Xsampa
XIP prevail in 5710 elections; Thekchen Auclair elected Premier.

The 5710 elections have concluded, and after two terms of the CPX, voters have chosen to give XIP another chance after their one term government in 5695, as voter fatigue kicked in for the CPX. As such, let's go into the results before covering the newly elected Premiers agenda.

Starting off with the winners of this election, Xsampa Improvement, which saw a swing of +5.6%, gaining 36 seats, and securing 168 seats in total. Moving on, the CPX saw a swing of -4.8, dropping to 226 seats, only losing 29 seats. Left-Green Dovani has largely benefited from the formation of DEAB and DSO and saw a swing of 1.3%, jumping up to 69 seats, gaining 8 seats after the last election. The Socialist Labour Party has plummeted to 48 seats, suffering a heavy swing, mostly losing voters to the splinters. The GNP saw a decrease to 17 seats, only losing one seat. Land and Bread secured one seat, rising to 16 seats. The Democratic Progressive Party fell to 4 seats, losing it's fifth seat. As for the splinters, the Democratic Socialist Left Party managed to secure 7 seats. The Independent Social Democratic Party managed to gain 5 seats, and the SPX held onto 3 seats. They are expected to remain as minor parties. As is usual, the XLF remained at one seat.

As such, the XIP has formed a governing coalition and elected Thekchen Auclair as Premier. Auclair has pledged to focus on not rocking the boat, boosting entrepreneurial socialism, and expanding liberties for Daenist institutions. Overall, a moderate agenda. It's unlikely that her administration will face major challenges, but she's committed to a moderate, conservative socialist agenda.

A great victory for socialism has arrived as the People's Revolutionary Party of Utaristan has prevailed in Utaristan, securing the capital city of Cise and forming a coherent government. This news has been met with support in Metz-Leonid as the People's Committee of Foreign Affairs has announced three major things. First and foremost, a formal congratulations to the Proletariat of Utaristan for overthrowing the shackles of reaction. Second, economic aid from the New Hope Initiative will be provided to Utaristan, once the domestic situation stabilizes as despite the victory, there still remains a considerable insurgency in Utaristan. And this leads to the third statement.

The formal beginnings of Operation Eastern Deterrence, as Xsampa will deploy peacekeepers to assist Utaristan in bringing down the insurgents, and promote peace in the region. This however, is a joint operation with the rest of the Dovani Security Organization (DSO), with Xsampan boots taking the lead as Bianjie and New Verham will stick to advisory roles due to concerns from the PRFU, which have been acknowledged. Because of these concerns, Xsampa will be the only DSO member state deploying peacekeepers directly, whilst the other states provide advisory. Operation Eastern Deterrence will formally last until the situation in Utaristan is deemed stable enough for a withdrawal.

As such, the XDA has begun preparing Peacekeepers to be deployed to Utaristan. This is not only for the betterment of protecting socialism, but for the security of Dovani, as once peace is established, economic aid can arrive to all of Utaristan, not just limited portions. A united Dovani front against imperialism is only as strong and united, as it's weakest link. Whatever the case, this victory for the Utaristani Proletariat must be supported by a Dovani effort.

The Xsampan Economy and wages; A report of where it is by 5711.

It's been clear that the 5700s has been an era of growth for the Xsampan economy. Between the Tsokling Reform Act of 5700Worker Income Advancement Act, industrial expansions, and the formation of DEAB, economic growth has been fairly consistent for the past decade. While it's far too early to say whether that'll continue into the 5710s, economic growth in Xsampa doesn't mean the same thing as it does in capitalist countries, as the ones who do benefit from economic growth in Xsampa, is the proletariat. And recent Cultural Trends have seen Xsampans benefit from that growth, as wages rise, and spending power increases.

So, the question is, what exactly is causing that? It's easy to simply say, the economy is growing and doing good, but that's rather vague. So, what exactly is contributing to rising wages, spending power increasing, and the wealth of Xsampans? First things first, a clear distinction needs to be made. In capitalist bourgeois economies, wages stay low structurally, because of the nature of capitalism. Unemployment disciplines workers, and forces them to be desperate. And desperate workers will take any job. Or often times, benefits are tied to jobs, but it is worth noting that social democratic states and progressive states often embrace universal welfare of some form. So what does this mean? Wages stay low because someone will always be there to take low wages. In Xsampa, this isn't the case as the Tsokling ensures that benefits are not tied to employment, but are guaranteed to all Xsampans, such as education, healthcare, or sickcare. Even at their most desperate, workers in Xsampa aren't forced to beg for slave wages. Combine this with the 32 Hour Work Week, and both State Operated Enterprises, and Social Enterprises are forced to offer more to get workers. 

