Kalistan: 2nd Anantonese Strait Accord - Doc - 26-01-2025
Preamble
The ("original") Ananto Strait Comprehensive Accord no longer reflecting geopolitical or local policy reality in the Ananto Strait, Her Imperial Majesty, Empress of Ananto and Kalistan Nicolette I Ananto has offered the following Treaty in regard to international usage of Kalistani National Waters, internationally known as "The Ananto Strait.
Article 1
This treaty, the 2nd Ananto Strait Comprehensive Accord ("treaty"), shall be exist as an agreement between The Empire of Ananto and Kalistan ("Kalistan") and the rest of Terra. All nations of the world are welcome to sign on as signatory states.
Article 2
The Ananto Strait ("the Strait") shall be treated as Kalistani sovereign territory. The Strait is defined as the waters between the shore of Kalistan Proper on the Mainland of the Seleyan Continent and the shore of the Island of Ananto, bound in the north by the line running from 12 nautical miles due north of the northmost point of the Jah River Delta to 12 miles due north of the northern most point on the County of Dulnerstaad in the Grand Duchy of Ananto on the Island of Ananto ("The Northern Limit"), and in the south by the line from 12 nautical miles due east of the southern most point of the Yoshimi Peninsula in the Duchy of Suldanor, along the arc curving generally East North East to North North East, to 12 nautical miles due south of the southern most point of the Island of Ananto in the Grand Duchy of Ananto ("The Southern Limit"). Both the Northern and Southern Limits (together, "the Limits") represent the National Maritime Boundaries of Kalistan, and have been defacto and internationally recognized boundaries under the original treaty for three quarters of a millennium.
Article 3
This Treaty hereby succeeds the original Ananto Strait Comprehensive Accord, and will act as successor in the event that Kalistan officially withdraws from that agreement, and joins this one. Following this succession, the original agreement, and any other agreement claiming to adjudicate the waters of the Strait will be considered nullified and will be removed. This treaty will be nullified if Kalistan withdraws from it, at which point, jurisdiction of the Strait will revert to International Maritime Law.
Article 4
Kalistan hereby establishes the internationally standardized 12nm limit on territorial waters from the Kalistani shoreline (both Mainland Kalistan and the island of Ananto) through which Kalistani military and commercial vessels may exclusively pass unhindered. Within the 12 nm limit, commercial vessels from foreign flagged nations are subject to standard regulations underneath international law in which Kalistan may prohibit, exclude or temporarily impound vessels. Kalistan shall assert rights as the Kalistani Exclusive Economic Zone ("EEZ") in accordance with the Law of the Sea, not to exceed the distance set by that Treaty, around all of Kalistani territory.
Article 5
Kalistan reserves the right to exclude or permit any foreign flagged naval vessels in the Strait, under the following circumstances. If a vessel:
a) contains armaments exceeding 4 handguns or rifles for any reason;
b) contains at least 1 crew-served and/or chain fed machine gun;
c) contains any type of fixed or moveable naval weapon, artillery, explosive, missile or torpedo.
For the purposes of this Treaty, these excluded vessels shall be considered "Foreign Military Vessels." Within the Strait, Kalistan reserves the right to interdict, impound, destroy, disable, and/or permanently confiscate all Foreign Military Vessels. Kalistan reserves no such right outside of the Strait. No other nation automatically retains the right to transit the Strait, without previous notice to and coordination with the Kalistani Regular Navy. All unauthorized foreign military incursion into the Strait will be treated as an act of war, and response will be authorized under the terms of this Treaty.
Article 6
Kalistan acknowledges all waters within the Strait more than 100 nm from the Kalistani Shoreline is considered "high seas" conforming to the definition of "International Waters" in the Law of the Sea, through which civilian flagged naval transit from any and all nations may pass unhindered. This explicitly includes waters in the Strait, as well as water in the Anantonese Ocean to the north and south of Kalistan. This area shall fall explicitly under the jurisdiction of normal maritime law, as regarded by the Nations of Terra. This Treaty does not cover "High seas" to the east of the Island of Ananto, nor to the south or north of the Limits, except as defined above as Kalistan's EEZ. No law by the Kalistani National Assembly authorizing privateering will permit Kalistan to hinder peaceful flagged civilian traffic from any nation, without a formal declaration of war.
Article 7
Kalistan reserves the right to exclude from the Strait any naval vehicle that does not bear a flag, and shall treat any vessel that does not fly colors of its nation of origin as "pirates".
Article 8
Kalistan reserves the right to permit any Foreign Military Vessel, or combinations of them, to transit the Strait unhindered.
Article 9
This Treaty does not sunset.

Kalistan affirms this treaty on July 6, 5606, and it continues in effect
