ROMULA - Following the approval of the White Paper of Defense, the Government also presented the reform of the country's intelligence services, to once again provide Istalia with the appropriate tools to effectively address the challenges in the field of intelligence. The reorganization of the matter paid particular attention to ensuring the defense of the Istalian State and its institutions from internal and external threats, as well as protecting national interests in an increasingly complex and challenging global context. The reform reorganize the intelligence services into the "National Community of Intelligence and Security Services" (CONSIS), a structure that will bring together and coordinate all the sectors of Istalian intelligence. At the top of CONSIS, the "Imperial Directorate for National Security and Intelligence" (DISIN) will be established, which will assume a role of strategic command and coordination between the various agencies. The CONSIS will depend from the Department for National Security and Intelligence of the Office of the Minister Imperial Secretary of State, headed by the Secretary of National Security and Intelligence. Three general directorates with specific competences will depend on the DISIN:
In addition to these departments, the "National Directorate for State Security" (DNSS), dependent on the Ministry of Internal Affairs and Public Security, will also refer to the DISIN for coordination and support, being a specialized but autonomous department of the State Police. The DNSS will have the mission of defending the Istalian State, the democratic order and the constitutional institutions against any threat and form of subversion. The DISIN will also assume a organizational and coordination function with respect to the "Defense Intelligence Service" (SID), the joint intelligence service of the Armed Forces that will coordinate and control the intelligence service of each branch, all of them called "Information and Situation Service". The new SID will be under the authority of the Chief of Defense Staff. Once the Imperial Gendarmerie will be fully reorganized, its information service, the "Special Investigation Group" (RIS), will remain outside the authority of the SID, being oriented to counter organized criminality, terrorism and subversive activity within the country, but like the DNSS will also referer to the DISIN for coordination and support. Alongside the reorganization of the Intelligence Services, the Government has ordered the creation of the "Directorate for Advanced Defense Research and Development" (DIRSAD), a department of the Ministry of Defense dedicated to the development of new military technologies and the analysis of technologies that could represent a threat to national security. Furthemore, the management, advice and control structure of Intelligence and in general of National Security and Defense has also been reorganised: the "Supreme Council of National Defense" (COSUDIN) will be the highest institutional defense authority responsible for making highest level of decisions regarding defense and security. It will advise and assist the government on national security and foreign policy, analysing general and technical political issues relative to national security and defence. The Council also will serve the executive as main arm for coordinating these policies among the various government agencies. Headed by the Emperor, the council will be formed by the Minister Secretary of State, the Secretary for National Security and Intelligence, the Minister of Defense, the Minister of Foreign Affairs, the Minister of Internal Affairs, the Minister of Trade and Industry, the Minister of Infrastructure and Transport, the Chief of Defense Staff and the Chiefs of Staff of the Army, Navy, Air Force and National Gendarmerie. Finally, the new "Congress Committe for Security and Defese" (COSDICON) will be the official name of the parliamentary committee called to checks in a systematic and continuous way the activities of the CONSIS so that they are carried out in respect for the Constitution and laws. The Committee will receive reports on a regular basis on the activity of the intelligence services, including an analysis of the situation and safety hazards, from the Office of the Minister Imperial Secretary of State, from the CONSIS and from the Defense Staff. As part of its prerogatives, the COSDICON has the power to dismiss the state secret on documents and matters. On its own initiative, if document or matters related to the Armed Forces are involved, the agreement of the Armed Forces is requested. In turn, if the Armed Forces propose to dismiss the state secret, the COSDICON can oppose. Any case the state secret can be dismissed only if all members of the Committee vote at the unanimity. With this reform, the Government aims to make the Istalian intelligence apparatus more efficient and reactive in the face of new global challenges, while ensuring rational management of resources and greater integration between the various structures responsible for the country's security. Istalia mourns today the passing of His Imperial Majesty Mattia I, 18th Emperor of the Istalians and first Sovereign of the Imperial State of Istalia, a symbol of resilience, indomitable pride and unwavering dedication to the homeland. His death leaves an unfillable void in the heart of the Nation which today gathers in grief and in the memory of a sovereign who embodied the highest ideals of freedom, unity and devotion to the fatherland. ![]() The Imperial Household announced His Majesty's Death this moorning through the official site of the Crown and affixing the note at Quattroregni Palace gates, after having informed the national authorities: the Minister Secretary of State, the President of the National Congress, the President of the Constitutional Court, the Chief of Defense Staff. His Majesty, turning 78 just a month ago, passed away in his sleep this night in his beloved Villa degli Aranci in Pontelasa. Amidst the soreness, as prescribed by the Protocol, this moorning the High Council of the Crown convened to draw up the Act of Succession, signed by the now Empress Mother Eva, the Grand Prince Paolo, brother of the Grand Prince of the Crown, the Grand Prince of the Crown and now Emperor Alessandro itself