PT Legacy and PT:R Open Beta Rules & Community Guidelines - Mbites - 26-06-2026 Section 1 - About Particracy was a text-based online polsim game originally created by Wouter. It's most commonly referred to as Particracy Classic. The game offered an in-game experience, on top of which the community has created and maintained a layer of roleplay (RP) throughout the decades. After it's shutdown the community has - during a transitionary phase - solely relied on forum based roleplay to further develop the fictional universe. As part of enhancing the roleplay aspect of the game, GreekIdiot created what's referred to as the Legacy Edition, available on these forums https://forum.prtcy.com/ and the immersive interface at https://prtcy.com/. In 2026 the community started to reintroduce game-mechanics dubbed PT:Reborn (abrev. PT:R). To ensure a safe, fun and constructive environment to roleplay in, the community team (Moderators) Zanz (Dev), Mbites, as well as Aethan and TheNick, are tasked with enforcing the rules and helping wherever they can. Legacy Controllers and Reborn Game Masters Controllers are players who are either the primary storyteller of a nation or one of its secondaries. One is the lead, the others tag along. You can see the full list of available nations (and continents) on https://prtcy.com/library/. In PT:R the game categorizes nations into 1) open or 2) GM (Game Master). Open nations are free to entered by everyone if there are less than 12 parties. There is no Controller over its mechanics or roleplay direction, you are free to do what you want within the bounds of the rules. Game Master nations are controlled by their Game Master, they have various tools at their disposal to edit certain aspects of the nation such as shifting the beliefs of the electorate or to make events which also affect voter behaviour. They also have to approve your presence in their controlled nations and each of your parties.
Similar to Primaries in Legacy, Reborn Game Masters have control over their nations mechanics wise and are able to approve or decline requests to play in said nation. It is strongly encouraged to closely coordinate with potential players via instant messaging platforms like Discord. Game Masters should be very transparent with their vision of their controlled nation.
Primaries of Legacy nations are being grandfathered in to their Game Master role in PT:R. Meaning that you can choose to become the Game Master of your nation upon its introduction into the PT:R infrastructure (site, mechanics etc..). RE: [PT:R] Open Beta Game Rules: Final Document Draft - Mbites - 26-06-2026 4. PT:R Gameplay The following section sets rules specifically for the bounds of PT:R. These regulations can't necessarily be directly applied to other parts of the community (such as Legacy Edition). 4A. Account Management 1. It is forbidden to operate more than one active game account or party at a single time, this is commonly referred to as "multiing". Any player found to have more than one active account or party will have both inactivated after a warning, further "multiing" offenses may result in further sanctions against the overall player; 2. Users should never share passwords or other pertinent account information with other users (including the Commnunity Team) and should never allow someone else to access their account. Community Team Members or other members assigned to positions WILL NEVER ASK FOR YOUR PASSWORD; Account trading or handing over your account is forbidden. Accounts should only be used by the players who created them. 3. Registration for a PT:R in-game account requires a legitimate, working email address, if a player is found with an illegitimate (dummy, fake, etc.) email address they may be inactivated. This email account will not be shared but will be used for PT related emails and updates. 4. Currently PT:R only allows players to play in a maximum of two nations at once. In Open nations, each player can play one party in the nation. In GM nations, GMs can create and play as many parties as they want in their nation. Players who are not the GM in a GM nation can request to create as many parties in the GM nation as they want, the GM approves your presence in their nation and each of your requested parties. 4B. Game Mechanics Procedures and Administration (Bills, Constitution, Dynasties, Alliances, etc.) 1. If a constitutional bill changing the flag is passed it is forbidden to try to modify the image stored at the linked URL address; 2. Constitution Locking in a way that completely or near completely forbid any proposals to be changed are forbidden and can result in action being taken against the constitution locking players account. Constitutionally protected law variables should have reasonable Roleplay justification. 3. Party Alliances are not allowed to be spammed, a player is permitted to create three Alliances, membership is unlimited. 4. It is forbidden to repeatedly call ("spam") early elections. 5. "Nation raiding" or a malevolent coordinated effort by a single user or group of users to interrupt the gameplay, significantly alter the culture or direction of a nation is strictly prohibited. Players interacting in nation raiding will be sanctioned. 6. Using overly sexualized or vulgar pictures for your PT:R politicians or using images which display nudity or pornography is forbidden and will result in an immediate deactivation. 