Istalia came back with results from Altéa
Despite shameful attacks our delegation came back with satisfying achievements while negotiations are underway with Kalistan, Dolgava and Egelion for the refugee crisis

A shot from the Conference of Altéa

July 5624

ROMULA - Minister Secretary of State Monaldi, the Crown Prince Alessandro and the Minister of Foreign Affairs Salgari returned yesterday evening from Egelion where in Altéa, the capital, they participated in the International Conference organized by the Egelian Government at the instigation of King Romulus I.

A few days ago, the vigorous speech of Prince Alessandro in defense of Istalia in response to the slanderous attacks by Deltaria and Kafuristan literally made the entire country roar. The following day the National Congress welcomed with thunderous applause the speech of the President of the Congress made to praise the fighting spirit of the heir to the Throne, political exponents and of the civil world expressed in unison their appreciation for the contemptuous and patriotic audacity of the Crown Prince.

Equally appreciated were the words of Minister Secretary Monaldi, who respecting the Government's guideline adopted last year, ignored the allegations and slander, focusing on firmly expressing Istalia's positions on the issues discussed, reiterating the loyal fidelity to the democratic values of Istalia and the country's firm opposition to authoritarian regimes and extremist ideologies, which have in fact been at the origin of the many crises and various conflicts that have shaken Terra in the last half century. Hence the adhesion to the proposal to create the Organization for Stability and Cooperation in Democratization to protect and spread democratic principles and above all to fight the spread of extremist ideologies and the emergence of regimes of this kind.

Regarding the proposal to revive the World Congress, the Minister Secretary stressed the country's opposition to any reintroduction of the old mechanisms and to the creation of organisms inevitably dominated by the great powers and exploited in the most extreme cases for the particular interests of this or that power, a proposal, coincidentally, presented by Deltaria with its proposed "Board of Regions", in essence a new Security Council as underlined by the Head of Government. The discussion essentially converged on the eternal dilemma generated by the contrast between national sovereignty and international law and although in part the positions of Istalia and Kalistan were convergent, especially on the coercive power that the new organism should have, Istalia nevertheless expressed the need to have rules and principles that for a good coexistence can justify a bending of national sovereignty, however very different from having a body that imposes coercive resolutions as happened in the past, certainly one of the factors that contributed to the growth of antipathy and disillusionment for the World Congress.

The Istalian delegation was able to leave Egelion satisfied also regarding the issue of the Solentian refugees: first of all the crisis was presented at an international level and despite the accusations of Deltaria and Kafuristan the international community understood our positions and our difficulties and there were in fact positive feedbacks in this regard: Kalistan offered to welcome some of the refugees and so did Dolgava, but even more importantly, the Government approached the Egelian Government to test the waters and see if there are possibilities for the Egelians to intervene as mediators to deal with Solentia, which Istalia considers a rogue state that gives refuge to the most dangerous Ahmadi fundamentalist organization on the planet.

Finally, excellent prospects also in terms of building new and prolific relations with other countries, and the Minister Secretary was able to state to the journalists who were waiting for her at the airport that the foundations for future economic and commercial agreements have been laid.

Therefore, Istalia's participation in the Conference bore fruit and the Istalian delegation was able to return home with several national and personal victories achieved.

Emperor hits by stroke: Grand Prince Alessandro assume Regency
The first acts signed by the Regent are the issuance of the new Reconstruction Bonds and the formation of the two Judicial Investigation Commissions on the crimes of the communist leaders and on the treasons of the Quanzar leaders and collaborators
[Image: vW31LzAl.png]
The Grand Prince of the Crown Alessandro addressing the press
December 5625

ROMULA – His Majesty the Emperor suffered a stroke yesterday evening shortly after dinner and was rushed to the Polyclinic Deodato II, and although doctors were able to stabilize his condition, the prognosis remains reserved.

Since his accession to the throne, His Majesty's health conditions were already precarious due to the long years of imprisonment under the communist regime and over the last few years he has been increasingly subject to various pathologies that have further undermined his health.
While Prince Alessandro was in Altéa for the Conference organized by the Government of Egelion, the Emperor already had suffered some tachycardia and severe fatigue, so much so that it was envisaged to have the heir to the Throne return at home.

The Household of the Imperial Crown, the agency in charge of state matters concerning the Imperial Family restored alongside the monarchy, announced this morning that the Act of Regency in favor of the heir of the Throne signed by the Grand Prince of the Crown himself, the Empress and the Grand Chamberlain has already been transmitted to the National Congress as provided for by the Constitution.

Prince Alessandro has already signed his first acts as Regent of the Empire, the decrees designed by the Government and approved last week respectively by the Parliamentary Commission for Public Finance and by the plenary session of Congress: these are the issuance of "Reconstruction Bonds" to continue financing the programs of the National Reconstruction Plan, and the creation of two Judicial Investigation Commissions that will investigate the responsibilities and crimes committed by the leaders of the communist regime, and the responsibilities and betrayal of leaders and collaborators of the Great Emirate of Quanzar.

Since the end of the Patriotic War of Liberation, citizens' associations as well as members of both the majority and the opposition have pressured the government to initiate rigorous investigations to determine the responsibilities of the various parties involved as well as to proceed with a process of national pacification.
As for the leaders of the communist regime, the pressure was put on them by relatives of the leaders taken in custody and former members of the RS Armed Forces who were reintegrated into the Imperial Armed Forces, aimed at solving the integration problems and putting an end to the rumours that were circulating within the Armed Forces regarding the former RS fighters.

As for the investigation into the leaders and collaborators of Quanzar, the requests for such action initially came from the families and politicians of the north of the Peninsula who are asking for justice for the victims who fell at the hands of the Emirate, but over time the will and the need to proceed with a pacification with the population of Majatran origin has also grown, who since the end of the conflict have suffered a general marginalization within the Istalian society while the acts of intolerance and xenophobia have increased. The betrayal of those who collaborated with the enemy and supported the imposed regime by prostrating themselves at the feet of the self-proclaimed foreigner Great Emir has deeply marked the collective conscience of the country, which has seen the re-emergence of the spectre of Ahmadi domination and the resumption from the oblivion of the history of the much hated name of Quanzar, symbol of foreign domination, of eradication of the Istalian identity and culture and of division and destruction of the Istalian state.