Speaking of that labour scarcity, it matters far more than you'd think. Fewer work hours means employers have to compete for workers, instead of relying on desperation like in free market systems. Because there isn't a reliance on gig economics, immigration shocks or wage suppression, wages only have one place to go. Up. Combine this with WIAA and SERA, and workers find themselves with more money. Why? Because worker dividends are mandatory, innovation bonuses are real, and capped, and surplus can't be used as private capital. Productivity shows up as more take home pay, more dividends, and larger annual distributions. Alongside this, domestic demand produces stability for the internal market. Xsampans have income stability, whether on MBI or not, they don't collapse during downtimes, and Xsampans have the money to consume. This means Social Enterprises, which often handle consumer goods, can plan accordingly. Sure, endless growth isn't chased like in capitalism, but endless growth is the logic of the cancer cell. 

Furthermore, educated workers. An educated worker is bound to get a higher paying, advanced job. And with education being universal for Xsampans, the average workers skill will rise, which means more workers can qualify for technical roles, and management roles can rotate in co-operatives. This, of course, leads to wage expectations rising. But what about the ethical workshop? That's where the ethical part comes in, as if we embraced being a workshop to the world with cheap goods, we'd see none of this. Focusing on ethically made goods, and while expensive to the world, have done wonders. We know our niche, and aren't chasing the world to be cheapest, so wages aren't suppressed for competitiveness. 

Those, are the reasons for why wages are rising in Xsampa. Obviously wages aren't exploding in growth, but slow and steady is something Xsampa is no stranger to. However, the issue of inflation is worth noting as while it isn't an issue, it can easily snowball into a major one, as is the case with any economic growth. Fortunately, inflation in Xsampa is usually driven by demand, not by financial bubbles like in the West. During periods of strong growth of wages and the economy, inflation will rise, but because of domestic first production, a lack of speculation, and co-operatives not extracting maximum profits, inflation is tamed. 

Because of these factors, Xsampans find themselves with more money to spend, and more purchasing power, which leads to Xsampans looking to leisure. Which impacts the culture, as the population is no longer reliant on the MBI (however there are still many Xsampans on MBI as the bracket remains at 55% at the moment of writing), meaning Xsampans can actually live, and not just survive.

Xsampa to provide aid to Utaristan; Supporting revolutionaries abroad.

With Operation Eastern Deterrence continuing on in Utaristan, it's clear that supporting our comrades in Cise is not as simple as just providing armed support. For socialism to thrive, and the human condition to advance, we must provide aid. Tangible aid. As such, the People's Committee of Foreign Affairs has confirmed that financial and material aid (most especially humanitarian goods) will be sent to Utaristan, of which the state can use at its own leisure. The goal is to support the Utaristani Revolutions development not only ensure it thrives, but ensure the Utaristani Proletariat thrives as well.

The PCFA has confirmed however, that the question of the New Hope Initiative being authorized for usage in Utaristan is still being discussed, both internally and with Utaristani officials. But this doesnt mean that independent financial and material aid can arrive. The goal of material aid will be to support the population, and support the Cise Government in reconstruction, and economic rebound. 

If Operation Eastern Deterrence is to see success, then supporting Utaristan must also see economic and material support, both to ensure the Cise Government remains stable, and to ensure wider stability in Northern Dovani. Our comrades in Utaristan must be fully supported, so that they may share in the splendors of the Revolution! But, conversation has been raised in PAX and the wider political environment over whether it may be worth reexamining Peaceful Coexistence with imperialists, and whether it is worth supporting revolutionary and Proletarian Parties across Dovani, or even across Terra. It's a question, one with no definitive answer. For the time being.

Xsampan Labour Federation reforms; Creating a proper relationship between Labour and State.

The Xsampan Labour Federation remains a notable trade union within Xsampa, due to being the legal successor to the General Confederation of Xsampan Workers, which was the go to trade union before pluralism. Ever since pluralism, it always enjoyed special rights, even securing representation in PAX, albeit with one seat. However, this week, the Xsampan Labour Federation has looked to reorganize itself, looking to no longer act as a sectoral union, but act as a general umbrella union, for other sectoral unions and ensure a harmonious relationship between the state and organized labour. As such, the XFL has reorganized itself, no longer defining itself as a union for specific industries, but as a general union for all nationally recognized sectoral unions. As such, the XFL has also rebranded into the Trade Union Unity League to represent its new status. 

