THE HOIZAU PAPER

Local Gwanzi Saves Defense Minister Cheung, Credits Jienism for Heroic Actions
April 10, 5585

Stunning developments occurred last evening in Hoizau (Kaizhou). Defense Minister of the United Republic of Yingdala, Cheung Ganping was inspecting a military base nearby the city but failed to notice a sniper that was aiming for him. Just in time before the shot, Minister Cheung was tackled to the ground and protected by a young man, who proceeded to return fire and incapacitate the would-be assassin. As of yet the Armed Forces have not permitted for the release of information pertaining to the neutralized gunman.

It was a stunning turn of events, but none could be in doubt that one of the most important men in All Under Heaven owes his life to this simple private. The young and lowly soldier, one Cou Mong (曹莽), was relatively unknown until now, but holds spectacular promise. Just 20 years of age, Cou comes from an impoverished family, having grown up with only a single mother, his father having died in a Triad war. He worked hard and passed the Meihaau (尾考) academic exam, entering Hoidaai University (愷大) with top marks at just 16 years of age. During his studies he befriended many scholars and studied diligently whilst wearing the Pao and Fu of a Jienist scholar. Despite earning an immense amount of money through hard work and scholarship funds, he took no wealth and lived frugally, instead choosing to regift the money to institutions of learning and scholarships for the unfortunate and academically struggling. Cou was noted for his exceptional humility, compassion, wisdom, and above all else the desire to study the classics. When his cousin Cou Wing (曹永) died, he took care of his son and also tended extensively to his own sick mother. The more decorated Cou Mong became, the more humble and hardworking he would be. Finally, midway through his studies Cou decided to graduate early and join the Armed Forces to both serve the country and enrich himself in learned experience. In this way he was a true patriot and outstanding man.

Cou credited Jienism for giving him the guiding principles he uses in everyday life. According to Cou, his harsh upbringing revealed to him that disorder and disruption of the proper rites and etiquette were at fault for hardship and suffering. Had the circumstances of life been corrected through the proper observance of ancestral rituals, the application of correct relations like filial piety, and the admonishing of vice, he argues that all injustice would dissapear forever. Thus, he has made it his life mission to work to rectify the problems of society through the teachings of Jienshi. Even in this difficult and uncertain Republican period, the Yingdalan people have remained firmly loyal to the teachings of Master Jien, and Cou is an outstanding example of that.

It was for these outstanding reasons that Defense Minister Cheung has declared Cou a Gwanzi (君子), or superior man, and has advocated for Cou to become a Guard Commander (射聲校尉), a significant jump in the Armed Forces hierarchy for the young man. Cou Mong will be one of the most senior military officials stationed near Hoizau, and will have significant influence in the Armed Forces.

Even as the Unity Party (聯合黨, Lyunhapdong) and the Anarcho-Communist Party (無政共産黨, Mouzing-Gungcaandong) squabble over rule in the United Republic, many hope that Cou Mong can set a good example for the youth and populace of Yingdala. There may yet be hope for the spread of exceptional morals and disciplined conduct in the nation.

Kaizhou's Favorite Son Cou Mong Promoted to Deputy Defense Minister of the Republic
January 12, 5589

Cou Mong (曹莽), prominent 24-year old prodigy from Kaizhou, has been named Deputy Minister of Defense following a cabinet reshuffling by new President Fung Failung (馮輝龍). The Fung Government is undergoing a turbulent transition as the Unity Party takes over from the outgoing Anarcho-Communist Party-led government of former President Lo Muigwai (羅玫瑰). Under the advice of outgoing Defense Minister Cheung Ganping, it was agreed that Cou would be named a Deputy serving under new Defense Minister, Loeng Siuwaa (梁劭華). As Deputy Defense Minister, Cou will have the authority to make and approve logistical, command structure, and policy reforms within the Ministry of Defense with the approval of Minister Loeng.