However, Prince Alessandro, with his first official speech as Regent of the Empire, held in front of the press after the signing of the government decrees, wanted to convey a message of pacification and renormalization of relations with the largest ethnic minority in the country, although he did not spare harsh words for those responsible of the traison and that collaborated with the enemy.

Quote:Citizens of the Empire,

Today I address you for the first time as Regent of the Empire and acting Head of State at a crucial moment in our history. This morning I signed the government decrees for the establishment of the Judicial Investigation Commissions to inquire on the responsibilities and crimes of both the Social Republic and the Quanzar's leaders and collaborators.

Both the Commission will have the task to investigate the responsibilities and the war crimes and crimes of traison committed by the leader and collaborators of both the regime, but today I will dwell in particular, on the case of the Grand Emirate of Quanzar.

Our nation has been betrayed by so many, too many of our fellow citizens and also by many of those who should have protected it. They have turned their backs on their fellow citizens, they have witnessed and, worse still, sanctioned the use of terrorist tactics and brutality against the defenseless population. They have imposed the tyranny of the minority, they were building a regime of apartheid against those who until yesterday were friends, neighbors, co-workers. This betrayal was particularly heinous if we consider that Istalia has always recognized and protected since immemorial time the Majatran minority, a fundamental element that has enriched our culture and our identity, promoting integration and mutual respect, values trampled by these traitors for their own selfish gains who opted to side with the enemy attempting to destroy our Identity and unity and smearing our history.
I want to assure the families and loved ones of all those who have fallen under the blows of terrorism, repression and barbarism that those responsible will answer for their actions before justice.

This dark period in the relations between the most important ethnic components of our society must remain an isolated episode. Our mission now is to return to the total normalization of relations between all citizens of Istalia. To do so, we must forcefully reaffirm the values of integration, tolerance and pluralism, values that are intrinsically part of the Istalian Identity and culture. Only through these principles can we fight radicalization, hatred and violence. We cannot allow the poison of division and sectarianism to poison our future again.

I cannot help but remember the many Istalians of Majatran origin who, under previous regimes, reached the highest levels of the State, contributing with their skills and commitment to the progress of the nation. You will forgive me if reading this list takes time, but it is with pride that I report the names of those great Istalian statesmen and women, to refute with data in hand the false and malicious accusations made against us in recent years by those who seek to throw mud on our nation and our people.
The Presidents of the Republic of Majatran origin were: Rizwan Khan, Ali Abdul Aham, Naazim el-Arafat, Najeer el-Saladin, Rania Samara, Aghar Yassen, Hadan Al-Maktum, Sebastiano Al-Khaid.

The Prime Ministers of the Republic of Majatran origin were instead: Rizwan Khan, Fatima Saliq, Fatima el-Nouri, Aisha Menchi, Saul Cartucci, Rania Samara, Sahla Sabbagh.

Under the First Empire, the Prime Ministers Secretaries of Imperial State of Majatran origin were: Faisal Saeed, Rania Mossadeq, Bashar Harari, Ghassan Daabas, Alice Diallo.

How can we forget then Ahmed Sarjani, who led the forces loyal to a united and sovereign Istalia in the foundation of the Second Empire, opposing the separatist aims of the failed Union of Quanzar and Alaria? How can we not remember Rania Hossain, the last President of the Istalian Union of Quanzar and Alaria, the last weak attempt by the separatists to disintegrate the country and who peacefully led the country towards the restoration of the Third Empire, under which we have seen once again many statesmen of Majatran origin reach the top of the institutions, such as Prime Minister Omar Sodano. And how many more should I mention only based on the numerous Istalian surnames of Majatran origin?

Our recent and less recent history testifies that peaceful coexistence and prosperous integration have been the norm, not the exception. This must be the goal towards which we must all strive.

When speaking of terrorism and religious radicalization, we cannot ignore the nefarious role that these elements have played in betraying our homeland and collaborating with the enemy. These nations and extremist groups such as the Ahmadi State have acted out of envy and revenge towards our nation. Our model of society, which has granted the Majatrans freedom, opportunities and an existence that only in a few other nations they have enjoyed, such as Cildania for example, unbound by the archaic and oppressive social norms still influenced by oppressive and intolerant religious models, has always been a beacon of hope for those who believe in progress. Here, our fellow citizens of Majatran origin have been able to develop a freer, more inclusive and harmonious approach to their religion with democratic principles. Here they found unprecedented social integration, a far cry from the tribal fragmentation and sectarian disputes that still plague so many other nations and that the powers of those nations exploit for their own gain, heinous for this very reason.

Those who conspired to destroy our culture and our way of life have never been able to accept the fact that Istalia is different from its neighbors, that it has always been an island of progress and tolerance in a sea of backwardness, totalitarianism and barbarism. We are a nation that has always looked to the future, that has always placed freedom, democracy and mutual respect at the center of its identity. We have achieved goals that others can only dream of, and we will continue to do so.

Now, with this spirit, we must heal the wounds that are still open. We must rediscover our unity, rally around the values that have made us great, and walk together again united and proudly Istalian towards a future of harmony, progress and prosperity. We will never again allow our people to be divided by hatred and fanaticism.

Thank you

Government Crisis: Istalian Falange leaves the Executive
The new alternative vote electoral law has led to the split, Monaldi will likely remain at the helm of the executive until the upcoming elections in November
[Image: Fd9KmB3l.png]
Minister of Internal Affairs, Air Squadron General Claudio Buratti, leaving after meeting the Regent to resign

2 August 5627

ROMULA - The political crisis between government partners Patriotic Front and Istalian Falange reached a turning point at the beginning of the week with the resignation of the Minister of Internal Affairs, Air Squadron General Claudio Buratti, who officially resigned to the Regent, Prince of the Crown Alessandro. Buratti's decision triggered a domino effect that saw the entire group of Istalian Falange Ministers withdraw from the government in the following two days and revoke their support for the Minister Secretary of State Floria Monaldi.

