the independence of Kingdom Courts.

So, first things first, the Judiciary will be required to organize a Tripartite Legal Commission, which will focus on creating a unified legal code across the entire Tripartite Kingdom. Whether it be a unified criminal code, civil and commerce code, standardized trials, appeals, conduct and evidence or replacing archaic outdated laws,the TLC will be vital to ensuring a modern judiciary system.

Of course, for a competent judiciary system, you actually need.. judges. Go figure. Unfortunately a military junta and a war immediately afterwards will cause problems. As such, it falls to the CPTK and the Enescu Government to rebuild the judiciary and retrain judges to be impartial, unbiased and good at their jobs. To that end, the Judiciary will need to begin the creation of academies across the country to rebuild it's judiciary manpower. The goal of the judiciary will be to align it with the values of anti corruption, human rights, federalism, and most importantly, impartiality.

Alongside this, perhaps most importantly to signal that the Reconstruction Phase is ending and Tutelage Stability is looming, the Federal Court will begin interpreting currently existing Emergency Powers that haven't been suspended and will rule whether they are still viable or not. This effectively ends rule by decree, something that's quite vital for democratic societies. Whatever the case, the Enescu Government is preparing for Tutelage to begin and ending Reconstruction.

The Enescu Government has formally announced the end of Reconstruction. While the country is far from prosperous, there is economic growth and a sense of normality returning (doubly so with the Federal Court striking down the last Emergency Powers), and with it, the CPTK is confident that Tutelage can begin. Tutelage-Stability, that is. The road to Constitutional Democracy is a long road, but it is one that the Tripartite Kingdom will walk carefully.

So what will Tutelage-Stability consist of? Well, formally phasing out paternalistic authoritarianism, having the CPTK begin civic education, proper reforms to the education system itself, continuing economic growth, and preparing the country for Tutelage-Openness. Education will be vital to ensuring that the people are prepared for Constitutional Democracy and can thrive in it without extremists or radicals, and phasing out authoritarianism will be vital for the well-being of a healthy democratic society. Alongside this, strengthening and codifying the Tripartite Kingdoms and the Federal Government will be necessary. And of course, economic growth. A healthy democracy cannot survive on scraps or when the people are jobless and clutching their stomachs. The Tripartite Kingdom must move away from a Dirigsme economy towards a more responsible, capitalistic, free market direction. Both to encourage growth and allow social mobility. Of course, this will need to occur after the Five Year Plan is concluded, but the transition towards proper capitalism will be vital for the economic health and social development of the Tripartite Kingdom.

Tutelage-Stability will be a careful process, but the Tripartite Kingdom must be able to walk first, before it can run towards Constitutional Democracy. In the meantime, all restrictions on local council elections will be lifted, and press restrictions will be gradually scaled back. Until both society and the economy are healthy and ready to responsibly manage Constitutional Democracy, Tutelage-Stability will be here for the foreseeable future.

Educational Modernization and Reforms begin; Rebuilding education and building a democratic future.

One of the key pillars of any successful nation-state, whether democratic or autocratic is a well refined education system. For the Tripartite Kingdoms however, education has been an afterthought. At least during the Junta. Now, however, it's vital. Or it will be vital. A democratic society cannot be achieved without a proper, functional, education system. Enact democracy immediately, and you get radicals, demagogues and extremists who will bring the Tripartite Kingdoms apart. As such, the Enescu Government is looking to prepare the education system for when Constitutional Democracy is achieved. However, because the Right of Education lies with the Kingdoms, the Federal Government cannot demand reforms be enacted. Sure, it can set guidelines, both for educator hiring standards and guidelines for curriculum but the bread and butter lies with the Kingdoms.

As such, new guidelines will be established. Civic education is a given. No Kingdom can be home to radicals and extremists. All citizens must be taught the tenets of democracy, their constitutional rights, and the dangers of extremism. Furthermore, the structure of the Tripartite Kingdoms will be encouraged. Schools that drag their feet will be subject to an audit on Federal Funding. Kingdoms will retain the right, as conditionally guaranteed, to modify the curriculum how they see fit, and to respect the unique cultures of each Kingdom. For scholls that fully comply with guidelines, they will not only retain full Federal Funding (instead of relying solely on local Kingdom Funding), but will be provided with priority on modernizations, which will entail new equipment, both for students and educators, modernizing buildings, heater expansions, and generally enacting infrastructure modernization on schools.

The goal is to not force schools or Kingdoms to align with the Federal Government, but give them good reason to align with the Federal Governments vision for education. Only once the public is well educated on the merits of democracy can Constitutional Democracy ever be reached. And for adults out of education, the Federal Government will sponsor mass (civic) literacy drives, and work with Kingdom Ministries of Education to roll out scholarships and promote incentives to encourage adults to enter education once again. Without this step, Tutelage can never find itself ending. And if the dream of Constitutional Democracy is to be achieved, then all Kingdoms in the Tripartite Kingdoms must work together to ensure a shared vision.