7. Due to PT:R being in "open Beta" players are expected to maintain a certain level of activity, if you're not reachable and/or have not interacted with any game mechanics in 72 hours, the Community Team will deactivate your party so that your party slot in the respective nation can be used by someone else. 8. Dynasty requests need to include a basic description of the house in question and may include other roleplay details. They are reviewed mostly for cultural protocol and roleplay discrepancies. 4C. Role-Play Procedures in Open Beta PT:R nations 1. Role-play is a significant part of PT, it comes in many forms and ways but at its core, PT is a political simulator with certain mechanics. The following rules are repeating some principles from the PT Legacy Rules and contextually adapts to the game-mechanics reality. 2. It is important to note that PT:R and PT Legacy take place in the same canon universe and as such nations in either system can interact with each other, consequently PT:R is bound to the Legacy Canon. Players are expected to be respectful of their nations previous Legacy and Classic history when setting up the initial constitution as well as in general roleplay. 2. Large scale RP planning (such as wars, regional/continental conflicts, economic collapse, etc.) should be planned (as best as it can be) and should have consent of a majority of players involved. It is possible to RP smaller events without the consent of all players or others; -- 2a. Players are required to pass a bill authorizing the RP which must be passed by a majority of players with seats within the nation (for major, large-scale roleplays such as civil wars, wars, significant economic or RP-related political reforms, etc.) Players are required to create an OOC RP forum post or Discord thread discussing the general outline and discussion for planned RP; it needs to include a link to the passed RP authorization bill (for all players); -- 2b. Players who engage with RP via newspaper posts or other forms of in-character communications are generally accepted to be consenting to the RP. In the event that consent or authorization comes into question, players who have engaged will be counted as voting for or authorizing the RP. 3. Role-play Laws "RP Laws" (not to be confused with RP authorization bills above) are permitted to be created as secondary laws to in-game law variables, they require 2/3 majority to pass and a 2/3 majority to be repealed. RP Laws that require a party to vote or act in a specific way (exemptions are bills that set procedures for speaking within the legislature such as "Mr./Mrs. Speaker", etc) are prohibited and will not be enforced by the Community Team; -- 3a. RP laws are generally prohibited from banning specific political parties and ideological groups. -- 3b. RP laws that grant extraordinary powers, ban specific parties or ideologies, create one-party states, grant or allow powers that might not be granted by normal game mechanics or otherwise authorize dictatorial or executive authority must be posted in the Requests section of the forum for review by the community team; these laws must include that they can be repealed by a simple majority vote within the bill. Please note that RP law approvals may take sometime and the Community Team will respond as promptly as possible. 4. Further rules for Roleplay in general as well as information on Roleplay in PT can be found in Section 6. 5. Roleplay is only considered canon in the respective gameplay parts (Bills) and on the forum. Discord Roleplay is not considered in-character and as such forbidden. Cultures & Population Sizes Cultural Protocols (CPs) provide a set cultural background for a respective nation within the game. Cultural Protocols are enforced by the community team and players are obligated to respect them. This means naming your party in english or in one of the languages spoken by a sizable chunk of the population of the country you're playing in. Additionally all your politicians should have names which are compliant with the Cultural Protocol of a nation. Population Sizes are also fixed and can be requested to change once per ingame decade, find them here. Please note: During the Open Beta of PT:R, Cultural Protocol and Population are frozen for PT:R nations. These define in detail the ethnic, religious and linguistic makeup of the respective nation. You can find them [HERE] Players who violate cultural protocols after continuous warnings and advice from the community team can have their party deactivated and locked or more drastic sanctions invoked. Players can report cultural protocol violations with any member of the community team via Discord or in a Discussion sub-forum thread. Former FBC which are still only "protected" by a cultural description are going to have their Cultural Protocol inserted by the Community Team in correspondence with their Legacy primaries or the majority of their PT:R players. Roleplay Rules and Guidelines Guiding Principles: While player’s are more or less free in the creation of their roleplay there are a few things that are either considered to be ‘bad-form’ or to be sensible with. Additionally a few things are banned. Please keep this section in mind when writing your posts and planning future Roleplay. When planning multiplayer involving stories such as diplomatic visits or conflicts please always keep in mind that everyone has, almost certainly, differing perceptions on nations, regions and all the other kinds of entities existing in the Particracy universe, as such please make sure to clearly communicate what you want to do and what you do not want to do. Enforcing your will on other people, powerplaying are bad-form and will damage your reputation as a player.
