Second Five Year Plan begins; Continuing to build up the Tripartite Economy.

The first Five Year Plan was focused on simply stopping the bleeding that was post war NEKK. Get people into basic jobs, get the economy circulating, and rebuild basic industries. It's safe to say, economic recovery is looking possible. As such, the Enescu Government has decreed the start of the second Five Year Plan, which will focus on expanding established industries, promoting economic growth and continuing economic development in alignment with national and political goals. So what will the second Five Year Plan entail?

First things first, a general expansion of basic industries. Sawmills will be expanded to ensure production of plywood, furniture and paper. Furthermore, Alumina refineries will be expanded, and efforts will be made to establish domestic production of refined aluminum, even if in a basic form. Alongside that, expanding the silicon industry and starting production of low end electronics (while high end could be produced, there simply isn't the educated workforce for it at the moment). Finally, coal will be expanded to begin small scale production of domestic steel.

This'll not only increase job diversity and help industries grow, but it'll expand the internal market and begin creating the necessary technical expertise needed in the future. Alongside this, the Agriculture Question. While exports are coming in from Nadiya, which has been a very welcomed form of assistance, trying to establish a basic agricultural industry would help out to prevent total reliance. As such, this is where greenhouses will be vital. If we can't rely on the land for agriculture, we'll need to rely on ingenuity. Because this limits the amount of crops we can produce, we'll also need to bite the proverbial bullet and begin farming hardy crops that can survive the climate, even if it's during the summer, such as carrots and turnips. Alongside this, fisheries will be invaluable. And need to be expanded across the country.

To ensure adequate power, as stated earlier, coal mines will need to be expanded. Both to provide jobs and meet demand. Rail projects will need to be expanded to coal producing communities to ensure a quick transfer of coal to power plants. Finally, to align with the goals of the CPTK, the Federal Government will begin introducing small scale credit and banking programs for entrepreneurs to begin building up a proper middle class and ensure a smooth, responsible transition to a capitalist market economy.

Financial reforms begin; Preparing for the transition towards capitalism.

The transition away from a Dirigsme Economy towards capitalism must be careful. Radical economic changes are privy to radicalism and instability. Something that the Tripartite Kingdoms cannot afford. As such, the first step is building up the backbone of capitalism. A financial sector. Even if it isn't first class, it's a foundation that's needed. The Second Five Year Plan is expanding industries, and firms will need loans, a middle class can't be built without credit institutions, foreign investors, when the time comes, will need financial stability, and a unified financial position will be imperative for the Tripartite Kingdoms.

As such, the Central Bank of the Federal Government will be restored and empowered. It'll hold centralized control over currency, interest rates and monitor for inflation. Alongside this, regulatory departments will be needed. Departments that supervise banking, handle payment systems, prevent money laundering, and ensure financial stability. 

For other banks, new ones will be needed to replace what can't be already modernized. Mandatory external audits will be ran on all banks, alongside capital adequacy assessments. Whatever is unable to be modernized will be liquidated.  Furthermore, independent banks will be allowed to form, albeit with tight licensing requirements for the time being. A state development bank will also be created with a focus on internal industries, such as Steel, Aluminium, Greenhouse Agriculture, and Low End Electronics. 

And credit. Credit is vital to the establishment of a middle class. As such, small business loans will be offered at low interest rates to promote businesses, help local economies and begin building a middle class. Alongside this, microcredit programs for rural communities and industrial credit lines for industries that are the key focus of the Second Five Year Plan. Furthermore, a national credit registry will be established to ensure adequate record keeping.

While the country isn't ready for a stock market, steps can be made to build the scaffolding. As such, regulations will be imposed to prepare corporate reporting standards, anti fraud regulations, and disclosure rules. 

The goal is to prepare for the transition to capitalism by building the skeleton of capitalism, before building the nervous system. The transition must be smooth, clean and responsible. And the transition to capitalism will be vital for the transition to a Constitutional Democracy.

Media liberalization begins; Slowly freeing the press.

Media is a very fickle thing. It can sway the masses, or inform the masses. For the Tripartite Kingdoms, it's been under state control for quite some time. However, a healthy democratic society cannot thrive without freedom of the press. That only invites stagnation, corruption, nepotism and abuse. No democracy can survive that. Tutelage-Stability will require the foundations of the Press to be built upon. As such, the Enescu Government is seeking to begin liberalization of the media. While restrictions will remain until Tutelage-Openness occurs, the foundation will be vital. 