and the Great Chamberlain of the Household, ready to be trasmitted to he National Congress and the Constitutional Court. Mattia Appiano-Solari, born in 5551 in Hugamest, Endralon, suffering the distance from his native land like all his ancestors, forced to flee into exile since too much time, couldn't stand the terrible conditions in which his beloved dreamed homeland was reduced, coming in Istalia in its darkest hour to bring back hope and to fight to give back to the Istalians thier freedom and country. Mattia I was not only a monarch, but a bulwark against tyranny who, with courage and determination, raised his head against the communist dictatorship and firmly denouncing the occupation and division of the country, standing as a voice of resistance and hope for an oppressed people. For his indomitable loyalty to the Fatherland, our beloved Emperor was subjected to years of brutal imprisonment, forced to endure the harshest conditions of detention, but not even the iron of the chains nor the darkness of the cells could extinguish his incorruptible spirit. Even in the deepest darkness of repression, Mattia I continued to transmit strength and hope to the Istalian people, making his own suffering a symbol of struggle and resistance. Next to him, with unwavering devotion, was his beloved Family, who shared the burden of sacrifice and with indomitable will participated and led the war efforts, feeding the flame of hope that would finally bring light back to Istalia. The years of unjust detention and the cruel torture inflicted on him by the regime have unfortunately left indelible marks on the body of the Sovereign, who, in the last years of his life, had to rely increasingly on his son and heir Alessandro, who with a sense of duty assumed and received the role of Regent, firmly and faithfully carrying forward his father's ideals. GELAMIA - A tragedy struck the city of Gelamia yesterday, when one of the city's main road bridges, the Bridge of Liberation, suddenly collapsed at 11:28 am while a violent storm was hitting the area. Rescue operations began immediately, with the Fire Department, emergency teams and volunteers from the National Civil Protection busy searching for survivors among the rubble. At the moment, an official number of victims has not yet been released, but the scene that the rescue teams found in front of them upon their arrival appeared apocalyptic: the pillar 2 and 250 meters of span of the bridge collapsed onto the neighborhood below, causing dozens of vehicles to fall into the void, crushed among the rubble that ruined the neighborhood below, involving some industrial workshops, warehouses and two residential building, one under renovation. The human toll is therefore feared to be extremely serious. The citizens' anguish is already turning into anger fueled by the fact that the bridge, a modern cable-stayed reinforced concrete structure, was inaugurated just three years ago to cross the deep canyon of the Spessia River over the Marenzano, Di Cegli and Spessia districtrs, a particularly treacherous natural obstacle on the steep slopes of the Alkhayl on which the city, squeezed between the mountains and the sea, develops. For some time, however, rumors and reports had been circulating about what seemed to be an anomalous deterioration of the structure, with citizens and technicians who had expressed concerns about the rapid decay of the bridge, which seemed "aging" too quickly. Milena Guicciardini, sister of Elena Guicciardini, the first confirmed victim, hit by debris while leaving her appartment in the residential building involved in the collapse, expressed with anger and tears the pain of an entire community: Quote:We want clarity and justice! One can't die like this... every time I came to visit my sister... I looked up at the bridge and... and day after day... it seemed more and more dilapidated... someone will have to give us explanations... someone... they have to tell me why... why did my sister die? This disaster could have been avoided! Simone De Benedetti, the projet manager of the renovation of the other residential building, rushed over the scene, and almost falling into shock, said few hours after the collapse: Quote:Thirteen people of my team are missing, my colleague Mamoun… Mamoun Haber, the site surveyor… was within the building… no one can find him either… I could have been there under the rubbles… I was at the company's offices… that bridge… just a look… any engineer with a bit of expertise could have tell what state the bridge already was in! The city authorities, the mayor of Gelamia was seen at the site of the disaster just two hours after the collapse, have guaranteed that in-depth investigations will be launched to clarify the causes of the tragedy. However, according to internal sources, the Gelamia Prosecutor's Office is already ready to include the entire municipal council in the register of suspects, along with the top management and numerous operative executives of the company that built the bridge, COSTEDIL Spa, one of the largest companies in the Feranese area with headquarters in Magliano. According to the Gazzetta del Nord-Ovest, the most important newspaper in the city, the judiciary was already investigating possible cases of corruption related to public procurement and alleged less than transparent relationships between politics and businesses. In recent years, the Gazzetta has conducted numerous journalistic investigations in the city, a stronghold of the Patriotic Front since the Liberation, which have brought to light several clues and reports on alleged favoritism and irregularities in the management of public contracts. Gelamia – The Emperor and Empress have never left the city of Gelamia since they arrival in the days immediately following the tragedy of the Bridge of Liberation to show their support to the affected population. Since their arrival, the Sovereigns have visited the site of the disaster, paying homage to the victims and have met with the survivors hospitalized in local hospitals. They have also expressed their condolences and closeness to the families of the victims, whose number has sadly risen to 58 confirmed deaths with 3 people still missing. At the same time the Emperor has held several meetings with the city authorities, who have