The approval of the controversial alternative vote majoritarian electoral law pushed Istalian Falange to take the decision. Despite a year of debate and strong opposition from several parties, including FI itself, the law passed thanks to an agreement between the Patriotic Front and the Democratic Socialist Party, the two largest political forces in the nation. Defined as an "unholy alliance", the agreement between FPI and PSD allowed the reform to advance by cutting the legs off the other parties opposed to it, including the Falange.

The new electoral law was thus the proverbial straw that broke the camel's back. The crisis in fact has deeper roots and relations between the Patriotic Front and Istalian Falange had been deteriorating for some time: the minority governing party has repeatedly expressed its discontent with the measures imposed by FPI, in particular on two fronts: foreign policy and the management of the Solentian refugee crisis.

The isolationist positions of FI clashed with the more internationalist line adopted by the Minister Secretary of State, accused of selling the country to foreign powers. In particular, the FI's highly demanded law on foreign investments was considered by the Falange not protective enough for the national economy. Despite the ban on foreign companies controlling the majority shareholding of an Istalian company, FI had proposed further protection by requiring by law the majority to be Istalian-owned, a proposal rejected by the Patriotic Front which won a tug of war with FI thanks to the good economic results of the country recorded at the end of last year and which proved Monaldi's line was right.

Even on the Solentian refugee crisis, FI reproaced the Head of Government of an excessively conciliatory attitude with foreign nations and humanitarian organizations, which slowed down the transfer and repatriations, FI having always advocated the hard line and the immediate rejection of refugees in Solentia. Despite the transfer of almost 200 thousand Solentians, FI continued to insist on the need for faster and more stringent measures.

The approval of the electoral reform eventually represented the final breaking point. After a year of discussions and four reports produced by the Technical Committee, the political landscape was clearly divided: on one side, as mentioned, FPI and PSD who supported the new law, on the other, most of the other political forces who defended the principle of proportional representation.

The traditionally centrist Hosian Democratic Party (UOD) found itself in an ambiguous position. During this legislature, in fact, the party has progressively moved to the left to compete with the PSD on economic issues, trying to establish itself as a non-socialist alternative to the liberal positions of the FPI. With the prospect of benefiting from the majority system, the UOD chose to abstain, effectively favoring the approval of the law, after having approved the agenda that brought it to the vote just a few months before the elections.

According to analysts, the new electoral law could favor the stabilization of the Istalian political system, a transformation that however risks establishing a de facto bipartisanship between the FPI and PSD, to the detriment of the smaller political forces given that a reduction in the weight of individual candidates is expected with the further structuring of party structures in the country. Already in the last two legislatures the winner-take-all system had left out of Parliament several parties that had failed to elect candidates in single-member constituencies, but at least that system allowed smaller parties to have some chances to elec members, especially in electoral strongholds. The smaller parties fear that strengthening the majority system will only further reduce representation in parliament.

The departure of the Istalian Falange from the government has decreed the position of the Ministry Secretary of State Floria Monaldi, who no longer has a majority to support her. Her resignation is expected by the end of the week and will probably be accepted with reservations by the Regent Alessandro, who could ask Monaldi and the remaining ministers to remain in office to manage current affairs until the elections scheduled in just over three months.

Meanwhile, now in the midst of the election campaign, the political excitement in the country is growing: Istalian Falange, together with the Party of New Communists and numerous extra-parliamentary groups excluded from the previous elections, has already announced a series of demonstrations against the electoral law and against its hasty approval a few months before the elections, defined by some as an institutional coup among the most important political forces. Among the extra-parliamentary groups most active in the protests there are Sovereign Istalia, the Istalian Syndacalist Union and the Democratic Action Party.

Those who will not participate in the protests are Liberal Alliance, which, after a long internal debate and the poor electoral result of the last consultations, resolved to dissolve. Most of its members will join the Patriotic Front, which has been trying to attract the liberal and free-market electorate for some time.

The next few days will be crucial for Istalia politics. With the government crisis now declared and Monaldi's resignation on the horizon, the country is moving towards elections. In the meantime, all eyes are on Parliament, where the Secretary of the Istalian Falange, Otello Martinozzi, is expected to speak the day after tomorrow, formalizing the reasons for the break with the Patriotic Front.

Elections 5627: The Patriotic Front keeps Majority but the Istalian Falange leaves the Government
The new electoral system influenced greatly the establishment of a stable political landscape and now negotiations will likely involve the Hosian Democratic Union which anyways demands important reforms
[Image: S9NvJUNl.png]

18 November 5627

The last weekend it was general election day in Istalia with istalian entitled voters called to the polls in this unusual cold spring of 5627 to elect the next National Congress with the new electoral system. The elections just concluded represent a further consolidation of the national political landscape, marking a further step in the definition of institutional and political balances of the country. A key aspect of this electoral round was the broad expansion of the electoral basin, which reached 46% of the adult population, with a turnout of 82% among those entitled to vote (73 milions of citizens circa).
It was also the first consultation held with the new instant-runoff voting system, approved after a long parliamentary debate. The adoption of this system was strongly contested by the Falange Istaliana, the Party of New Communists, originally also by the Hosian Democratic Union, and by several extraparlamentary forces, among which Sovereign Istalia, which labelled the agreement between FPI and PSD on the new electoral law as the "unholly alliance". The criticisms, now very hard under electoral campaign, have now intensified in the aftermath of a vote called too close to the elections, says the opposition to the new law, with many complaining about how the system favour the major forces at the expense of representation.

Analysing the vote, in fact, the Patriotic Front, dominant party, benefited from the majority system and strong support in the military constituencies, while the Democratic Socialist Party remains the main opposition force, obtaining both more seats than their percentage of the popular vote, the PSD to a lesser extent than the FPI.
The Hosian Democratic Union get a good result but was penalized by the competition in the run-off elections obtaining a higher percentage of the vote than the seats won. The smaller parties too (FI, IS, PNC) obtained fewer seats than the votes actually received, didn't even enjoying strong strongholds or strategic support in the second round preferences. Istalian Falange and Sovereign Istalia suffered from the electoral system, although the former kept his support among the military. The Party of New Communist, despite having a greatly reduced electoral base after the recent internal turmoils, and despite having lost the traditional stronghold of Burìa, managed to maintain parliamentary representation, paradoxically gaining more seats than Sovereign Istalia thanks to the military vote, which saw the FPI, FI and PSD favored, and UOD and PNC gaing the rest, the latter supported by the once most loyal members of the Socialist Republic's military. IS, instead, didn't even achieved to gain support among the Armed Forces, thus PNC overtaking IS in the National Congress.