As such, local newspapers, and regional periodicals will be eligible for license applications, with priority given to those that inform the values of what is needed for Constitutional Democracy. Dissenting media will also be tolerated, but secessionist media will remain strictly prohibited. Alongside this, a public broadcasting station will be established, the Federal News Network, which will focus on providing unbiased information. Private media will be allowed to operate but with content reviews. The Enescu Government has also set out on encouraging the private sector to join the public sector in standardizing training for journalists and reporters, in an effort to prevent a sensationalist media, promote media neutrality, and ethicality. The Ministry of Media and Information will also establish guidelines for rejected licenses, repercussions for promoting fake news, the protection of sources and the like.

The goal is to ensure that the media is responsible and assists in the transition towards Constitutional Democracy. A chaotic media environment invites extremism, whilst a calm one invites debate, centrism and stability. It's clear which the Enescu Government favours. While restrictions will still remain until Tutelage-Openness occurs, this is a relatively big step forward for liberalizations. A vital step especially.

Industrial expansions begin; Building up the heart of the Tripartite Economy.

For any state to thrive, whether autocratic, or democratic, republican or monarchist, capitalist or socialist, an industrialized economy is needed. For the Tripartite Kingdoms, the Five Year Plan set out on a basic industrial sector being established. The Second Five Year Plan looks to continue this. However, thanks to generous support from Nadiya and Egelion, there is room for more improvements. Instead of waiting for the Second Five Year Plan to produce results, why not run a specialized industrial program to go hand in hand with it? That is what the Enescu Government is thinking, looking to begin hefty investments into heavy industry.

As such, the first step is boosting the steel industry. Without it, any modern economy is nothing more than a pipedream. Coal will need to be expanded to accommodate for increased demand of steel. To handle the steel, and ensure that while the economy transitions towards more free market capitalism, the state will still need a guiding hand in key industries, a state owned enterprise will be created. Tripartite United Steel Corporation. It'll have to compete with the private sector, but this will ensure a stable source for steel. 

Whatever the case, coal mines will receive funds for modernization to improve their efficiency, and workforce training programs will begin for FJC workers to transition them into permanent long time careers in the steel industry, such as metallurgists and furnace technicians, as well as the establishment of credit lines for steel adjacent industries. This will be invaluable to building up the steel industry. Furthermore, however, heavy industry requires more than steel. This is where the next relatively abundant resource, aluminum comes in. With few aluminum refineries, they will need to be drastically expanded. Alumina refineries themselves will be expanded, and beyond developing small scale smelting. 

To ensure a sustainable industry, the National Federal Technical Institute System will be created. The NFTIS will focus strictly on educating workers, getting them trained and handling training programs. A great economy cannot be achieved without an educated workforce. The goal will be 2 to 3 year training programs to ensure that the workforce is fully trained and ready for a growing economy. And a good economy that grows will be vital to Constitutional Democracy.

Industrial diversification to begin; Building up a modern economy.

Any good economy that is healthy and worth it's weight is diverse. No country sets out to target a specific good and divert their entire economy towards that. No one sane at least. For the Tripartite Kingdoms, that cannot be allowed. A diverse economy is not only healthy, but vital for long term economic security. As the steel industries continue to grow, we cannot grow complacent and look for the trees instead of the horizon. That is why the Enescu Government is looking to continue industrial expansions and especially diversification to ensure the Second Five Year Plan is adequate.

As such, new focus areas will be needed to ensure growth. Beyond steel that is. And it involves taking advantage of silicon even more. While high end technology is out of the question, low end technology is still very much possible, and must be more effective. Whether it be electrical appliances for basic home or industrial use, automotive parts, construction parts and chemicals, these will be invaluable towards transition towards mid end tech. Plus it helps the domestic market with having consumer goods widely available. To encourage private interests, credit lines will be offered for private firms to start construction of the necessary facilities that are related to the aforementioned. 

