This Treaty, officially known as the Haniyaret (Yeudish: הניירת, transl. The Paperwork), henceforth referred to as Haniyaret and/or Paperwork, is a framework of diplomatic, commercial and trade relations between Signatory Nations and the Yeudi Diaspora and Amudim.

By ratification,

(1) UNDERSTAND that the Haniyaret is a continuation of the former Beiteynuese diplomatic and commercial treaties, following both the dissolution of the Homeland State of Beiteynu (8th Yeudi Homeland) in 5608 and the 5679 Shar-Mearvi Conference,

THUS,

(2) AGREE to,

1 - Recognise the sovereignty of Amudim and the City State of Tel Bira,
2 - Pursue resolving disputes via diplomacy on a promise of non-aggression,
3 - Uphold active communication channels with a clear exchange of information,
4 - Remain neutral in conflicts with other states unless stated by a different agreement,
5 - Respect the culture, heritage, religion, commerce, affiliations and relations of the Yeudi People,
6 - Establish embassies, appoint ambassadors and optional consulates in other cities

AND,

(3) AGREE to,

1 - Enable trade, commerce, economic partnerships and investments in the public and private sectors
2 - Provide ease of access and bureaucratic efficiency on all economic avenues
3 - Avoid imposing double taxation on common transactions
4 - Respect their businesses and entrepreneurs
5 - Impose minimum or no tariffs on products and services
6 - Respect any exclusions implemented to proviso (3.5)
7 - Recognise any potential preferential exports and imports on either end
8 - Enforce any requested trade limits for any industry, for whatever reason

(4) UNDERSTAND that Amudim, the City State of Tel Bira and the City State of Himmelshtern will reciprocate all aforementioned provisos under clauses (2) and (3),

(5) UNDERSTAND that the aforementioned provisos under clause (3) apply between them and Amudim, the City State of Tel Bira, the City State of Himmelshtern, and between them and private entities of the Yeudi Diaspora from other Signatory Nations of the Haniyaret,

THUS,

(6) RECOGNISE the Neset as the Yeudi Diaspora's and Amudim's global network of relations composed of several private and public entities, including various frameworks,

(7) RECOGNISE the, 

1 - Bankaut Integration Framework Initiative (BIFI), as the Neset's global banking framework,
2 - Vamaj Network, as the Neset's global oil and gas supply and distributor framework,
3 - Equifund, as the Neset's global defence manufacturing framework,
4 - Bannerpakt, as the Neset's global industrial framework of Narik & Darnussian origin

AND, 

(8) UNDERSTAND that the recognition of the Neset's aforementioned frameworks as part of the Haniyaret does not constitute their approval of, automatic entry, ratification or any other manner of support,

RECOGNISING the Union of Amudim and its City States of Tel Bira and Sholemberg and the Triad Republic of Narikaton, Darnussia and the Holy Land via its liaison office in the City of Himmelshtern as the adjusted authors of the former Beiteynuese diplomatic and commercial treaties,

This Amendment to the Haniyaret (Yeudish: הניירת, transl. The Paperwork) concerns the special clauses and provisos identified in the 5679 Shar-Mearvi Conference between the Democratic Republic of Xsampa and the City State of Tel Bira.

(2) UNDERSTAND that the Haniyaret requires the ratification of the Migrant Accords by Xsampa,

(3) UNDERSTAND that there will be extensive adjustments and limitations to clauses (3) and (5) concerning the Neset's activity in Xsampa,

(4) ACKNOWLEDGE Xsampa's opposition to the Vamaj Network,

(5) AGREE to establish special DMZs in southwest Amudim and reform the borders of Amudim's City States, as follows,



(6) AGREE to establish a 15-year administrative period of joint Xsampan and Narik and Darnussian supervision towards the complete de-armament of former Beiteynu's missile arsenal and any and all remaining nuclear weaponry installations,

(7) AGREE to exclude Rishon Le Hofesh from DMZ A to allow Xsampan military forces to participate in the 3rd Point Federation.

(4) UNDERSTAND that all Triad property rights within the Homeland States of Amudim are under the supervision and jurisdiction of the City State of Tel Bira and its government,

(5) UNDERSTAND that all meetings and decisions of the executive branch, including the direct and extended cabinet, of the Central Government of Amudim, are safeguarded by Jelbic intelligence,

THUS,

(6) AGREE to establish and operate Special Affairs Bureaus as integral parts of the Central Government of the Homeland States of Amudim, in Yishelem, for a period of no less than 50 years, with the explicit purpose of assisting in oversight under a transitional period,

AND,

(7) AGREE the transitional scope to be as follows,

1. Pontesian-Yeudi Special Affairs Bureau on regional defence and global commerce and trade, including but not limited to joint and equal endeavours in investments
   
2. Jelbic-Yeudi Special Affairs Bureau on regional diplomacy, defence and intelligence concerning the Migrant's Pass and any other subsequent Majatran-Artanian related agreements, the Jelbek Peninsula and West Majatra, including joint endeavours with the Pontesian-Yeudi Special Affairs Bureau
   
3. Triad-Yeudi Special Affairs Bureau on regional diplomacy, defence and intelligence concerning the Migrant's Pass and any other subsequent Majatran-Artanian related agreements
