Meaning
Kalistani Colors have long been held to be Orange, white and dark Maroon or purple. The significance of the colors reaches back into legendary history as a representation of three different houses, each of which selected a color of their own, one being Orange, one being white and one being purple. Throughout most of the pre-modern history, the orange and whites dominated: The significance of these colors beyond association with aristocratic houses was lost. During the modern Republican Era, Kalistan's flag always contained the tricolor arrangement, usually in vertical stripes, Orange, White and Purple. When the Republican Flag was redrawn, the purple was deprioritized and the flag became horizontal stripes of Orange and much larger white field, the purple being relegated to lettering.

Following the establishment of the Empire, the Flag was redrawn so the stripes were once more vertical, but the Orange itself was erased from the field of the flag, as it was now closely associated with the Republic. Instead, it was reduced to a part of the Shield, which maintained the traditional tricolor form but in horizontal bars now. As the institutions of the Empire became more settled, the round circle was added behind the arms, while the wreath and stars were greatly simplified. The round circle was divided diagonally between red to the north and white to the South, to represent Kalistan, while the Shield was restored as the representation of the Island of Ananto specifically (before it represented the entire nation, united under Ananto.) The Red and the White traditionally represent Northern Seleyan Nations: Lodamun, Mainland Kalistan and Baltusia are all represented by the colors Red and white. This ties the Grand Duchy of Kalistani firmly into Northern Seleya- Red Represents the old Kingdom of Vrassa Made of Duchies of Vrassan and Nevaras, while white represents the old Kingdom of Suldanor, which is comprised of the Duchies of Suldanor and Odufaray. The red and white field are a very basic map of the Grand Duchy, with Ducal borders roughly corresponding.

During the Republican Era, the Grapes, which is the National Symbol of Kalistan representing agricultural heritage, abundance and conviviality, were purple. They have been altered to gold on the Imperial Standard. The golden grapes inscribed onto the shield are actually 24k gold leaf, while the grapes on the wreath are merely gold color. The wreath is the standard dark maroon of the rest of the flag, outline in gold, while the five gold stars represent the five current Duchies belonging to the Empire. The rest of the white field is left empty, being meant to be filled up. Inscribed on the scroll are the words "Imperio Anantónés", representing the Anantonese Empire (in Egelian), which, while technically abolished, remains the foundation focus of the Empire, and the common name for the nation, which is "Kalistan". The flag is printed on both sides, so that the gold leaf of the grapes may be represented from both sides, while the Scroll can appear properly.

The entire flag is edged in gold, either in print or in embroidery.

Water proof nylon is the primary material that the flag is made of, while display flags are often made of canvas or a softer, less satin material.

The Monarch
The Monarch exercises fiat authority over all legislative and administrative bodies in Kalistan, either directly, or indirectly, through Intermediaries that the monarch controls. This is the case in the Legislature, (Both the House of Deputies which is controlled through the Government and the Office of the Chancellor of the Empire and the House of Peers, which is controlled through the appointment of life and Hereditary Peers.) The Monarch therefore also controls the Institutional Party (through the Chancellor of the Empire who serves as Speaker of the Institutional Party) and the subnational Governments (via Monarch's control over Hereditary Peerage, who controls the Ducal Council, made of Dukes, who then control County and Baronial Governments.) She has least direct authority over Lords and Ladies Mayor and Free City Councils, who are freely and popularly elected in non-partisan elections, and govern the lives of more than a third of the population, and of Land Peers, who are appointed and governed by the County Governments.

The Monarch also controls House Ananto, and directs their affairs through the appointed Director.

The Legislature
The National Assembly is composed of two houses: The Lower House or the House of Deputies, which exists to represent the voice of the constituencies to the Government of the Empire and turn the Imperial Fiat into actionable and enforceable policy, and the House of Peers, which acts as an advisory body for the House of Deputies to ensure that the peerage has buy in to all legislation.

The Chancellor

The Chancellor of the Empire is a semi-autonomous actor in the Government. While the Chancellor directs the activities of the House of Deputies through absolute control of the legislative calendar, they are also always a peer, and so may sit in the House of Peers as a member. They are the chief policy architect in the Nation and their sole job is to direct the translation of Imperial Fiat into Law. They may also, from time to time advise the Monarch, but in fact, this is not their function. They are both the (second) most politically powerful political actor in the Empire, and the actor with among the least amount of independent agency in the entire political system.