For electronics specifically however, there is more potential. Radios and other small appliances and basic industrial electronics are worth investing into. To ensure development here occurs without major state involvement, the NFTIS will offer apprenticeship programs in electronics and mechanical engineering, and domestic entrepreneurship will be encouraged via microcredit plans. To actually ensure that there is Efficiency, these industries will be clustered, with the electronic industry being clustered near silicon, and appliances being near steel and aluminum. Tax breaks will be offered to private firms that locate themselves in these clusters.

The goal is to ensure the economy is efficient, and diverse. Otherwise the economy will grow stagnant, and threaten the stability of the Tripartite Kingdoms. Something that cannot be allowed. And by expanding more jobs, it allows for more cooperation with nations such as Nadiya, who are willing to assist NEKK phase out coal power for oil based power, and more jobs will ensure that coal workers aren't abandoned.

Formalization of Labour Rights; Preparations for Tutelage-Openness

Labour rights is an unending question that every state inevitably has to answer, whether willingly or not. For the Tripartite Kingdoms, however, labour is something that can be beneficial if managed well, or disastrous if mishandled. That is why, instead of waiting for it to manifest itself into radicalism once Constitutional Democracy is reached, the CPTK is looking to tame it now. Make no mistake, the CPTK is against extremism, left and right. This by nature, makes it against the ideals of communism and socialism. However, the CPTK is not dogmatic. Outright suppressing labour is a gift for radicals.

As such, the key guidelines must be established. One, workers are participants in the economy. Not rulers. Two, employers are engines of growth, not untouchable kings. Three, the state is the final arbiter, not a neutral bystander. These are the guidelines that must guide how labour is managed. As such, labour unions will be allowed to legally organize and operate now, however in a limited capacity until Constitutional Democracy. No Union may be political affiliated, ideological or cross sector. What is allowed, is sector based unions, and professional associations. Each union will be required to register with the Federal Labour Commission, and until Tutelage-Openness, leadership will be vetted for extremism. Financial transparency will also be mandatory. 

Furthermore, collective bargaining will be allowed, however, negotiations must occur at an enterprise level, sectoral agreements will be encouraged, but not mandated, and Federal Mediation is mandatory before any escalations could occur. Critical infrastructure may not be shut down, wildcat strikes will not be legalized, and political demands will not be tolerated. As for strikes themselves, they will be legalized, albeit with a few caveats. They will have a mandatory cooling off period, to ensure negotiations come first instead of strikes, require prior arbitration to have been attempted first, and a time limited authorization. The energy sector and rail sector will be forbidden from striking, but will be compensated with an increased wage. 

Labour laws will be established, guaranteeing maximum worker hours, mandatory rest days, basic injury compensation, and safety codes in the workplace. Each Kingdom will also begin the formation of proper labour courts to resolve any future labour disputes. Extreme restrictions on unions and labour will be lifted once Tutelage-Openness occurs however, the CPTK will likely keep moderate to low restrictions to ensure economic stability during the transition to Constitutional Democracy. And speaking of Tutelage-Openness, the Enescu Government has confirmed that due to stability and a growing economy, the political situation is adequately calm enough for Tutelage-Openness to be considered and likely applicable in the very near future. The Tripartite Kingdoms is a step closer to Constitutional Democracy as Openness will see political parties allowed to organize Federally, the full lifting of media restrictions and civil restrictions, as well as various other expansions. While it isn't full Constitutional Democracy, it is the final step before it.

Tutelage-Openness reached; Enescu Government begins preparing for Constitutional Democracy as opposition parties are legalized.

Tutelage-Openness has arrived. What does this mean? The Tripartite Kingdoms are close to Constitutional Democracy. Tutelage-Openness is making sure that the transition to Constitutional Democracy is safe and stable. So what will Tutelage-Openness see? Well, first and foremost, continued liberalization of media laws and removing authoritarian restrictions, expanding civil rights, lifting the temporal ban on the organization of political parties, defining the election system properly, and ultimately preparing for elections. It is the openness of society essentially.

While so far, no concrete date has been given for elections, the first thing the Enescu Government has done is legalize and allow the formation of opposition parties, who will sit in the Royal Senate and Royal Assembly to act as a loyal opposition. So far, beyond the CPTK, the centre-left has coalesced around the moderate, centre left, Progressive Action Party. Being a coalition of Left Liberals, Progressives and Social Democrats, PAP is likely to do well in elections, whenever they may be. While other parties are currently in the process of forming, the big question is, what will the electoral system be like, as that will very much determine how much parties thrive or die.

