Xsampa
An Interview with Monlam Aurousseau; A stark contrast to what an Aurousseau would espouse.

Ever since Monlam Aurousseau joined the political world back in April, there's been no shortage of controversy within the CPX due to his.. stubborn refusal to align with the Moderate Neo-Socialists, or the Improvement Consensus. His decision to align with the New Line has caused controversy. Controversy in the sense of "but why?". Whatever the case, some members of the media, particularly the Skarma Dmarpo (Red Star) have looked to gain insight on Monlam, and his personal ideology, and have reached out for an interview, and to their surprise, Monlam has agreed. The goal of the interview is to both allow Monlam to express his views, and clear up any potential misinterpretations or misunderstandings that may have emerged since April. Below is a transcript of the interview.

Quote:Ugyen(U); "Welcome, welcome comrade Aurousseau, we're glad to have you here today. It's rare for interviews to occur but there's always a first time for anything."

Monlam Aurousseau (MA); "I'm glad to be here today, truly I am."

U; Good, good. I'll cut to the chase, I know your a busy man, so let's cut to the chase. Your family has been associated with the Communist Party of Xsampa for a century at this point, as I'm sure you're aware, Gurmey Aurousseau was the first, taking charge in 5581 all the way up to 5599, and Sherab Aurousseau from 5680 to 5690, and you're the first Aurousseau to not align with either of the two big factions within the CPX, the Moderate Neo-Socialists and the Improvement Consensus wing. Why's that?"

MA; "Yes, so, I believe, while the Neo-Socialists are well meaning at the end of the day, as is Improvement Consensus, I find myself with more disagreements than actual agreements. I believe that these two wings of the CPX don't adequately represent my views, compared to the New Line wing, which while diverse, does fit my views far more."

U; "I see, I see. So, what exactly are your views? Clearly you're a Metzist, otherwise you wouldn't have joined the CPX, but what are your views? I know you've endorsed strengthing worker councils heavily, could you go into depth there, comrade?"

MA; "Of course. You're right, I am a Metzist, at the end of the day. But I consider myself to the CPX's Left. I'd like to call myself a Council Communist. The way I see it, the system works in Xsampa. Obviously. But the system has been drifting too much into complacency. Too much into trying to merge with a world that is hyper capitalist, and institutionally hostile to socialism. And in an ideal world, this wouldn't be an issue. But an ideal world would've seen the World Revolution occur, and we unfortunately, are not in an ideal world. By continuously trying to integrate ourselves into the world, and strengthing Social Enterprises, both domestic and foreign, we are looking at a very real risk of a degradation into State Capitalism. I believe that power must be moved away from Social Enterprises, and redirected towards Worker Councils. The Trade Union Unity League, for example, is a great start, but we can absolutely go further. In my ideal world, Worker Councils would define the economy. Not Social Enterprises."

U; "Fascinating. Would you say you're opposed to Market Socialism?"

MA; "I suppose you could say so, in a way. I don't believe a planned economy could fit in Xsampa again, it would simply hurt the Proletariat, as Xsampa has long since passed the need for command economics. But I believe that we can instead, look at a more, worker centric, and worker directed economy, instead of leaning too heavily on the market of Market Socialism. Choices for the workers is an absolute must, but we can achieve that without bending over to capitalism, can we not?"

U; Interesting, interesting. Very interesting, comrade Aurousseau. And you've endorsed the idea of merging the office of Premier and Custodian together. Would you like to elaborate further on what you mean, and why? It's certainly a controversial opinion."

MA; "Of course. The way I see it, the role of Custodian has gradually been gradually reduced over the years, even as a ceremonial institution. When was the last time the Custodian left the country? I believe, that it's simply worth merging the two offices into a single one. I understand that it is controversial, but sometimes, tradition has to step aside for practical progress."

U; I see. And what about foreign policy? I know you've equally given criticism to the Maximalists, particularly comrade Dorjee from Left-Green Dovani for his dogmatic views, but equally, you've had your criticism of the ISDP for being too amicable to capitalist states. Do you still believe in Peaceful Coexistence Theory? Do you believe Xsampa should remain within the Dovani Union, and it's associated organizations?"

MA; Absolutely. I absolutely believe that Xsampa should remain within the DU. I firmly believe in Peaceful Coexistence Theory. The theory has stayed true for nearly 200 years, hasn't it? Xsampa is a key trading partner to various progressive states in the world, no doubt there. However, my criticisms come from concerns over whether Xsampa is still committed to Socialist Internationalism. We don't need to wage war with every capitalist. But we don't need to suck up to every capitalist either. Regarding comrade Dorjee, I respect his vision, but I firmly disagree with it. Dovani for Dovanians, such an interesting phrase. But it only works if a continent has the means to enforce that. And Dovani cannot do so. Not in its current state. Autarky is a dead end for any country, much less an international organization. We have friends abroad, and we'd be falling into the trap of reactionary bourgeois nationalism. The worker knows no borders, no continents. We stand with our friends, within and without Dovani, or we stand alone."

