Meeting between representatives of the governments of the Davostag Republic and the Kundrati Legionary State | Kivonia, Davostag | May 5629
The delegation from Kundrati consists of 3 men, the main being the spokesman for Comrade Lazar, experienced diplomat and former internal security commissar Dragovich, with 2 personal bodyguard/adjutants with various briefcases and paperwork, having been forced to hand over their sidearms, they wear completely black suits and aviators with earpieces constantly scanning the room they've entered. Dragovich approaches the diplomatic representatives of Davostag and holds out his hand, "Thank you for agreeing on meeting on such short notice, Comrade Lazar sends his regards."
"We are glad to have you here, Commissar" responds Gerard Virmer, deputy premier and appointed diplomatic representative for Premier Rodin and Rikspresident Dahler, while firmly taking Dragovich's hand. He is accompanied by the Vice Chairman of the Central Military Commission, Filip Hansson; and Secretary of Foreign Trade and Cooperation, Sigrid Torsdotter. "This way please", Torsdotter says, with the three blonde-haired Davostagers showing the way to the conference room through the stripped classcist government building.
The company enters a large grand conference room.
"Please, sit", Virmer tells the guests.
Dragovich sits while the two guards stand next to him in formation, "Now, your time is as valuable as ours so I'd like to get down to the brass tacks. As per our previous dealings we have made, Comrade Lazar announced our "mutual defense agreement" you spoke to the supreme commander about previously, we understand the Davostagers in Kundrati are of paramount importance to your regime as well they should be, and we have done our due diligence to ensure their status and freedom of transit, you would agree?"
Virmer comfortably leans back in the leather chair, studying the commissar. CMC Vice Chair Hansson is sitting on his right and Secretary Torsdotter on his left. The deputy premier takes his time, the silence lasts for only a few seconds but is intended to feel for an eternity. He responds. "I would say that we are indeed pleased with your efforts to ensure their security, yes."
Dragovich lights a cigarette without asking if its permitted and speaks, "Very good, we're glad you agree, however comrade Lazar and the politburo are a bit worried, worried that perhaps that Davostag is not fully comitted to our relationship, he fears perhaps there are other factors at play. You must forgive me for suggesting such, but we have had many prior agreements with other nations of which this fine hall ought not be polluted with hearing the name of, but suffice it to say we are concerned. You allowed Hutori, a nation which has zero authority to do so, to halt your vessels in search of so called "contraband", as if they had any right to deem what we trade is their business. We fear you are legitimizing a rogue actor in an otherwise profitable relationship, the purpose of our defensive pact which we couldn't help but notice you haven't acknowledged publicly, was to safeguard both our ships against foreign pirates, yet you have rolled out the red carpet for them. Do you understand my point?"
Torsdotter turns her eyes for Virmer's reaction to the commissar's cigarette. Hansson barely glances at him and continues reviewing some papers. Virmer gives Dragovich a discreet sly side-smile, and reaches for his inner breast pocket and brings out a smaller tin box. He opens it and takes a snuff and puts it inside his upper lip. "This is what we in Davostag call snus. Our production is good. We'll send you some, I'm sure they'll go right through the Hutorians." He then filled the room with silence and took a glance at one of the portraits hanging slightly behind the commissar. Volkhardt, he thinks to himself, the fool. He brings his eyes to the Kundrati. "Other factors? You could say that. Davostag has its own style of government, we don't hide that but we don't necessarily shout about it either, but there was a time when we did, another time with a not so different situation. A time when our god was war, and our purpose was conflict and our nation was our army. During that time we once sunk a destroyer. One. Those idiots... And while it was sinking it carried with it down the deep a white and blue flag with a red cross, ruled by a crowned six-pointed star. Just this meager destroyer... that's it. In any case. About 6 years later, three nations lay in ruins, tens of millions of lives destroyed and an entire continent under occupation. So, Davostag has first hand experience with Hutori, the scars still linger in our DNA, and recently they reminded us of the lesson all Davostager rulers have carried since and which we've already told you before. That is Hutori does not fire the first shot but they do fire the last."
