A rare Military ceremony took place this week at Bentasur, Duchy of Manzamal, Kingdom of Gaduridos as the Flag of The United Kingdom of Lourenne was lowered and returned with full honors to representatives of the Canrillais Imperial 4th Fleet.  The Base was officially transferred to administration by the Anantonese Imperial Regular Navy, ending an 80 year long presence by the Lourennais Navy.  The Kingdom of Gaduridos agreed to the transfer to Imperial Administration as part of new focuses on the Central Anantonese Ocean.

"Devolvemos los colores del Reino Unido de Lourenne a sus legítimos dueños, con todos los honores, y agradecemos al Reino Unido de Lourenne por su administración pacífica y cuidadosa de esta base naval", said Her Imperial Majesty's Viceroy, Her Excellency, Lady Magdalena Sarmiento to the retiring Lourennais Base Commander and Admiral of the Lourennais 4th Fleet. "El Imperio y el Reino de Lourenne siguen siendo amigos y en paz entre sí, y daremos la bienvenida a nuestros amigos aquí y en todo el Imperio, para siempre."  Lady Sarmiento represented Her Imperial Majesty at the hand over, and delivered a short speech before the ceremony began that primarily had good things to say about the Lourennais Navy.

Following the Viceroy's Speech, The Lourennais National Anthem played on the base for the last time, as all uniformed military personnel in attendance, Lourennais, Gaduri and Kalistani saluted.  The Kalistani Marine lowered the Flag of the United Kingdom, folded it ceremonially, and presented it with a full salute to the Lourennais Admiral, who received the Colors and returned to his formation.  The Marine Color Guard then unfurled the Flag of the Anantonese Empire, attached it to the lanyard and raised it, followed by the Flag of the Kingdom of Gaduridos.  As new banners rose up the flag pole, the Anantonese Imperial Anthem was performed by the band, and once more all military personnel present saluted, while civilians stood in reverent attention.  As the base transfer ceremony took place at sunset, as soon as the Flags were at the top of the pole, the band played "Evening Colors" and the colors were lowered for the evening.

The base transfer signals Kalistan's expansion into naval operations in the Central Anantonese.  It had previously been conducting submarine patrols as far south as Marlingantos, however with the acquisition of the Bentasur Naval Base, the Imperial Navy will now be able to extend its reach to the shores of Indrala.  As a player in the Central Anantonese, it is possible that the Empire will come into contact with Tukarali, Aldegar and Mordusia in the Anantonese as well.  Currently, the base will host forward elements of the 3rd Fleet, but it is entirely likely that at some point in the near future, Kalistani assets will shift south, so the entire 3rd Fleet will be based in Bentasur, while the 2nd Fleet departs Port Swedes for Yoshimi.  This may open Port Swedes up for other countries to begin utilizing the facilities, giving the Empire some flexibility and opportunities for increased international cooperation in the Northern Anantonese.

Also expected at Bentasur is a request for refueling and refitting privileges from the Commonwealth of Lodamun, who is itself currently expanding its patrols into the Anantonese.  "This will provide more training opportunities for the Anantonese Security Community in the Central Anantonese Ocean," said Navy Lieutenant Allen Conway.  "Kaliburg is beginning to take orders from Lodamun to build naval vessels as it aggrandizes its fleet, and we stand ready to continue to cooperate with Lodamun going forward.  The Kalistani-Gaduri-Lodamese-Lourenne partnership remains strong in the region, and all opportunities to work with Lodamun or Lourenne will be taken."

For now, the Lourennais 4th Fleet will begin closing down operations and returning to Lourenne, possibly to be decommissioned, though the exact fate of that fleet is unclear.  At any rate, the Viceroy said she is expecting a drop dead date of March 31, 5583, for full Lourennais withdraw.  "Deseamos que esta retirada de Bentasur sea ordenada y completa," said Her Excellency, the Viceroy.  "Las oficinas administrativas serán lo primero que ocuparán las unidades navales de Kalistani, que comenzarán a llegar en gran número a partir de abril. Instalarán la infraestructura imperial, incluidas las oficinas para los enlaces de Gaduri. Elementos de la Tercera Flota comenzarán a llegar a Bentasur en julio. Entendemos que durante el primer año serviremos principalmente como base de submarinos de Kalistani y como puerto de reabastecimiento y reacondicionamiento para las unidades de ASC que transiten por la zona."