This was the composition of the vote casted:

Civil constituencies (356 seats)

Patriotic Front of Istalia: 128 (34,6%)
Democratic Socialist Party: 85 (26,0%)
Hosian Democratic Union: 62 (16,5%)
Istalian Falange: 43 (12,3%)
Party of the New Communists: 20 (5,4%)
Sovereign Istalia: 18 (5,0%)
Others: - (0.2%)

Military constituencies (119 seats)

Patriotic Front of Istalia: 73 59%)
Democratic Socialist Party: 36 (32%)
Istalian Falange: 6 (5%)
Party of the New Communists: 3 (3%)
Hosian Democratic Union: 1 (1%)

The official results on the distribution of te seats were released yesterday by the National Electoral Committee of the Minister of Interior and National Affairs, showing the composition of the next National Congress as below:

Patriotic Front of Istalia (FPI): 201 seats
Socialist Democratic Party (PSD): 121 seats
Hosian Democratic Union (UOD): 63 seats
Istalian Falange (FI): 49 seats
Party of New Communists (PNC): 23 seats
Sovereign Istalia (IS): 18 seats

The Patriotic Front, that before the elections merged with the Veterans Party, confirmed thus its relative majority, although it has suffered a slight drop, but now it no longer has an absolute majority without the support of the Istalian Falange. The rift between the two parties, culminating with FI leaving the Government, has deepened during the electoral campaign, favoring the opposition.

The ones that gained ground were the Democratic Socialist Party (PSD), which increased its result by two percentage points, and above all the Hosian Democratic Union (UOD), which jumped to third place, followed by Istalian Falange and then the new entry Sovereign Istalia, which with a populist platform, left-wing on economics but conservative on social issues such as immigration, ended close to the PNC into the civil constituencies, although being eventually penalized by the allocation of the military seats.

The big loser of this election is the Party of New Communists which, after the name change and internal tensions, suffered a collapse, stopping at 5% and, as already said, gaining a larger advanced over Sovereign Istalia only thanks to the military constituencies. The leadership has in fact expelled numerous popular members, accusing them of reactionary positions on the immigration issue, denuncing their transformism seeking just personal gains within the framework of the new majoritarian voting system, and for supporting the new rules of electoral emancipation, considered an anti-democratic limitation of the right of vote. Among the expelled members, now merged into the PSD, the most prominent ones actually exploited their personal political grip on Burìa to snatch to the PNC the city, where the communists had established a solid electoral base since the end of the Patriotic War.
The party, in fact, continues to support its progressive and inclusive vision about immigration issues, believing that only a broader cultural integration can heal the ethnic fracture of the country, but this alienated a lot of their electors of Burìa, concerned by the high numbers of refugee camps in the province and close to the city.

About the vote turnout, as already said, these elections have seen an unprecedented shift, with the number of eligible voters doubling to 46% of the adult population. The surge is due to the fact that a large percentage of the new adults, and not only, in the past five years have completed a period of service in the Armed Forces or Civil Service programs, which last three years and are the main paths to voting rights.

With the official and definitive results released, the Patriotic Front, with the Istalian Falange out of the picture, will now have to look for new allies to form a stable government. Attention has shifted to the Hosian Democratic Union, which could enter a governing coalition but not without conditions: the party will bring to the negotiating table the demand for a restructuring and expansion of welfare, a progressive reform of the income tax, and new policies to protect workers. On this last point there has been a heated competition between UOD and PSD, the former supporting policies that promote cooperation between different social categories, the latter pushing instead for a greater centrality of the role of unions, especially within large industrial realities, with greater participation of workers in determining the strategies of companies.

The next few weeks will be decisive for the formation of the new government. The consultations of the Regent, Grand Prince of the Crown Alessandro, will begin next week and will define the future political structure of the country.

Istalia condemns the trilateral agreement of Davostag
The dismay for this rapprochement with inhuman totalitarian regimes pushes the government to adopt a "black list" while a visit of President Nero from Etxea's Kundrati is expected soon
[Image: l01ZSA1l.png]
The new Minister of Foreign Affairs and International Relations Anita Pierrini

January 5628

ROMULA - The new Istalian government, led once again by Floria Monaldi at the head of the FPI-HDU coalition, has expressed strong concern in the face of the imminent trilateral agreement between Davostag, Legionar Kundrati and Rutania. The news of the signing of the first agreement with Kundrati and the announcement of the imminent inclusion of Rutania has raised alarm at Antinori Palace, where people look with dismay at Davostag's choice to establish relations with two openly fascist and totalitarian regimes.

The new Minister of the Foreign Affairs Anita Pierrini (FP), declared meeting the press that:

Quote:It is truly disturbing that any nation decides to form alliances with governments that are based on repression, the denial of fundamental rights and even the systematic use of forced labor in prison camps. This choice will only make Davostag complicit in such inhuman practices, and all this behind the cover of protecting its economic interests and its citizens in those countries

The news of this agreement has prompted the Government to announce that among the first acts of the new executive there will be the creation of a "black list", officially called "Register of nations at high geopolitical and fiscal risk", which will classify nations into different categories, for which specific diplomatic, commercial and economic guidelines will be defined.
The objective is clear: to prevent Istalia from maintaining relations with states that violate human rights, that represent a threat to the international democratic order and that are possible tax havens.

The Minister of Foreign Affairs stressed furthermore:

Quote:Our diplomatic and economic relations must be aligned with the fundamental principles of freedom and human dignity. We cannot remain inert while certain governments trample on the rights of their citizens. It is necessary to act firmly to protect democratic values and to protect our own economic system from dangerous contamination by illiberal regimes.

Sources close to the government reveal that, in addition to the blacklist, the introduction of restrictive measures against companies and individuals from nations identified as dangerous for democracy and human rights is being considered. Possible economic sanctions and restrictions on trade relations with Rutania and Legionar Kundrati are already being studied.

