Branovice - In what is considered the first true test of the Horvat administration, the Conservative Democratic Union has decisively won the provincial elections. These were the first provincial elections where both the provincial legislatures and the newly created provincial governorships were "up for grabs". In what is considered a landslide, Horvat's KDU has won the governorship in 3 of the 4 provinces, only losing in Usmarea where the Ushalanden National Party won both the governorship and legislative control.
In Doraki and the Crownlands the KDU won both governorship and legislature, while in Várdissza the party won the governorship but only won a plurality of seats, likely having to govern with the local Disuvan People's Party. While Deltaria has been organized into a unitary state since the end of the civil war, the provinces still hold major influence over local issues, having the powers and responsibilities over the regional economy, regional public transport, spacial management in their region and water management. Since the latest reforms by Horvat, provinces are also allowed to install their own taxes and subsidies, allowing them to guide policy in certain directions. Their significance is limited on a national level, but this win for the KDU does indicate what polls have predicted in recent months. Prime Minister Horvat and his party are popular in the country, reflected in results such as these.
Local representatives and governors are to be installed in their provincial capital next month, allowing them to serve their province for the next 4 years.

Stefanisti - Prime Minister Horvat has visited the Tesor Military Plant near the Dorakian city of Stefanisti. The head of government brought a delegation of war ministry and state security personel to inspect the new plant and be granted a tour. The Tesor plant specifically had been recently reopened thanks to the government's push towards a modernized and capable military. In the plant, the infamous MiG-29M, a modernized version of the multirole MiG-29 is being produced. The IDAF has already indicated that a modernized MiG-29 would make up the bulk of future Deltarian airpower, being versatile and relatively cheap to produce. The Testor plant could produce at least 100 of these modernized jets in a single year, helping the IDAF in its goal of producing at least 400 of these new jets to replace older models.
The Prime Minister was welcomed by the plant its chief director, Kalinik Bojević, after which the delegation toured the assembly line and took pictures with one of the jet engines currently being assembled in the plant its hall. The Tesor plant is one of many production plants currently being reopened, with both state owned enterprises and a large variety of private parties joining in on the billions in investments now pouring into defense. Another plant, the Tsargrad Military Production Plant, is also set to open this year, allowing the State Defense Corporation to produce new MiG-31 air superiority fighters, meant to primarily be used for air defense and superiority. The plant wil simultaniously produce radar and weapon systems for the MiG-29M.
Prime Minister Horvat congratulated all involved in these developments, hailing it as a "great achievement of Deltarian determination." He hopes that congress will approve another package of investments in defense, allowing the IDAF to also ramp up naval production and replace some of the relatively old Deltarian ships currently in service.

Cahtica - While the freedom of the press had already gradually been increased since the end of royal dictatorship, the KDU proposed "Freedom of Reporting, Expression, and Editorial Democracy in Open Media Act" or FREEDOM passed congress last night, with the senate approving the legislation with 90 votes in favor. Last week, the Chamber of Deputies had already approved the law with only two members of the KDU voting against. The bill allows any individual to start their own news outlet, allows the media to freely publish with cencorship by the government prohibited, and reorganizes all state owned media into a new, single media outlet no longer controlled by the government but instead by a independent commission. The public corporation will be responsible for providing informative programs to the population, with no advertising allowed.
The FREEDOM act was controversial when first proposed, with many hardliners still sympathetic to the royal dictatorship fearing a "rampage of anti monarchist sentiments" in the media. Prime Minister Horvat, together with the Minister of Education and Culture Franjo Dakić (responsible for media) spearheaded the efforts for the bill, citing that Deltaria should move away from old instincts and embrace a more democratic society. What also played part is likely the fear of Horvat that, in case Crown Prince Vjekoslav becomes of age next year, he will listen to hawkish members of political society and attempt to use his powers as monarch to clamp down on recently aquired freedoms. With a free press, such attempts could be seriously hampered.
With the approval of the senate only the acting regent needs to sign the bill, with current regent Silvije Višković having pledged to do so in the coming week. Horvat celebrated the passage, thanking his party members for their trust and the Deltarian people "for their patience, freedom, no matter in what form, shall always prevail."