The Imperial Government has agreed to transfer a sum of ₭6 Billion a year for base upkeep and maintenance costs, but that cost can be renegotiated as time passes.  If Lodamun or Lourenne intend to use the base on a permanent basis, they will be asked to contribute to the maintenance fund for the base.

Elections Conclude As Red-Red-Blue Coalition enters 3rd and final term; Slim majority as Reform makes major gains.

The recent October elections have seen millions of Gaduri go to the voting booths and express themselves regarding the Montenegro Administration. Surprisingly, Montenegro has broken old trends and has achieved a 3rd term. Or at least her coalition. Despite her victory, it's clear that party fatigue is kicking in as the Red-Red-Blue Coalition has a slim majority of only only 2 seats. Being at 131 seats in total, it's not a good sign and it's sure that these next 4 years will be compromised based as Reform has made major gains, going from 47 seats to 63. Strong growth. Despite that, it seems a centrist approach to social democracy has found some bastion of support with the majority of the population. 

As such, we expect the status quo to continue on as Montenegro looks to maintain a moderate calm social democratic outlook for Gaduridos. Yet recent issues on the northern border has seen the National Party make some gains, remaining relatively strong in Cuernatecas. While they remain in the fringe, both in the Royal Congress and the Duchy Congress of Cuernatecas, it is likely that the National Party could potentially make a move for Govenor of the Duchy in the future. However, with Reform securing that, we can expect a conservative approach to the border. Irregardless, across the country, Reform performed spectacularly and we can expect a strong chance for Reform to secure Prime Ministership in the 5586 elections. 

With Montenegro continuing on for a third term, the Red-Red-Blue Coalition continues on but as stated earlier, we can expect strong compromised made with Reform and the Radicals for anything deemed extreme. Whatever the case, it seems the Triarchy of PSSG, Reform and the Radicals is being established, and for the PSSG, Montenegro has left a lasting impact after the chaos of Yepes. Perhaps Centrist Social Democracy can redefine the majority of the PSSG. Whatever the case, the next 4 years will be calm and not rocking the boat.

Montenegro Administration addresses the election of the far right in Kundrati; Cites concern over democratic norms being disregarded

Kundrati has become the topic of the week as it's recent elections has seen the far right nationalist "Kundrati Legion" prevail with majority, and securing Presidency of the government. While normally, Gaduridos wouldn't comment on foreign elections, this time is different. The line between far right nationalist and fascist is often blurred and interchangeable, but 9 times out of ten, it is often fascism. Yet the election of the Legion has warranted concern and raised the red flag in Gaduridos due to the nations past with the far right. Combined with Kalistan expelling diplomats and Gaduridos has been put in a spot where it arguably has to respond. As such, the Montenegro Administration has released a press statement with Foreign Minister Anthony Aguayo addressing the election.

I would like to start off with this. Gaduridos is, and always will be committed to the well-being of democratic norms. But we are a neutral country first and foremost. But we are not blind to history either. The election of the far right in Kundrati is cause for worry. We fear that previous democratic norms will be eroded and ignored. Gaduridos especially should know this. We lost our democracy in the 20s and entered a Malaise. We can never forget, and we cannot sit idle whilst the same occurs to another nation. Furthermore, Her Imperial Majesty in Kalistan has expelled Kundratijitian Diplomats from Kaliburg. In that light, Gaduridos will follow suite. Contrary to what some may think, our neutrality doesn't mean we ignore nightmares. As of today, until we can be absolutely certain that democratic norms are respected, protected and cherished by the Legion, all Kundratijian diplomats will be required to leave. Los Altos will stand in solidarity with Her Imperial Majesty and reject fascism.