been the subject of heavy criticism from the citizens for days now. The population is clamoring for clarity on the causes of the disaster and the identification of those responsible, while the press, both local and now also national, is increasingly fueling growing suspicions of serious irregularities and illicit activities within the municipal administration. The Judiciary itself, on the basis of investigations underway since before the disaster, considers these suspicions to be well-founded. Just yesterday, in fact, the police arrested Mario Donizetti, municipal councilor for public works in Gelamia. The charges brought against him are extremely serious: corruption, bid-rigging, abuse of office and embezzlement. The arrest represents the first concrete action in the context of an investigation that, according to investigators, could further expand and involve other members of the city administration. Before leaving Gelamia for Hutori, where he will attend the state funeral of the late King Richard II, the Emperor released a brief but significant statement to the press. In a stern tone, he expressed great concern for the ever-increasing evidence of wrongdoing that is emerging, reiterating the need for justice and transparency to restore confidence in the population. NEAPULIA - With solemn majesty and amid the enthusiasm of an entire nation, the first multi-role missile guided frigate developed and built under the aegis of the Imperial State was launched today in Neapulia: "Nave Audace". Symbol of the rebirth of Istalian shipbuilding, traditionally one of the nation's industries of greatest excellence, the launch marked a historic moment for the country. The event was attended by the Emperor himself, guest of honor of the ceremony, accompanied by the highest officials of the State and the Armed Forces. The launch of Nave Audace is not only the baptism of a new warship, but represents the first stone in the construction of a Navy destined to return among the most advanced in the world. The eight multi-role missile frigates ordered by the Navy will be fitted out in the following configurations: four for anti-submarine warfare, two for air defense and two more will be general purpose versions. They will form the first nucleus of a renewed fleet, designed with a futuristic vision and particular attention to the needs of modern conflicts, which the Imperial Navy aims to make reach in the next 25/30 years between 80 and 90 units, to which several submarines will be added. These ships represent a technological leap forward compared to the units that survived the Peninsula War. The Audace class is characterized by a displacement of about 6,700 tons, a length of 144 meters, a speed of over 27 knots and a range of about 6,000 nautical miles. The crew is composed of about 200 members, with the possibility of hosting additional personnel. The Audace, specialized in anti-submarine warfare, is equipped with sophisticated anti-submarine sonars, a variable depth towed one and one in the bulb of the vessel, torpedoes and an anti-torpedo system with acoustic decoys. The armament, managed by an advanced integrated combat information system, includes a 16-cell VLS with medium-long range air defence missiles associated with a 3D active multifunctional radar, and expandable with another 16 cells, anti-ship missiles with a range of over 200 km, a 127/64 mm gun with guided ammunition, two 76/62 mm guns also optimised for anti-missile defence, as well as 25 mm machine gun emplacements for close protection. The Audace Class is also equipped with advanced radar and sensor systems, including an active electronically scanned array AESA radar for air defence and target detection, the medium to long-range air and surface surveillance multibeam passive electronically scanned array 3D navigation radar, and sophisticated electronic countermeasures such as a fully integrated Electronic Warfare system for protection against hostile missiles and radars. The air capability is guaranteed by a large flight deck and hangars capable of hosting up to two helicopters, essential for anti-submarine and reconnaissance operations. The new class of ships will be a testing ground for the development and testing of new naval technologies, paving the way for future advances in the field of maritime defense. The highly modularity adopted by the project will allow for upgrade, such as the already foreseen future replacement of the sensors masts with new under developement radar and sensor systems. Among the speeches that marked the day, Gran Prince of Crown Tommaso, lieutenant of the Navy and currently assigned to service aboard the destroyer Enrico Bergson, underlined the essential role of the Navy for national defense. Recalling the exploits of the glorious Istalian Navy, he recalled legendary figures such as Alessandro Senna, one of the founding fathers of Istalian naval power, and the epic battles that have marked the history of the country, such as the War in Hulstria against the then inhuman supremacist regime. Today therefore marks not only the return of Istalian naval power, but also a renewed commitment to reaffirming the nation's maritime prestige. ![]() Mars 5630 The news of the arrest of Emanuele Masiello, national coordinator of the Patriotic Front, of Claudia Emami, president of FPI in Ferano, of Nadia Piccini, party members labelled as a fixer working close to FederIndustria, the restored employers' federation of Istalia, of the mayor of Magliano Carlo Manabrea and of two of his councilors, made Istalians wake up in a country plunged into a political earthquake like few have been seen in its history, perhaps comparable only to the scandal that overwhelmed the political parties of the post-crisis of Wantuni terrorism's era. The scandal that is overwhelming the Patriotic Front, the driving force of the government majority, but which is also starting to involve exponents of the Istalian Falange, has now awaken an institutional crisis that seems irreversible. The investigation into the collapse of the Bridge of Liberation in Gelamia has uncovered a vast system of corruption and collusion between politics and business that had cast its shadow over the entire country. Every day new prosecutors open investigation files, new names enter the register of suspects and