And, being an umbrella confederation of unions, from all sectors of the economy, the TUUL will operate under a federated congressional model. All unions within the TUUL shall have a voice. And every sectoral union shall keep it's autonomy. TUUL Congresses shall be held annually, and with a quarter petition (25%), an emergency Congress may be held at any time. But, comrade, you may ask, what about the one seat? The city of Tsarlung has given it's votes consistently to the XFL and this always put them in PAX with one seat. That is where the Auclair Administration has looked to negotiate. Passing the "Socialist Trade Union and Harmony Act" (STUHA), that one seat will be remolded. The city of Tsarlung itself will not see any administration changes, and will likely go to voting for independents, but that seat within PAX shall be explicitly reserved for the TUUL. The TUUL Congress shall elect a representative to that seat every election cycle (or upon the TUUL Congress recalling it), and that representative cannot hold executive power (whether Custodian or Premier), and cannot be included in partisan coalition decisions. The role of this TUUL Seat, is to ensure that every union in Xsampa is adequately protected, heard and acknowledged. The TUUL Seat will hold the special right of delaying Industrial, Agrarian or Union related bills by 3 months for renegotiations to ensure union interests are kept. This however, is finite and cannot be used to stall a bill indefinitely. 

Alongside this, the state must negotiate with the TUUL for national wage adjustments framework adjustments, worker council restructurings, national pension changes that may affect unions and workers, and industrial safety regulation changes. The goal is to ensure that if any union within the TUUL umbrella has an issue, that issue is caught instead of being ignored. The state may be the arbiter of socialism, but trade unions are the shield of socialism domestically. The TUUL may also conduct audits on workplace democracy to ensure every workplace is democratic, issue Public Labour Condition Reports, to ensure all labour is compensated and upheld to socialist values, investigate complaints from sectoral unions, and coordinate across sectoral unions. Such may include national collective bargaining standards, inter sector wages, strike coordination, and solidarity funds for industries that may see suffering if the need arises.

Sectoral unions will retain autonomy, worker councils will operate as normal, PAX will continue to hold all legislative authority, and syndicalist governance will not be enacted. Xsampa is a Participatory Metzist state, above all. The Trade Union Unity League will ensure that every union in Xsampa is heard, protected, and recognized.

A look into Metz-Leonid State University; What is it?

Amongst the myriads of universities, colleges, trade schools and all the like within Xsampa, there are always notable ones. Lenakha State University for psychological fields, Bajoum State University for engineering, and Gramdkarpo State University for aquaculture. But, in Xsampa, there is one university that stands out from the rest. Metz-Leonid State University. Obviously being within the capital, MLSU holds a certain level of prestige within Xsampa. But, that isn't the sole reason for it being renowned in Xsampa. MLSU is where one goes if they wish to learn statecraft, socialism, and participatory governance. Let's face it, if you wish to make it big in PAX, MLSU is where you'll want to go. Whether it be learning political theory, socialist economic theory, public administration, social policy engineering or electoral system designing, MLSU is the place.

Often times, if you wish to become a Premier, or a member of PAX, or even apart of the higher echelons of government, such as a high level ambassador, MLSU is your best shot. But, it is worth noting that MLSU is, despite a lack of tuition (as per the SHARE Act), admittance is quite difficult, as standards are high in MLSU. Besides needing to score high in national academics, if one does try their shot, they'll see themselves subject to competitive interviews with faculty panels, requiring a recommendation from a Local Committee, and entry debates. As rigourous as it may be, MLSU lives up to it's standards as workers who graduate from MLSU for any field, are highly sought after, especially by the state. This doesn't mean that it's an elitist institution, but it is demanding.

However, internationally, MLSU has largely been unknown, beyond the occasional foreign exchange student. But in the past, MLSU was quite prestigious within the region, even during the one party era. Whatever the case, MLSU is still noteworthy within Xsampa domestically. But, nonetheless, if a Xsampan wants to make it big in PAX, MLSU is their best shot. Whether MLSU can rebuild its international prestige or not, however, is an entirely different question. But for now, it seems MLSU is largely content with its current status and content to keep a very small amount of foreign exchange students, and subsequently, small amount of foreign attention.

A look into Bajoum Local Committee's newest member; Kechok, a "Xsampan Leonidist".