U; "Fascinating. Let's shift gears real quick, and look at your personal life. How has your family handled things? I imagine there was pressure to follow in the footsteps of the other Aurousseau's, yeah?"

MA; "Yeah. Yeah, there's been some disagreements, but at the end of the day, we're all faithful to the CPX. If I joined a different party, that would be a different.. situation entirely. But we're a happy family, despite our disagreements."

U; Very interesting. Well. I'm afraid that's all the time we have today, short as it seemed. Again, comrade Aurousseau, thank you for joining us this session."

Certainly, the interview has raised more questions and solved just as many equally. A Council Communist or as close as one can get to within Xsampa, is very rare. But surprisingly, a handful of CPX Party Members have echoed Monlam Aurousseau's statements or even outright endorsed the statements. While small, perhaps his argument has merit? Perhaps. But as the world is ever changing, so too is Xsampa.

A rising star in XIP; The potential successor to Auclair, Karma.

Within the Xsampa Improvement Party, there lay several currents of thoughts. Daenist Socialists primarily make up the bulk of the XIP, and is expected to remain the ideological makeup of the XIP, but several other currents have been making the grounds, and today, it would seem that the Skarma Dmarpo (Red Star) has taken a focus on one rising star in the XIP. Comrade Karma. Rising within the ranks of the party's right, Karma has been increasingly viewed as the most likely candidate to succeed Auclair once her second term comes up in 5720. But why? Well, as Skarma Dmarpo locks down in interviews, it seems that they've scored an interview with Karma. Below is the transcript of the interview.

Quote: Lhamo (L); "Welcome comrade Karma, we're so very glad to have you here today. I know interviews aren't exactly a common thing in Xsampa, but slowly they'll be more common!"

Karma (K); "I'm more than happy to be here comrade."

L; "Well, let's start right away then. So, you're apart of the conservative Xsampa Improvement Party, and you've been gaining some fame and notierity for being on the party's right. You've frequently advocated for less restrictions on Social Enterprises, and strengthing Entrepreneurial Socialism. Could you perhaps, explain what your ideals are?"

L; "Absolutely, absolutely. I consider myself a conservative socialist, no doubt about that, but I like to imagine that just believing in socialist tradition doesn't mean that I can't look to the future. Socialism shouldn't fear success. I do believe that markets have strengthened socialism. And I believe that they will continue to do so. If a Social Enterprise has the freedom to hire more workers, and operate more efficiently, then it's a success for socialism. What improves the lives of workers, is a win for socialism. So yes, I'd call myself an Entrepreneurial Socialist. Proudly."

L; "I see. You've faced frequently criticism from your party's left that this could drift the country, and the Revolution into a state capitalist direction. Could you please share your thoughts there?"

K; "I think the contrary. If socialism stagnates, and stops delivering results, workers will simply lose faith in it, and then we'll see state capitalism. I, believe that a socialist economy that works efficiently, will not encounter that risk. An economy, like our society, is like a garden. The state can prepare the soil, but it's the people, and in the economy's case, the Social Enterprises that make flowers sprout and bloom. I think Xsampa has an opportunity to show the world what socialism can do. A successful model for the world, will only invite more socialists globally."

L; "Fascinating. Speaking of the economy, I'm sure you've heard that some figures within the CPX have been making the rounds, advocating for strengthing worker councils. Where do you stand in that issue, if at all?"

K; "Worker councils are inseparable from socialism, and they absolutely deserve a voice in every workplace that they sustain. I believe however, that workplace democracy can only sustain itself with an innovative, and competitive economy. Worker councils should continue to guide, but they should work with Social Enterprises, not against them."

L; "I see, I see. And you've frequently endorsed Alter-Globalism but also argued that it hasn't gone far enough. Could you share your thoughts process there? Some worry that this may lead to quasi capitalist influence seeping into Xsampa."

K; "We're a proud, socialist society. We're confident in ourselves. Why should we fear that? Our laws are strong, our beliefs are stronger. International cooperation with the global economy and the world, will strengthen the fruits of socialism in Xsampa. Some may look to isolation and argue that you can achieve the same results there, but if a cat is black or white, does it really matter as long as it catches the mice? Laissez-faire trade only hurts us, but Alter-Globalism, a version of it that's confident and bold? We can see growth for the economy. Incomes for Xsampans rise. We can see much greatness."