The Chancellor also controls the Institutional Party, and within the Party, they are an almost absolute ruler in their own right: they may veto any resolution, may disqualify any candidate (with a majority vote) from running for office, and may freely move their allies into positions of authority and power. But the Institutional Party itself also only exists to provide candidates and platforms for election to the Lower House. They do not possess independent political power on their own. Chancellors are often appointed for life (barring retirement, early or otherwise).

The Chancellor acts as the voice of the Monarch, and it is assumed that what the Chancellor says is the policy of the Monarch. Chancellors get into trouble when their words contradict the policies of the Monarch, and they may be forced into early retirement if the breech is too egregious.

The Government and the House of Deputies
The Government represents the heads of the Bureaucracy. These are the ministers charged with enacting the policies developed by the Legislature. They are also the Monarch's chief advisors and representatives on respective issues to the nation and to the Legislature. They translate Imperial fiat to the Legislature and help the Chancellor in crafting and passing bills. Though they are still also Deputies and are therefore elected by the People, they work for the Monarch, specifically. Their titles are "His or Her Imperial Majesty's minister for..." As such they work with the Chancellor, but not for them.

The House of Deputies is the primary legislative body in the Empire. They have two roles. They create legislation, following the Chancellor's directives, from Imperial Fiat. And they represent their constituencies to the Government and the Chancellor. This is all they do. As such, their second task is the most important, because they can use those mandates from the constituencies to craft policies in such a way that their constituents' interests are also represented. The Interests of the constituencies do not trump Imperial Fiat, but a well crafted policy that takes into account the interests of the people via the civil society organizations that nominate the Deputies for election can modify the Imperial fiat to make it broader in scope and more beneficial to more citizens. There is no term limits in the House of Deputies, but the House of Deputies can be vacated by Imperial directive for any or no reason whatsoever and new elections may be called.

Quote:The House of Peers
All Peers may hold a seat for life within the House of Peers, which forms the upper House of the National Assembly. The Chancellor does not control the House of Peers, and they elect their own officers by their own rules, and conduct business according to their own order. The Monarch and all Royal Family Members are members of the House of Peers, as are all Hereditary, Life and Land Peers.

The House of Peers possesses no legislative authority on its own. The Peers instead act as an advisory board for the House of Deputies. They may exert some pressure on the House of Deputies, but their primary function is to ensure that the House of Deputies also considers those who control land and subnational administrative governance in Kalistan. Most peers are such because they serve in a legislative or administrative role, so it is a way to ensure that the bureaucrats and the Gentry are consulted on legislation that is about to pass through the House of Deputies. There is no term limit or term length for the House of Peers.

The Peerage and Subnational Government
There are three types of peers in Kalistan: Life Peers, Hereditary Peers and Land Peers

Quote:Hereditary peers are primarily Dukes, and some lower ranks. There are very few Hereditary peers in the Empire. All ranks of Duke or Higher (Duke, Grand Duke, Prince and Emperor) are Hereditary, and remain within Ducal Families to be passed to chosen successors. Some Marquisates and Viscounties ranks have also been made hereditary by special Imperial warrant. Very few lower ranks will ever be made hereditary--The ones that are are usually given as a reward to a foreign Monarch and are attached to an estate, equivalent to a land peerage.

Hereditary Dukes are considered close confidential advisors to the Monarch, and and those at the level of Duke form the Kalistani Ducal Council. They also act as the top political official within their demesne, name all counts and other offices below them, and oversee all lower officers and peers within their demesne. The Grand Duke of Kalistan acts as Viceroy of Kalistan, and within that Demesne, has authority over all other Dukes. The Grand Duke of Kalistan also convenes and presides over the Ducal Council.

Quote:Life peers are primarily so because they perform some service that requires peerage. These are often people who are assigned as lieutennents in Ducal Governments. Counts and Barons are all life peers, appointed by Dukes and Grand Dukes. Non Landed titles are almost always Life peers primarily because these titles are either awarded for service of some sort and come with a sinecure, or are awarded as part of a job. Life peers, as the name suggests retain their peerage for life, and it may not be heritable.