Bajoum, the most populous city in Xsampa is no stranger to special elections. Often, a Local Committee member is either recalled and a replacement is required, retires, or looks to enter Regional Canton Committee's or PAX. This is nothing new. However, this year, Bajoum saw a very interesting candidate elected; comrade Kechok (CPX). Why is that? Bajoum frequently elects CPX politicians to it's Local Committee, and while it's usually a battleground between the CPX and SLP, this year has seen another CPX politician elected. But why is Kechok so unique? Because he is not a Participatory Metzist, but a Leonidist. 

Or rather, a Xsampan Leonidist. As he describes himself. Hanging on the fringes of the CPX, away from the dominant factions in the CPX (that being, the Moderate Neo-Socialists, Improvement Consensus, and Pink Socialists), and within the fringe New Line faction (which itself is rather diverse), Kechok advocates for a Xsampanized form of Leonidism. According to him, the Xsampan Fatherland Front should be restored, with the CPX as the dominant vanguard party, and that the CPX should act as a benevolent guardian to protect the interests of the Revolution and the Xsampan Proletariat. Kechok also believes in strong socialist internationalism, and that while Market Socialism is serving the Proletariat of Xsampa well, it must be reined in to ensure it doesn't stray towards etatism, or reintroduce the dynamics of capitalism. Befitting a Leonidist, Kechok is a strong supporter of Democratic Centralism, and believes that true democracy must be achieved within the CPX, as the vanguard revolutionary party, instead of relying solely on PAX for revolutionary democracy.

While only a member of the Bajoum Local Committee, Kechok's election has managed to see Leonidism make a revival in Xsampa, and it does beg the question of whether Kechok will ascend to PAX or not soon. Whatever the case, a Leonidist elected to a Local Committee is a very rare sight.

How have the factions of the CPX evolved since the 5690s? From Participatory Metzists to Vanguardists.

Last year saw the election of a Leonidist to Bajoum Local Committee, and being a member of the New Line wing of the CPX, a radical departure from the old Radical Participatory Metzists of the 5690s, it has asked the question of how have the 4 major factions within the CPX evolved, since then? And today, we'll go into that once again while this was covered in the 90s, that was 20 years ago, and things have changed ever since.

Starting off with the two mainstream factions, the Moderate Neo-Socialists and the Improvement Consensus. First, the Moderates. Being the descendants of the old reformists, the Neo-Socialists (of which comrade Bhutia (5603-5625) was apart of, the Moderate Neo-Socialists represent the centre of the party, and the centre of Participatory Metzism. Being the centrists within the CPX and the centre of the state ideology, they've ensured that the status quo is dynamic enough to adjust to the times, but also preserve the status quo of Participatory Metzism. They've largely remained unchanged since their evolution from the Neo-Socialists.

Moving onto the second mainstream faction, the Improvement Consensus, representing the technocratic, managerial aspects of the CPX. The Improvement Consensus is, as the name implies, focused on not rocking the boat, calm leadership, and pragmatic governance. Some may call them boring, but it was a pair of Improvement Consensus politicians who engineering the ideals behind the Pelkyi Report and turning Xsampa into an ethical workshop for the progressive world. Boring, yes, but very economically ambitious and very dedicated to uplifting and improving the human condition in Xsampa.

Now, the other 2 factions, the Pink Socialists and the New Line. Starting off with the Pink Socialists, they remain the remnants of the old Traditionalist wing of the party (which was expelled in the 5670s), and represent a continued lineage of slow and careful reform, believing that Participatory Metzism, while a never ending process, must be carefully managed, and molded to fit with Xsampan norms and customs. If you'd want to imagine a conservative communist, the closest image would be someone in the Pink Socialists. While not as conservative as say, Xsampa Improvement, and still a Participatory Metzist, they most certainly represent the right of the party.

And finally, the New Line. In the past, they represented the left of the party, and radical Participatory Metzists, who believed the Revolution was stagnant and had not gone far enough. However, they've evolved into a collection of Metzists who while not opposed to Participatory Metzism, want to evolve beyond it. This has kept them from being expelled from the party Ranging from radicals who want decentralization, to Leonidists, to even Ruanists, and a few council communists, the New Line is the most fringe faction, due to how diverse it is. The New Line has however, rather expectedly, struggled to gain representation, largely being left to just debates and theory in the ranks of the CPX with few making it to election. Which is only expected. The New Like ranges from as stated earlier, council communists to semi vanguardist communists, which makes a coherent description or image of the New Line difficult to envision.

These are largely the 4 main factions within the CPX, and while ever changing, it's simultaneously unchanging. Whatever the case, outside of the 4 factions, there are always communists not aligned with any faction. Few as they may be, the CPX had managed to thrive with these factions, as diverse as they may be.