All Roleplay is based on consent of the involved parties. For example: If you want to attack a nation by a different player, that player has to consent to that roleplay and can always chose to decline or void any RP that has not been sanctioned by him regarding this topic. While you can certainly rattle your sabres, there is not going to be armed conflict unless the other party agrees. We want to take this opportunity to once again draw attention to the importance of coordinating (large-scale) RP.
Coordination can be done via direct-messaging on the forums or discord. Additionally you can always opt to create a thread in the Discord server under the forum “rp-discussions.” Obviously the Forum under ‘General’ is also accessible for planning and creating threads. We generally advice to figure the rough main points of a story arc out before ‘going public.’ (meaning in a direct-communication way without intervention of third-party players as those might disturb your process.) Enforced Rules:
1. Referencing real-life characters, figures, nations, places, religions, organizations, nationalities (examples: Hitler, Jesus, NATO, Somali, Islam, Christianity, etc.) is strictly forbidden unless mentioned in an Out-of-Character (OOC) nature to convey understanding or provide background. This applies to real-life fictional references as well (examples: Finland, Cindarella, World of Warcraft, etc). Players are encouraged to come up with in-game equivalents. (A list for these is available [HERE])
2. Role-play content must be original work and plagiarism of any kind is strictly banned. Players may quote or reference real-world material provided that this is limited and that they link to the original source in the text.3. The utilization of AI (artificial intelligence) or ML (machine learning) tools to generate role-play content is strictly prohibited. The usage of AI/ML to generate images (that are safe for work and in accordance with other rules) is permitted for use.
4. The usage of Sci-fi and Fantasy elements is forbidden, you do not have to be hyper-realistic and can include a little weirdness but the technology is capped at what is currently available OOC. Obviously you have to be able to differentiate in the usage; nuclear fusion is not available commercially but the concept is in usage in research, as such in research your nation could be running these same experiments.
5. The reach of control generally - as a rule of thumb - ends at the borders of your nation. There are certain situation where communicating with the other player and the nation they control might not work out and there has to be a ruling on what is allowed to be unilaterally done with assets outside of one's borders. E.g: A formerly economic partner turns hostile after a regime change and decides to seize the local assets. In this case we advise to try any option to resolve the conflict via OOC communication between the involved players.
If it came to the case that the mods had to make a decision, we're gonna lean with assets being able to be frozen/seized unilaterally within reasonable realistic assumptions -> buildings can be seized, your characters and liquid capital can flee. When a player occupies certain parts of a different nation, the other player controlling said nation can ALWAYS kick out unilaterally and dissolve situations. All of this means that the mods are gonna decide on a case-by case basis. Another scenario which might lead to some confusion is empty nation.
Generally: We allow that the status-quo prior to inactivity can be maintained and is accessible to RP. Other way to put it simply: "Never expand involvement with inactive nations but you can end it." E.g If the status quo is free-trade / your companies can do stuff there. Large-Scale Interactions would require a case-by-case decision from the mods. You can always pull out of an empty nation without hindrance. 6. Characters are always owned by the player who originally used/created them. Users can transfer control of character via character transfers located [HERE]. Characters, noble houses/dynasties or bloodlines who have been inactive for 250 calendar years can be applied for using the aforementioned character transfer thread. Please note that any request for an "inactive" users characters, noble houses/dynasties or bloodlines must be accompanied by a brief synopsis on the requester plans for the character.
As an alternative, players are authorized to create cadet branches of the primary noble houses/dynasties or bloodlines. For example, the the House of Smith has not been used but we want a Smith monarch, so I create the House of Smith-Johnson, which is related to the main "House of Smith" but is a cadet branch and thus able to be used and possessed by me in place of a character transfer or waiting another 250 years to use the character. 7. Retconning major events or big changes to established Roleplay are bad-form if not done correctly. If you want to start the Retconning ‘process’ put in a request [HERE].
8. Privileges in foreign nations formerly controlled by a player which are now empty cannot be expanded without the consent of a new player. 9. Nuclear weapons and other WMDs are generally not available, but may be developed or used in roleplay under certain conditions. Before doing any RP on the topic, players must submit a request to moderation to be allowed to develop and RP nukes or other WMDs. The request should include information on how the weapons will be used in an RP story, the plan for that story, any other players involved, and other relevant info. Moderation will review and grant approval on a case-by-case basis, but such approvals will be rare and only in circumstances where the RP story could not otherwise achieve the same aims without nukes or WMDs.