Quote:Land Peers are a special category of Peer who have earned their rank by purchase and improvement of land in rural areas in Kalistan. This is also considered the Landed Gentry. Much of the improved land in rural areas which is being utilized for economic purposes is controlled by a land peer or a group of land peers. More often than not, the land is being managed by a hired employee, while the Land peer lives most of the year in the City, and nearly all land peers belong to their respective Grower's Syndicates, which are absolutely dominated by land peers. All Land Peerage falls under administration of the County Governments to which they belong and there are strict laws regarding size of holdings that one Land Peer can acquire. Land Peerages are heritable as long as they are maintained, but can be lost or forfeit if the land is abandoned or if there is no heir--at which point it reverts to the County.

County and Baronial Governments are sub Duchy units which carry out the Duchy Government's policies at more local levels. Baronial Governments are the primary access point for individuals who do not live in one of Kalistan's five Free Cities, and most people access the Baronial Government for everything from drivers' licenses to business licenses, to building permits, to schooling and medicine. The Baronies are the work horse of the Nation.

The Free Cities

The Lord Mayor
Within Kalistan's five Free Cities (Kaliburg-Port Davon, Port Swedes, Vrassa City, Eshar and Sulari) democracy is the name of the game. The Lord or Lady Mayor is called when the previous Lord Mayor has retired, and is then elected for the life. This is the only popularly elected peer in the Nation--The Lord Mayor sits at the rank of a Marquis, and may overrule directives from the County Government within City limits.

Their primary role is to administer the cities and act as the chief executive within the City Government. The Lord Mayor oversees the activities of the Free City Councils and may veto any laws passed by the City Government. The Lord Mayor is subject to National Law and is expected to cooperate and coordinate with the Duke of their respective duchies, but ultimately are accountable to the Monarch via the Chancellor and the National Assembly.

The Free City Councils
The Free City Council is also elected at regular intervals. The City Council is a strictly non partisan election, but is designed to independently craft legislation responding to the demands of the Citizens and realize a sense of self government for the people of the Free Cities. This makes the Free City Councils the most directly popular offices in the nation.

The goal of the Free City Governments is to handle issues that are specifically related to large scale urbanization through home rule. The argument can be made that the situation in Kaliburg is not the same as the situation in Sulari, so there should not be one set of policies applied to both. The only limitation on the laws that the Free City may enact is that they may only be enacted within the jurisdiction of the free city and they must conform to all National laws. Councils are not accountable to baronial Government (but are to County Governments).

Free City Governments are limited therefore in what they can actually do: They are not free for alls or hot beds of radicalism. Instead, they serve the purpose of being laboratories for innovation in policy for the Nation, and since they represents 30 percent of the population of the nation, their innovations affect the lives of a significant portion of the country.

The People
The guiding principle is that as long as the Citizens perform their duties to the nation, they shall receive the benefits of living in an organized society. Those duties are to perform mandatory national service, either in the NSP or in the Regular Force, pay all taxes and obey all laws. If they do this, they should not be harassed or prevented from doing as they please, have their civil liberties unnecessarily infringed upon, or be hindered from achieving their full actualization.

The people directly elect Lords Mayor and the Free City Councils. They do not possess the right to recall, but they can vote against someone in the next election. They also form civil society organizations, the primary function of which is to allow them to organize for interests and concerns that matter to them. But these civil society formations also serve the purpose of nominating candidates to the Institutional Party, and to stand for election: The Institutional Party may only accept nominations from civil society formations or alliances that have membership of 1000 unique individuals or more, and so the civil society formations form the basis of these candidacies. And then they vote for different candidates from their constituencies, based on the lists created by the Party.

The People may also advocate more directly by protest and demonstration. They may freely petition the government for redress of grievance, they may organize around any idea they wish and may build workers organizations. And they may form social and political clubs to discuss issues of the day. Some of the more powerful political clubs are the Democracy clubs found in every Free City, as well as the Nationalist Clubs in Kaliburg, Sulari and Lucid, the Orthodox Club in Vrassa, Port Swedes and Kaliburg, and the Socialist Club in Kaliburg, Sulari and Yoshimi. Identification with social clubs forms an undercurrent of social organization within the society, and their influence extends to Government in indirect ways, but its influence is nonetheless unmistakable.