new arrests shake up the national political scene, the latest today being the most sensational. The investigation has now involved numerous companies, businessmen and fixers as well as leading figures of the Patriotic Front, with accusations ranging from corruption, embezzlement of public money, fraud and manipulation of public procurement. Among the names that had already been included in the register of suspects thre are Giovanni Mignatta, a member of Congress and president of the Infrastructure Commission, Roberta De Santis, an influential advisor to the Minister of National Infrastructure and Transport, and Luca Palombari, mayor of Gelamia. Marcello Rinaldi, regional assessor for transport of Trivendito, and Francesco Bartolucci, another Congressman, have already been placed in pre-trial detention, both accused of having favored the illicit awarding of public contracts to compliant companies. The investigations are outlining a disturbing picture: the existence of an illicit system, extremely widespread and complex, through which its members have taken advantage of the mammoth effort of national reconstruction to illicitly enrich themselves. We are talking about a business of hundreds, if not thousands of billions of Lire, divided up through bribes, under-the-table agreements and favors to the companies involved. Although no direct evidence has emerged of the official involvement of the party as an entity, it is now certain that a parallel system of corruption has sprouted and been structured within its ranks. Political exponents, officials and fixers of the party are said to have influenced the awarding of contracts, managing subcontracts, networks of suppliers and even money laundering channels. The tragedy of the Birdge of Liberation has been just the tip of the iceberg: shoddy materials, colluding companies and bribes have marked the construction of several state-funded infrastructures. At Antinori Palace the tension is palpable, the Minister Secretary of State, Floria Monaldi, finds herself with her back to the wall: internal sources speak of a Monaldi, extraneous to the facts as is emerging from the investigations, furious with the members of her own party, and desperate because now she sees no other way forward than that of resignation. Certain is that she will ask the Emperor to dissolve the National Congress and call new elections. The elderly leader of the Patriotic Front, now in his eighties, has distanced herself from the members involved, for the most part young and rampant exponents from the new generations, many of them that were just children during the Patriotic War of Liberation, publicly disavowing and condemning their actions, probably implemented precisely by exploiting Monaldi's advanced age and a probable certain decline in her acumen, and has admitted that the party has lost popular legitimacy. The recently appointed new Chief of Defense Staff Enrica De Mattei has already released a statement in which she emphasizes that the government's resignation is now categorically expected and that the country will have to return to the polls as soon as possible. A note of the same tone is expected from the Constitutional Court within a few hours. The Emperor is reportedly evaluating the possibility of appoint at the helm of a caretaker executive a high-profile technical figure, perhaps the Chief of the Navy Staff, and Deputy Chief of the Defense Staff by virtue of his seniority among all the Defense leaders, with the task of ferrying Istalia to the next elections. The party was already paying for a decline in consensus in recent years due to the mounting criticism regarding the liberal policies adopted, which have seen the GDP per capita increase at a slower rate than that of the Nation and therefore in parallel increase social inequalities, and it began to be strongly criticized since the last year for what has been labelled as "the Christmas little present", that is the approval on the last day of work of the Congress before the Christmas break and the summer holidays, of a series of measures defined as "adjustments to the budget law" with which the Istalians, returning from holidays, found themselves with a series of increases in taxes, excises and various duties on their backs. The scandal raised by Cementopoli has only aggravated the growing indignation of the people, who not only found themselves with less money in their pockets but are now also discovering how so much of that public money ended up in the pockets of entrepreneurs, politicians, officials, etc... The Hosian Democratic Union, government partner of FPI, was not implicated in the scandal, a fact clearly attributable to the fact that the system at the center of the accusations was built in the years before it entered the government. The management of this illicit system seems that has always been in the hands of FPI and Istalian Falange, the two parties that have led or supported all previous governments since the end of the Patriotic War of Liberation, consolidating their control over the political and administrative structures of the country. In the wake of the scandal, the Party of New Communists has reinvigorated its relentless attacks on the government, and it was precisely the General Secretary of the PNC Luigi Marangone who was the first to express himself this morning in front of the cameras at the exit of the General Secretariat of the PNC in Romula in Via di Ripa Vecchia: Quote:The gravy train is over! The pig feeder is closing its doors! Should the Patriotic Front do the same? It has shown itself to be the party of industrialists, fixers, of the bosses, rather than the people of Istalia! They have filled their pockets at the expense of the people! The ferocity of the attacks by the leader of PNC were followed by the more calm but no less severe declarations of the National Secretary of the Democratic Socialist Party Annalisa Saragat who however also added some veiled criticisms against Mondali and his long leadership: Quote:The reality that is emerging is a stain that indelibly muddies the first years of our new Istalia. The Patriotic Front has proven to be up to the task of leading a country at war, but it was not the same when it came to govern it. Cementopoli scandal could therefore mark the definitive decline of the