Virmer pauses for a couple of seconds, takes a quick look at Hansson and then turns again to Dragovich. "It is understandable that this whole situation could be hurting your economy. Our Navy, Air, and Special forces stand ready in case things go sour, and as we once again make it very clear: that an attack on Kundrati, will be an attack on our brethren in your country, and we will consider it an attack on ALL Davostagers. But we will not sink any Hutorian vessels over this issue. Not again. Especially not in international waters." He leans back, taking a second look at Volkhardt, bastard at least gave us proper experience for this.
Dragovich watches the man stuffing the tobacco in his mouth, smiles and admires his speech. "Very inspiring, and yes perhaps your products as I well would like to try might be of service to our fellow party members. Your prior sacrifices for your fatherland have not gone unrecognized nor have they been forgotten, but perhaps you might also know the glorious martyrdom our own navy experienced in the mad dog sea." Dragovich takes a deep drag of his cigarette and glares at the diplomats, "Our comrades lie at the bottom of the ocean with the perfidious Kalistani's they sunk of their so called 4th fleet, we know too of what the cost of sovereignty is. One destroyer of the enemy is a victory, but an entire fleet of 30,000 sailors, we'd call that a triumph." Dragovich leaned back nursing his burnt out cigarette and flicking it into a coffee mug. "You were once alone in your war, but Kundrati will stand by you to the end of days as we stood with Likatonia, and our brave men were happy to sacrifice their lives for the final victory. But are you willing to permit the same people who butchered your own to harass us both and defile the memory of your heroic ancestors?" Dragovich leaned back and studied the group of diplomats. "Kundrati is ready, and able, to support Davostag by all means. Perhaps it might interest you to know we are preparing a launch of our new intercontinental rocket systems from Lirnak, one that would reach anywhere in Terra. Hutori, has stepped out of line, we will not allow a single of their satantic vessels to board nor halt our trade, and we fully expect you to intervene on our behalf if our own forces are not within range, as we well would do for yours in our waters. Comrade Lazar wishes a public statement from you, a full mutual defense pact with no strings attached, no hidden meanings or minor alternative understandings." Dragovich leaned forward glaring staring at Virmer, "We want your total dedication to our pact, to defy the world powers, to prove to the world that both our nations will stand despite the prattling of the so called empires of terra, that we can find our own way, and nothing will halt us from our destinies, will you join us in this crusade comrade?" Dragovich stared at the man unfalteringly, and awaited his response.
Virmer calmly looks at the glaring Dragovich. He takes a few seconds more to consider what has been said. He then takes out his snus from his upper lip and puts it back in the tin box. The silence remains for awhile. He meets the commissars glare again. "In another world perhaps, Commissar. The matter of the fact is that we could have rejected you, as the world did. Instead we opened our trade to you, against their rage, for our mutual benefits. And as thanks you want us to be sacrificed on the altar of death, risking the lives of millions of our people. I'm sure most of us in Davostag desire to be carried to Valhall at one point, but not needlessly, not without a justified cause." Virmer then suddenly stands up, followed by Torsdotter and Hansson, ready to finish the meeting. "You should accept our assurances, Herr Commissar. We don't give them out to anyone. But we do back them up with our pride and orderliness", Virmer looks at Dragovich, waiting for a reply.
Dragovich stood up seeming disappointed, “very well, it was unfortunate we could not iron out the details further but we will simply have to move forward with the current arrangements, we will see how much the davostagers word is worth, but if any of our vessels are halted we will not consent to the illegal pirate searches, and should you fail to uphold your end of the agreement we may also find ours difficult to continue as well.” Dragovich gave a knowing grin as he turned to leave the room, before looking over his shoulder, “Oh I forgot to mention, many of our ships have davostager crew and migrants going to your country, in the case a ship of ours is halted without military support to prevent their seizure we have ordered immediate scuttling of any of the vessels with explosives and chemicals so they cannot be looted, I’m sure you understand we can’t simply permit theft after all! But if you protect them as you promised I’m sure this will never happen. Good day, glory to comrade Lazar and Davostag.” He chuckled as he left the room flanked by his bodyguard.
Gerard Virmer simply looks at the men, unfazed by the Kundrati's final comment. He then shifted his eyes for one last look at Augustin Volkhardt.
