ARTICLES OF EMPIRE (Vrassan)
The ancient Anantonese Empire, being initially dismembered illegally by several marauding states during the Plateau Wars, then suffering several coups, waves, of republicanism and final abolition in 4056, has recomposed itself under the reformed dynastic House Ananto as The Empire of Ananto and Kalistan, consisting of the Grand Duchy of Ananto and the Grand Duchy of Kalistan. At the same time, the Empire did create additional titles pertaining to the Crown Lands that were stripped from the Anantonese Empire in days past, one of those being the Crown of Vintalli, known to the world today as Gaduridos. Gaduridos has joined Ananto and Kalistan in political union, resulting in the renaturation of the Anantonese Empire. These Articles shall serve as the Foundational document for that union, and shall apply to all nations that shall later join the Anantonese Empire. The structure of these articles was based on the Jelbic Empire's "Constitution of the Empire of the Jelbic People" and Canrille's "Treaty of St. Claire".

PREAMBLE
The Anantonese Empire, representing the legacy of the Anantonese People, shall be formed as a POLITICAL UNION between states. Each State shall be permitted full local autonomy within the Empire. The tie that binds will be oath and duty to the Sovereign Emperor or Empress of the Anantonese Empire, who shall hail from House Ananto, and who shall possess the title Emperor/Empress and Sovereign of the Anantonese Empire (hereafter: "Sovereign".). As of the re-establishment of this Empire, the Anantonese Empire consists of the Grand Duchy of Ananto, the Grand Duchy of Kalistan (hereafter, collectively, "Kalistan"), and the Kingdom of Gaduridos (hereafter, "Gaduridos".). All additional nations who join, in whole or in part to this Treaty shall be constituted as "The Anantonese Empire".

Article I GOVERNMENT
(a.) The Sovereign shall serve as the Physical embodiment of the Anantonese State, and as such shall also serve as Defender of the People and the Single Voice on all Anantonese Affairs as regards the nations of Terra. The Sovereign will appoint no proxies to reign in the Crown Lands, though may offer one of her titles to someone to serve as Viceroy.
(b.) The Sovereign shall be the single source of all political power within the Empire, and as such will serve as the titular Head of all Government within the Empire. The Sovereign will, however, name proxies to serve as Prime Minister/Acting Head of Government in their stead. Within Kalistan, the Acting Head of Government will be known as "Chancellor of the Empire," while in Gaduridos, the appointed Head of Government will be known as "Governor General".
(c.) The Sovereign inherits the throne from their parent, according to a clear line of succession and are expected to rule for life, but may surrender it in case of retirement or incapacitation. A Sovereign may, if they choose, name their spouse as Co-Sovereign. All laws pertaining to the person of the Sovereign, including rights, privileges and Duties of the Sovereign, lese-majestie laws, and rules of protocol concerning the Sovereign, royal family, and Nobility apply across the Empire, regardless if local government has passed them or not.
(d.) Every member nation, including Gaduridos, that joins the Empire shall do so under condition of equality with Gaduridos, who has been granted full local autonomy over all domestic matters.
(1.) All shall be entitled to keep their Flag, their cultural traditions, and even their current government institutions fully in tact, so long as they acknowledge the Sovereign, adopt a monarchical form of Government, and agree to the Sovereign's control over Foreign Policy decision making.
(2.) In practice, this means primarily those involving security and large intergovernmental organization, collective security agreements, major trade agreements and blocs, and etc. Joining the Empire incurs responsibility upon the Sovereign, and it is important that there is consonance in security and trade policy across the the entire Empire.
(3.) Smaller level and bilateral agreements will not require the Sovereign's oversight, though the Sovereign will request to review those decisions as they see fit and can veto them.
(e.) The Capital City of the Anantonese Empire shall remain in Kaliburg. The Sovereign may host the Imperial seat where they like, and all supplication and meeting with the Sovereign shall be by formal audience. Only the Chancellor of the Empire or the Governor General can request immediate audiences with the Sovereign, though all rules and privileges pertaining to the Chancellor of the Empire shall also be offered to the Governor General.
(f.) The Official Languages of the Empire shall be Vrassan and Egelian. All members of the Government (Cabinet) of both nations shall be expected to be perfectly fluent in both languages and can be counted upon to conduct all affairs in both languages. In the event that another nation joins the Empire, this provision will remain in effect. Fluency in Canrillais is also recommended, though not required.
(g.) This Treaty shall supersede all other treaties in effect within Kalistan and Gaduridos. Where provisions do not conflict, the treaties in effect will remain in force.
(h.) A General Council of the Empire, to be established in Ciudad Gaduri, on Marlingantos, shall be called to deliberate on all matters pertaining to the entire Empire.
(1.) Each Member State shall receive 10 delegates. Each nation shall decide how they wish to select their 10 delegates.
(2.) The sole functions of the General Council of the Empire shall be to deliberate matters pertaining to the entire Empire and recommend courses of action for each member state to consider, or for the Sovereign to fiat.
(3.) The General Council may pass resolutions expressing the will of the body on an advisory basis. They may also form working and fact finding groups to function as an enactment body, as a sort of Imperial Bureaucracy.
(4.) This body does not carry force in law, and cannot officially veto any fiat of the Sovereign or act of a member State's Government or legislature.
(5.) The General Council may elect a presiding officer, who will serve as spokesperson for the Body.
(6.) All member states will contribute equally to the funding of the General Council.
(7.) The Sovereign may not disband the General Council of the Empire.