As such, Gaduridos is set to follow suite and expel Kundratijian diplomats from the nation following the election of the Legion. While some question how it affects the nations neutrality, others are more supportive due to the Troublesome Twenties and the National Front that brought Gaduridos into the Malaise. Whether or not they are allowed to return depends on whether Kundratijian democracy is respected by the upcoming administration. Perhaps this move was too harsh, or too little, but it's clear that the memories of the 20s are coming back as Gaduridos will not cooperate with any fascistic nation.

Gaduridos calls for an SEC Summit; Proposal to revive, and modernize the SEC.

The Seleyan Economic Community has often been neglected for awhile. Between the Gaduri Malaise and a general wave of protectionism (and nationalism) sweeping Seleya, it seemed like the SEC would be doomed to irrelevance. Yet they changed when the Gaduri Malaise ended, when Mordusia joined the SEC and showed support for it. When Kanjor and Rildanor joined the SEC and Canrille connected to the Trans-Seleyan Railway. When Likatonia joined the SEC. Within since the 50s, the SEC has managed to expand itself. But it is clear that the effects of time have shown itself on the SEC. Yet many said such a thing couldn't be done. "Seleya isn't ready for this level of cooperation." Or "The SEC will go the way of the Artanian Union". Yet the Montenegro Administration is ready to challenge that view.

As it stands, every Seleyan nation except Baltusia, Alduria, Kalistan and Valruzia are apart of the SEC. With such a diverse collection of economies, all interwoven by the Trans-Seleyan Railway, it is clear that modernizations to the SEC is needed. As such, the Montenegro Administration has called for a summit in Ciudad de Gadur, inviting all nations apart of the SEC (To date, that is Lodamun, Likatonia, Tukarali, Aldegar, Saridan, Mordusia, Rildanor and Kanjor) and inviting non-SEC Nations to attend. The goal of the summit will be to bring about talks on the future of the SEC, modernize it for a modern Seleya and bringing the SEC back into discussion. With the Trans-Seleyan Railway showing that a united cooperative Seleya is possible, the Montenegro Administration is optimistic that the summit will be successful or at least produce positive results.

With a variety of issues that need to be redefined as the original SEC treaty shows it's age, it's clear that the Montenegro Administration is opening the door to discussion and encouraging Seleyans to talk about the SEC and ways to improve it. Whether the SEC is improved or not is yet to be seen, but the effort will surely produce something at least.

Investing into the coffee industry; Providing a Seleyan alternative for coffee production.

As it stands, Gaduridos gets its (highly needed) coffee from Lourenne, who in turn gets it from Mina. However, Gaduridos finds itself in a relatively ideal location for producing and growing its own coffee for domestic production. And as such, this leads to the possibility of a domestic production of coffee and provide a domestic Seleyan industry for Seleya, especially in light of the SEC. As such, the Montenegro Administration has looked to invest into coffee production domestically. Not only will this expand new jobs, diversify the agricultural industry and allow for domestic production of coffee, and perhaps even open up a new good to export to Seleya.

As such, a focus will begin on establishing and modernizing coffee farms in Northern Vintalli. Whether it be establishing new farms or modernizing equipment, this will allow for domestic production to actually occur. However, it seems the government isn't the only one investing as Kalistan has looked to pitch in and provide funds and support for coffee farmers. Combined with current efforts to establish coffee farms and modernize existing farms and it's anticipated that Gaduridos can become a coffee producer for Seleya. With state and private interests beginning efforts in establishing farms, it's likely that the Coffee Industry will be kept in check and not monopolize itself (assuming the RCAC doesn't shoot down monopolization efforts to begin with).

As such, Northern Vintalli is set to be the home of domestic coffee production and this will be a boon to the economy, but also a major boom to the Duchy of Cancon. Any benefits for the Duchies will eventually trickle up towards the state and provide the Federal Government with benefits and ultimately the Federal Economy. As new jobs are provided, land is put to use and new goods are produced, the Cancon Economy is expected to receive benefits immensely. With the prospect of domestic production of coffee, private interests groups have shown a strong interest in the establishment of independent coffee chains across the country once production occurs en masse.

