This morning the Office of the Director of the Revolutionary People's Assembly has given a press statement announcing the unfortunate early passing of the Director of the RPA, Damir Zholdashev. According to public information, Zholdoshev has been partaking in his aviation hobby in a mountain range in northern Xsampa, where his plane has crashed into the side of a mountain. The reason for the crash is yet unknown, but failure in the mechanical workings of the plane's motor is assumed to be the case. Authorities have ruled out sabotage.

Zholdoshev was well known for his enthusiasm for flight and aviation and has frequently flown across various mountainous areas of Dovani, including Bianjie and Xsampa. On every flight he was accompanied by a safety crew on the ground but preferred to keep them further away, as in his own words he 'loved the solitude of the mountain air'. According to the crew, the plane's motor caught fire, followed by rapid descent and crash. Immediately forces of the Ministry of Security and Defence have secured the area and evidence, even despite protests of local authorities.

Damir Zholdoshev was widely perceived as the second most powerful person in Utaristan, right after President and General Secretary Abenanka Ibraev. Zholdoshev has managed to amass considerable power, despite his official position as Director of the Revolutionary People's Assembly being considered effectively ceremonial. "What Zholdoshev really was, was an expert political operator. He has managed to twist the agenda of the Assembly in such a way that efforts he opposed basically withered away. But he wouldn't be able to do that with just his directorial position alone, no. He also had to make many friends across many cliques and factions, and apparently he was very good at that. Too good, we now see." Says Khudayberdi Abdullayev, expert in Utaristani politics.

According to Abdullayev, it is apparent that Ibraev or someone close to her is responsible for Zholdoshev's death. "He was a power-hungry man but also a true believer, a deadly combination, one might say. He has many times, quite publicly, spoken out against the renewables deal with Kalistan (editorial note: Grant from Kalistani Green Terra Initiative to a consortium of Utaristani energy industry cooperatives. The Utaristani government officially denies any involvement other than standard financial support of any renewable energy project as part of the 5721-5731 economic plan.) When these criticisms began to be widely known, I thought it was Zholdashev preparing ground to oust Ibraev, and clearly I wasn't alone in thinking that, since as you see, he is now dead."

Following confirmation of his death, an extraordinary session of the Revolutionary People's Assembly was called. In it the RPA has elected Salomat Soliyeva, a relatively unknown figure, as its new Director. According to what little we know, Soliyeva is a firm supporter of Ibraev and is unlikely to be a danger or even relevant, as she has much less influence than her predecessor.

In a first major international visit since the establishment of the Revolutionary People's Republic of Utaristan, President Abenanka Ibraev has visited North Baeguk in an official state visit.

North Baeguk, officially the Democratic People's Republic of Dranea, is a socialist state that controls part of the Baeguk peninsula, opposed by the Kingdom of Great Baeguk to its south. Cise officially recognises Dranea as the sole legitimate state on the Baeguk peninsula. North Baeguk and Utaristan share a close relationship, as they both are socialist states in northern Dovani with shared distrust of multi-party socialism, embodied by Xsampa. As a sign of this close relationship, the dictator of North Baeguk Buyeo, Bitnaeri, has sent a public congratulatory letter to the Revolutionary People's Party of Utaristan on the occasion of 10 years of the revolutionary regime's existence.

Now the Ibraev repays Buyeao's support with an official state visit, the first in the history of the revolutionary republic. Ibraev has visited the capital of North Baeguk, Taedo, where she has met with her counterpart. The two socialist women dictators have apparently discussed a broad range of topics, including sexism, socialist theory, and relations with Xsampa. Both Cise and Taedo have made clear their openness to further cooperation, including economic and military.

"They really have no other choice. Both are authoritarian socialist dictatorships, and both need ideologically aligned allies," commented Khudayberdi Abdullayev, an expert on northern Dovani politics. "Of course, with recent events in Xsampa, Utaristan does not have as intense a need to become more independent as a few years ago, but Xsampa can still return to democracy, and if that happens, it might suddenly be a true enemy and not just a necessary evil. Utaristan's support for the new Xsampan dictator is certainly a big gamble; if he falls, the new government will definitely refuse to continue its support of the Cise regime, and with the current Utaristani dependence on Xsampa, that would be close to catastrophic."