Article II MEMBERSHIP
(a.) Membership in the Anantonese Empire shall be open to all nations that contain lands claimed as Crown Lands and Kalistan. These are: Kalistan, Gaduridos (the ancient Kingdom of Vintalli), Lodamun (the ancient Kingdoms of Andalay, Kregon and Rapulia,) and Baltusia (of which Athosia, or South Suldanor is now a part). These lands will be counted as "Constituent Kingdoms of the Empire" and shall be entitled to name their own Head of Government. All Constituent Kingdoms will be automatically grandfathered into the Anantonese Economic Standardization Accord.
(b.) Membership will also be offered to Dolgava (who now controls the former Kingdom of Kregon), Lourenne (who now controls the Duchy of Outannais) and Seko (who now controls the Kingdom of Sekowo). These lands, while only former colonies of the Empire, will nonetheless be welcomed to the Empire should their home countries decide to join on terms equal to Gaduridos. These lands will receive a Head of Government who is a direct representative of the Sovereign. All "former colonies" will be invited to join the Anantonese Economic Standardization Accord, if they have not done so already.
(c.) Any other state who wishes to join the Empire shall be welcomed to do so, but does not possess an ancient title of the Sovereign's naming, and therefore may do so as affiliate members. They may voluntarily join, but will not be solicited, and will join along the same terms as (b) above. None of these affiliate members will be eligible to join the Anantonese Economic Standardization Accord, and will need to conclude additional free trade, monetary, customs and travel accords multi or bilaterally.
(d.) Membership requires acknowledgement of this Treaty, and specific alteration of the National Constitution of the nation who joins along the lines of Gaduridos' "Establishment of a Greater Union Act" (http://classic.particracy.net/viewbill.php?billid=708383).
(e.) All local customs and folkways will be preserved in tact. All citizens of the Empire shall enjoy absolutely legal equality across the entire Empire, and no one shall be less or more than any other, save where nobility and royal privilege is concerned, and then it is the office or title, rather than the person that is acknowledge as being supreme.
(f.) All basic human rights to bodily autonomy and human dignity will be observed across the entire Empire.
(g.) All Citizens of the Empire receive the right to live and work in all member states, as if they were nationals of that state by birth. No citizen of the Empire may be extradited to any non-member state, on any circumstance.