The executive hopes that the attitude of the Istalian government will generate a heated debate at an international level. While the opposition has already declared that they will demand maximum transparency on the measures that will be adopted, with some fringes saying that such measures could even damage the helpless population, within the majority some voices have expressed concern that the creation of such a list could be an obstacle to the growth of the country and the creation of new relations of Istalia at the international level.
The Government, in response, declared that negotiations with several nations considered as valuable partners are already underway if not practically concluded, but above all the Government expressed the firm belief that it is necessary to draw a clear line of demarcation between inhuman and authoritarian regimes and the rest of the world.

To further underline the country's desire to stand on the side of democracy and the rule of law, Istalia is organizing with the government of the Union of Kundrati, the democratic government of the country in control of the island of Etxea, a visit of President Tiberius Claudius Nero to Istalia. This meeting will serve to reaffirm the country's closeness to the democratic government of Kundrati, officially recognized as the only legitimate one by Romula.

The future of Istalia's international relations is therefore expected to be marked by a renewed attention to the ethical and political principles that will guide national diplomacy. It now remains to see how this situation will evolve and what consequences this controversial alliance will have for the global geopolitical balance.

Government reintroduces the law against apology of Quanzar
In reviving a similar measure introduced at the dawn of the Third Empire the Government takes a decisive step towards the protection of its cultural identity and historical memory
[Image: RQL0RGml.png]
The National Congress applauding the approvation of the new law

July 5628

ROMULA - The National Congress yesterday has officially approved the government-initiated law that reintroduces the crime of "Apology of Quanzar", considering it a symbol of oppression and suffering for the Istalian people. The new legislation, which revived a similar law introduced under the Third Empire, provides that any reference, adoption or mention of the term in an apologetic or propagandistic sense is considered inappropriate and disrespectful towards the national historical memory.

The government's decision arises from the need to reaffirm Istalian identity and remember the atrocities committed by the regimes that have used the name "Quanzar". Historically this term is linked to a series of attempts at cultural erasure, persecution and authoritarian impositions that have affected the Istalian people for centuries.

The term "Quanzar" is associated with events such as:

The occupation of the Istalian lands by the Empire of the Grand Emirate of Quanzar, which attempted to impose the Majatran culture and eradicate the Istalian one also criminalizing the official use of the Istalian language.
The dominion of the Emirate of Quanzar, a remnant of the previous Grand Emirate that retreated into the Sarrentine Peninsula, which in 1958 conquered the first Istalian nation, the Kingdom of Istalia in Alaria, and which continued the work of eradication begun by its predecessor.
The period of the "Union of Quanzari Soviets", which continued to be dominated by the Majatran element despite the propagandized overcoming of ethno-linguistic divisions.
The imposition of the authoritarian monarchical regimes of the House of Hessex, which three times suppressed the Istalian Republic and its democratic system, resuming the work of eradicating the Istalian culture and language this time in favor of a general Luthorianization of the country.
More recently, the failed experiences of the Union of Quanzar and Alaria and the Istalian Union of Quanzar and Alaria, two attempts to undermine the political and cultural unity of the country.
Finally, the Grand Emirate of Quanzar "restored" under the aegis of the Majalite Kingdom of Kafuristan in the aftermath of the Peninsula War and overthrown at the end of the Patriotic War of Liberation a few years ago.

All these events have profoundly affected the history of the country, with persecutions, deportations and even the prohibition of the use of the Istalian language in some eras. Everybody remember, for example, the prison camps where the istalians opposing the Hessexian regime where imprisoned and brutally used to build the infamous Solentian Wall, a subject of one of the most successful and appreciated film of Istalian filmography, "Il Muro" (The Wall in luthorian).

The law just approved establishes that the term Quanzar cannot be used with apologetic and propagandistic intent in official documents, textbooks, etc... and any use of the term in this sense or symbols associated with it in the public sphere will be severely sanctioned.
A review of educational materials will be promoted to eliminate any positive reference to "Quanzar".
The holiday of the Dissolution of the Quanzari Restorationists, which has been celebrated every 22 September since 3364, and traditionally sees the Head of Government give a speech in parliament to present considerations on the actions undertaken by the Government during the final year and to talk about future projects, will be fully restored and expanded in its intent to celebrate the resilience and victories of the country against the Quanzar threat in all its forms and will include much more important and elaborate celebrations and events, becoming an annual occasion to remember the horrors and suffering but also to celebrate the firm will and resilience of the Istalians in resisting the threats of eradication of their identity. Together the 2 May, "La Festa degli Istaliani" (Istalians' Day in Luthorian), the national holiday celebrated each year since 2263 to commemorate the establishment of the first modern nationally and ethnically Istalian nation encompassing the whole Peninsula and Island freed from foreign domination, both the national holiday will become furthermore occasions to celebrate the Istalian heritage.

According to the government, this measure is essential to preserve the memory of the victims of oppressive regimes and to ensure that future generations know the historical truth and it seems to be a quite shared opinion given that the approval of the law saw virtually all of Parliament vote in favor of the proposal, with just the exception of some members of the New Communists and Sovereign Istalia who instead expressed their doubts about the law, echoing some civil rights activists and some history experts, arguing that the absolute ban could limit freedom of expression and historical research. However, the government defends the decision, stating that the term Quanzar is comparable to symbols of totalitarian ideologies and should have no place in modern Istalian society.

With this law, therefore, Istalia takes a decisive step towards protecting its cultural identity and historical memory. It remains to be seen how this legislation will be applied in practice and what impact it will have on society and the teaching of history in the country.

FORMAT XXXIV: a prestigious and glossy showcase for Istalia
Between music, colors and a lot of emotions the festival marked the rebirth of a nation that looks to the future with hope and desire to live
[Image: RupiFFCl.png]

July 5628

The lights turn off at Studio 2 of the SERIN National Sound Stages in Romula and on the 34th edition of FOMAT XXXIV after a great show that amazed Istalia and the world.

Presented and conducted by the SERIN number one host Gianluca Ghini, FOMAT XXXIV represented a great opportunity for the Istalia not only to celebrate music but also to reaffirm its presence on the international scene. After difficult years, the organization of an event of this magnitude marked the return of the country among the nations capable of welcoming the world, showing its newfound stability and desire to share through art.