L; "Interesting. And what do you say to those saying you might succeed Auclair? It's no secret that you're a popular name floated around for the 5719 XIP Primaries. Do you intend to run for Premiership?"

K; "Ultimately, I'm focused on strengthing my message, and contributing to the national conversation on where Xsampa continues to go. This country has tremendous potential, both domestically and to the world. We should be ambitious, and realize our potential. Leadership, at the end of the day, is defined by the people. They'll decide, won't they?"

L; "Interesting answer. Well, it seems that's all the time we have today. I'm glad you accepted this interview, comrade."

Controversial as comrade Karma may be, the XIP's right wing has championed him as a potential modernizer of the economy. But whether that'll translate into being a proper successor for Auclair or not in 5720 is a different question outright.

National Solar Installation and Advancement Act passes PAX; Bittencourt Compromise comes through after several delays.

After several delays in Committee Drafting, the much anticipated National Solar Installation and Advancement Act was finally passed by PAX after the last XIP holdouts agreed to vote in favour of the bill last week. With comrade Yama Bittencourt (ISDP) being responsible for a compromise last summer, Comrade Bittencourt was quick to seek another compromise to ensure that the bill passed. This compromise would be the final aspect of the Bittencourt Compromise. So, with the bill passed, what does the NSIAA do?

Well, it's simple. Given Xsampa already produces solar panels and has small solar farms, NSIAA looks to expand that tenfold. After LGD and XIP Assemblymembers got into quarrels over how far the NSIAA should go, the ISDP managed to forge a composite, to support urban and rural communities. For starters, a rooftop solar program, which will look to do as it sounds. Provide solar panels for buildings. As apart of the compromise, new buildings will be the focus (Instead of mandating it for every building in Xsampa as the LGD wishes for). Exemptions will only be allowed, if technically impossible. However, for existing buildings, they will receive subsidized installations in cooperation with worker co-operatives, as well as public financing options. Priority will go to public housing, then education buildings, medical buildings and then industrial rooftops. For rural communities, the state will move to pay for installation instead of relying on worker co-operatives, and support rural communities in having solar installations. 

The goal of the NSIAA is to expand solar energy and while this is still a small step in the grand scheme for pursuing the Red-Green Revolution, this step is just as vital. Plus, this has the added benefit of making energy ever so cheaper. Combine that with the audit being concluded, and the Red-Green Revolution is certainly going to take time, but it is very much possible. One step at a time.

New Hope Initiative expands to Midway; Strengthing support and relations with Midway.

Relations with Midway have largely been improving over this decade, and with Midway formally becoming a member of the Dovani Union last month, the People's Committee of Foreign Affairs has not only congratulated Midway for joining the DU, but also announcing the full expansion of the New Hope Initiative to Midway to support Midway in economic development. As such, with cooperation of the government in Midway, modular factories will be established, employing local workers, to support local communities in Midway, and Xsampa will begin investments into infrastructure (such as railways and ports), and into the education of Midway. Educators and engineers will be sent to ensure that Midway can not only build up its own education system, but also ensure that the system can thrive. And the engineers will of course, assist with infrastructure.

The goal is to support Midway in its development, akin to how the New Hope Initiative operates elsewhere. Regarding the energy sovereignty clause, it has been put on hold due to the current economic realities within Midway (as well as fiscal concerns), and will likely be on hold until Midway is sufficiently capable of maintaining a green energy sector economically. Whatever the case, the relationship between Midway and Xsampa has continued to improve, and the two states are in discussions over the potential ascension of Midway into the Sovereign Sea Accords, which will no doubt be helpful to Midway, and the wider SSA community, especially with the Midway Canal being a vital trade point between the Sea of Carina and the Sovereign Sea.

Construction of National Transmission Corridors; Continuing the Red-Green Revolution.

With the national audit of the energy grid complete, it's become clear that if we want to see the Red-Green Revolution thrive in Xsampa, and see major expansions of wind, solar and hydro energy, we're going to need to resolve the issue of actually having the means of sending that power to communities. Even without capitalistic profit motives, wasting money on a giant turbine on a hill is usually a bad idea when it doesn't deliver any positives or benefits. As such, the Xsampan Job Corps has been mobilized once more to begin work on energy corridors across the country. The goal will be to ensure that once green energy expansions occur, that energy will actually be able to reach communities.