Cahtica - Four years since the last election Prime Minister Horvat has managed to capitalize on his own succes by capturing a large majority of seats for his KDU party. The conservatives managed to capture 190 seats, a increase of 30 compared to last election. In the last election, Horvat and his party already captured a absolute majority of seats, which has thus increased to an even larger majority thanks in large part due to the succes of the Horvat administration. Despite this major majority, the Prime Minister announced shortly after the results were published that his party would continue to govern with the Ushalander National Party, seeking to retain the "fruitfull partnership" between the two parties. It is a relationship beneficial to Horvat, largely because the UNP holds majorities in the province of Usmarea and is thus vital in projecting national policies unto the province.
In this campaign, a large theme was devolution, with the KDU promising to put forward a new constitutional ammendent that would reorganize the provinces and grant both Usmarea and Vardissza additional autonomy, largely because of their status ad "majority-minority" provinces. Other parties, like the leftist SRS, oppossed the move, seeing it as a way for the incumbent government to ally with minorities in order to push through conservative policies. Instead, the SRS proposed honouring the unitary structure of state. The liberal Savez! meanwhile proposed federalization, arguing that not just federal minorities should get more freedoms from the central state but that such freedoms should be given to all provinces.
Horvat's personal popularity played a large role this election as well, with barely any party launching attacks on the PM and Horvat himself being applauded wherever he went. A large part of the electorate also sees a strong leader in Horvat, especially as Crown Prince Vjekoslav is just one year away from becoming of age, which would elevate him to the position of emperor and grant him considerably more powers. With a experienced Horvat as PM, many Deltarians believe a fairer balance of power between monarch and Prime Minister could be created.
Horvat thanked his supporters, promising that "our work will continue."

Zildar - At the nation's largest border crossing near the border town of Zildar the impact of new border security measures is apparant. New checkpoints have been created, more border guards patrol the border and drones fly overhead almost every hour. Following the end of the Worldburnerist forces in Jelbe, Prime Minister Horvat instructed the Minister of State Security Antonio Kozina to form the new "Imperial Gendarmerie". The former Imperial Guards, disbanded after the end of the royal dictatorship, handled many border duties when in existence. When dissolved, that function was managed by different police agencies in the country. With the formation of the Imperial Gendarmerie, a new security branch responsible primarily for border security and customs enforcement was created.
In the first year the Imperial Gendarmerie recruited nearly 50.000 personell, most of them within its border security division. New surveillance drones were purchased as were patrol vehicles and a variety of other tools needed for effective surveillance of the border. The Jelbe-Deltarian border is one of the longest borders in Majatra and has been notoriously hard to secure. With the fall of Worldburnerist forces, the fears for a potential power vacuum fueled the diversion of even more resources to the new Imperial Gendarmerie. The Zildar Border Crossing is just one of many officials border crossings now being reinforced. But the biggest challenge is protecting the entire border, with illegal crossings into Deltaria having increased in recent months as conflict between oppossing sides increased.
With the help of sofisticated drone systems, ground patrols and a network of sensors and hard borders (barbed wire, walls etc.) the IG is weaponing itself against these crossings, with the ultimate goal being that anyone who enters Deltaria should be registered and go through formal asylum procedures. Minister Kozina has warned Jelbe citizens that if they enter Deltaria illegally, they will not be granted asylum regardless of their situation if caught. At the same time, Prime Minister Horvat has assured international partners that anyone who applies for asylum at the border immediately will receive a fair process and may await said process at facilities close to the border.
Besides these developments on border security, the Imperial government is closely monitoring events in Jelbe, fearing that the creation of any "destabilizing government" could have effects on Deltaria as well.