hegemony of the Patriotic Front and the PSD, the main opposition force, concretely glimpses the possibility of ousting FPI from government and being the protagonist of that political alternation that many analysts and experts have been waiting for for a long time, considered foundamental to further cement the country's revived democratic structure. PSD, even before today's sensational arrests, had adopted election campaign tones for several months while the scandal emerged and mounted, promising a new, honest and transparent governance for the reconstruction of the country and that can truly allow everyone to enjoy the return of well-being and of the opportunities given by the post-war economic boom. We must therefore expect imminent elections, elections that could already profoundly change the political landscape of Istalia, opening a new era after years of unchallenged hegemony of the Patriotic Front. Despite the official statements and the prospects just outlined, however, many are raising further doubts and wondering how it is possible that the other parties in the country have never noticed anything. The suspicion is particularly strong at the local level, where the alternation in power has already occurred in several cases, leading some to wonder why those who have taken over, here and there, from the FPI or FI, have not noticed irregularities or found contradictions in the inherited accounts and administrative procedures. The Corriere of Istalia's investigative journalist Elisabetta Maduri, for example, has been investigating for months the administration of Terebbìa, which passed with the last electoral round under the control of the PSD after years of FPI hegemony. Is it possible that the new administrators didn't detected any anomalies? For now these are just speculation, but the risk that the investigation will widen and involve other parties cannot be ruled out. The early elections of 5630 marked a turning point in national politics, with the Democratic Socialist Party (PSD) obtaining a landslide victory, winning 44% of the civilian preferences and 36% of the military ones and chosen as the second preference by the majority of voters, thus securing 264 seats and an absolute majority in Congress. A result that ends a decade of domination by the now former Istalian Patriotic Front (FPI), overwhelmed by the corruption scandal that shook the country and made the fall of the previous government inevitable. The composition of the new National Congress is as follows: PSD: 264 seats UOD: 136 seats PNC: 58 seats PNL: 11 seats IS: 6 seats The percentage distribution of voting preferences was as follows: Civil Lists (356 seats distributed) PSD: 43,5% UOD: 31% PNC: 12% PNL: 7% IS: 6,5% Military Lists (119 seats distributed) UOD: 38% PSD: 33% PNC: 20% PNL: 9% Although Cementopoli scandal has involved representatives of other parties in the past months, including the PSD, the fact that these involvements have been limited and mainly confined to the local level has not dissuaded the Istalians from considering the right-wing parties, which have led the country for a decade, the main responsibles for the climate of widespread corruption. This has contributed to a strong shift in consensus towards the opposition forces, rewarding the PSD in particular, and the alternatives within the center-right party, namely UOD which experienced a veritable boom among the military ranks, which in turn punished severely PNL but especially Istalian Phalange, whose local and national representatives were discovered to be among the most involved in the scandal. The PSD, already on the rise in the last consultations, has capitalized on the climate of distrust towards the outgoing government forces, presenting itself as a guarantor of transparency and renewal. The result obtained is a historic event: for the first time in ten years, the new executive will not be led by the FPI or its coalitions, but by an alternative political force that has promised incisive reforms to re-establish the credibility of the institutions. The FPI, after a national party congress held few weeks after the resignation of Floria Monaldi and of her last government, although it attempted a reorganization by transforming itself into the National Liberal Party (PNL), has suffered a dizzying collapse, stopping in fourth place behind the Hosian Democratic Union (UOD) and the New Communist Party (PNC), unable the new leader Valeriano Giunio to fully mend the damages of the corruption scandal despite his charisma. A result that marks a drastic reduction in the influence of what until recently was considered the hegemonic party in the country. But if the collapse of the FPI was partly expected, even more disastrous was the performance of the Istalian Falange (FI), which suffered a real debacle, failing even to elect its own candidate. A defeat that could decree the end of this political formation, left without representation after years of supporting previous governments. Another noteworthy detail is the result of Istalia Sovrana, which, despite seeing an increase in overall vote share, gained less than half the seats it held in the previous legislature. This is because in single-member constituencies with alternative voting, what matters most is strength in individual constituencies and transfers of votes. The increase was widespread but not sufficient to propel IS to the top positions locally, while the growth of UOD and PNC eroded its former strongholds and the flow of votes went elsewhere. Without military seats and with greater civilian competition, the party transformed more votes into "second places" rather than actual victories. Protests and criticisms for the voting system have been rising among the left-wing party since the results came in, but they are not the first to have complained for years about the system, which favors larger parties and those with candidates with more personal support, who assert themselves primarily in their home territories. IS has already promised to launch a national appeal to mobilize all those forces that continue to be excluded from parliament due to the system. For the moment, however, with this result, the PSD is preparing to form a single-color government led by its National Secretary Annalisa Saragat supported by a solid parliamentary