Cou was made Guard Commander (射聲校尉) in 5585 and was later elevated to the status of first Seonggaau (上校) in 5586 and later Siuzoeng (少將) in 5587. Basing his command off of Jienist principles, Cou was noted for his legendary logistical capabilities and the charisma and loyalty which he instilled in his soldiers and among the people. As military service is compulsory in Yingdala, Cou was notable for his efforts to galvanize people to willing and attempting to bridge the gap between civilian activities and mentality with the military mindset. With his influence, Cou sponsored numerous military and civilian educational scholarships, contributed to public works projects, and also gave gifts to influential bureaucrats as a personal expenditure, especially those sympathetic for the ever-popular Neo-Jienist movement. This gained Cou much praise with the people, but also key voices within the government that were crucial to his consideration in the government transition.

Most notably, Cou also exposed the other prominent candidate under consideration, Wan Cing (溫青) of Tian'an, for corruption. It came under light that Wan had been taking exuberant bribes using her position as previous Deputy Defense Minister. She had also been revealed to promise low-ranking and incompetent personnel high positions for money, and was found to have embezzled thousands of Jiaochiao meant for the Defense Ministry for personal use in gifts, vacations, and material possessions. As a result, Wan has been court martialed and stripped of her duties, and Cou has been given even more credibility as a harbinger of justice.

Cou's nomination reflects a greater trend among the Yingdalan populace to have rejected the unfamiliar ways of Republicanism, with campaigns mounting to encourage a return to traditional Jienist ethics and governance, rejecting the new Republican democratic form widely regarded as foreign, corrupt, incompetent, and unfit to govern the nation. A recent poll found that 63% of those interviewed missed the old Yingdalan Grand Union under the Imperial System; just 33% expressed desire to retain the Republican system if given a choice between the Repbulic and the Grand Union. Thus, with more government officials like Cou in prominent positions, even the Republic itself is inching closer to fulfilling the old traditional goals of governance; sensibility and justice.

PUBLIC OUTRAGE over Cou Sack, Purge of Jienists and AGG in Government
July 23, 5591

There was outrage across the five provinces today as Cou Mong (pictured right), Deputy Defense Minister, was abruptly sacked alongside other prominent members of the Association for Good Governance. Cou is widely revered as one of the most prominent and skilled voices of government reform, repeatedly demonstrating his administrative capabilities to re-energize and enthuse public servants and military men alike towards the national cause of rebuilding a prosperous and functional Yingdalan state.

The highly fractured republican era has made political affiliation in the struggle between the Ancoms and the Unity Party the ultimate goal of political life. This has seen an unfathomably intense amount of heavy corruption with public favors, funding, and punishment dished out by heavily biased authorities to those seen as the most likely to play to the interests of a certain political cabal instead of seeking to rule neutrally for the good of the people.

The Association for Good Governance (AGG - 援政會, Jyunzingwui) was formed by Cou Mong in late 5589 as a way to combat the incessant corruption and partisanship of the government. The AGG supported bipartisanship and political independence, transparency and public engagement on legislation and law enforcement, and most importantly meritocratic anti-corruption. However, the AGG was also very overtly Jienist and Monarchist in ideology, calling for a restoration of the old Imperial Family and an end to republican rule. As a result, Cou Mong has been dismissed from his position as Deputy Defense Minister. More than a third of the independent legislature, all AGG members, have been temporarily suspended of their voting power in the Congress due to "national security integrity" concerns of the government. So have civilian and military government figures been temporarily suspended, with investigations to start over political insurrection.

The woman behind the sack, Defense Minister Loeng Siuwaa (梁劭華), cited politically sensitive comments the AGG made and noted that their ideas pose a threat to the republic's existence. However, many suspect that she was also jealous of Cou's immensely growing political influence and popularity. As protests calling for the reinstatement of the AGG rage on in the streets, many hold onto the hope that Yingdala could see a potential Jienist restoration to the days of old.

