Whale Island: Nuclear, Biological and Chemical NBC Weapons Ban Treaty - Doc - 26-01-2025 Preamble Recognizing that nuclear, biological, and chemical (NBC) weapons are considered weapons of mass -destruction whose only purpose is mass destruction of cities, mass extermination of human life, or state and non-state actor mass terrorism against populations, we hereby call for the ban of all nuclear, biological and chemical weapons, as well as the ability to produce them, store them or research them. Article 1 The actual possession, production, transfer, storage or research of all nuclear, biological or chemical weaponry shall be hereby prohibited, through binding treaty provisions. Article 2 All weapons that require nuclear power generation (military nuclear power) for their operation shall be hereby prohibited. This includes weapons and systems with nuclear power plants such as submarines, and any and all surface ships that utilize a fission reactor as the primary or secondary powerplant. Article 3 All weapons that utilize depleted uranium or any other by-product of fission reaction, such as depleted uranium munitions in artillery or tanks, or tactical nuclear weaponry, shall be hereby prohibited. Article 4 Signatory States will make some provision for civil defense in case of nuclear attack. Article 5 This treaty does not cover peaceful civilian nuclear power generation through fission or fusion reactions. Nor does this treaty cover legitimate peaceful pharmaceutical and pharmacological research for the purposes of advancing human health. Article 6 The treaty will be self enforcing (through legislative limitations included in the articles below.) The treaty shall go into force when ratified. Article 7 This treaty is surpass the provisions on nuclear powers proposed by the World Congress. Any so-called "nuclear power" is also eligible to ratify this treaty upon coming into compliance with its provisions and ratifying it through normal methods in their National Legislatures. Article 8 There is no stated prohibition for any nation ratifying this treaty to join an alliance or some other cooperative arrangement with another nation that does not ratify this treaty. Any ratifier of this treaty may feel free to use any provisions of this treaty to encourage others to align their legislation with the provisions of this Treaty and then encourage them to ratify it themselves. This treaty will go out of force when there are zero signatory states below. Policy Articles P. Article 1 The ratifiers acknowledge that with respect to the government's policy concerning biological and chemical weaponry. The policy of their national government and law should be "The nation shall never develop, purchase or store biological or chemical weaponry." P. Article 2 The ratifiers acknowledge that with respect to the government's policy concerning the use of chemical and biological weaponry in warfare, the policy of their national government and law should be "The nation shall never use chemical or biological weaponry in warfare." P. Article 3 The ratifiers acknowledge that with respect to Civil defense and the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing, the policy of their national government and law should be "Local authorities are responsible for building and maintaining shelters," or "Every public building is required to feature provisions for civil defense, but there is no requirement for shelters to be open to the public," or "Every public building is required to feature provisions for civil defense and at least 50% of spaces must be allocated to private citizens," or "The government builds and maintains a network of shelters across the nation," or "No new buildings may be constructed unless they feature provisions for civil defense." P. Article 4 The ratifiers acknowledge that with respect to the government's policy concerning the use of nuclear weaponry in warfare, the policy of their national government and law should be "the nation shall never use nuclear weapons in warfare." P. Article 5 The ratifiers acknowledge that with respect to the policy with respect to nuclear weaponry, the policy of their national government and law should be "The nation shall never develop, produce or store nuclear weaponry." P.