Formal Audience at Wilson House Confirms Sir Eric Davenport as Lord Protector of the Commonwealth

A Formal Audience between Her Imperial Majesty Empress Carolina I Ananto and Sir Eric Davenport of the Commonwealth of Lodamun confirmed Sir Davenport as Lord Protector of the Commonwealth, signaling Lodamun's official entry into the Anantonese Empire.  The occasion was marked by a simple ceremony, where Her Imperial Majesty acknowledged and accepted the petition on the part of the Lodamese Government to join the Empire, and asked the Lord Protector to serve as her official representative to the Government of Lodamun.  

Her Imperial Majesty also announced the chartering of the Order of Andalay, the new Lodamese Peerage, and has issued his first set of instructions to the Lord Protector to begin inducting quality individuals.  All members of Her Imperial Majesty's Government in Lodamun are to be granted peerage, with Lord Protector and Lord President to be received knighthoods in the Order of the Grey Smoke.

The entry of Lodamun to the Empire officially reunites nations that have been apart for more than 3500 years.  Lodamun takes its role as an equal constituent nation in the Anantonese Empire, alongside Gaduridos and Kalistan.  Like Gaduridos, Lodamun will retain its democracy.  Her Imperial Majesty has granted Lodamun the compensation to be able to select their Lord Protector democratically.  "At the end of the day, Lodamun expressed their interests in maintaining many of its institutions in place," said Chancellor of the Empire Dame Dianne Bolton, who was present in the Formal Audience.  "Most of the concessions were designed to protect Lodamun's unique position both in Northern Seleya and in the world, and were easy for the Empress to agree to."

The accession opens the gates for access to significant amounts of credit and investment to flow from Kalistan toward Lodamun.  "We have so many partnerships in place as it is," said Dame Bolton, "that the political separation was really a formality.  Whether it be the Anantonese Economic Standardization Accord, or the Anantonese Security Community, or any number of other lower level trade, cultural and security agreements, both formal and informal, the two nations were independent in name only, and the last barriers between free association have finally been stripped away."  

In exchange for the significant concessions granted to Lodamun by Her Imperial Majesty, Lodamun formally accepts Her Imperial Majesty as Head of the Lodamese State, to be directly represented by the Lord Protector of the Commonwealth, shall fly the Imperial Standard over all National Government Buildings and bases, both in Lodamun and Abroad, and will maintain the AESA, the ASC and the Articles of Empire.  Lodamun will also permit the free exchange of Imperial Rubles within Lodamun next to the Lodamese Dollar, and will agree to send delegates to the General Council of the Empire in Gaduridos when the Council is called.  Lodamun will also provide 10 Deputies to the Kalistani National Assembly, a Fleet designated for Imperial use in times of Crisis, and monetary support for the Crown according to the Articles of Empire.

"We look forward to welcoming the Lodamese Deputies to Kaliburg," said Chancellor Bolton, who noted that the size of the National Assembly will return to 79, with 59 Deputies being awarded to Kalistan, and 10  Deputies supplied each by Lodamun and Gaduridos, who will be able to caucus as they please, and will have full speaking privileges and Bill proposal powers within the National Assembly.  "If we ever reclaim Athosia, we may have to change the name of the body to the Imperial Assembly," said Chancellor Bolton.

Finally, Lodamun will be encouraged to maintain its forward positions in Mordusia and in the Mad Dog.  "Lodamese ships will continue to sail under the Lodamese Chain of Command, though they will now represent forward projection of the Empire."  The Anantonese Standard will fly along with the Lodamese National Flag over all forward military bases, and the Empress will reserve the Right to review forces at all foreign Military Bases.  "Its a similar arrangement that we have with Gaduridos at Bentasur," said Dame Bolton.  "We anticipate that Kalistan shall incur at least a partial cost to maintain the forward miltiary bases in an active and effective condition, to offset the money that Lodamun was being expected to pay.  But this will require a necessary adjustment to our military budget."