Fung Wins Re-Election, Fulfills Promise to Re-instate Cou Mong
March 10, 5594

Incumbent President-elect Fung Failung (馮輝龍) has won a second term as Yingdala's Head of State and has publicly declared that he will be elevating Cou Mong (曹莽), former Deputy Defense Minister, to full-time Defense Minister of the second Fung cabinet. The move was met with indignation by both the opposition Anarcho-Communist Party but also Fung's own Unity Party, as Cou is an anti-partisan and anti-republican figure. Nonetheless, Cou is incredibly popular with the populace and it appears as if Fung was willing to sacrifice political ammunition within Congress to bolster his public appeal, which has been slipping as of late due to increased political violence on the streets and the formation of both Anarcho-Communist and Unity Party paramilitaries.

Cou, a devout Jienist, is widely held by conservative and restorationist sectors of society as the paragon of imperialist moral virtue and character. Despite public cries for his return, Cou willingly appeared in public and on social media in 5591 to tell the mobs to calm down, resolving to respect the decisions of his superiors and thanking President Fung for his generosity during his brief tenure as Deputy Defense Minister. Cou then humbly returned to Kaizhou and poured his remaining economic resources into continuing to fund scholarships and institutions of Jienist learning and education.

Since the public reveal of his planned restoration, Cou has declared his intent to make security and social harmony a priority under President Fung's direction, calling on the military and law enforcement to work together and control the paramilitaries. Political violence has escalated between Unity Party-friendly law enforcement and Anarcho-Communist Party-backed labor unions lately, and many fear that the paramilitary situation could prove untenable should the government fail to take action. This follows the greater republican trend of political and partisan affiliation retarding the abilities of the government to maintain the peace and rule equitably and justly for all people, a situation many restorationists hope to remedy through the abolition of the Republic and the restoration of the Imperial Family.

MANIFESTO

OF THE RADICAL FACTION OF THE FIRST OF MAY

JULY 23, 5595

Proletarian Revolution! At long last! Thus declares the order of the day. It is high time for the Yingdalan proletariat to take firm control, to lay hand on the state machinery and tear asunder the final contradictions of capitalist society preventing the workers from taking their rightful surplus value. This revolution is happening right now, Yingdalan compatriots, for it is today that the Radical Faction of the First of May, proletarian of the Anarcho-Communist Party of Yingdala, has taken up arms against the cowards in the center Tian'an. Rest assured, then, that the situation will resolve itself quickly; workers will take up the factories and docks and farms, the rich will be expelled from their mansions and thrown into the hovels we proletarians have forced to dwell in for so long, the bayonet of the army will be turned against the oppressor. Just a few more hours of direct action of the unions, of the militias, of the party, and oppressive capitalist tyranny will be no more in our land.

It is true, yes, that the policy of the Party was until recently to achieve socialism and eventual anarcho-communism through democratic evolution at the ballot box. Indeed, we temporarily agreed to a policy of elections alongside the Unity Party. But this was only because the conditions of class antagonism were not yet sufficiently entrenched, not mature, not heightened for the glorious and decisive events of today to yet take shape.

In fact, these promises of peace were naught but ruses used by the Party to entrench itself within the ranks of Yingdalan society. The rhetoric of peace was but a temporary necessary evil to build the socialist apparatus that would be used as a hammer to crush the enemy. But the situation has matured and the shackles that once bound the Party, the proletariat, are now able to be shattered. Not only has the Anarcho-Communist Party longed for this revolution, but in fact our key allies in the Unity Party have been secretly conspiring with the Radical Faction for a long time. Soon, the Republican ideal will be fully realized, Unity and Anarchocommunist Party hand in hand, in the birth of Socialist Yingdala.

The Jienist reactionaries of such associations as the "Association for Good Governance", under the head of the noxious toad Cou Mong, are but paper tigers. The revolution will crush them and dispose of them, it will raze in flame the traditions of the imperial ancestors and build anew a socialist Yingdalan man.

