We understand you have been sent here by His Imperial Majesty to achieve an promising agreement for the empire, but instead we are receiving nothing but nonsensical claims of aggression and imperialist posturing despite having clearly stated our intentions and provided safeguards, not including the Kizenian government-in-exile, who themselves have also stated their terms for their own peoples. We do agree there is common ground for all of us here--and Altea is only focused on that for the time being--not nationalistic rants at a time for peace. We will lay out the details as demanded by the Kizenian government and of our previous negotiations:

• The self-determination of the Kizenian people to choose their form of government.
  
• A full departure of Kalistani, Egelian, and Nadiyan forces.
  
• The liberation and guarantee of the southern cities of Luncasi and Deltabor.
  
• The official annexation of the Crownlands of Zyldavia to Egelion.
  
• A full departure of Nadiyan political influence from Kizenia.
  

We open our thoughts to the representatives from Kizenia. As soon as we can all reach an agreement on this front, we can prepare and assist the Kizenian government with their future election or choice of government.

It goes without saying that the junta left the entire region in a precaution situation. Fortunately, compromises exist and can occur. I believe what's certain is a monarchy will be restored in NEK. This is a no brainer. Due to current circumstances, the Regency will need to be restored. There, the Regency Council will ideally determine the future of monarchism in NEK. I believe this would resolve concerns over our people deciding the future, would it not?

Respectfully, as Egelion has reiterated the terms they came into the discussion with, which we understood the first time they publicized them in the paper, and are representing those terms as a fait accompli which we all must simply accept, we will do the same thing and reiterate the terms we came into this conference with:

Kalistan will depart the country and will hand the territory we currently provide security for to a properly constituted Kizenian Government which is sovereign and independent.

This takes the issue of Zyldavia off the table, as from Kalistan's perspective, that appears to be noncontroversial. And quite frankly, we feel this sets an excellent precedent for Kalistan's own pursuit of our historical claims. We consider this a gain for Kalistan as well, because we will always be able to point to the reintegration of Zyldavia back to Egelion in our own relations going forward.

It also takes the full and complete self-determination issue of Kizenia and New Endralon off the table. I don't think anyone here disputes that this is and should be the goal of this conference. But it also incurs a responsibility upon all of us to ensure that it is true self-determination, not one that is dictated by the interests of a rapidly expanding continental political system driven from Altea and relying on an eagerly-compliant Kizenian government.

It does however leave the issue of an Egelian guarantee of the Southern Coast on the table. That is certainly controversial. And it is an issue The Empire of Ananto and Kalistan cannot nor will not concede to. Currently that guarantee is in place under Kalistani arms--We don't need Egelion to guarantee something we currently guarantee ourselves. And it will remain so until that point is abandoned by Egelion.

It is not impossible for Egelion to see success in this conference and ensure that Kalistani security is part of that consideration. It is not an either or proposition. There is still overlapping interests here that all can agree upon. But the one thing Kalistan cannot negotiate over is security in the part of our globe which is washed by the Anantonese Ocean. We have a balance in the status quo ex ante. The recent proposal by the Royal Councilor unbalances that in point 3, as stated, and that language is the source of our objection.

We do believe in the liberation and guarantee of the Southern Cities. We expect that at the conclusion of this conference both Kalistani and Egelian forces would leave the southern cities to remain, in fact, free. Our point remains that they remain a liberated area but also one that is safe from external threats. Our point is not so much for them to be guaranteed by Egelion only or Kalistan only, but for them do be safe to be truly free.

We would like our concerns, and the terms of our prior informal agreement, acknowledged in the final language of this treaty so that we may accept the terms we agreed upon and begin returning Kalistani troops to their barracks. It's a small ask, and this doesn't necessarily need to be the end of cooperation.

Domestic politics being what they are, the tide is turning against extended occupation back in the Empire. We ask the commission to allow us the opportunity to depart in dignity, with our security concerns acknowledged in writing.

With this language, our objections are resolved.

With the full authority of Their Imperial Majesties as their direct representative to this Conference, I will affix my signature as their proxy, and add a signing statement which lays out a timeline for our withdrawal, to which we are thus committed:

1. We will begin a phased withdrawal in proportion to the standing up of the Kizenian Government, to ensure that there is not a vacuum in the interim. We look forward to meeting with Kizenian National Officials post haste to turn over our security points and regressing toward the Port Facilities in Luncasi.

2a. The municipal Governments of both Luncasi and Delatbor are already in the hands of local Kizenian civilian authority, as they have been since Kalistan's arrival, none of whom were associated with the former dictatorship. They maintain full authority, as quasi sovereign entities, and their relationship to the national government will need to be worked out between them and the incoming Central Government.

2b. Both municipalities have been granted civil authority over the respective unincorporated territory between them, on the south side of the mountains to the shore of the Anantonese Ocean.

2c. They also control their own police and local militias, which were stood up so that Kalistani Regulars would stay at bases in the countryside and not bother the citizens of either city.

3. Kalistan will maintain a nominal presence at the Port facilities until the final lease is negotiated, included a Status of Forces Agreement. While this is being negotiated, Kalistani regular engineers will begin constructing temporary barrack and headquarters facilities to transform the newly constructed portion of the port into a naval supply and logistics outpost.

We will standby for communications with the Kizenian provisional authority.

We officially declare an end to the Kerisian War and a beginning to a sovereign, independent and liberated New Endralon.

With this agreement, we usher in an era of peace, cooperation, and stability in our region.