Now that Lodamun has joined the Empire, it is highly expected that there will be major pressure placed on Baltusia to follow suit and join.  There are some reports of communists setting up shop in Millford State, southern Lodamun, but with Lodamun in the Empire, it is likely that the Communists' days are numbered.  "We hope to obtain Baltusia sooner than later," said Chancellor Bolton.  "There is almost no reason for Baltusia not to join, and plenty of benefits for them should they decide to do so.  Baltusia is a defunct state, its people are leaving by the thousands, and the Anantonese Empire represents an excellent opportunity for them to get onto good footing, take advantage of their natural gifts, and be respected once more in the world."  When asked about Kregon, Sekowo and Outannais, the Chancellor said "No Comment.  We want to focus on fully integrating Lodamun right now and then turning our attention to Athosia."

Gaduridos condemns Likatonian Alliance with Kundrati; Concerns over regional stability, neutrality, democracy and balance of power cited.

The recent news of Likatonia and Kundrati forming a military alliance has been met with anger and dismay in not only Los Altos but across the country. With the Royal Congress abuzz with hundreds of voices calling for a variety of responses, with some wanting to enact an embargo on Kundrati and Likatonia, others wanting a united response with the rest of the Empire, and anything else in between extremes. With more nations condemning the fascist state in Kundrati, Likatonia has broken that trend and has actually not only aligned with Kundrati but even formed a military alliance with them. With many viewing this as legitimizing the fascist regime in Kundrati, arguably Likatonia has become an associate to fascism. With the memory of the 20s only being reinforced, many Gaduri have called for something to be done to respond to fascism finding an ally in Seleya.

To that end, Los Altos has finally broken its silence as Prime Minister Victoria Montenegro has broken silence.

I want to start off with saying this. Likatonia has done something awful. They haven't just threatened the balance of power in Seleya. They haven't threaten the continents neutrality, no. They have legitimized a fascist state. They have allied and befriended with a fascist state. I have received many calls and many, many letters to my office with suggestions on how to handle Likatonia. Embargos, sanctions, rejecting them from the SEC. Yes, these are strong measures but what Likatonia has done was no mistake. You do not mistakenly befriend a fascist. As of today, all diplomats in Likatonia will be recalled. Any Likatonian diplomats will be expelled as well. Some may call this too drastic, or too light. But I call it necessary for Seleya. Alongside these measures, in the coming days, I will discuss with Congress on sanctions for Kundrati and Likatonia. They have endangered not only democracy, but the neutrality and safety of Northern Seleya.

While some may argue that sanctions will threaten Gaduri Neutrality, others argue that it is already under threat with fascism entering Northern Seleya. As such, most are supportive of the efforts by Prime Minister Montenegro. For the first time, in a long time, Gaduridos has condemned a nation. The actions of the Montenegro Administration have found widespread approval in Gaduridos, irregardless of if you are Reform, Radical or Social Democratic. As such, approval ratings are remaining high and it may just benefit the PSSG next year.

Reform prevails in elections; Naomí Quesada to become PM as Coalition is established with HDP and Radicals.

The 5586 elections have concluded in what many anticipated to occur; Reform has managed to prevail. After 12 years of Social Democratic rule, party fatigue set in and many voters gave the centre-right conservative minded Reform Party a chance. With Naomí Quesada becoming PM, Reform is the second party to secure Prime Ministership as the Triarchy between the PSSG, PRG AND PRD is established.

As such, a coalition has been established between Reform, the Radicals and the HDP, ensuring a comfortably majority of 145 seats for that Quesada Administration. While there are those who are upset at seeing the HDP in government again, the only other alternative to ensure a majority was the far-right National Party, which would be political suicide. As such, the next 4 years are expected to be moderate as the Quesada Administration has pledged to focus on federalism (as per agreements with the Radicals), cultural protection and expansion, fiscal conservatism and security. 

As such, we can expect the Duchies to receive more rights and efforts to continue federalizing Gaduridos. Alongside this, we can also expect support for cultural institutions, an expansion of cultural institutions and protecting Gaduri culture, fiscal conservative measures and promoting free market solutions, and focusing on Gaduri security, both for the FDG and Ananto.

With Quesada heading towards Los Altos, Reform has an ambitious agenda ahead for itself. With the PSSG and PTG put into opposition, conservatives have the chance to secure a legacy and challenge the notion that the PSSG is the "default ruling" party of Gaduridos. In any case, Reform is set to enact changes over the coming years.