Until then, expansions of the admittedly small green energy sector cannot occur (whether it be wind turbine farms on the Hanzen Shield Mountain Range, solar farms, hydro or wind turbines in the Sovereign Sea) as obviously, that power won't be able to go anywhere. As such, the XJC will get to work on constructing transmission lines and towers, vital converter stations and substations (as well as integrating these new additions into the existing grid). Once this is done (which will roughly be expected to be in a few years), then the state can pursue more ambitious goals such as expanding green energy production.

Until then, small steps will be continued for the Red-Green Revolution.

Aerial Aerial exercise goes wrong; One confirmed casualty as People's Committee of Revolutionary Defense confirms active investigation.

During what was supposed to be a routine aerial exercise, tragedy has occurred as the exercise over Xsampan Air Space (of which, the PCRD has obviously limited details on where it took place) made a noticeable turn for the worst as comrade Zopa Baumé was confirmed dead in the exercise. The People's Commissar of Revolutionary Defense, comrade Jamyang issued an official statement regarding the incident, and confirmed an active internal investigation.

Quote: What happened was an absolute tragedy. One that shouldn't have happened. I assure you, we're going to look into this with full accountability, and transparency. This shouldn't have happened. We can't change what happened, but we can make sure that this doesn't happen again. I extend my deepest sympathy to the Baumé family.

While details have been kept sparse until the investigation is concluded, what's been shared is this. It was a routine training exercise, as requested by the Xsampan Democratic Army Air Force, that was conducted with drones. Despite the expensive nature of the exercise, it was greenlit. It's suspected that it was an incident of friendly fire, but that's only opened up the conversation of why vital safety measures, and identification measures failed in the first place outright.

Whatever the case, in coordination with several other People's Committee's (such as Justice and Internal Affairs), the formal investigation is looking into flight logs, communication data, safety precautions and training procedures. The goal is to find out what exactly happened, and how it can be prevented in the future. Because of the nature of the investigation, the People's Committee of Revolutionary Defense has formally suspended all training exercises until the investigation is complete, and has confirmed arrangements will be made for comrade Baumé to receive a proper funeral.

Rumours have suggested that the Internal Security Committee might be involved with the investigations, but no confirmations have been given. Whatever the case, the situation has warranted conversation on current safety measures and whether they are sufficient. Ultimately however, the investigation will likely yield results later this year as the PCRD wants to be very thorough on the investigation.

Trade with Egelion and Utaristan expanded; A quest for REMS.

As the Red-Green Revolution grows in scope, one big issue has emerged. The lack of Rare Earth Minerals. Xsampa simply doesn't produce any and while it's nice to say gems are rare, they're functionally useless when it comes to green energy, such as batteries. So, the People's Committee of Foreign Affairs has looked abroad for suppliers and landed on two states. Egelion, and Utaristan. 

Both states are relatively consistent producers of REMs and will be invaluable to the Red-Green Revolution. As such, the People's Committee of Foreign Affairs has confirmed a trade deal with both states, in which Xsampa will purchase a considerable amount of REMs from Egelion and Utaristan. With REMs, the Red-Green Revolutions long term agenda can be enacted as while right now, it isn't needed, it's better to prepare for the future then let it happen unprepared. To commemorate our comrades in Utaristan and Egelion for their contributions, the Bajoum Local Committee has elected to construct a plaque in the city square, thanking the two countries.

Whatever the case, the Red-Green Revolution is most certainly going to require a lot of REMs and Xsampa will need to remain a consistent buyer if we want to ensure that going green and achieving energy sovereignty is actually feasible and possible.

Aerial Incident investigation handed over to the Internal Security Committee; Scope of the investigation being expanded.

With the Aerial Incident still fresh in the minds of many institutions, the ongoing investigation, primarily led by the People's Committee of Revolutionary Defense, the People's Committee of Internal Affairs and the People's Committee of Revolutionary Justice, some ground was made with the PCRD confirming that safety measures will be reviewed across the board and changed to reflect higher standards. However, no one could really have expected that, this week, the PCIA has confirmed that jurisdiction of the investigation will formally be handed over to the Internal Security Committee as the scope of the investigation has been, reportedly, "expanded", as per the People's Commissar of Internal Affairs. Because of the nature of the Internal Security Committee, there have been many questions, to which the People's Commissar of Internal Affairs, comrade Samten has stated that "the investigation has shown cause to believe that there is systemic integrity worth reviewing, and that procedural irregularities may have been responsible for the incident."

With the ISC now handling the investigation, and being given an expanded array of investigative authority, the ISC will essentially be running the investigation, and while details are kept sparse (for obvious reasons), access to certain data pertaining to the investigation has been restricted and a handful of officials in the PCRD have been temporarily relieved. It's clear that the ISC is treating the situation with the seriousness it deserves, and that despite their secrecy, the ISC is ultimately committed to full integrity.