Article III ECONOMY
(a.) All Constituent Kingdoms and Former Colonies within the Anantonese Empire shall be eligible to participate in the Anantonese Economic Standardization Accord http://classic.particracy.net/viewtreaty.php?treatyid=4883 and in fact will be commanded by the Sovereign to join as a condition of Accession.
(b.) A state of open borders shall exist between member states of the Anantonese Empire, no existing law may supersede this article.
(c.) Every member state shall establish embassies within the capital cities of other nation states and will fully staff those embassies. There shall be no visas necessary to travel within the Empire, nor shall there be any duties, tariffs, or hinderance to free trade within the Empire. Member states may protect national industries to a reasonable degree, with preferential trade terms being offered to all other member states. All member states are expected to develop their economy to the highest degree possible, and both Sulari and Ciudad Gaduri will serve as depots for international and external sales.
(d.) All internal conflicts between member states shall be resolved by the Imperial Fiat, with justice as the primary concern, which can be over ruled by no other body. Mediation prior to elevation to Imperial Fiat is to be preferred to protect both local interests and any democratic institutions which themselves cannot outvote the Sovereign.
(e.) Each member state shall make all national products available to other member states as if it was a purely domestic sale.
(f.) Each Member state shall provide a portion of all taxes collected, not less than 1% of total revenues, to House Ananto for the maintenance of the Crown. This shall be reflected in the budget line "Head of State". Public transparency of House Ananto Finance is not permitted.
(g.) All member states shall receive National Accounts in the Imperial Central Bank. This shall give member states access to credit, and guarantees for international purchases. All member states may keep their local currencies in tact, including if they have, by treaty adopted a foreign currency. All member states agree to accept or exchange Kalistani Rubles at whatever the exchange rate happens to be, without additional transaction fees, making the Kalistani Ruble 100% convertible within all member states.

Article IV- MILITARY
(a.) A permanent state of alliance exists between all member states of the Anantonese Empire. War between member states is not possible under this treaty, and will not be tolerated. If one member state needs to attack another, they must first withdraw from the Empire, and then shall consider themselves at war with the entire Empire.
(b.) Every member state will be required to provide one Army Corps (Defined as between 3 and 5 Army Divisions, or about 40,000 Soldiers) to the Imperial Army. These can be already standing Corps that are called specifically into Imperial Service, or new Corps formed specifically for Imperial Service. The Imperial Army will serve alongside National Armies and all Militia during a War. The Sovereign may call up more troops as needed. Each Member state will host their Imperial Corps on their home soil and shall control it until the Sovereign requires its service.
(c.) Every Member state is required to supply at least 1 Fleet to the Imperial Navy. This fleet can be of any composition that the Member State wishes, however, it must not contain a nuclear power source or have the ability to fire nuclear weapons. The Imperial Navy will serve alongside National Navies and marine Corps' in times of war. The Sovereign may request more ships as necessary. Each Member state will host their Imperial Fleet on their home soil, and shall control it until the Sovereign Requires its service.
(d.) At all times, the Sovereign will assume the role of Commander in Chief of the Imperial Armed Forces, and all member states must coordinate the activities of their armies and navies with the Sovereign to ensure strategic continuity over all Armed Forces Movement.
(e.) All national militaries remain under local command, and may maintain all rank structure, traditions, and colors according to their national habits. The Sovereign may at any time call National Armies into Imperial Service, but they shall retain local commanders and tactical planning apparatuses.
(f.) Any act of Aggression against any member state by any non member state shall be treated as an act of war against the entire Empire. Member states do not have the right to unilaterally declare war against any non member state.
(g.) Membership in the Non-Aligned Movement (http://classic.particracy.net/viewtreaty.php?treatyid=5118) is advised, but not required.

Article V- WITHDRAW
(a.) Member states may withdraw from the Empire only upon receiving a Fiat of Dissolution from the Sovereign.
(b.) The process begins by the announcement by the National Government that the Member State seeks to withdraw from the Empire.
(c.) The Sovereign will consider the status of the Member State:
(1.) If they fall under the category of "Constituent Kingdom of the Empire" the Sovereign will refuse to let the member state part peacefully. At this point, the member state must agree to a war RP with the Empire. The resolution of that War RP will be resolved prior to the RP actually taking place, and then the RP will take place, with both Member State and Empire abiding by the agreed upon result.
(2.) If they fall under "former Colony", the Sovereign will refuse, but the Former Colony will be given the option to do a War RP or not. If there is a war, it shall be planned out in advance, and the member state and the Empire will both abide by the result. If the former colony does not agree to a war RP, the Empire will be forced to acknowledge the withdraw, but that former colony will expect enmity from the Empire.
(3.) If they are any other affiliate members, they may demand withdraw, and the Empire will acknowledge it.
(d.) Once the above step is completed, and withdraw continues to be intended, the member state will abrogate this treaty by act of the legislature, severing their ties with the Empire. They will also lose access to the AESA unless they are Lourenne, Kalistan, or Lodamun, whose participation predated this Treaty.
