Introduction

Today, 20 April 5644, OpenLedger releases the NERI Files, a collection of over 20,000 documents revealing an extensive, multi-billion-dollar network of patronage and corruption related to the privatization process in South Dovani, officially titled the National Economic Renewal Initiative (NERI). 

The Files, drawn primarily from internal records, communications and documents of South Dovani’s Independent Anti-Corruption Agency (formed in 5632) as well as corporate filings and parliamentary correspondence, indicate that the privatization of state-owned assets under the National Economic Renewal Initiative (NERI), particularly in the construction sector, was systematically aligned with the financial interests of Finance Minister Vitaya Kongsangchai and his family. The evidence suggests coordinated transfers of state assets to companies controlled by members of his family (including his wife, aunt, and brother-in-law), through intermediaries, shell firms, Dalibor-based numbered corporations, and a rigged valuation process.

The documents also show that IACA investigators found evidence of far-reaching corrupt arrangements within the ruling coalition, specifically targeting the New Elephant Worker’s Party (NEWP), whose members were expected to oppose privatization but ultimately voted in favour of NERI’s enabling legislation. Many elected legislators acquired assets worth between $800,000 and $10,000,000 through this scheme. 

Communications between IACA investigators and lawmakers, representatives of the Ministry of Finance, and the Prime Minister’s Office further expose a campaign of pressure exerted against the IACA, which had its budget slashed by over 50% in the fiscal year following the commencement of the IACA investigation; the IACA’s budget was halved again the following year, such that the IACA barely operated a skeleton crew. Still, the investigation carried on until it was formally submitted to Justice Minister Narongrit Gason (UCF), who has not acted on the investigation’s findings. 

All documents were verified using cryptographic signature analysis, metadata cross-checks, and routing header reconstruction. Where necessary, limited redactions have been applied to protect the identities of whistleblowers and unrelated civil servants.

From Public Hands to Family Portfolios

In the spring of 5635, Finance Minister Vitaya Kongsangchai announced a bold move: a sweeping privatization plan under the banner of the National Economic Renewal Initiative (NERI). Presented as a modernizing effort to revitalize South Dovani's economy following the end of the communist-era, the program promised efficiency, innovation, and foreign investment.

Behind the polished PR, however, a quieter, controversial story was unfolding. State-owned construction firms, once pillars of South Dovani's infrastructure development, were quietly transferred to private hands. But not just any hands. An investigation undertaken by South Dovani's Independent Anti-Corruption Agency suggests that Vitaya’s wife, aunt, and brother-in-law acquired these assets through secretly controlled companies, often at a fraction of their market value.

NERI’s rollout was rapid. Within weeks of the ministerial decree, a series of formerly state-owned construction firms, ranging from regional bridge-building operations to massive coastal infrastructure contractors, were quietly offered for sale. The sales were ostensibly open, yet in practice, competitive bidding was often minimal or entirely absent. Many of the purchasing entities were newly incorporated shell companies, their directors nominally independent but ultimately tied to figures connected to Kongsangchai and other elected politicians.

In one Finance Ministry internal communication uncovered by the IACA, Kongsangchai seems to have requested a shorter valuation period for the Buataya River Canal Construction Authority (BRCCA):

The IACA subsequently traced the sale of BRCCA assets to Kongsangchai’s wife through a shell corporation:

Internal memos and communications from Kongsangchai’s office further reveal his coordination with other business and political figures to assure the sell-off of state assets at manipulated low valuations. Communications from the National Economic Renewal Agency, empowered with carrying through on the NERI scheme, reveal direct orders given by Kongsangchai to offer “A-Tier Assets,” referring to the most highly valued state-owned enterprises, to several “longstanding partners,” in business and finance. An instruction was given that “Sale prices must remain ‘politically considerate,’ as previously discussed.” 

Sale records tied to these individuals show discounts of 30-65% below assessed market value. In a drafted email uncovered from Minister Kongsangchai’s email archive, Kongsangchai writes that “we must maintain the confidence of those who have invested in this government.” The phrase “invested in” appears again in handwritten margin notes next to several elite buyer lists.

Direct Quid Pro Quo in the National Assembly

Internal communications reveal efforts to secure legislative approval for NERI legislation included inducements targeted at a large number of elected members of the National Assembly, particularly those from the New Elephant Worker’s Party (NEWP), the senior coalition partner in the government which authorized the NERI scheme, and whose platform traditionally opposed privatization.

Communications between the Ministry of Finance and members of the National Assembly indicate explicit coordination to align legislative support with privatization objectives, including promises of economic benefits to local and politically important constituencies, routed indirectly through newly privatized firms.

Beyond this, the documents reveal a much broader patronage system in which Kongsangchai, through the Finance Ministry, directed the sale of state assets at artificially low prices to NEWP-aligned lawmakers, in order to secure their continued support.