Whatever the case, the investigation is likely to last much longer now but perhaps that's for the best?

As the country prepared for the Summer Primaries near the end of the summer, the ISDP, while not expecting to win Premiership due to the young age of the ISDP, is still looking to try to punch above its weight, as it usually has, having been responsible for pushing the Auclair Administration towards signing the Auclair Administration, and it seems that foreign policy is becoming a strong topic for the ISDP. This week, the current leader of the ISDP, comrade Yangzom has, months before formal primary season begins, looked to give the ISDP a new belief; pacifism, and a very cosmopolitan interpretation of Peaceful Coexistence Theory.

Quote:Peaceful Coexistence Theory has existed for nearly 2 centuries, and has it worked? Absolutely. But, comrades, I want to ask this question. Has Peaceful Coexistence Theory gone far? No. It hasn't. In fact, I'd argue that it's gone too little in its current form. I believe that, we as a country, need to accept an unfortunate reality. Despite seeing revolutions emerge and socialist states establish themselves, capitalism is here to stay. I believe that we need to accept that. While Xsampa should remain a shining beacon of socialism, we must reject dogmatic ideals. Capitalism is here to stay. Just as socialism is here to stay in Xsampa. Instead of hoping for capitalism to extinguish itself, it's time to embrace a new form of Peaceful Coexistence. From Artania to Majatra, from Seleya to Keris, we must look towards coexistence, not just tolerance. The world has accepted a red Xsampa. It's time we accept the world. All of it. Not just parts that we like. It's my dream that the rest of Dovani will embrace this mindset. Not just for the betterment of Xsampa or Dovani, but for the betterment of all of Terra.

While Yangzom does face challengers to his leadership and his leadership will be tested in the Primaries, he has considerable support within the ISDP as pacifism and a radical form of Peaceful Coexistence Theory have been fairly popular in the ISDP. It was Yangzom who did push the ISDP towards supporting the signature of the Altéa Accords. While moderate nationalists and Radical Pan-Dovanists have been critical of the ISDP, especially over it's very cooperative attitude towards capitalist states, all capitalist states, not just friendly ones, moderates have been warming up to the ISDP more, and if the 5720 elections go well for the ISDP, they may very well be in a king maker position and can push whoever wins towards a more ISDP oriented foreign policy.

Campaign Season kicks off as Monlam Aurousseau and Karma face off in the polls; A Fresh Revolution versus A Modern Socialism.

With the February Elections closing in rapidly, the campaign season has been fairly event, with most of the spotlight being on Monlam Aurousseau as he was able to win the CPX Primaries earlier this summer, gaining notable media attention due to his "council communist" label, and the other half of the spotlight being on Karma from XIP, especially over his Entrepreneurial Socialism. It's rare for elections to see such polar opposites on both sides of the aisle, but 5620 is going to be one of those elections.

For the CPX and Aurousseau, he's made his campaign clear that if elected, he will push heavily to enact a worker centric agenda and strengthen worker councils to ensure that they define the economy, instead of Social Enterprises. As his campaign motto hints, "A Fresh Revolution", Aurousseau would certainly look to redefine socialism in Xsampa. However, equally there are concerns that his election would be too far of a bridge into Metzist Theory, and critics and skeptics have countered Aurousseau by stating that his election would be prioritizing theory over practical reality. It's also no secret that most of the CPX is hesitant to support the New Line wing of the CPX, a wing that Aurousseau is from. But if elected, perhaps the New Line will be vindicated.

For Xsampa Improvement, Karma has campaigned heavily on improving the efficiency of socialism and the economy, and strengthing Social Enterprises, believing that a Modern Socialism can serve as an example to the world. Befitting his campaign motto, "A Modern Socialism, a Modern Xsampa", Karma is looking to focus on what socialism can do. However, equally, he's faced criticism due to his platform being arguably right wing (for foreign readers, right wing within Xsampan Political Contexts), if not, the most right wing Premier candidate in modern Xsampan history. And if elected, would face an uphill struggle in PAX. 

Early polling shows a fairly even lead between the two, with Left-Green Dovani behind, but it is also worth noting that if elections were held at this very moment, the ISDP would surpass the SLP (currently at 37 seats in PAX), which has garnered attention. But like any election, things can change rapidly and radically. But it's clear that the results will likely be between Aurousseau and Karma, with Left-Green Dovani being relegated to coalition status and continuing the Red-Green Revolution.