Comrades, you are liberated! Comrades of the Radical Faction and Anarcho-Communist Party are at this minute seizing the city, our unions and militias march proudly through the streets waving the black and red banner. Do not be alarmed, citizens of Tian'an! The Party is taking complete control of the city, and soon the nation. The liberation of the proletariat will soon be at hand!

July 24 5595

THE SITUATION in the United Republic of Yingdala was incredibly turbulent on the ground yesterday, but order was restored remarkably swift. Although the nation is on lockdown and most information in the nation has been heavily censored by the emergency government, those on the ground and in the know are reporting and corroborating government claims that the sporadic Anarcho-Communist revolt, which looked earlier poised to topple the delicate position of President Fung Failung, has been decisively put down with little bloodshed by security forces. The military sent tanks into Central Tian'an hours after Anarchists attempted to seize important locations such as the congress. Instead, the military decisively surrounded Congress and trapped and arrested all lawmakers and Anarchists. Anarchist militia and militant unions were quickly cleared out of the streets with only minor altercations as the military worked with law enforcement to efficiently secure all major points in Tian'an, effectively ending the revolt as the remainder of Anarchist forces dispersed or were jailed.

Nonetheless, international observers are beginning to doubt whether the supposed Anarchist Cabal were ever even a threat. No credible information or intelligence ever demonstrated the existence of a radical or violent part of the socialist movement in Yingdala capable of martialing the numbers seen yesterday. Indeed, in their decades of peacefully participating and ensuring seamless democratic transitions in the political system of the United Republic, no major figure of the Anarcho-Communist party ever once expressed the desire for a violent revolution despite the Manifesto's supposed claims. The mysterious and sudden appearance of this "Radical Faction" is an oddity that has appeared at a perfect opportunity for the Anarcho-Communist Party's suspect political opponents. Indeed, if such a power were so concerned with social revolution it is odd that they would also incriminate their supposed comrades in the Unity Party, a declared anti-communist right wing force. The circumstances seem to convenient for Neo-Jienist radicals, who have constantly claimed that the two major parties are in fact in cahoots.

Perhaps most damning of all, the Martial Law Order of President Fung was released an hour before the first copies of the Manifesto even appeared in Tian'an, let alone before the showy parades of Anarchists in the streets. The government was quick to backtrack that the declaration was due to confidential intelligence gathered by the government before the revolution. President Fung has also not been seen in public since yesterday, raising the possibility that he could have signed under duress. As a whole, it is possible that this was not an organic revolt but in fact a false flag operation deliberately orchestrated by Cou Mong to paint both major parties as dangerous threats to national security and trick or coerce President Fung into giving him dictatorial powers to pursue his political agenda unchecked.

As of now, Defense Minister Cou Mong is an effective dictator. He has elevated members of the controversial neo-Jienist "Association for Good Governance" into key positions in the transitional government, many of whom have a track record vowing to destroy the Republic and bring about a restoration of the old Imperial rule.

Although Cou Mong has claimed his rule will be temporary with the goal of resuming the United Republic's stable functions, international observers must be very wary of these claims and suspect other motives. Neo-Jienism and extremism have been on the rise, and though it is likely Cou will preform a delicate balancing act between reactionary plays domestically and liberal appeals abroad, it is not impossible that he will attempt to hold onto and consolidate political power for the benefit of the Neo-Jienists.

瑩大磖大同之 中興 宣言
DECLARATION OF THE RESTORATION OF THE YINGDALAN COMMONWEALTH

The Master declared:
<<臨之以莊、則敬、孝慈、則忠、擧善而教不能、則勸。>>

"Let the Sovereign preside over the People with gravity;—then they will revere him. Let him be filial and kind to all;—then they will be faithful to him. Let him advance the good and teach the incompetent;—then they will eagerly seek to be virtuous."