Today, 20 October 5690, OpenLedger publishes a confidential internal memo from the Office of the Acting President of the Republic of Hobrazia, concerning the preparations for the state funeral of dictator Vasil Khimshiashvili. The document outlines extraordinary expenditures, extensive security mobilization, and the deliberate political staging of the ceremony.

The memo is notable for three reasons:
  1. It authorizes effectively unlimited spending for the funeral, making it likely to be among the most expensive state ceremonies in Hobrazian (and perhaps world) history.
  2. It places Acting President Tajaddin Javadzadeh at the operational and symbolic center of the event, consolidating his authority during a constitutional interregnum.
  3. It assigns a prominent visual role to Rostom Khimshiashvili, despite his lack of office, while explicitly prohibiting him from addressing the public, suggesting internal concern about his credibility or reliability.

1. PURPOSE

The funeral shall reflect the historic stature of the late President as the greatest leader in the history of the Republic and shall be executed without limitation of resources where such limitation would detract from dignity, scale, or national impact.

2. STATE FUNERAL COMMISSION

The State Funeral Commission shall be formed, subordinate to the Acting President Tajaddin Javadzadeh in accordance with his constitutional responsibility, and be composed of as many members as the Acting President shall choose to appoint. At founding, the State Funeral Commission shall be made up of:

3. BUDGETARY AUTHORITY

All ministries and subordinate agencies are hereby authorized to requisition funds as required for the successful execution of the funeral program directly from the State Funeral Commission.
  • No fixed expenditure ceiling shall apply.
  • Requests are to be processed under emergency national-ceremonial provisions by the State Funeral Commission, with the oversight of the Minister of Finance.

4. SECURITY

A minimum of 10,000 uniformed soldiers shall be deployed to the capital to stand vigil and participate in ceremonial duties. A minimum of 3,000 uniformed and non-uniformed police and military personnel shall be deployed to the capital to uphold order during the events. Police and military personnel shall be deployed where necessary in other cities to protect the dignity and order of the funerary observances.
  • All uniformed personnel are to appear in full dress uniform.
  • Continuous rotation shall ensure uninterrupted presence from the commencement of the mourning period until the conclusion of burial rites.
  • Mourning guns will be fired in Astoria at 12:00, and all locomotives, vessels, and state vehicles will subsequently blow their horns and/or sirens all at once for a duration of three minutes, to be followed by ten minutes of silence. This will be observed in parallel vigils in all provincial capitals.

5. CEREMONY AND PUBLIC ACCESS

Venue and Attendance
The primary service venue must accommodate no fewer than 30,000 attendees. It is recommended that the service be held outdoors in the gardens surrounding the National Patriotic Mausoleum, where the late President shall be interred.

Broadcasting
  • Live national broadcast is mandatory; the Hobrazian Broadcasting Corporation (HBC) will produce the television and radio broadcasst, to be aired on every nationwide television and radio service in the country.
  • Large public screens shall be installed at key locations throughout the capital and in each provincial capital to ensure universal visibility.

Monument Unveiling
A gold-plated statue of the late President shall be completed and unveiled near the location of the National Patriotic Mausoleum at the earliest feasible moment, notwithstanding standard procurement or artistic review timelines.

6. MOURNING PERIOD

The mandatory national mourning, beginning from the official announcement of the late President's passing, shall be extended for at least fourteen (14) days following the state funeral.
  • All state institutions will comply with mourning protocols, including mounting the official black and white portrait of the late President, the lowering of all national flags to half-mast, and the
  • Cultural and entertainment activities may be suspended as deemed appropriate by the Ministry of Culture, or as directed by the State Funeral Commission.
  • All bars and nightclubs will be closed and prohibited from operating during the period of national mourning. Alcohol may only be sold between the hours of 18:00-22:00.
FUNERAL PROCESSION
A special ceremonial funeral procession and parade shall be organized to honour the late President.
  • No expense is to be spared in ensuring visual grandeur, precision, and historical significance.
  • Parade planning shall prioritize symbolism of unity, strength, and continuity of the state.

7. SEATING

During the televised funeral service, the following individuals shall be positioned at the center of proceedings:
  • Acting President Tajaddin Javadzadeh
  • Mr. Rostom Khimshiashvili
Restrictions
Under no circumstance is Mr. Rostom Khimshiashvili to deliver a speech, statement, or unscripted remark during any part of the funeral proceedings, whether public or broadcast. Protocol officers are instructed to enforce this directive strictly.

8. COMPLIANCE

All recipients of this memorandum are personally responsible for ensuring full and timely compliance. Deviations must be approved explicitly by the State Funeral Commission and the Office of the Acting President. Failure to comply will be regarded as dereliction of duty during a period of national importance and punished gravely.
