If the former, it's only the 3rd Point in N&D and under the framework of the 3PF. We're afraid military command in Yishelem will not allow basing rights to the Canrillaise on Beiteynuese soil.

As for basing rights, these are details yet to be discussed as the ambassador in Eroncourt has been dispatched to also meet with Lourenne's government. For now I do believe it is Wiel's commitment to allow Yishelem to construct the base on our new Vascanian island. A military aide suggested perhaps a temporary harbour nearby where Wrnuke can help refuel Lourenne's vessels if they so require, but nothing is set in stone.