The Imperial Judicial System

The Imperial Judicial System is perhaps one of the least changed institutions remaining from the Republican period. It evolved from the Constitutional Court system. It is a multi-leveled judiciary which employs a mixed judicial system founded largely in Civil Law, modified by a degree by Common Law principles. It is one of the most independent and autonomous institutions in the Empire.

The Highest Court in the Judicial System is known as the Supreme Imperial Court and this is the court of last appeal, as well as having original jurisdiction in all cases to which the Empire is a Party. Each Duchy has a Court system as well, and all Free Cities have City Courts. The Courts at the Duchy Level are more complex than at the National Level.

The Function of the Court is to adjudicate controversies arising under the law. Judges do not make laws, and are not allowed to rule contrary to the plain text reading of relevant laws. Precedents come primarily during sentencing, and generally are more favorable to defendants than in other nations. A controversy between laws suggests need for amendment of the law, not a gray area for individuals to exploit.

The Principles of the Imperial Justice System

  1. The breath of the Monarch, expressed as Imperial Fiat, is the source of, and the final word on all law. Established Law is the enactment and enforcement of that Imperial Fiat. No Law may be established, amended or repealed except by Imperial Fiat through the normal legislative processes. No law shall take effect until publicly proclaimed and recorded. All regulatory law and procedure must conform to Established Law. All officials act only within powers granted by Established Law or Imperial Fiat.
  2. The Monarch may temper justice with mercy and may overturn any conviction and offer clemency or pardon for any or no reason.
  3. Established Law is Supreme in all controversies arising under the law- The Imperial Justice System may constrain Imperial Fiat and Government policy to the degree that it does not conform to Established law, but may not prevent the law from changing. When Established Law is silent, judges may appeal to natural reason, under the principle of absolute and universal equality before the law to adjudicate disputes.
  4. All court officers, including judges shall be required to apply Established Law equally and blindly to all persons, without fear or favor, save compliance to Established Law as an expression of Imperial Fiat.
  5. When there is a conflict between jurisdictions, Imperial Law is generally supreme over Duchy and Free City Law, though Courts may issue carve outs for specific instances where the spirit of the law conflicts with the letter of the law, in the interest of justice.
  6. Cases should be originated at the lowest jurisdictional level possible.
  7. All people are innocent and may remain at liberty until they are found guilty of a crime by a jury of their peers or adjudicated to be at fault in a civil trial.
  8. Court Hearings are investigtorial, not adversarial- A defendant should have the chance to answer charges against him only to determine whether mitigating circumstances shall modify a verdict. A decision may be obtained if there is a preponderance of evidence one way or another that would convince a reasonable person in that particular case. Judges and juries should always err on the side of the accused in criminal cases unless the evidence is overwhelmingly against them.
  9. All verdicts shall be accompanied by written reasoning, to preserve transparency and combat capricious application of the law.
  10. Precedent may be applied in sentencing, and in cases of controversy between laws. The primary purpose of a court case is to determine whether a defendant violated a statute, not to try to find loopholes.
  11. Rehabilitation and reintegration into society is the legitimate end of the legal system. Penalties should be applied according to Statute, and should not be punitive in nature, but should aim at restoration of social order and rehabilitation of the offender. Incarceration shall only be applied for anti-social behavior in the interest of social order and public safety.

The Imperial Court System

There is an Imperial Court System which serves the Entire Nation, and this system is in large part mirrored at the Duchy and Free City Levels. All County and Baronial Courts serve as part of the Duchy Court system. The Free City Courts are considered to be equal to Duchy Court Systems for purposes of appeal and precedent.

National Level

At the National Level, there exists the Imperial Supreme Court, which is the court of final appeal in the Empire. It's primary focus is to serve as a court of original jurisdiction in situations where laws are at odds with one another or with the legal principles of the Empire, as well as all cases where an Officer of the Empire or the Empire itself is a Party. It may select its own docket in appellate matters, and shall exercise mandatory original jurisdiction in cases involving conflicts of law or where the Empire is a party.

Additionally, there is a system of Imperial District Courts, which are the primary national trial courts. There is one District for Ananto, one District in Northern Kalistan (for Vrassa and Nevaras) and one District in Southern Kalistan (for Odufaray and Suldanor). The Imperial District Courts form the backbone of the national judiciary, resolving the vast majority of disputes arising under National Statute and shaping the practical interpretation of Established Law. Their decisions establish the factual and legal groundwork upon which the Supreme Court may later refine or clarify the law.