Balgrad - For the first time in nearly a century the Deltarian Navy has welcomed its first nuclear submarine. While traditionally the Deltarian Navy had long mastered the art of nuclear powered submarines, a lack of funding and other issues had resulted in the country no longer being in the possession of nuclear powered submarines for the last century. With renewed investments into defense and a rebirth of the country its naval industry, the first nuclear-powered attack submarine has left the Balgrad drydocks, entering the depths of the Majatran Sea for months of sea trials. Prime Minister Horvat was present at the joyous occassion, which saw several high ranked military and state officials attend. The new submarine is a modernized design of the old Akula-class submarines, with their own designation "Arsic-class" given, named after navy admiral Alexander Arsic. The new design features a modern nuclear engine, as well as updated weapon systems and the capability of carrying a variety of different torpedos. The Arsic-class, much like its predecessor Akula-class, is also able to deploy naval mines from its torpedo tubes.
The introduction of the Arsic-class comes after years of development and nearly 12 billion in investments. The company Delta-Mar Defence & Shipworks worked together with the state-owned Deltarian Naval Systems to prepare the Balgrad naval facilities for construction of the Arsic-class, as well as working together in the eventual procurement of the submarine. Besides this first operational submarine, the Imperial Deltarian Armed Forces have ordered a additional 9 Arsic-class submarines, which will serve as a primary power projection tool for the Imperial Navy. Navy leadership has stepped away from previous "obsessions" with surface vessels, instead deciding to focus primarily on the procurement and operation of a formidable submersible fleet. The Arsic-class will be the flagships of this fleet of submersibles, with the Navy also working with several contractors on the procurement of the conventional, diesel-electric "Ada-class" submarines and the reintroduction of at least four Yasen-class cruise missile submarines, to be deployed for anti-ship and land-attack duties. The Yasen is also nuclear powered, but slated to cost 30% more then the Arsic-class attack submarines due to the complex nature of cruise missile technology employed on the ships.
When reporters asked commander-in-chief and Admiral Vojin Popadić on the status of the service fleet, the admiral stayed vague. While it is known that the navy is reviewing the potential procurement of several modernized slava-class cruisers, the primary focus for the service fleet seems to be the modernization of several older frigates and destroyers currently in service. The reintroduction of aircraft carriers or the Kirov-class battlecruisers is "not on the table" according to Popadić. Prime Minister Horvat congratulated the navy on its achievements so far, thanking the "hard work of all the men and women that seek to strengthen our defense capabilities in light of a increasingly volatile world."

Tsargrad - A highly popular Prime Minister, systemic disadvantages and a population not familiar with democracy. Being a oppossition party in current day Deltaria is no easy task. In the past few years, the SRS (Social Democratic Labour Party) has been the primary oppossition party to the ruling KDU. With a social democratic signature, the party has tried to appeal to the working class, while at the same time seeking ground with conservative minded people in rural areas. The SRS may be the main example of oppossition hardship. Its leaders have been confronted with several lawsuits, primarily from monarchist alligned organizations, all seeking to prevent the left-leaning party from gaining further ground. Media, while recently liberalized, still highly favors covering KDU and conservative minded news and the SRS has even seen its funding cut off on multiple occassions by state institutions.
But the SRS is not just the only party facing hardship. Savez!, the liberal party of the blue march leader Krsmanović, had the wind in its sails at the beginning of Deltarian democracy. People liked Krsmanović for his fight for democracy and his party seemed ready to take power. But when election day came closer, many shifted to the conservative KDU in the hope for stability and common sense leadership. Savez! was seen as to radical, to keen on overthrowing monarchy and a party seeking change at a faster rate then Deltaria could handle. Since that third place five years ago, the party never recovered. Krsmanović himself has since moved on and is no longer part of the party and the party its many supporting organizations have since been hampered by heavy state regulations, largely put in place by the KDU government. While the party holds up hope for a liberal breakthrough, it seems that the conservative elite has entrenched itself firmly.
What is left of the dreams that followed the March on the Duha is a fragmented democracy. A democracy that functions like any other, but is hampered by Deltarian political culture and a deeply conservative society. Despite Horvat his attempts at liberalization, his own party has used its power to diminish the voice of oppossition parties and media is, despite being nominally independent, still not used to their new role as guardians of a democratic society. Oppossition in Deltaria is a art in and of itself, the only thing it needs is someone to master that art for it to become a effective tool to keep a majority government in check.

Tsargrad - It has been nearly 6 years since Silvije Horvat became the first Prime Minister of the new democratic era. Since then, the leader of our country has largely avoided one on one interviews, primarily focussing on his work for the country. In just those six years, he has managed to become widely popular amongst the Deltarian electorate, being praised by both the left and right. But who is the man leading our country? What are his guiding principles and where does he want to take us as a country? In a exclusive interview, the Independent sat down with Prime Minister Horvat to get to know him and his style.