Whatever the case, Constitutional Democracy is increasingly close, and may very well occur before the start of the new century. But, there is still work to be done. And the Enescu Government and the CPTK will continue going one step at a time.

Codifying the Electoral System; First past the post to ensure stability.

As Constitutional Democracy looms, the big question has been how the electoral system will work. This week, the Enescu Government has presented it's answer. Instead of embracing the chaos, albeit diverse choice that is proportional representation and allowing a multi party democracy to form, it's been chosen to go for first past the post. While this means a multi party democracy can form, usually this is rare. As such, all districts for the Royal Assembly and Royal Senate will be single member districts, winner takes all, and redistricting will be handled by an independent federal commission. Due to the nature of first past the post, no electoral threshold will be present. 

Alongside this, campaign regulations will be established, with a strict cap on spending, equal media time being required, public funding for all registered parties, and private donations being allowed, but capped and public. The last thing the Tripartite Kingdoms need is oligarchy and corruption. These campaign laws will ensure corruption doesn't take root and oligarchy is curbed. While no elections are yet to occur, and other parties are starting to form, due to FPTP being embraced, it's likely that the first elections would be a race between PAP and the CPTK. 

Whatever the case, radicalism and corruption cannot spread to the electoral system, and this system will ensure that. Or, at the very least, prevent it from becoming a major issue. This electoral system will apply to all of the Tripartite Kingdoms, most especially for Federal and Kingdom elections.

Enescu Government confirms Constitutional Democracy; Elections to be held in November as PAP goes on the campaign trail.

After 11 years of tutelage, the Enescu Government has confirmed something that seemed like a distant dream. The conditions for Constitutional Democracy has been reached. As such, elections will be held in November, and all registered parties are allowed to organize, and participate. Enescu has refused to run, believing that his term was focused on tutelage, and not democracy. As such, the CPTK has nominated moderate conservative, Marin Pop as the candidate for Prime Minister. On the other side of the aisle, the Progressive Action Party has nominated a left wing populist, one Neulai Andreescu. While other parties are throwing their hats in the ring, the CPTK and PAP are the two biggest so far and are likely the only to enter the Royal Assembly and Royal Senate.

So, what has the campaign trail consisted of? It's largely been led by PAP, who has campaigned on universalized healthcare, removing Tutelage Era labour restrictions, and building up a proper federal, welfare state. A tried and tried social democratic platform, albeit with a populist edge. The CPTK on the other hand has campaigned, not on promising new things, but campaigning on the merits of not rocking the boat, keeping stability and prosperity stable, and the like. The argument is, the CPTK have managed to run things smoothly so far, why change courses for populism? 

So far, it's too early to say who has the edge, but Constitutional Democracy has finally arrived. And whoever wins in November will govern for 4 years with a mandate.

CPTK prevails in elections; Marin Pop sworn in as Prime Minister.

Elections were formally held last month, and it was a race between the CPTK, promising to not rock the boat, and PAP, promoting reforms in various sectors. And, it would seem that voters across the country chose the CPTK for 4 years. As such, Marin Pop will be sworn in with a strong, albeit close majority in both the Royal Assembly and Royal Senate. Being a moderate conservative, Pop has pledged to not rock the boat, continue the focus on economic development and ensure continued stability. Essentially, the status quo will be preserved. However, with Constitutional Democracy being achieved, and the elections occuring with little anomalies, it is still worth celebrating for all actors on the political scene, irregardless of political aisle. 

As such, for the next four years, we can expect centrist conservatism, a continued focus on the economy, and especially on strengthing economic ties within the Kerisian Empire, and moderate, public-private healthcare reform, as a counter to the PAPs proposal of full universal healthcare. Overall, it's likely to be a very calm four years. With the economy continuing to grow, a Third Five Year Plan might go into effect, or a different plan entirely that is more free market oriented. 

Whatever the case, PAP has conceded, and offered it's full congratulations to the CPTK and the Pop Administration. However, PAP will likely conduct a thorough autopsy on this election result to see where it can prevail in 5701, if at all.