Our Celestial Empire has been bereft of such good governance because the corrupt, debased, and noxious agents of the Republican movement have undermined and usurped the rightful power from His Majesty, who carries the rightful Mandate of Heaven. The incident of July 23 proves that fate has ordained the destiny of the continued existence of the Republic to be that of chaos, impropriety, disorder, moral degeneracy, and misery for the Yingdalan people. We can only be saved once society is reformed in the proper order, which necessitates the complete restoration of the Imperial Monarchy.

Therefore, I, Cou Mong, but a humble servant of His Heavenly Majesty, Ruler of the Celestial Empire and All Under Heaven, Emperor Wu Fangxun (武放勳), courtesy name Jiu, do formally declare:

That the United Republic of Yingdala is to be permanently ABOLISHED, and in its place re-established

<<The Commonwealth of Yingdala>>

That His Heavenly Majesty, Ruler of the Celestial Empire and All Under Heaven, Emperor Wu Fangxun (武放勳), courtesy name Jiu, first enthroned in the year 5454, be reinstated in his full capacities as the Head of State and Emperor of Yingdala and given all honors as a Spirit Tablet until the Imperial Bloodline nobly reveals a worthy successor among the living,

That the capital be relocated from Tian'an to Kaizhou, and the Imperial Palace and the Sprit Tablet of His Heavenly Majesty the Emperor interred in Singping Hall at Afong Palace

That the central government relocate to Afong Palace in Kaizhou to serve His Majesty's Court

And that a Constitutional Convention shall be held in due order with the intervention and guidance of His Majesty and Heaven to govern the land with righteousness and propiety

Until such time as a Constitution may be rendered effective, I henceforth declare that I, in my position as Grand Regent, shall rule by issue of decree, effective at promulgation and overriding any previous law in full power

ORDAINED UNDER HEAVEN BY THE WILL OF HIS MAJESTY THE EMPEROR JIU, CARRIED OUT BY GRAND REGENT OF THE COMMONWEALTH OF YINGDALA COU MONG

一匡復禮文化大復興 宣言
DECLARATION OF THE GREAT CULTURAL REJUVENATION TO UNITE THE COUNTRY AND REVIVE PROPRIETY

Observing the situation of the nation as the new year comes, the Central Committee, the Prime Minister, and the Grand Regent, under the grave consultation of Heaven and His Imperial Majesty the Heavenly Sovereign Emperor Jiu, have resolved that the Jienist tradition remains in a state of severe crisis 5 years after the corrupting decadence of the so-called "Gungwogwok" was extinguished.

The Exalted Celestial Empire of Yingdala (瑩大磖 天朝上國) must now come under the leadership of a Great Cultural Rejuvenation. The nation has been infiltrated by anti-national foreign devils and agents that seek to undermine the millennia-old traditions of our Celestial Empire. Those representatives of the modernists and falsifiers and republican heretics who have sneaked into the Rejuvenation Movement, the Administration, the Armed Forces, and intellectual circles must be eliminated. With our neglect indulging them, it is very possible that should conditions turn ripe for the revolutionary terror it shall turn the sacred restored heavenly state of the Yingdalan people into a whorehouse of modern and chaotic debauchery, a return to the terrors and failure of the old Gungwogwok. Some of them we have already seen thorough, others we have not. Some are still trusted by us and are being trained as our successors, still nestling beside us. This is unacceptable; Yingdalan people at all levels must pay full attention to this matter. We will stop at nothing to root out the traitors, the foreign agents, the revisionists, and the doubters of the noxious anti-national movement.

The people and government must wholeheartedly and decisively combat this degeneracy through a complete and total social mobilization of forces to preserve and revive the proper rites of Yingdalan civilization. We must thoroughly criticize and identify the foreign and vile corruption attempting to seep into our nation, defy and defeat the forces of chaos and evil, lay down the law and unite the Country, and revive the propriety of the people under the Three Fundamental Bonds and Five Constant Virtues.

The agents of chaos and disorder will surely be defeated!

The Yingdalan nation will uphold its' glorious traditions and culture forever!

Firmly hold high the banner of the Cultural Rejuvenation!

5600. January 1.