Well, to be fair, i am just like any Deltarian. I grew up in a period of insecurity in our country. A period where we did not trust our neighbours. Where the local baker could be the person that reported you to authorities. I highly value our monarchy and its traditions, but we should never return to a system where trust in one another was considered dangerous. I am a man of morals and convictions. I truly believe that if we put our minds to it, we Deltarians can do great things. But as politicians we have a responsibility to create the conditions for that succes. That can only be achieved by principled, moral leadership.

I believe in the principle that hard work results in a high reward. I believe in a society where we look out for eachother, where we band together to improve our community and where the government is not the solution, but the tool with which society can deliver results for itself. I view my role primarily as the role your grandfather may have in your family. I am not there to solve every dispute in the family. I am not there to tell you that you should or shouldnt do something. I am there to listen to your concerns, to give you options and to then make a succes out of those options. Government isnt there to walk hand in hand with you, but it is there to create conditions and draw lines.

Good question. I draw the line at injustice. When i see that the freedoms granted to someone are abused to hurt others, thats when i draw a line. For example we have the socialists in congress. Their solution for everything is to take away and redistribute. The sitters eat away from the people that do in our society. That is not how i view government at all. We are there to help when needed, but not at the expense of those that do not need help. Internationally, or rather regionally, i draw the line when our allies are threatened or our peace and prosperity is at risk. If i need to give a recent example, my government has been looking at developments between Vanuku and Istalia with grave concern. If you ask me, the Vanukean government is putting at risk the fragile ecosystem of peace and cooperation that has reigned on the continent for decades, simply because they seek international acclaim and recognition. Let us work together, bridge the divide between states and ensure that Majatra continues to cooperate. I draw the line at countries that seek to divide our continent, and parties that seek to divide our people.

Our primary goal is continuing to grow and stabilize our economy. The revitalization of SOMECO is something we welcome with open arms, as we see a important role for the organization in intergrating southern economies and creating more wealth and stability for nations in it. Our new relationships with a variety of countries is something we will continue to expand upon, and our policies on tax reduction and less regulation will continue. A point of interest that i think will be more important over the years is housing, with our government seeing signs of a housing market in distress. Last year, nearly 200.000 Deltarians couldnt find a home even though they were actively looking for one. I think that is unnacceptable in a country like ours. We will push for new legislation to tackle systemic issues in the housing market, building more homes and creating breathing room for families. Lastly, the international order is at risk. Deltaria will do whatever it can to expand upon regional cooperation, to keep the peace in Majatra and to prevent destabilizing actors from gaining ground. We are a diverse continent living in a diverse world, that requires a variety of diverse solutions to problems all our countries face. I will work with our regional and international partners to tackle these issues head on.

Tsargrad - Congres has passed the "Regional Reform and Efficiency Act" or RREA last night, with the Senate approving of the legislation in the late hours of the night. The bill is a major accomplishment for the ruling KDU and Prime Minister Horvat, with it being a important part of his domestic agenda. The new reforms significantly reform local and provincial government, with the number of provinces to be extended. The crownlands are to be fully split into five new provinces: Czarland, Biser na Moru (Pearl on the Sea), Vladavina kraljeva (Dominion of Kings) and Svete Zemlje (Holy lands). These provinces will all have their own directly elected governor and provincial council. Provinces under the new reforms will largely be responsible for Sustainable spatial development, including water management, regional accessibility and regional public transport, Cultural infrastructure and preservation and the regional economy. The province of Doraki is to be split into the new, smaller Doraki and the new province of Granica (Borderland).
Interestingly enough the provinces of Usmarea and Vardissza largely retain their borders and administration. These two provinces have also been granted special status within the law, being allowed to maintain their own courts, law enforcement agencies, educational policies and get more influence over culture and language. This special status is largely thanks to the "majority-minority" makeup of the two provinces. With the reorganization of the provinces, the government hopes to bring provinces closer to the people and make them govern more effectively. With smaller territories to oversee and their status entrenched in law, these provinces should find it easier to effectively manage themselves.
Importantly the reforms also touch municipal administrations. Under the new law, municipalities are encouraged to merge if they are urban in nature, with urban municipalities that merge being granted considerable tax and subsidy advantages. Rural municipalities are to be supported with more state subsidies in a effort to keep them effective and affloat. Minister of Domestic Affairs Dominik Pejić explained during the legislative process that this system seeks to keep rural populations connected with their often smaller municipal administrations, while encouraging more efficiency within urban centers that often have less social cohesion. In the end, municipal administrations should be effective and approachable. The RREA also changes the appointment of mayors, with the Emperor no longer free to choose whoever he wishes. Instead, the municipal council puts forth a candidate for mayor which should then be "seriously considered" for the position by the Emperor. Only with a signature of both the provincial governor and the Emperor does a mayor take office. With this change, the government seeks to increase council authority over the appointment of their mayor.
The law takes effect immediately, with the Ministry of Domestic Affairs having reserved two billion in a effort to guide the transition and help provincial and local governments to effectively start their administrations.