This year's edition, entitled "Peace through Music", carries with it a profound meaning: the name chosen, in fact, is not accidental, it is the expression of the nation's strong desire to leave behind the wounds of war and to build a future based on peace and collaboration, a message shared by many people through the world after the difficult decades of 56th century. The FOMAT of 5628 thus becomes a symbol of rebirth for Istalia, an Istalia that longs for peace, lightheartedness and hope.

Representing Istalia on stage was the song "E' solo un attimo" by singer-songwriter Marco Tommasi, a song that, among all those submitted to SERIN's judgement, despite the fact that tecnical doubts were raised, was chosen because according to the selection committee it fully embodies the spirit of the moment in the country. The lyrics, emotional and full of meaning, tell of the beauty of life and the importance of living it to the full, a message that has matured in the hearts of the population after the long years of conflict and suffering. The choice of this song is a further sign of the country's desire to look forward with optimism, aware of the value of every moment.

The Festival gave the audience moments of great spectacle and competition, with performances that kept everyone in suspense. The challenges between the competing songs were fought until the last vote, with some songs that quickly won the favor of the jury and the public. The Soundstage was a riot of colors and passion, with representatives of the different nations enthusiastically supporting their artists, waving flags and singing choruses. In the end, after an exciting wait, the victory went to "A Racing Heart/Racing Bihotz-taupadak", performed by the Etxea Kundriatian band "IRO", a song that stood out for its engaging melody, earning the title of winner of the 34th edition of the festival by just one point more than the second-place finisher, the Likatonian band "Sunset Reverie" with their song "Someday". The Istalian representative, Marco Tommasi, instead, unded up in third place with his "È solo un attimo".

The other placements were:
  • 4th place: "Xamos" by Mara
  • 5th place: "No Me Digas Que No" by Monos
  • 6th place: "Pop Me, Amadeus" by Die Falcon
  • 7th place: "Razem" by DJ Teodor and Julia
  • 8th place: "Fall in Love" by Alecia Manchester
  • 9th place: "Sudno" by K-Doma
  • 10th place: "March on!" by the Rutanian Military Marching Band

This edition of FOMAT was charaterized also by a bit of political controversy followed the decision to accept the participation of a band representing the Legionary Kundrati as well as the Military Marching Band of Rutania, with many grimacing at and criticizing the acceptance of representatives from two extreme fascist dictatorships.
While SERIN, in response, declared that it was a deliberate decision to leave politics out of FOMAT, the audience present at the Festival strongly expressed their opposition to the presence of the Rutaniana and Legiona Kundrati representatives, whistling and howling at the artists during the performance, so much so that both musical groups left the stage as soon as their performances ended without spending time with the host Gianluca Ghini. Notable the shout from the audience against the rutanian representative once entered the stage: "Thaller dogs, out of Istalia!". Another moment of political tension arose when the Kundrati voting representatives announced that they refused to include the Etxea Kundratian "IRO" in their vote ranking (although considered by the organizers as placed in last position in their ranking).

Despite this little flaw, FOMAT XXXIV of 5628 was a great show, an exciting event, which left a deep mark in the hearts of the audience and the artists. Throughout the duration of the festival, the performances brought the rhythms and sounds of the participating countries to the stage, transforming the theater into a crossroads of cultures and traditions. Each artist has been able to tell, through their music, the identity and soul of their country. More than a simple competition, FOMAT XXXIV has confirmed itself as an event capable of uniting different nations in the universal language of music, strengthening its role as a prestigious international showcase.

Free Trade and Economic Cooperation Agreement Signed between Istalia and Dundorf
The long negotiations secure our country’s access to the raw materials its industry is hungry for
[Image: GuN7ogIl.png]
The signature of the bilateral agreement

August 5628

After long and intense negotiations, Istalia and Dundorf have officially signed an agreement on economic cooperation, free trade and on investment. The treaty, the result of years of negotiations aimed at defining in detail the best conditions for both nations, represents a significant step towards deeper and more advantageous economic cooperation.

To sign the agreement with the Federal Chancellor, the Minister of Foreign Affairs Anita Pierrini, the Minister of Industry, Trade and National Resources former Brigadier General Gianpiero Dalmasso and the Grand Prince of the Crown, the Regent Alessandro, flew to Dunburg, the capital of Dundorf. The latter, in his absence from the country, asked the Emperor to appoint Grand Prince Tommaso as Pro-Regent of the Empire, marking the first important official role entrusted to the son of the Regent, second in line of succession, a recent graduate of the Imperial Naval Academy of Neapulia where he also attended a degree course in Political Science and International Relations with historical orientation.

The agreement provides for the total elimination of duties on retail goods sold to consumers in the other country, thus promoting trade and accessibility to foreign products for citizens of both nations. As for goods sold in large quantities between companies or between companies and governments, a maximum tax ceiling of 3.5% has been set. This tariff, however, will progressively decrease as the overall value of trade between the two countries increases, until it reaches zero once a certain threshold has been exceeded. This mechanism aims to further encourage the growth of trade relations. An exception will be made for a series of materials and products included in a specific list that can be expanded through consultation with the other party, considered as strategic and on which no duty will be applied but which will be subject to specific procedures regarding the indication of the use and, above all, the purposes of common interest for the two countries.

In addition to the tariff aspects, the treaty introduces a framework for customs and excise cooperation to speed up customs clearance procedures and facilitate the movement of goods. Transit procedures will be simplified, the documentation required will be reduced and measures will be adopted to reduce bureaucratic barriers, in order to make trade between the two countries more fluid and dynamic.

Another pillar of the agreement concerns private investments. The treaty establishes guarantees for the fair and equitable treatment of investors, protection against unjustified expropriation, the free movement of capital and complete security measures for foreign investments, therefore commits the two countries to settle disputes before recognized international arbitration bodies. Furthermore, the two countries committed to actively promote mutual trade, through the exchange of economic information, market studies and support initiatives for companies interested in operating in their respective markets.

A particularly relevant topic in the negotiations was that of tax cooperation on which Istalia has cofussed carefully taking its time to reach a satisfatory agreement. Istalia insisted that the agreement include concrete measures to combat double taxation and, above all, to strengthen cooperation in the fight against tax evasion. This aspect aims to ensure a context of transparency and fairness for economic operators of both countries.