Finally, there is the Imperial Administrative Court, which concerns itself primarily with regulatory disputes, and challenges to bureaucratic decisions. It also interprets administrative law, handles inter-agency disputes and reviews actions of national ministries and agencies for concord with Established Law. Its main purpose is to ensure that the Bureaucracy follows the law. It will also handle situations where Duchy Policy conflicts with National Policy to determine whether carve outs should be applied, when the spirit of the law conflicts with the letter of the law.

All courts are composed at the National Level by appointment by Their Imperial Majesty's Minister of Justice. The Ministry of Justice provides administrative oversight, but shall not interfere with judicial decision‑making. They may be replaced upon retirement, or upon credible conviction for corruption or ineptitude.

Duchy Level

At the Duchy level, The Duchy Court is the highest court within a given duchy. Each Duchy possesses an identical court structure.

The Duchy Court is primarily a civil court, and handles torts and all civil trials at the Duchy level. While criminal trials originate at the Baronial level and are first appealed to the County Court, the Duchy Court serves as the final appellate authority for all such cases within the Duchy, as well as the final court of appeals for Duchy Administrative Courts. It maintains discretionary dockets for all appeals, and serves as the non-discretionary court of original jurisdiction when the officers of the Duchy, including the Duke themselves is a Party. It must forward all constitutional questions to the Imperial Supreme Court and may never over rule the National Courts, though may request carve outs, especially in civil and administrative questions.

The Duchy Administrative Courts review Ducal decisions for legality, and serve as the court of original jurisdiction for suits brought by citizens against duchy laws. Appeals may be made to the Duchy Court. Questions of administrative law that implicate National Statute or Imperial regulation must be forwarded to the National Administrative Court.

County Courts are part of the Duchy system and serve primarily as a Court of Appeal from the Baronial Courts. It also serves as the court of original jurisdiction when there is a conflict between two or more Baronies. It also serves as a court of original jurisdiction when no Barony is involved or has been created. County Courts operate under the same investigatory model as all courts of the Empire, ensuring that factual records are fully established before any appeal to the Duchy Court.

Baronial Courts are considered the court of first jurisdiction for most civil and criminal matters. As the courts of first jurisdiction, Baronial Courts are responsible for establishing the factual record upon which all higher courts rely. Each barony maintains a criminal Court, with a Bailiff, a Sherriff, and a holding facility for those who may not be released upon their own recognizance. It also handles all family law, including marriage, divorce, custody, adoption, inheritance, and child welfare hearings, and may set up a juvenile court specifically for the administration of the law with regard to Minors. All laws are expected to conform with Imperial and Duchy laws, and all penalties are expected to be restorative, rather than punitive. A sentence at the Barony level may not be more severe than a sentence at the Duchy or Imperial level.

All Duchy, County and Baronial Courts are named by the Duchy Government, and may be removed only for corruption, gross incompetence, or breach of their judicial oath. The Duchy Government does not interfere with judicial decision making.

Free City Level

At the Free City Level, there is the Free City Court. The Free City Courts stand outside the Duchy Court System, and in many ways mirror that system and are co-equal to it. The Free City Court is the Court of original jurisdiction for all civil and criminal cases arising within the City. All Free City Courts operate under the investigatory model, ensuring that factual records are fully established before any appeal to the Free City Appellate Court or the Imperial Court.

The Free City also maintains an Appellate Court, which may further appeal to the Imperial Court. The Free City Appellate Court maintains a discretionary docket, except in cases involving constitutional questions, which must be forwarded to the Imperial Supreme Court.

The Free City also maintains an Administrative Court that manages administrative disputes within each City Government, as well as a Family and Juvenile Court system that handles matters pertaining to those jurisdictions. Questions of administrative law that implicate National Statute or Imperial regulation must be forwarded to the National Administrative Court.

A Free City may not order Prison Sentences — additional tenures of National Service, restitution, and fines have become acceptable penalties over time. Any crime for which Imperial Statute mandates incarceration, including but not limited to first‑degree murder, treason, aggravated assault, or other anti‑social crimes that endanger life, liberty, or public order, must be immediately referred to the appropriate Imperial District Court for trial and sentencing. All other crimes committed within a Free City will be tried by that Free City, and the judicial codes are expected to conform with Imperial Law.