Tsargrad - Streets have been blocked off, train services extended, officials from over the entire country made their way to the capital and countless of foreign heads of state landed at Tsargrad International Airport. After nearly a decade of regency, Crown Prince Vjekoslav was to become of age and his grand coronation to be his moment. Nearly two years of preparation came before this joyous occassion, as Deltarian authorities prepared to welcome nearly a million Deltarians to the capital. Local police worked together with the Imperial Gendarmerie, the State Security Service and National Police to organize a event that was both safe and manageable. Nearly 120.000 law enforcement officials were present in the capital to ensure the safety of all those attending.
The most honoured guests were the various heads of state that travelled to Tsargrad. Most notably these were:
The King of Egellion, Artemio I
Emperor of Istalia, Tommaso V
Premier Sherab Aurousseau and Custodian of the Democratic Republic Wangmo (Xsampa)
Three of the five members of the Presidency of Valruzia
Emperor of Luthori, Richard II
and President of Narikaton and Darnussia, Annemarieke Schuhbeck
These guests, amongst others, were welcomed by Crown Prince Vjekoslav his personal carriage and transported to the Imperial Duha in Tsargrad. In the next few hours, at least a million Deltarians poured into the main square of St. Stephans, with the Grand Cathedral of St. Stephan to become the location for the official coronation. As guests entered the cathedral, they awaited Crown Prince Vjekoslav's arrival. In his unique Silver Carriage, the crown prince entered the main square as crowds gathered around the carriage. Cheers filled the air as the carriage moved through. Through these pictures of joy, it became clear to many that Deltaria's monarchy is still popular and wanted. As the carriage stopped near the steps of St. Stephans, Vjekoslav stepped out and was welcomed by a wave of enthusiasm. Flags waved through the sky and all cheered for his majesty. Prime Minister Horvat and at least half of his cabinet welcomed the Crown Prince at the entry of St. Stephans, before all would enter with the Crown Prince ahead.
Inside the cathedral, the highly traditional ceremony commenced. The Crown Prince pledged his allegiance to the flag and his people, after which the Grand Crown of the Bear was placed on his head and Crown Prince Vjekoslav became Emperor Vjekoslav I. The Emperor stepped off the podium and made his way to the entry of St. Stephans. The doors opened, and the crowd celebrated their new monarch. The sound of cheers continued, before silence commenced. The Emperor, as is tradition, spoke to his subjects.
Quote:My fellow Deltarians. A feeling of pride and responsibility fills me. Despite my young age, i have learned of our great achievements and the great Deltarian people. Of your determination, your perseverance. I know what you are capable of, as your Emperor i will harness that power. I will be a Emperor for all, from Usmarea to Vardiszza. Our newfound democracy is something to cherish a freedom i shall not intervene in unless absolutely necessary. In honor of this new tradition, and in recognizing the past of my family. I announce that from this day onward, the bloodline sitting on the Bear Throne shall not be the Thallers of Deltaria, but shall be the new House of Živanović-Antić. A new house, for a new beginning, starting with myself as your Emperor. Together, we shall build a new tommorow. A tommorow where Deltaria shall flourish!
After his speech, the new Emperor stepped into the silver carriage to head towards the Imperial Duha. There, heads of state were once again welcomed to attend a grand banquette, to toast on the new head of state and fruitfull relations.
With the coronation of Emperor Vjekoslav I, Deltaria once again has a fully functioning head of state. As Emperor, Vjekoslav has immense powers to both directly influence politics and society as a whole. Notably, his speech called for respect of democratic institutions, with the coming years of his reign to be forming years where we will see if his respect for democracy lasts. At the age of 18, Vjekoslav is the youngest monarch on the planet and will likely face decades of rule.