majority, marking the beginning of a new political phase for the country. The great unknown now concerns the stability of the traditional forces of the right and the center, which will have to profoundly rethink their role and their strategies to try to get back on track after an election that has completely redrawn the national political balance. ROMULA - Ten years after the devastating Patriotic War of Liberation, the country has changed profoundly compared to the Socialist Republic, from all points of view, economic, social and not least demographic. The population has experienced a rapid demographic boom, also driven by the incentives introduced by the previous national-liberal government, and in ten years has grown by over 3 million people, exceeding 158,900,000 people. The economy, which has returned to growing at a sustained pace, has allowed a rapid reconstruction of the productive fabric, but has also generated strong inequalities. The abandonment of communism and the rapid liberalization of the economy has allowed the wild development of a private market that has enjoyed strong deregulation. Healthcare, education and the social security system have become unequally accessible, penalizing those who could not afford expensive private services and were forced to turn to the poorly funded and underfunded public system. Now, with the electoral victory of the Democratic Socialist Party and the installation of the Minister Imperial Secretary of State Annalisa Saragat, the wind is changing. The new executive has announced a general structural welfare reform that aims to strengthen and modernize the existing public system, to offer a universal service that guarantees quality services and reduces the inequalities created by the uncontrolled growth of the private sector. One of the cornerstones of the reform is the strengthening of the universal public healthcare system, inherited from the communist era but which for years remained underfunded and understaffed. The government will reform healthcare in the National Health System (SNS - Sistema Sanitario Nazionale) which will define general healthcare policies while operational management will be entrusted to the Regional Health Services (SSR - Servizio Sanitario Regionale), which will manage public hospitals, specialist care and general practitioners, and to the provinces and municipalities which will be responsible for home care, rehabilitation, prevention and care for the elderly. With regard to general practitioners, organized after the fall of communism as freelance professionals contracted with the state, Saragat government has decided to proceed with a sensational U-turn with general practitioners who will return to being public employees. Despite the protests raised by the National Association of Istalian Doctors, the government has continued on its path, determined to introduce greater control but above all greater uniformity and equity of services in all areas of the country. Together with this reform, the Community Health Centres will be introduced, structures that will bring together in a single neighbourhood or small town location family doctors, specialists, nurses and social workers and therefore the Health Care Units to accommodate patients with low-intensity care while hospitals will be reserved for the most serious cases. A measure that has partly reassured doctors and their trade associations, the Government will invest significant resources to increase the number of doctors, nurses and structures, but above all to guarantee more competitive salaries to attract professionals and improve the efficiency of the service. At the same time, the private sector, which in recent years has transformed into a jungle of expensive and often inefficient insurance, will be subjected to new regulations to avoid abuse and discrimination and the possibility will be introduced for private structures to enter into agreements with the state to make up for the possibility of long waits at public institutions. The existing national specialized centers (for Heart and Cardiovascular Diseases, for Mental Health, Oncological care, for Respiratory Problems and Diseases and for Stomach and Urinary Tract Diseases), introduced under the Seventh Republic, will be decentralized so as to create similar specialized departments in each Regional Health Service. Regarding public education, while with the reconstruction programs higher education, specialized education and job training have seen strong investments, education at lower levels has continued to suffer for years from underfunding and a flight of teachers to the private sector that has seen the multiplication of private and confessional schools and colleges, and it is precisely these latter, largely managed by the Aurorian Church, returned with great fanfare after communism, that are criticized for having turned into schools "for the elite", and a notable case is the "Eliasite Comprehensive Institute of the Holy Apostles", attended by the children of the city's elite, of many politicians and high national officials and also by the members of the Imperial family. The government will increase the salaries of public teachers and will implement a hiring plan to improve the quality of teaching and reduce overcrowding in classes. Investments in school infrastructure, today many simply dilapidated, will also be strengthened, which will include large green spaces, spaces for sports and for artistic, creative and technical activities. On the social security front, the new government has reformed pensions with the establishment of a three-level system, of which the first two are mandatory. Managed by the National Social Security Agency (ANPS - Agenzia Nazionale della Previdenza Sociale), the new agency superseeding the National Board for Social Services, the Basic Public Pension (PPB - Pensione Pubblica di Base) will be universal, with a fixed amount that decreases as income increases, and will be financed through general taxation. The PPB will be flanked by the Complementary Occupational Pension (POC - Pensione Occupazionale Complementare), which will depend on the earnings and duration of the worker's contributions. It will be mandatory and financed through mandatory contributions from both employers and employees. The POC fund will be