TOP SECRET – OPERATION DISUNITY

PRELIMINARY REPORT ON THE STATE OF THE NON-SOCIALIST OPPOSITION IN THE DEMOCRATIC REPUBLIC OF XSAMPA.

This preliminary report of the state of the opposition in the Xsampan Democratic Republic, hereby referred to as Xsampa aim at exploring the different pathways in which the Holy Luthori Empire, hereby referred to as Luthori could pin it in its overall opposition to the socialist regime in Metz-Leonid.

As it currently stands, there isn’t a unified “Xsampan opposition” to speak of, instead, the non-socialist opposition in Xsampa is bitterly divided among ideological, constitutional lines. Some are favourable to the return of the monarchy, some are favourable to a republic, others, on the fringe sections of said opposition are even promoting the formation of an absolute monarchy, Kalistani-style absolute monarchy.

The Imperial Foreign Intelligence Agency has monitored recent developments among opposition politics, and our assessment remains disappointing, we have observed that no opposition group is currently willing to put aside their differences to work with one another, furthermore, due to the Xsampan ‘socialist democracy’ being strengthened following the conclusion of the Custodian crisis [in which Luthori played a role in favour of weakening and ultimately aiming at dismantling Xsampan democracy – causing relations between Fort William and Metz-Leonid to dramatically worsen], the dominant mood among the opposition is largely apathetic to their prospect of ever successfully overthrowing the Xsampan government.

Furthermore, Xsampa’s internal security forces, while largely ignoring the threat posed by their non-socialist opposition can easily squash any attempt at growing any organisation without proper coordination between said organisations.

As of now, our report advises the Imperial Foreign Intelligence Agency, and by extension, His Majesty’s Government to engage in covert and subtle efforts to encourage deeper cooperation between opposition groups in Xsampa and encourage the unification of said unification groups under one banner.

Be it advised however, that said subtle efforts would likely take years and will require the full involvement of numerous agents. Mr. Longsmith, this isn’t merely a political work that we must complete, it’s also a human relations mission, as another advice would be to encourage the formation of links between the main non-socialist opposition leaders in Xsampa. 

As the Prime Minister requested during the last Imperial Defence Committee meeting, an additional file about Xsampa’s last remaining royal family has been added and tied to this document. As for our assessment about the Lhanamseng Dynasty, we can say that the former imperial family of Xsampa is at the image of the state of the Xsampan opposition, miserable.

The former imperial family, while never explicitly rich if we compare with other royal families such as the Orange-Villayn in Luthori and the Ananto in Kalistan, has fallen into some sort of “rich poverty”, in some sense, they are rich compared to the average Yingdalan, on the other hand, their wealth is pitiful and laughable compared to other royal families (ie. Bianjie) in Dovani.

The poor status of the Lhanamseng Dynasty has hampered its ability to federalise the different opposition groups under its banner, a sizeable part of the opposition proclaim itself as republican, as the low influence of the dynasty created a power vacuum that they aim to fill with the creation of a republic in Xsampa. This poor status also translates into a negligeable social and political influence within Xsampa, as seen during the last address to Xsampa from the claimant to the title of heir, a call which was largely ignored by the populace.

Advice would to slowly and steadily strengthen the dynasty’s image and credentials as a “unification base” for all opposition groups, with it backing specifically a form of constitutional monarchy as their preferred form of government, of course, such an explicit endorsement might unfazed far-right actors from further supporting the monarchist cause, although, it’s likely that unity against the socialists will make them begrudgingly carry on with their support.

To conclude this report, the state of the Xsampan opposition remains discouraging. Nonetheless, we have observed several paths in which His Majesty’s Government could involve itself to strengthen it.