With the signing of this agreement, Istalia and Dundorf lay the foundations for a lasting economic collaboration, aiming to increase bilateral trade, facilitate investments and strengthen cooperation in strategic areas. The treaty represents a model of modern and dynamic economic cooperation, with expected benefits for companies, consumers and investors of both nations.

The first White Paper of Defense comes alongside new religious and social measures
A historic restructuring for the Armed Forces and a boost to the National Industry while the UOD manages to promote new stricter religious policies and measures in favor of families and birth rates
[Image: yADzEbnl.jpg]

August 5628

ROMULA - The Government has officially presented the first White Paper on Defense of the Imperial State of Istalia, a document that marks the start of a massive restructuring of the Armed Forces. This initiative, strongly desired by the military leaders and firmly supported by the section dedicated to the Armed Forces at the National Congress, represents a decisive step towards strengthening the country's defensive capabilities.

The reform includes the introduction of new sectors, the inclusion of innovative professional figures, the adoption of modern operational strategies and a significant increase in investments. The goal is a real reconstruction of the military structure, making it more efficient and adequate for the challenges of the future.

A central aspect of the project is the revaluation of the role of the sea in national defense. The Government has the firm intention of rebuilding a fleet capable of meeting the strategic needs of the country, capable of protecting the borders and ensuring national security. The Istalian shipyards, with a long tradition of excellence, will therefore be the main beneficiaries of the new investments by being involved in a large naval construction program that, together with the announced investments by IMERIN for civil and transport vessels for the maritime companies acquired and restructured in recent years, will contribute to the relaunch of the industry in the sector by guaranteeing new jobs.

It is therefore clear that in parallel with the strengthening of military capabilities, the White Paper represents a great opportunity for the national industry. The Armed Forces modernization program in fact includes large orders for vehicles, equipment and infrastructure, giving a new impetus to the defense sector. The Istalian war and technology industry, historically recognized for its quality, will thus be able to regain a leadership position on the international market.

In conjunction with the presentation of the White Paper on Defense, the Government has put forward a framework law proposal, supported by the Osiano Democratic Union, for the regulation of religious policies at the national level. The legislation would introduce the executive's right of veto on the appointment of ministers of worship, the possibility of removing preachers who incite violence or endanger national security and the introduction of stricter criteria for the opening of religious schools.

In addition, the Government intends to intensify the fight against sects and extremist religious movements that promote intolerance or criminal activities. This measure aims to guarantee freedom of worship while respecting public order and state security although it won't be surprising if in the coming years the Government will guarantee a lot of freedom to the Aurorian Church while carefully monitoring other religions, and thus the rapprochement of the Church and the State pushed by the UOD will materialize.

The influence of UOD will affect greantly lso the new Financial Law that will be presented shortly and which will confirm the increase in investments in key sectors such as social services and public housing. The Hosian Democratic Union, the main supporter of these measures, is clearly progressively imposing its political agenda in areas such as health, welfare, family and sport. The UOD with its strong focus on these times therefore seems to effectively capture the widespread feelings among the population, which manifests a clear desire for growth and development.

Particular attention will be paid to policies for births and family welfare, with measures aimed at encouraging population growth. The sustained economic recovery is allowing the Government to increase the resources allocated to these initiatives, and analysts predict that, in the next five years, on the wave of growth and if these policies are adequately implemented and effectively implemented, the number of children per family could reach an average of between 3.8 and 4.4, with a significant impact on the demographic future of the country.

White Paper of Defense: Armed Forces structure reorganization
Following the "One People, One Army" ideal with better qualified and trained personnel, high quality formation and training, a modular and elastic structure to pursue multi-domain operations and top commanding bodies reorganized
[Image: LoB0t1wl.png]
4 December 5628

ROMULA - Minister of Defense and National Security Army's Corps General Bettino Della Passera, meet the press this Morning with the Chief of Defense Staff General Enrico Auriemma and Squardon Admiral with special assignements Luciana Tonietti, General Secretary of Defense and National Armements Director, to expose to the press the new plans deligned into the new White Paper of Defense for the reorganization of the Defense which will lay the foundation of the national security of the next decades.

The White Paper provides for an organic reorganization program of the structure and operations of the Armed Forces which will provide the future strategies, operations and capabilities of the Istalian Defense.

The program is aimed to definetively put aside the organizzative structure and the operational framework essentially inherited by the Socialist Republic. A part the need of a renovation and a projection towards the future of the capabilities of the National Defense, the program provides for the overcoming of the excessively rigid and administratively complex and often not well organized and thus redunant staff.
It includes reforms and changes that will involve almost at 360° the armed forces: from the recruitment to careers, from the staff structure to the organizational structure of the various units of each component, training, equipment, the national reserve and the territorial defense, therefore new operational paradigms to meet the modern needs of the so-called "multi-domain" operations, up to a reorganization of the structure from he bottom up to the top and of the the join operability of the Armed Forces.

Among the factors that most interest the Government and the Armed Forces there is the rationalization of resources aimed at a reduction in administrative personnel expenses so that more resources can be placed in training, specialization, in programs for the military, to the modernization of vehicles and equipment, finally for education of the treener and the enlisted in the three years volunter service. Another objective is to deal with a problem that has emerged for several years now, that is a too high average age of the personnel, the overabundance of officers and non-commissioned officers compared to the treener and the voluntarily enlisted personnel, being in fact them veterans of the Patriotic War of Liberation.

The White Paper provides for a five-year retirement plan for most veterans, guaranteeing them adequate pensions and, for those who have not yet reached retirement age, placement in administrative roles in the public administration. At the same time, military service continues to attract a growing number of young people, driven both by the desire to obtain the electoral rights and by the desire to serve the nation through the Armed Forces rather than the National Civil Service. The State welcomes and encourages this honorable desire. The centrality of the Armed Forces at the institutional level requires careful and rational management of resources, avoiding the maintenance of a costly and few productive veterans. The strategy adopted aims to give space to young career soldiers and voluntary recruits, cheaper compared to the veterans and trainable to high standards in line with modern operational needs.
Military spending in this new Istalia have to be high to follow the paradigm of "One People-One Army", with the state on the way to be able soon to count on the largest military apparatus of Majatra, and it is alreadey among the largest just counting the workforce, thus, rationalization of costs and attentive resource management are essential.
In this context, another key measure is the outsourcing of administrative and bureaucratic tasks, with greater involvement of civilian personnel to gradually replace veterans of the Patriotic War, thus reducing the economic burden on the military budget.