managed by ENPS and the accumulated sums will be invested in a diversified manner, with a mix of stocks, bonds and other financial instruments. Finally, the third pillar of the new pension system will be represented by voluntary private pensions, although the government has provided tax incentives for those who opt for complementary private pension funds. The reforms introduced by the Government also include a strengthening of collective bargaining, incentives for the development of corporate welfare with a large role for workers' representatives in determining these policies, therefore, the measure among the most criticized by the opposition and the employers, the introduction of a guaranteed minimum wage to combat poor work, which has become a problem especially in the most depressed areas of the country. Unemployment benefits and job reintegration programs will also be strengthened, to ensure a system more resilient to economic fluctuations. Regarding welfare aimed at families, the ongoing demographic boom has highlighted the need for more incisive policies. The previous national-liberal government had already introduced support measures, but the Saragat government intends to strengthen them: paid parental leave will be expanded, with greater equity between fathers and mothers, and economic aid for those with children will be increased. The plan to build a network of public nurseries across the country will be launched, and access to nurseries will be guaranteed free of charge to low-income families, while progressive payment mechanisms will be introduced for others. Incentives will also be introduced for companies that adopt work-life balance measures. To finance this ambitious reform, the government has announced a review of the tax system that has generated the most criticism from the opposition. In fact, a more progressive taxation will be introduced on the highest incomes and large fortunes, as well as a tax on the extra profits of large companies. Furthermore, the fight against tax evasion will be strengthened through digital tools and transparency incentives. Regarding the long-term sustainability objectives of the new welfare system, despite long debates, the provisions to reform the Istalian Strategic Investment Fund, the sovereign wealth fund of the country that with alternating fortunes has survived the passage of time, exploited in various ways by the various governments and regimes that have succeeded one another over time and greatly impoverished during the last years of the Socialist Republic, have not been included in the law presented to the National Congress. The Government, declared Annalisa Saragat, has decided to dedicate more time to study and develop the measures involving the Strategic Fund which, once restructured and reformed after the socialist experience, will return to have as its objective that of saving for the future, to strengthen the economy, and to improve the quality of life of Istalians, so as to also be able to support the welfare system and stabilize it in times of economic crisis. It is expected that the Council of Minister will deliberate in two months ready to present the reform of the Found to the Congress were it is expected to be approved rapidly by the consistent PSD majority. The reactions of the opposition have been mixed: the New Communists and Sovereign Istalia have guaranteed their support for the reform, although, especially the Communists, continue to support a greater reduction in the role of the private sector to ensure greater equity and social justice; the Hosian Democratic Union split during the vote, a lot of its members criticizing the measures that will hit the activity of the Aurorian Church on the field of education, while the National Liberal Party has already announced a fight, arguing that the reform risks suffocating economic growth with excessive tax pressure while the state will have to bear very high costs that will take resources away from other projects. However, popular support for the new government is strong and the country seems ready to turn the page towards a more inclusive and sustainable development model. Last month, on November 23, Romula was the center of huge celebrations that involved the whole country to commemorate the ten years since the end of the Patriotic War of Liberation. A large military parade was held in Romula while the veterans associations all over the country organized marches and various commemorations. The celebrations then continued all night with musical, artistic and popular events in all the cities. In these ten years the country has left behind the horrors and hardships of war and now the country looks to the future with optimism. The massive reconstruction program launched immediately after the conflict has profoundly transformed the economic, infrastructural and social landscape of the nation. Roads, bridges, railways and entire cities have risen from the rubble, while industrial hubs and state-of-the-art power plants are flourishing, aiming for the efficiency and productive power of the best years in the history of Istalia, years of national and international glories. Investments in innovative sectors, from renewable energy, to cutting-edge technology, to precision engineering, have laid solid foundations for a competitive and sustainable economy. GDP has recorded constant growth, a sign of a robust recovery that has relaunched the industrial fabric. Exports have started to grow again and at the forefront are the very sectors on which the reconstruction has focused: precision engineering and industrial components are finding new markets, while our food and wine products, renowned for their excellence, have returned to foreign markets. The recovery of international trade and the signing of new strategic partnerships have helped to further improve the country's position in the global economic scenario. A central element of the rebirth is IMERIN (Imperial Agency for National Reconstruction), an agency created in the post-war period to manage the reconstruction and which today controls almost 20% of the country's industrial and financial fabric. Despite the strong state presence, the private sector has found ample space to grow and innovate, creating a synergy that has stimulated productivity and competitiveness. In