In an ever changing and chaotic world, the need for security always increases. As such, the Quesada Administration has looked to upgrade Gaduri ports across the country have been given funds, both private and state owned to begin expansions and upgrades. While ports were upgraded a considerable while ago, the focus was largely on trade ports. This effort is focused on military ports and ensuring they have room for more traffic, especially from Anantonese states such as Kalistan and Lodamun. 

The goal is to ensure that Gaduri ports, both civilian, trade and military have the means to handle increased traffic in a modern manner. As Gaduridos interconnects itself to the rest of the world, and with other Anantonese states looking to help in keeping the Anantonese Ocean safe and secure, ports will need all the support they can get to handle new traffic. As such, the Quesada Administration will provide support for private and state ports to ensure adequate development.

National Party Splits

The far-right National Party has found itself split for some time and it has finally come to a boiling point. As it stands, the National Party has been left in the fringe of Gaduri Politics but not irrelevant enough to be out of Congress. But ever since the collapse of the National Front, the Gaduri far-right has often found itself splintered. Between those looking at the New Social Movement that imploded at the start of the century, and it's outward fascism, and the national conservative National Front, the National Party has finally split. As such, out of the 14 seats they hold in Congress, 7 has split off with the newly formed Partido del Suelo Libre (Free Soil Party) being assigned the seats as those respective Congress members have defected to the PdSL. 

With the National Party embracing Frontism ideals (such as National Conservatism and right-wing populism), the Free Soil Party has taken a strong pivot towards ultra nationalism, borderline neo-fascism and strong xenophobia. Pundits expect the PdsL to lose what few seats it has in Congress in the next elections.

Pastelería Alma Dulce experiences growth as culinary revival occurs

Gaduri Pastries has been in what amounts to a revival across the country as a major private company has been making major growth across the country. Pastelería Alma Dulce has found itself growing and spreading across the company via distribution and production of Gaduri baked goods such as Polvorones, Concha and Churros to name a few. As the company continues to grow, it has the potential to expand outside of Gaduridos and fundamentally export baked goods to other countries in a sense. While it depends on if other countries would allow PAD to set up shop and establish bakeries, it would certainly be beneficial for Gaduri Culinary Culture.

Creation of the Federal Guard program; Duchies given more liberties and rights.

As apart of coalition talks with the Radicals, federalism was put on the table and accepted. As such, the Quesada Administration has been forced to support federalization efforts that were started by the Navarro Administration and so, this has led to an expansion of the rights the Duchies have, with the most prominent being the Duchy led Federal Guard program. 

The Federal Guard program will allow each Duchy to have its own security of sorts. While still beholden to the FDG, the Federal Guard will be able to be deployed at the discretion of a Duchy Govenor and can be employed only in a State of Emergency such as diaster relief, a state of anarchy or supporting the Federal Government during war. Not only will this provide another avenue for employment, it'll allow for decentralization to take root and ensure that Duchy governments can address local issues that the FDG may not be able to address.

The ultimate goal of the Federal Guard program is to ultimately devolve power to the Duchies and ensure that they can adequately respond to issues that arise locally. Alongside that, it also helps in establishing guard rails for Gaduridos should a repeat of the 20s ever occur again with a Federal Government hostile to the interests of the people at large. As Gaduridos continues towards federalism, the Quesada Administration has shown that it will support s balance approached to federalism and not turn the nation towards confederalism. As such, we can expect some limits on how far federalism goes but as it stands, the Federal Government still holds alot of sway compared to the Duchies.

Whether it be providing aid to areas affected by diaster, restoring order when there's anarchy or providing support for the FDG, the Federal Guard will surely be welcomed. Yet as stated, the deployment of the Federal Guard is at the discretion of the Duchy Governor, but should a Duchy Congress feel that the Federal Guard is wrongfully deployed, it can be revoked via 2/3rds majority in a Duchy Congress. This measure is to ideally prevent governors from missing the Federal Guard and deploying them for trivial or partisan reasons.
