It is my desire and in fact my charge to determine how we can accomplish this, while ensuring the safety and security of Kalistani officials while in Nadiya. But in the interest of transparency, Kalistan does not know much about the situation in Nadiya. We stopped following Nadiyan news when you arrested the Tsarina, and put her on trial. At that point, Kalistan was certain that there was no possibility of good relations between our two nations, given your nations willingness to violate the person of your head of state in this fashion.

I'd like to remain open to the possibility of a reset of our relations from where they are now to zero, or possibly slightly positive, given our mutual participation in the recent Altean conference, so we will look for your comments either in regard to this overture, or any other thing your representation would care to speak about. Again, thank you for meeting with us. The floor is yours.

For starters, the Nadiyan Confederation has been remarkably stable both on the institutional and economical side as the only full fledged democracy on the Kerisian continent. Both the Presidential Council and the Chief Executive have shown the ultra stability of our institutions unlike other countries that suffer from a cycle of rotating doors when it comes to governance like Luthori. So the question of whether or not your diplomatic body would feel safe in Nadiya shouldn't be a stopping point since we have Keris' lowest crime rate and the world's most stable democratic institutions.

Other than a recognition of Nadiya as the sole legitimate government of the isles, we don't have any demands since we are willing to forgive the rather unorthodox statements made by Kalistanis officials regarding our country pre and post unification.

We are more concerned about the guarantees that our representatives will not be subject to capricious detention. Even your own Tsarina was not immune from house arrest and of course we will be but foreigners and guests. Her Imperial Majesty would like regular relations between our nations: We find ourselves as parties to the same regional agreements concluded in Altea, and will be competing with one another at the upcoming Olympics. I believe we have a solid foundation to build upon.

Furthermore, Her Imperial Majesty will offer your Nation a formal apology for the offense her predecessors gave to your nation in the past. She does not seek to justify their words. They said what they said and they would not have apologized for those words themselves, but as long as the attitudes of now deceased monarchs lay as an outstanding grievance between our two nations, Her Imperial Majesty would endeavor to settle that grievance with an official acknowledgement of the rift our nation caused between us, a sincere regret for that rift and the consequences of alienation that it caused, and a hope that we may cooperatively take steps to heal it and move beyond it.

We would like to first open a consulate in Zarvosopol to begin assisting Kalistani citizens and travelers to your nation. The Consulate will be merely an office through which to offer visa services and traveler and legal assistance, as well as to serve as a point of contact for our Nadiyan counterparts, as a first step toward the establishment of a more formal diplomatic presence in the near future. We would invite the Government of Nadiya to do the same in Kaliburg, so that we can begin to work out the various bilateral arrangements necessary to regularize things like travel, commerce, telecommunications and the mail between our two nations.

That is Her Imperial Majesty's goal at this discussion.

More or less, Her Imperial Majesty will be looking for some information before she will make a final decision on this matter. She would like to know who the Kalistani contact in Zarvospol is: At what level is that person? Kalistan understands that the Nadiyan government is, shall we say, multi-layered and somewhat labyrinthine. She would like to ensure that the person we are working with has the authority to ensure that for example a republican government will not be able to overrule a national government on some matter that we need the national government to decide upon. You will forgive our ignorance on this point: Even when we were a Republican nation we were a unitary state and not a federal system.

We also would request an arrangement which would grant our representatives some degree of extraterritoriality and diplomatic immunity. Kalistan does not routinely engage in extradition, but given the Nadiyan judiciary's zeal in prosecuting high ranking public officials, We would request some assurances that our diplomatic personnel would not be subject to capricious arrest or prosecution, especially in the event of petty crimes. In exchange, we would offer to work with the Nadiyan government in fully and fairly investigation all charges made in cooperation with Nadiyan competent authority to determine whether or not a Kalistani citizen should be detained and incarcerated.

We will of course offer complete reciprocity.