While Free City judicial codes must conform to Imperial Law, each City may determine its own procedural rules, court composition, and methods of judicial appointment.

The Administrative Court System

Kalistan's Administrative Court System is a somewhat unique system that allows the Empire to impose limits upon itself and then hold itself accountable to those limits without the need of a Constitution. The source of all rulings in an administrative court is Established Law. If there is no law about something, it cannot be brought as a case in court.

The Court handles disputes primarily within the government itself. Its primary focus is on regulatory law, and its primary function is to create transparency and accountability of Government bodies to that law. This, interestingly enough also applies to Imperial Fiat, which must conform to Established Law, until the law is changed to conform to Imperial Fiat.

The Administrative Court system reviews the actions of imperial ministries, bureaus, and regulatory bodies; ensures the bureaucracy follows Established Law; handles disputes between citizens and the administrative state; and interprets administrative codes (but never creates new law). The types of cases that normally fall into its jurisdiction are
  1. Challenges to Bureaucratic Decisions- Any time a ministry or agency makes a decision that affects a person or business, the Administrative Court is the venue for review (ex.- denial of a license or permit, revocation of a professional certification, land‑use decisions, environmental compliance orders, tax assessments or penalties, immigration or residency rulings and social welfare eligibility decisions)
  2. Regulatory Enforcement Actions- When an agency accuses someone of violating regulations, the Administrative Court hears the case. (ex.- workplace safety violations, environmental contamination, violations of trade, transport, or customs regulations, food and drug compliance issues, and building code violations)
  3. Disputes Between Citizens and the National Bureaucracy- A major role of the Administrative Court is to handle disputes between citizens and the bureaucracy. (ex.- Disputes over public benefits, challenges to bureaucratic delays or inaction, claims of improper government data collection, and complaints about discriminatory treatment by agencies)
  4. Internal Government Disputes- The Administrative Court also handles disputes within the bureaucracy. Empress Carolina II Ananto

Empress Carolina II Ananto is crowned in Kaliburg, 5695

Upon formally becoming the Empress upon the death of her parents at the age of 11, Carolina Ananto-Connor began what would become the longest reign of any monarch in the history of the Empire. Her reign is known as moderate: While the Empress continued the long tradition of hostility toward liberal forms of governance and economics, she was a bit more tolerant of variation within the accepted realms of political activity. She was known to tolerate socialists and to some degree democrats as long as their activity remained within the realm of legal, legitimate political practice, and adopted a much less strongly nationalist approach in her foreign policy than her predecessors had.

Her coronation was greeted immediately with the condescension of Egelion, who clearly did not take the young intellectual seriously. This set a cool tone for the two major regional powers during the first part of her reign that were further irritated by aggressive Egelian expansion in southern Seleya and Dovani. She continued the Imperial cooperation with the major Kalistani exclave in Luncasi, opening the Luncasi commercial port in 5699. The next four years saw increasing tensions with Egelion until a final agreement was signed with the northern Kingdom in 5703 that established a long lasting armistice between the two empires. Kalistan left the agreement 21 years later, in 5725.

As things moved forward to the north, the situation in Gaduridos deteriorated rapidly. A new viceroy, Marisol Paz Alvarez-Navarro succeeded her mother, the former Viceroy Anantonia Alvarez-Urquizo, and to Gaduris, it appeared that Kaliburg was beginning to set up a hereditary succession scheme in Gaduridos aimed at making the Alvarez line, who were themselves the remnant of the Fourth Dynasty, as virtual monarchs while the actual Gaduri throne sat empty. An outraged Gaduridos then launched an unofficial work stoppage, aimed at crippling the Kalistani economy who was currently underwriting Gaduridos. Things got so bad that by 5705, Kalistan was ready to give the Gaduris what they wanted and cut them loose. Kalistani capital fled the country, selling off its assets at a loss, and more or less gutting the nation. The Empress could have prevented it, but she considered the loss of Gaduridos a personal issue, and spent the rest of her reign unwilling to reach out to the king when they were enthroned later in the century. Kalistan considered abandoning Bentasur, but later reconsidered, given its strategic importance to Fortress Kalistan. Instead a new Radar station was built on the base to replace the lost site on Marlingantos. The event, formally known as the Divorce, was completed in late 5706, and ended the Anantonese Empire in fact.