Regarding the skills and specialization of the personnel, for those who enlist for the three years voluntery service, the reform provides study careers and technical formations that surely will see a lot of enlisted finishing their service with skills and qualifications, ready to work prepared like their colleagues from university or vocational schools.
The specializations and diversifications of the capabilities of the Armed Forces will be persued with the creation of additional contingents of about 17,000 in total highly specialized units and in particular doctors, health workers, laboratory technicians, engineers, technicians, transport/materials logisticians, computer scientists and commissioners all on permanent service, personnel to be employed with specific tasks in circumstances of public calamity, peacekeeping missions and in situations of extraordinary need and urgency in light of multiple missions outside the war theaters the Armed Forces can be called to carry out.

The aforementioned personnel reforms will first of all lead to a reorganization of the organizational structure of the various components of the armed forces, with the creation of operational units that tend to be less substantial but more modular and elastic with greater diversification of operational capabilities, employment and responsiveness.
The remodeling and relocation of resources will therefore be redirected, as already mentioned, towards an increase in the quality of training and in the training and formation structures (increase in the number of schools and academies, courses, specializations and therefore training facilities such as firing ranges, training areas and structures) able to train more skilled and specialized career and enlisted personnel, focusing especially in increasing the quality of the voluntary enlisted personnel, with benefits in terms of quality, efficiency, capacity and obviously costs.

Among the innovations that will be introduced in the restructuring and multi-specialization of the operational structure, there will be the formation of highly specialized personnel focused to territorial defense in the event of threats of a military nature to national sovereignty and territorial integrity, to be put at the head of the new novelty introduced by the White Book, the National Homeland Corps, formed by the personnel of the national reserve consisting essentially of all civilians once serving in the Armed Forces, those professionist that have left the Armed Forces and all the personnel who will be obliged to leave them at the limit of reaching the compulsory age. This highly specialized staff will join the citizens who served to create a further pillar of the National Defense.

The reorganization of the organizational structure of the Armed Forces, instead, has been designed to cope with the objective of "multi-domain" operational capacity, defined by the Ministry and by analysts and experts in the sector as an overcoming of the traditional concept of joint-operativity between the components of the Armed Forces in favor of a much more flexible approach, based on the perfect knowledge of one's own possibilities and on the creation of numerous alternatives for action. The aim is to have more options, freedom of action, a broader synchronization of objectives and tools capable of ensuring their own forces the freedom of action always and everywhere (even in the outer-atmospheric space and immaterial cyber space). The main objective to be achieved, therefore, is that of freedom of action, rather than the traditional one of superiority in one's own domain. Commanders and strategic planners must understand and know how to act even in domains that are not those of their traditional competence and understand that an action in their domain can have a direct and effective effect in another. It is necessary to think in an innovative way of multiple domains that operate in concert and simultaneously to achieve specific objectives, rather than to guarantee collaboration and cooperation between the components, which involves, among other things, not only the traditional three or four components of the Armed Forces, but even going beyond the purely military dimension to involve the entire national security system at an interdepartmental level, guaranteeing an indispensable interaction between the Armed Forces, the population, the scientific community and the national industrial world. As for the tools, they are represented by mobile and flexible capacities, by distributed and constantly communicating systems interconnected within a National Defense Framework, able to act towards the assigned objectives in a rapid and self-sufficient way.

Despite the country is just in its first phases of its reprisal, the Armed Forces have great ambition and the State is determined to grant the most effective and modern defense to its citizens, aiming to come back to master the demains of new information technologies, cybernetic and space technologies. The cyber domain and the space domain must necessarily be understood, explored and mastered by the Armed Forces, so as to be able to operate syncronized at the different levels of defense, penetration and offense, therefore on the strategic, operational and tactical level.

This new operational paradigm will be supported by additional resources that will be redirected to the research and development sector, clearly in strong partnership with the scientific and industrial sectors.

Obviously, to cope with this new operational paradigm, the reorganization program also provides for the restructuring of the Join Supreme Operative Command (Comando Supremo Operativo Interforze), the body employed by the Chief of the Defense Staff in charge of planning, coordinating and directing the military operations of the Istalian Armed Forces. This will be reformed into Joint Operations General Command (Comando Generale Operazioni Interforze - COGOIN). The new CoCOI will go beyond the concept of joint operations to embrace that of multi-domain in the identified strategic five domains (land, sea, sky, space and cyberspace) and will bring under its supervision new Joint Operational Commands: Space Operations Joint Command (COISP), Cybernetic Operations Joint Command (COICY) and the Joint Special Operations and Intelligence Joint Command (COISIN).

Regarding to special operations and intelligence, the Ministry has announced a reorganization also for these departments aimed in effectively responding to different profiles of missions generically defined "unconventional with a strategic effect" such as: Direct Action, Combating Terrorism, Foreign Internal Defense, Unconventional Warfare, Special Reconnaissance, Psychological Operations, Civil Affairs, Information Operations, Counter-proliferation of Weapons of Mass Destruction, and not only. The special departments, as announced, will pass under the control of the new Special Operations and Intelligence Join Command that will work closely to the National Intelligece, also soon to be deeply reformed.
The special units will see the enhancement and integration of new components and the flanking of new ad hoc support units, creating a three-level system consisting of the "Special Forces Units" (1st level), "Combat and Operational Support Units" (2nd second level - departments specialized in combat and operational support to provide highly specialized fixed and rotating wing flying units for tactical transport as well as specific resources for transmissions and for "Psy Ops" operations) and therefore the "Side Support Units", also designated in any case to give direct support to the 1st level Special Forces Departments (units specialized in reconnaissance behind enemy lines and equipped with avant-garde systems and which can be used in the absence, even partial, in the operating theater of the Support Departments).

Specifically, the Departments designated as Special Forces, of Support and as Side Support Units will be:
