Comrades! It's been a busy summer, and it's expected to not get more busier as the S Aurousseau Administration continues it's work. Between domestic reforms, infrastructure agendas and of course, Canton 14, there is quite a few to discuss today comrades.

PAX passes a unilateral ban on golf courses; Away with bourgeois and elitist influences creeping in.

Many sports are vital to a healthy society. But a sport that demands vast swathes of land, to be unused? That, is not a sport. It is a crime. As such, PAX has quickly passed a ban on golf courses, arguing that it violates the Land Value Tax. Whatever sparse golf courses exist in Xsampa will be demolished, and replaced with affordable housing, public spaces or whatever Local Committee's deem the land to be used for. Not only will this come with the benefit of more land being used for the public good or for ecological preservation, but it's an easy way to stick it to capitalist culture, wherever it may seep in.

Metz-Leonid Local Committee announces intents to create a new airport; Development never ceases.

As it stands, international travel to Metz-Leonid is a bit fuzzy. Not only do you have to be from an allied or friendly state to visit Xsampa, but if you wish to visit Metz-Leonid, then you'll need to arrive in Metz-Leonid International Airport, which is only one airport. No surprise there. The issue however, is of course, the fact that not everyone can fit there. We saw this issue during the Tricentennial in 5674, and it seems the Local Committee of Metz-Leonid is looking to change this, announcing plans to construct a new airport, the Dorji International Airport, which will be able to handle more traffic. Construction is expected to start later this year and is anticipated to be completed in around late 5682 or early 5683. The endless push for development never ends, it seems.

Provisional People's Committee of the Fourteenth Canton continues cooperation with Local Authorities; Building up institutions.

Canton 14 remains incredibly controversial, and even with the CPX wanting to push the Canton towards independence in the future, there is still always work to be done. Today, the Provisional People's Committee of the Fourteenth Canton has announced the creation of several new programs, to foster cooperation with Local Authorities and to ensure stability in the region. 

First and foremost, a relations campaign. It's no secret that Xsampans and Yeudis have had a very tense history. This effort is looking to reduce that tension, and at least build up the infrastructure needed for a cordial future between the two people. The People's Committee of Information has been hard at work managing media campaigns to attempt to improve relations, working with the People's Committee of Revolutionary Culture. Furthermore, the creation of a Provisional Assembly. This provisional assembly will consist of non partisan individuals who can effectively govern the region until democratization efforts are deemed suitable. However, party membership has not been extended to any residents within Canton 14 from any party in the rest of Xsampa, with the argument going that once the democratization phase occurs, Canton 14 will be given the right to its own unique political parties. Finally, a basic job corps. People with good paying jobs are people who don't rebel. An offshoot of the Xsampan Job Corps, the 14th Canton Job Corps has been created, and will be responsible for employing individuals in Canton 14 to work on infrastructure maintenance, expansions and the like.

During times of readjustment, new friends always emerge. In this case, Nadiya. In recent times, we've seen the establishment of a trade deal in which Xsampa will sell gems and EVs to Nadiya, in exchange for aluminum purchases and of course, money. However, it seems that our friends in Nadiya are not friends, but comrades. This week, the People's Committee of Foreign Affairs has announced that the Democratic Republic of Xsampa and the Nadiyan Confederation have signed another trade deal, the Treaty of Zarvosopol.

For starters, the first thing established is an oil deal. Of course, a large majority of vehicles in Xsampa are electric, but it never hurts to have a source of oil. While previously, we imported oil from Noumonde, it's usually unreliable to rely on one provider, and with the reserves they Nadiya has, it's simply a no brainer. This means Nadiya gets money, and we get a new supplier of oil. What does this mean domestically? Well, comrades, we can benefit from a stronger supply of petrochemicals which can allow us to turn said petrochemical into more useful goods such as pharmaceuticals, domestic petrochemical goods (such as plastics and resins), as well as expanding emergency reserves. A win win. And more goods for us to produce means more to export.

Next, in a rather shocking move, Nadiya has opened the floodgates for Xsampan goods to be purchased. Whether it be solar panels, strawberries, lasers, jewelry, semiconductors, textiles, lumber, and all the like. So, this means that Nadiya will be a consistent buyer of Xsampan goods. This guarantees a relatively steady avenue of income, as well as keeps demand high, which incentives more production back home in Xsampa. This effectively solidifies Nadiya as a trading partner for Xsampa, and Xsampa as a trading partner for Nadiya. 

Finally, Nadiya has agreed to participate in the New Hope Initiative. As such, Xsampa will invest into the the construction of modular factories (as seen on Xsampa) in Nadiya, work with employing Nadiyans first, as well as directly fund the construction of infrastructure initiatives in Nadiya, such as ports, roads and highways/railways. Furthermore, technicians and teachers will be sent to help in training the Nadiyan workforce. The clause of renewable energy has been scrapped for Nadiya as Nadiya, being a major oil producer already has full energy sovereignty.

So. This is a major win for both countries. The Xsampan trade volume expands, and demand for our ethically made goods rise, and Nadiya gets goods, investments and gets to sell it's oil. The relationship between Xsampa and Nadiya may be unique, but may the proletariat of Xsampa and Nadiya never be divided.

Trade deal with Dundorf signed; Expanding trade horizons

It seems the S Aurousseau Administration is looking to drastically expand the Xsampan trade volume, and especially with allied states. Dundorf, for example has been a long time friendly state to Xsampa, for nearly 200 years. As such, it's been little surprise that relations would be depended with the establishment of a new trade deal. This week, the People's Committee of Foreign Affairs has formally announced the signature of a trade deal between the Democratic Republic of Xsampa and the Federal Republic of Dundorf.

First things first, Xsampa shall purchase a mix of silver and copper from Dundorf, computer and other assorted yet related technology, and chocolate. In exchange, Dundorf will purchase from Xsampa, lumber, textiles (including clothes), and semiconductors. First and foremost, not only does this mean relations with Dundorf are deepened, but it especially means that that new resources can find a hole in Xsampa. For example, chocolate is something that Xsampa doesn't grow, so having chocolate from Dundorf is always a win in terms of luxury. Furthermore, silver and copper will help in refining it and selling it to the world at large. A win for the workshop. Finally, technology, or rather computer technology. This not only benefits the states R&D as computers are essential but it also benefits the civilian sector as Dundorfian technology is especially high quality. 

For Dundorf however, they can benefit immensely from having semiconductors, which will help them in their own domestic production of EVs. This is a win since not only is helping our friends abroad a good thing, but this ensures that the Dundorfian EV industry can adequately compete and competition is the best driver for equity. Two wins in one. 

Ultimately, this trade deal is a win for both countries. While we can't speak for Dundorf, we can speak for ourselves. And this is certainly going to be a positive. Not only does our trade volume continue to expand and be diversified, but it also gives new luxury goods to Xsampans as well as new natural resources for the manufacturing sector which will especially be happy with the supply of silver and copper.

Socialist Entrepreneur Regulations Act (SERA) passes PAX; Further improvements and modernizations of Market Socialism.

If there is one thing that this administration has proven, it's that market socialism is something that must be continual modernized and evolving. Today, PAX has passed the Socialist Entrepreneur Regulations Act (SERA), which is looking to empower the proletariat further and grant the people more representation in the socialist economy.

First things first. The SERA Act looks to properly define what a Socialist Entrepreneur is. As such, in accordance with the SERA Act, a Socialist Entrepreneur is defined as, a cooperative initiator, whether collective or individual, or organizer of production who organize and manage the means of production, whether under collective or cooperative ownership. In laymen's terms, this essentially is a legal category. While red reactionaries may call it an endorsement of the petite bourgeoisie, remember that red reactionaries would seek to bring down the liberation of the proletariat to fit their own agenda. Whatever the case, this will surely give more legal ground to making Market Socialism, and the economy more democratic.

Now, if there's one thing that many Xsampans are aware of, enough to joke about, it's the bureaucracy that comes with our socialism. It's often joked that you need a permit to obtain a permit. For many Worker Co-operatives and Social Enterprises, they often have to go through tremendous amounts of paperwork and legal requirements to operate. Today, the SERA Act will look to make it easier. The People's Committee of Economic Management will now begin distributing a Cooperative Startup Licence, which will allow for the quick formation of a Social Enterprise to operate within the wider Xsampan Market. The CSL will largely be focused on small collectives first and foremost to encourage democracy in the wider economy. Alongside this, a five year development charter, which will allow cooperatives who apply for it, and receive it, to reinvest 100% of their surplus earnings tax free. Of course, the caveat is that they must actually meet social targets, whether that be employment, sustainability, ethicality, or fair wages. Finally, a Public Cooperative Fund, which will match initial contributions of capital from members of said Worker Co-operatives or Social Enterprises. The goal will be to encourage Entrepreneurship at a community level, not just an individual level.

Next, SERA looks to properly define the ever present question of Market Socialism. How do you actually prevent capitalism from creeping in domestically beyond screaming about it? SERA looks to answer that by tackling the question of profit surplus. Sure, we can prevent it entirely but often working for the collective good isn't enough of an incentive for everyone. It's utopian to expect that and while we can always strive to one day achieve that, we must be mindful of present realities. As such, a three tiered system will be introduced regarding how profit surplus will be handled. One, it can be reinvested into the community, around 40% via the Collective Fund (warm reminder that for our foreign readers, this percentage can jump to 60% for foreign Social Enterprises). Surplus profits can be reinvested into the Social Enterprise/Co-operative, or community projects. Next, it could also be reinvested into the worker dividend, also 40%. This would include equally distributing surplus to all workers of the Co-operative/Social Enterprise. Finally, an innovation bonus at 20%, which can go to founding members, but is annually capped to prevent hoarding.

Finally, the creation of the Socialist Innovation Bank, which will focus on ensuring that the state can provide capital for innovation. The SIB will be semi-autonomous, but managed by the People's Committee of Financial Management. SIB will provide low interest loans to Worker Co-operatives, and Social Enterprises, both domestic and foreign, reward Social Enterprises for achieving ethical milestones (such as sustainable standards, equity in pay, community reinvestment, and a commitment to socialism), and coordinate with Local Committee's to identify development priorities. 

The SERA Act does a lot to refine Market Socialism, and this administration will likely continue refining it, enhancing it and further democratizing the system.

Despite the actions of the Passereau Administration and the controversial Mearvi-Shar Conference, Egelion is still widely favoured by many Xsampans, as an ally and as a buyer. Today, the People's Committee of Foreign Affairs has confirmed the expansion of a trade deal with Egelion. Jewelry exports to Egelion will be increased, as well as the inclusion of silicon trade, and more diamonds. Of course, Egelion will be purchasing this so it's a win win. They continue to maintain their supply of jewelry and diamonds, and receive a new source of silicon, and we get money for continued self reinvestment. A win win.

Of course, the S Aurousseau Administration is well aware that the Passereau Administrations actions did considerable damage to Egelian-Xsampan relations, and that while things are mostly smoothed over and calmed down now, the S Aurousseau Administration isn't expecting Egelion to forget so easily. Whatever the case, expanding economic ties with Egelion is surely something that will benefit both parties.

With Alter-Globalism becoming increasingly predominant in the S Aurousseau Administration, it's clear that expanding trade with the world is something that must also include current allies. But, one does have to ask the question of whether Alter-Globalism will ensure Xsampa thrives or not.

Luthori is an interesting nation. But one that Xsampa is no stranger to. Despite their domestic anti-communist sentiment, Luthori has shown itself to be capable of pragmatic governing and even cordial relations with Xsampa in the past. Something that continues to this very day. As such, today, the People's Committee of Foreign Affairs has announced the signature of a trade deal with Luthori. Luthori will buy laser technology, diamonds, sulfur and silicon from Xsampa.

What they do with this, is entirely up to Luthori, but what Xsampa gets from this is pretty obvious. Money. Money that we can use to continue self investment, both into the manufacturing sector, Tsokling expansions, tackling the deficit or generally focusing on improving the country. Not only does this deal provide that, but ensures that relations will remain cordial or warm at the very least with Luthori. Nothing brings countries together like mutual trade. As such, it's expected to be a win win of a deal.

However, with the trade volume of Xsampa drastically expanding once again this year and last year, talks have emerged in PAX regarding a proper reform to the People's Committee of Trade Management, especially since as the Xsampan trade volume expands, this indirectly brings traffic to the Sovereign Sea. And ensuring trade traffic in the Sovereign Sea is managed, safe and protected not only benefits the world economy, but it benefits Xsampa too. Whatever the case, it seems trade with Artania is slowly expanding once again, which is always a net win.

Canton 14 in chaos as protests escalate into riots; Comrade Tinley urges protestors to return home.

The cities of Rishon Le Hofesh and Tel Bidzhan have returned to looking like warzones today as protests erupted and escalated into mindless riots. Local police forces were unable to contain the unjust unrest directed at the provisional authorities. Provisional Commissar of the Fourteenth Canton, Comrade Tinley, has been in direct contact with Metz-Leonid to report the ongoing struggles and is reportedly at the frontlines to calm the people of Canton 14. The Yeudi comrades have been troubled with the leadership swap organised by the Shar-Mearvi Conference even with attempts to set up a true democratic system.

Local authorities, under the guidance of Comrade Tinley, have been hard at work to improve the living standards left behind by the neglectful rule of the Nisrad. New schools, parks, state-owned shops, and a liberalisation of the business license program have seen a flourishing time in Canton 14. Nonetheless, unrest persisted as local inhabitants struggle to accept Xsampan control of their land. Protests have not been unheard of in recent months, and are allowed by local law as it is the right of every comrade to express their apparent discontent.

This situation escalated today as two large protests turned into riots and looting. Local protestors approached the main squares of the cities of Rishon Le Hofesh and Tel Bidzhan with clear aggressive intent. The crowds in both cities rapidly advanced forwards, as if escalation had always been their main agenda. Local police forces were attacked and forced to retaliate against the brutal strikes they endured from anti-peace agitators. The chaos of the protests encouraged crowds of criminals to turn to looting, while local police battled aggressive protestors they smashed windows and emptied stores. Provisional Commissar Tinley has condemned these actions: "It is shameful, truly shameful, we are here to establish peace, prosperity, and Yeudi self-rule and in return we get violence, theft, and anarchy."

The escalation of protests in Canton 14 have sparked debates in Xsampa on whether Public Security should be deployed to the foreign part of the nation. Critics call it an unnecessary escalation, while supporters insist it is necessary to bring order and peace to the new part of Xsampa.

Trade Reforms and safeguarding the Sovereign Sea; A slowly rising region.

With Alter-Globalism becoming more and more prominent in Xsampa, so too does the need to enact trade reform. In a Xsampa that's becoming more connected to the world, the need for making trade more flexible and easier to manage has become apparent. Today, those reforms have come as the People's Committee of Trade Management has undergone a series of reforms.

For starters, the PCTM will be remodeled to take inspiration from the People's Committee of Economic Management, with a focus on guiding and planning trade development. Furthermore, a reform to trade strategy, with a focus on trying to forecast trade trends, negotiate tariffs (including tariff reforms which will be discussed later), and even multi year trade corridors (essentially simplifying trade into a continent by continent basis). Furthermore, the PCTM will see a new Sub-Committee, the Export Oversight Committee, which will ensure exports don't violate ethical, environmental or labour laws. Next, a rather big reform, the creation of another Sub-Committee, the Sovereign Sea Administrative Committee, which will focus on maritime security in the Sovereign Sea, customs flow, and cooperate heavily with the People's Committee of Infrastructure Development to ensure trade to and from the Sovereign Sea has the necessary infrastructure to thrive. Finally, branches of the PCTM in every port city to manage local export contracts, shipping permits, and dock management.

But the biggest reforms relate to the Sovereign Sea. It is the lifeblood of trade for Xsampa and other Dovani nations, as well as vital for all nations within the Sea of Carina. As such, the Sovereign Sea Navigation Authority will be created, which will work with the PCTM (and be under the People's Committee of the Interior) to coordinate all maritime policy. Furthermore, the creation of unified port codes, which will ensure standardized docking fees, inspection processes and environmental regulations across all ports in Xsampa. Alongside this, heavy investments will begin on expanding ports alongst the coastline, especially in Gramdkarpo however, with a focus on deepening harbours, expanding multi model transportation links, modernizing cranes, and adding repair docks. The goal is to ensure that the Sovereign Sea becomes a valuable trade hub, a safe one at that. Not only that, but it will allow Xsampa to ensure that the Sovereign Sea is a place of fair and honest trade.

Now, we mentioned tariff reforms earlier. This is where that tiered system comes into play. For allied states, or socialist countries, they'll find themselves with little to no tariffs as Tier One. They'll also receive priority in shipping lanes, and expanded trade freedom. In Tier Two, will be any state that isn't deemed a hostile state. Here, trade will be monitored for safety reasons, case by case approval, and some product limits (especially in strategic goods). Finally, Tier Three which is strictly for hostile states, in which a total embargo will occur and only limited humanitarian aid will be allowed through. Each trade deal will be reviewed not on ideology, but on practicality, fairness and reciprocity. 

But comrade, you ask, wouldn't it be too slow to be worth it if every trade deal must be reviewed gonna case by case basis? Yes! You're absolutely right. It would be. That, is why the PCTM is looking to create an army of bureaucrats. A digital ledger system will be created, to replace paper records, adequately track shipments, tariffs, and payments securely. Furthermore, green lanes will be created, which will be faster customs for nations that meet ethical standards (such as labour or environmental standards). The goal of green lanes is to reward humanitarianism abroad whilst still respecting those who don't wish to do so. 

The Sovereign Sea is a valuable sea, and one that is seeing more traffic as Xsampa expands Alter-Globalism. It would be insane not to do anything to ensure the best possible conditions in the region. While so far, there's nothing confirmed about a potential Sovereign Sea Accords to create a unified platform for all nations along the Sovereign Sea, for now, this is likely to be a good start.

Canton 14. The West Bank. For some Xsampans, it's a bomb waiting to explode. For others, a burden. For some, an experiment. But one thing all Xsampans can agree on, is that it's a situation that is delicate. The riots last year certainly cemented concern in the region and with the creation of the Special Autonomous Canton of the West Bank being created earlier this year via Revolutionary Order, it became clear that the status quo was untenable. This week however, it seems the S Aurousseau Administration is looking to shake things up with two major developments.

First and foremost, an economic plan for the region. Due to the distance, Canton 14 (The PCI has been requested to refer to the Canton as the West Bank) is largely disconnected and reliant on its own power grid. As such, a plan has been drafted to utilize the local environment and give the West Bank energy sovereignty, both for practical means and ideally for it's independence in the future. As such, efforts have begun on the construction of Wind Turbines within the mountain range to get the best usage. Not only will this employ local Yeudis, but long term, this will create a proper energy grid that is both sustainable for energy sovereignty, but also score some points in being ethical. A win win for everyone. Minus the coal producers abroad and oil tycoons abroad.

Next, and perhaps most controversially have been political pluralism in the West Bank. While obviously pluralism by itself isn't bad, because of the constitutional limbo that is a Special Autonomous Canton, this technically means that bourgeois party's can operate in the West Bank. Albeit, they do need to fly the banner of socialism but their commitment to it is questionable. Whatever the case, the Provisional Committee for the Fourteenth Canton has been dissolved and in its place, the People's Assembly of the West Bank (PAWB) has been established. Elections will be organized for November of this year.

As for the political parties formulating, so far three major party's have formed. First and foremost, the Working Families Party, which is largely a centrist populist party focusing on local issues. Middle of the road effectively. Legally it is operating under Centrist Metzism, but in reality, it's effectively centrism. Moving on, the Independent Labour Party of the West Bank, focusing on "Socialism with Yeudi Characteristics" and civic nationalism. The ILPWB is, while legally a socialist party, effectively a social democratic party in all but name. Finally, the socially liberal Democratic Action Party. It's about as right wing as you can currently get in the West Bank, but there's an expectation that more bourgeois party's will form.

As all party's look to campaign and the People's Electoral Committee opens registration for more party's, the November West Bank elections will certainly be something. Whatever the case, the victor will be given the responsibility to govern and nominate their own Representative of the West Bank. Because of the unique circumstances, Local Committee's and Regional Committee's will remain but the People's Assembly of the West Bank will nominate and elect a Representative of the West Bank instead of sending a representative to PAX itself. A Special Autonomous Canton will certainly have special rights. 

Domestically, this is controversial and it seems even the S Aurousseau Administration agrees, looking to work with PAX on limiting when a Special Autonomous Canton can be declared, and that it can only be declared in under extraordinary circumstances and cannot be declared within Xsampa proper. Given the circumstances, it is a tough situation but one that is necessary.