The loss of Gaduridos and the imminent return of Luncasi angered the Nationalist faction of the Institutional Party, and they very quickly asserted their power in the National Assembly: Upon the death of Orthodox Chancellor Reg Hanson in 5711, the Nationalists forced the nomination of the ultra-nationalist Melanie Alvarez-McLinn, who publicly aimed to pull the Empress to the Right on foreign affairs. She led the charge to keep Bentasur even though the rest of Gaduridos was lost to the Empire, and strongly supported other nationalists measures. The Chancellor also formally abolished factions within the Institutional Party, which had contended within the Party for about 25 years by this point. The move solidified Alvarez-McLinn's control over the Institutional Party.

The remaining major foreign policy affairs of the Empress' reign moved to a focus on fighting global pollution caused by fossil fuels and responding to a growing military alliance in Artania and Majatra. A Major bid to outright buy the recently discovered oil field in New Englia was defeated by capitalist forces with a very poorly executed extraction and transport deal signed with a number of parties that appeared to collapse immediately upon completion. Kalistan's investment went into the Green Terra Initiative, which has since had little interest. Luncasi has handed back peacefully to Kizenia in 5719, on schedule. Kalistan briefly waded into the internal affairs of Xsampa, backing the eventual historical loser, and damaging Kalistan's relations with the communist state, but also improved relations with Utaristan, securing rare earth elements, as well as a new source of diamonds.

Domestically, the Empress' administration was dominated by programs designed to strengthen Kalistan's infrastructure and open new sectors of production. Now housing initiatives, road repair and reconstruction, and rural health and education were promoted, demonstrating Carolina's strong commitment to ensuring that the benefits of Kalistani society were extended to as many people as possible. A major earthquake in Eveari destroyed much of the Imperial Town. Damage included the destruction of the Ananto Estate house and the Gem vault, and many of the facilities on the Estate had to be rebuilt along with much of the Southern part of the town. The Empress was so focused throughout her reign to make sure that Kalistanis were provided for that she earned the title "The Red Empress" early in her reign and kept it throughout the rest of her time on the Opium throne.

In 5723, the nationalist Chancellor was arrested on what has been described as operation of an independent prostitution ring out of her home. The charges were later commuted, following heavy intervention supporting the former Chancellor from the people that Kaliburg police counted as victims, and the Chancellor's orthodox replacement. The matter was resolved a few years later when Empress Carolina formally adopted Alvarez-McLinn into the royal family, making her Lady Melanie Ananto-McLinn, and putting her to work as head of House Ananto. The case of the Chancellor points to the Empress' personal philosophy of care.

Carolina was a philosopher Empress. She was deeply religious, a strong adherent of Brethrenism throughout her life. She was also an intellectual, publicly penning essays and delivering important policy speeches on philosophical topics. She was a very committed anti-liberal, highly critical of democracy and constitutionalism, and openly ultra-conservative when it came to the role of the Empress and the State in the lives of Kalistan's population. She was supported in this position by most of the people around her in Government, most importantly including Melanie Alvarez, who publicly disagreed with anything that sparked of moderation from the Crown, but who remained very influential in private. The Empress herself would not have needed any encouragement to remain conservative, but there was no active push to move her to a more progressive position, even after Alvarez McLinn left office.

She also selected a fellow intellectual as a husband, marrying a national go champion and instructor Elliot Rosenfeld, with whom she had three children. She promoted the expansion of Redn in the world, spoke Vrassan, Egelian, Canrillais, Valruzian, Dundorfic, and Redn by the end of her career. She is one of the only Kalistani Monarchs to study abroad, and one of the only to publish a peer reviewed article in a national journal. Learning was at the center of her personal life, and was strongly emphasized for her children. Her farewell speech, delivered ahead of her abdication focused on integrity and wisdom, two virtues Empress Carolina had long championed in her Empire. The Empress formally abdicated at 11:59:59 pm Kaliburg time in favor of her son, Emperor William II Ananto, and retired with the Prince Consort to her new home in Eveari.