parallel with the economic recovery, the country has experienced a real demographic boom. Policies in favor of the family and birth rate have encouraged the growth of large families, with an unprecedented increase in the youth population. Cities are animated by children and young people full of hope, ready to build the future of the nation. The working world is hungry for arms and minds, offering opportunities in all sectors, from industry to research, from services to agriculture. However, if on the one hand economic and demographic growth fuel the new national optimism, on the other hand problems also emerge. Economic inequalities have increased with a small part of the population that has become enormously rich thanks to the reconstruction, while another part of the population is still struggling to regain economic stability. The sensational corruption case of Cementopoli has shaken public opinion, revealing abuses and speculations on the funds intended for the recovery. The debt incurred to finance the reconstruction is starting to be felt on the state budget. Although the sustained growth of GDP suggests long-term sustainability, experts and economists warn of the need to adopt measures for effective management of the debt and to diversify the country's sources of income. The recommendations focus on a careful financial policy, capable of ensuring stability and further development. Another source of pride for the country is the success of the political system of the new Istalia. Despite initial fears and criticisms, the adopted model has proven to be solid and effective, ensuring a functioning democratic system even with the requirements needed to obtain electoral rights. The data speaks for itself: between 87% and 92% of young people who reach adulthood choose to complete three years of voluntary service, both in the Armed Forces and in the Civil National Service. Of these, 69% opt for the Armed Forces, attracted by the possibility of accessing university-level courses directly funded by the military institution. With these percentages, it is now clear that the vast majority of the adult population meets the requirements for the exercise of political rights, contributing to a system that is strengthening day by day in a framework of pluralism and participation, a sign of an increasingly consolidated Istalian democracy. Despite the challenges and scandals, the climate in the country is still one of confidence. The young and dynamic population, the industrial recovery and the return of the nation to the international scene are signs that testify to the success of the reconstruction. With a strategy aimed at economic and social sustainability, the future promises to be full of opportunities. ROMULA - Istalia and Hutori have signed an important bilateral treaty aimed at promoting free trade and intensifying commercial exchanges and economic and fiscal cooperation between the two countries. The agreement, the result of long negotiations started by the Monaldi government and completed by the current executive led by Minister Secretary of State Annalisa Saragat, represents a significant step in the consolidation of economic relations between the two nations. Thanks to this treaty, Istalia gains access to a new market of primary importance for the export of its products, guaranteeing new opportunities for businesses and sustainable economic growth. But the most relevant aspect concerns access to strategic resources such as oil and natural gas. Specific measures have been negotiated to ensure a stable supply of these essential resources to Italy, thus enabling the country to strengthen its energy security. The treaty will promote the increase of trade values and a progressive reduction of duties and tariffs. New common rules for customs and excise will reduce barriers and bureaucratic delays, while the fiscal agreement will prevent double taxation and promote cooperation in fiscal supervision to combat tax evasion and money laundering. At the same time, the government announced a strategic agreement with IPG (Istaliana Petroli e Gas SpA), a newly established company born from the reorganization and merger of four companies in the fuel and lubricants sector spun off from IMERIN. IPG and the Government have already outlined plans for joint investments in the Terebbìa and Argintera refineries, the two main refining hubs of the country, with the aim of increasing national production and also positioning itself as an international leader in the sector. In addition to the economic aspects, the treaty with Hutori opens the doors to broader cooperation also on the diplomatic and military level. The geopolitical affinities between the two countries have facilitated the signing of a memorandum of understanding, which provides for the coordination of efforts to protect common interests in an increasingly complex and challenging international context. Marking the beginning of such a cooperation, Hutori has agreed to sell to Istalia two missile guided destroyers to be decommissioned from the Hutorian Royal Navy: the two destroyers will undertake works of modernizations before to enter service into the Istalian Navy. The Minister of Defense explained that waiting for the further development and built of new units, these two destroyers will responds to the current need of the Defense now that Majatra seems about to fall into a new continental crisis after the news coming from Deltaria. The situation in Deltaria was obviously one of the most discussed topics during the signing meeting between Minister Secretary Saragat and Prime Minister Michael Kensington, who both said they were concerned about the deterioration of the situation. With a joint official statement, although Istalia and Hutori condemn the attempted coup, they could not avoid underlining the responsibilities of Emperor Slavko and its absolutistic and authocratic rule, inviting the Imperial Government of Deltaria to reopen to pluralism and listen to the voice of the people to avoid an immense bloodshed with the risk of reopening ethnic and religious fractures in the country. With this historic agreement, Istalia thus strengthens its position on the global stage, consolidating strategic ties that will help ensure stability and economic development in the long term. |
