Before we get started, I would like to take a moment to request that the Chair make it be known that those attending from Majatra and Artania are nothing more than guests, and should be expected to conduct themselves as such.  I do believe that our meeting was announced publicly, and was therefore open to all attendees, but it is my understanding that the important business of this hemisphere is ours, and not theirs, and so it is our hope that they will have the decency to remain polite, but silent observers.

As per the invite issued by Altea, the Concordia Assembly is a platform for global affairs, not Seleyan and certainly not preferential and seemingly dictated by one state. 

Which makes the comment by the delegation from the Empire of Ananto and Kalistan one made in bad-faith, and also seems to tarnish the spirit of global cooperation in an unnecessarily hostile manner.

Thus, we surmise that the recently renewed partnership between Kalistan and Egelion may potentially indicate that this position is also shared by Altea?

We understand the undying urgency of Beiteynuese interventionism regarding its recent its taciturn foreign policy. We always appreciate global discourse and cooperation--this is the reason for the creation of Concordia.

However, pursuant to the Treaty of Concordia, Amudim and its associated superiors, are not official ratifiers of this treaty. Meaning your presence in this chamber is unsolicited and invalid. 

A conference of most important internationalist proportions was requested by His Majesty in this very chamber, to which only invited nations are given permission to attend. If literacy and comprehension is of high value, one might understand that this conference is limited to the aforementioned members. The assembly is therefore closed to all non-participants of this treaty and therefore, non-ratifiers of the agreement.

We understand the urgent yearning to cooperate with globally relevant nations, Mr. Jaboc, but this is not the time nor the place to engage in these personal satisfactions. 

You may refer to the Director of Building Security to file a formal complaint against Concordia's processes. The Director of Security will also personally grant you with a personal escort to leave our assembly until the conference has ended and our treaty is signed.

I rise to identify the dilatory nature of these comments by observers from Amudim and would add that this was exactly the sort of conduct I suspected was the motivation from the foreigners in attending this conference to begin with: To disrupt rather than to observe. My initial comments were not said in hostility: they were simply a statement of suspicion that the Majatrans in attendance are here to disrupt these proceedings rather than to neutrally observe them.

As they have no business before this body, and have subsequently confirmed my suspicions about their motivations, I strongly urge the body to consider that their very first action was to attempt to derail this conference and make the rather safe assumption that they intend to continue to behave in this fashion, and therefore take steps to protect these proceedings against foreign meddling.

To clear up the confusion caused by the presence of the Triad and Yeudi Representatives,

The Treaty of Concordia must be ratified in order attend or use the services provided by the palace. We understand no nation in this chamber has ratified this treaty; however, His Majesty has invited several nations to participate in a special conference iheld in this chamber. 

This special conference is separate from the rights and responsibilities of the Treaty of Concordia, alongside the privileges given to nations upon ratification. The conference does not and will not operate under the terms outlined by the Treaty of Concordia.
 
The nations of Egelion, the Anantonese Empire, Nadiya, New Endralon and Kizenia, Lodamun, Valruzia, and Gaduridos are the only nations with special access to the Palace of Concordia for this conference.

After this conference is finalized, and ratification of the treaty is complete, Amudim and the Triad Republic are most welcomed to return to the palace to bring their most grave concerns and deepest complaints against nations of the world to our most humble chamber. We are all willing to hear all reservations the aforementioned nations have against others.

The Director of Security will continue their personal escort of the Representatives of Amudim and the Triad Republic. We thank you again for your observations

We apologise - we believed this particular conference to be one tackling issues of global relevance, as the Concordia Assembly states that "nations are welcome to Host Peace Conferences, Host Treaty (Re) Negotiations and Hold Discussions on World Affairs/Conflicts". 

We now understand that our confusion stems from the initiation of this meeting by Kalistan with no scope clarification, leading us to surmise that this was an open conference.

Because, yes, Mr. Terrazas, by your words, we did yearn to cooperate with globally relevant nations and look to your leadership. But it seems our belief was misplaced, considering your dismissive tone - we would except that institutionally leading nations such as yours would not look down upon others.

As you have now clarified, this is a regional security conference instead - and one preferentially handled outside the requirement of the treaty's ratification that you insist upon, as you further clarified.