The Revolutionary People's Republic of Utaristan shall attend the Dovani Union Conference. It shall be represented by President Abenanka Ibraev, Minister of Dovani Affairs Khayrikhon Nabiyeva, Minister of Foreign Affairs Ismail Samadi, and Permanent Representative to the Dovani Union Bari Ajiyiming. The Revolutionary People's Republic supports the Dovani Union as an instrument of Pan-Dovanism and will oppose any possible reactionary efforts to misuse it as a tool of oppression.

The first battle between the Revolutionary People's Army Navy and pirates in the Sea of Carina since the start of RPAN operations, just over a year ago in November 5723, has been reported. The RPAN, which, like the rest of the Revolutionary People's Army, is considered heavily outdated and underfunded, has been making an effort to protect Utaristani trade in the Sea of Carina in recent years by deploying its ships in rotation. According to available information, there have been 6 non-coastal operation groups, three groups each composed of one frigate and one corvette, and three groups of five missile boats.

As of January 5724 the RPAN was composed of:

• 3 frigates bought from Luthori in 5669
  
• 3 corvettes bought from Xsampa at discount in 5722, the most modern ships in RPAN
  
• ~20 missile boats of various origin, including domestic
  
• ~15 coastal patrol boats of various origin, including domestic
  
• ~25 river patrol boats of various origin, including domestic
  

During the chaos of 5710, pirate groups managed to capture several patrol and missile boats then operated by Naval Forces of the Republic of Utaristan, which have since been sighted across the Sea of Carina.

On May 16th, 5725, four days ago, one corvette of RPAN on its way to restock at the port of Toguz was engaged by an unknown number of pirate missile boats and captured. Its whereabouts are currently unknown. Despite Cise's effort to silence any news of the vent, this embarrassing defeat will surely have wide-reaching consequences, possibly including purges at the highest ranks of RPAN, RPA, and the Ministry of Security and Defence. There are already rumours that Admiral Robin Waltz, the only admiral of RPAN, has committed suicide out of fear of repercussions and that Minister of Security and Defence Malik Tursanov, as well as Chief of the General Staff Army General Oqil Komilov and Bureau Director of the Bureau of Military Procurement Abdul Nasyrov, are facing a secret trial of the Revolutionary People's Supreme Court.

This is the first proper naval engagement that Utaristan has faced in at least a century. Though the sheer presence of RPAN might have held off pirates on most routes, this embarrassing defeat is sure to encourage increased intensity of attacks. Utaristan is not the only country in the Sea of Carina whose trade is endangered by pirates, as trade from and to Mina, Ostland and Liore has suffered too, but it is the only country in the Dovani Union actively endangered by the pirate attacks, as Bianjie and Midway have direct access to the Sovereign Sea via their southern coastline, while New Verham has managed to protect its own trade.

Esteemed Comrade, Director of the Revolutionary People's Assembly Salomat Soliyeva has given a speech on the Square of Revolution in Cise, outlining the plan for further development of Utaristan. In her uplifting speech, Comrade Director has reassured the nation that the current rising trajectory shall continue and that the People of Utaristan shall reach prosperity despite efforts of counter-revolutionary reactionary forces across Terra and Dovani. Elated by the inspiring speech, the people of Cise have organically taken to the streets with red banners of the People's Revolution of Dovani.

The Revolutionary People's Republic of Utaristan gives full and unconditional support to the National Liberation Front of Istapali, that wages revolution at home against the reactionary Istapali regime and the illegal invasion of sovereign Istapali territory by the rectionary state of Nsanlosa. The Revolutionary People's Republic shall give military and huamnitarian aid to the brotherly revolutionary forces, and it shall coordinate with the support efforts of the Democratic Republic of Xsampa in the region.