Every so often, a professor from a variety of institutions around Xsampa will take an opportunity and share their thoughts on where Xsampa should go, domestically and foreign policy wise. Sometimes those thoughts are accepted as policy and things change. Other times, they don't. This week, however, we've seen a professor from none other than Metz-Leonid State University share her thoughts, particularly on foreign policy, specifically trade relations. Comrade Yama Portier, Professor of Political Economics at MLSU has shared her thoughts in Xsampan Trade Policy this week.

Rather surprisingly, she's made a very clear, vocal and open call for a total reexamination of trade, and economic ties with Artania, citing that, "barring Dundorf and Beluzia, the Artanian countries frequently engage in an incompatible, neoliberal economic direction". While she isn't calling for an immediate severing of all trade ties as that's just stupid, comrade Yama is making it clear that the PCFA and Xsampa as a wider whole should reexamine how it conducts trade and economic diplomacy with Artanian states. In her eyes, continued trade with most Artanian states is unsustainable in the long term due to the neoliberal economic model practiced in most Artanian states. She however, has endorsed the idea of expanding trade and economic ties with Dovanian nations, fitting the Pan-Dovani mood sweeping the region, and expanding economic relations with Seleyan states, and Kerisian states, who are (baring Mordusia in Seleya and Nadiya in Keris) notably aloof to neoliberalism, and more amicable, and have more opportunities that are mutually beneficial. As quoted by her, "the Peaceful Coexistence Theory holds merit on a civilizational level, but perhaps it should be reexamined on an economic level, carefully and selectively."

As a professor, her opinion has started conversation, and while it's incredibly unlikely that trade policy with Artania will change right now, Xsampans are talking about it. Some are in favour of it, endorsing her opinion, and sharing the idea that economic attention should be reexamined and diverted elsewhere, whilst others however, have argued that the trade risks could outweigh any positives gained from expanded attention to Seleya, Keris or Dovani.

Whatever the case, she's only one of many professors from Metz-Leonid State University, and one of many professors in the country who share their opinions and thoughts on where Xsampa should go, irregardless of the chances of actual policy implementation.

As year 4 of the Auclair Administration continues on, and stability and public calm remains high, the various party's within Xsampa's political environment have looked to 5715 with ambition, hoping to prevail and be elected. For Left-Green Dovani, a party with a rather infamous controversy back in the 5670s due to the Mearvi-Shar Conference, they've looked to the past for a captivating message. The Red-Green Revolution, the industrial plan to build up green energy in Xsampa, that was enacted almost a century ago, and gradually stopped receiving investments by the 5640s, leaving Xsampa with a notable, but ultimately small green energy sector. After that, it largely remained out of the public's consciousness, until this week, as Left-Green Dovani Party Leader, comrade Choejor, has endorsed the potential revival of the Red-Green Revolution, and has reframed it around continuing economic growth, infrastructure renewal, and energy sovereignty.

Quote:In this day and age, the world has never been more divided. Terra has never been more divided. Because of this, we cannot afford to risk our energy sovereignty. As trustworthy as our comrades in Egelion, Noumonde and Nadiya are, we cannot risk global trade being disrupted one year, and seeing the state forced to bring out reserves. Even if reserves may be adequate, is it not a risk worth avoiding entirely? One century ago, one hundred and 10 years ago, the Red-Green Revolution was proposed, and enacted. And for 40 years, we saw green energy developments. And then we stopped. I believe, that this is a critical mistake. As Terra grows more and more polarized, we cannot afford to risk our energy sovereignty. That, is why I believe we must enact a renewed Red-Green Revolution. Left-Green Dovani may be a Pan-Dovani party, but it is also a green socialist party, and that is why we must push for the restoration of the Red-Green Revolution. Cleaner air, cleaner forests, cleaner mountains, cleaner industry, we can achieve all of this and more. The Red-Green Revolution must focus on expanding green energy, promoting green jobs, renewing infrastructure across the country, and ensuring that no matter what, Xsampan energy remains Xsampan. It may take years, it took Lourenne far longer than 40 years, but at their peak, they thrived. As the world gathers around pollutants, around petro states, and as the global bourgeoisie circle around, like a vulture holding it's prize in blood money, Xsampa must join the small, but ever so bold, chorus of nations and renew the Red-Green Revolution.

Its widely expected to be a major talking point for Left-Green Dovani once campaigning begins late next year, and perhaps the Red-Green Revolution will be restored irregardless of if LGD wins or not.
