Kalistani Troops return to Eveari, and provide local security while awaiting the departure of the Indralan Forces.

For all intents and purposes, the War in Ananto is over.  Last Fall, Kalistani Combined Forces under General Melanie Shepherd drove north from posts in the Angry and Constipated Mountains, and descended into the Blue Grass Valley.  Soldiers noted the surreal atmosphere as very little resistance was met.  Indralan forces kept few pickets very far outside the city, and when these positions were over run, the Indralan forces surrendered in the face of the massive onslaught.  Soon, Kalistani Combined Forces arrived at the outskirts of the town and were met by an Indralan Flag of Truce.

The Kalistani forces halted in the plain, and quickly ordered the embedded Political Commissars to the fore, who subsequently accompanied the Indralans into the city.  The Indralan Commander stationed there informed that Kalistani commissioners that they had not been reinforced from the Indrala as expected, and he hoped to avoid unnecessary bloodshed.  The Commissars agreed that this was also the wish of the Kalistani Government, and presented the terms of armistice to the Indralans, who have provisionally agreed, pending formal agreement of Tian'an.  The terms of provisional armistice between the two nations are as follows:

1.  Indrala shall be allowed to leave Kalistan in peace.  All prisoners of war shall be returned from both sides.
2.  Kalistan and Indrala shall not indemnify each other for losses leading to or during the war.  There will be no reparations due, nor shall either side be made to accept fault for the war.
3.  When hostilities have ended, Kalistan and Indrala will participate in a joint conference concerning freedom of movement and transit in the Anantanese Ocean.  Until formal negotiations are concluded, Kalistan shall not give up its claims, but shall not hinder, specifically, Indralan movement which is not directed at Kalistan through the Ocean in any way.
4.  Kalistan shall insist upon neutrality in all other wars going on across the globe, and shall not participate in any further military actions in support of Indrala's enemies.
5.  Both sides agree that, after Indrala is fully at peace, the Kalistani President will visit Indrala to restore the Kalistani-Indralan Fraternal Community pact.

With the Agreement of the Provisional Armistice, General Shepherd accepted the terms of the truce, and ordered several Kalistani companies to take up positions around the town with the aim of securing the city ahead of the departure of Indralan forces.  To signal the desire to end the war, General Shepherd did not require the surrender of Indralan forces, nor did she disarm the Indralan forces, but requested that they relocate to the Port district of the City pending formal acceptance of the terms of the Armistice.

Indrala Accepts Armistice, 
Immediately Begins Evacuation of Troops and Prepares for Trigunian Theatre

With the Kalistani assaults on Indralan positions in Ananto, the Imperial Army has only been able to defend itself by cautious attacks while ceding ground to the Kalistanis. Knowing the end is near, the Grand Council of Military Secrets has authorized a truce. Thankfully, the truce has been warmly received by the Kalistani government. They provided Indralan generals in Kalistani a generous armistice, essentially allowing both countries to enter a status quo ante bellum relationship while opening the door for relations to be restored and improvements to be made.

As the armistice has been agreed to, Indralan soldiers have begun their leave of Ananto for the homeland. These troops will be sent with the Black Tortoise Fleet to Trigunia. The Black Tortoise Fleet has sailed full speed ahead for Trigunian waters to aid Hutori and the Confederation in their fight against the bear. The fleet, suffering very minor casualties in its fight against the Kalistanis, will sail through Dolgaria, using their waters as cover, allowing it to avoid Trigunian attacks for the majority of the journey.

In the meantime, the Azure Dragon Fleet will be escorting an additional 50 thousand troops to Trigunia, making the total amount of troops sent to Trigunia around 70 thousand. The fleet will also provide support to the Black Tortoise Fleet in their inevitable encounter with the Trigunians.

Hatred for the Trigunian bear is well known. Their natural tendency for betraying their allies is well remembered by the Indralans. Many desire to see the bear skinned alive, roasted, and fed to sewer rats, for that is all a Trigunian is good for. Shangdi is on our side. The Trigunians will pay for their defiance of the Divine Emperor!

Kaliburg Rising: New signs of Life for the Capital
Socialists Name New Candidate for President

The War in Kalistan is over, and war refugees are return to Ananto by the thousands.  With them is returning the technical, academic and cultural expertise which evacuated the island when its major cities fell under Indralan Guns.  In the wake of the return of the civilian population of Kaliburg also travels private capital who are looking for great deals on real estate.  As former owners sell out, Kaliburg's developers now see a fantastic opportunity to create vertical growth along the Devon Bay shoreline.

Concerned are those who held on, either out of choice or out of necessity, who were not able to escape with the well off and weathered out the conflict in their shattered capital.  The poor and working classes of Kaliburg are responding to the return of the refugees by lobbying the National Assembly, still temporarily at Xanadu, to help them hold off mass gentrification in Kaliburg.  To demonstrate their plight, the poor of Kaliburg staged a march to Xanadu last month to present a petition to the National Assembly calling for Immediate action.  The petition was presented to Premier Estevez, who accepted it, and proclaimed an immediate moratorium on new land transfers within the Old City, pending legislation which he plans to advance after the upcoming election.

As a result, only commercial development continues in the Capital.  Several major service industries are rebuilding their headquarters buildings in downtown Kaliburg, and some companies are skirting the moratorium by going in on joint ventures with the real estate's current owners to grab up prime territory before any legislation can be passed.  For the most part, though, developers and speculators are honoring the moratorium.  Of pressing concern, however, are housing opportunities for returning refugees, and these concerns will have to be balanced against the demands of the SP's constituency among the poor and working classes of the Capital.

In other news, The Socialist Party has announced that Current President of the Republic, Henrietta Allen, who served before as the Foreign Minister and was the Sister of the now Legendary Hero of Dahriel, General Henry E. Allen, will retire at the conclusion of her term, in two months.  The Socialist Party has therefore named the former Hip Hop Artist Thomas David Carrangus, as their next Presidential Candidate.  Carrangus, related by marriage to the Carrangus Political Family and the outgoing Director of the Kalistani Republic Security Bureau, Twilla Carrangus, is not a political novice.  He was in charge of the Refugee resettlement program on the mainland during the War and was widely considered a competent bureaucrat. 

Carrangus will be the first Non-Brethren Presidential candidate from the Socialist Party since 3976, when the Late President of the Republic Poppy Bennots defeated sitting President Olaf Delgado in 3976.  Party Leader and current Premier of the Republic Juan Carlos Estevez stated, "We went with Comrade Carrangus because what Kalistan needs right now is a competent Administrator.  We face a number of challenges, not least the rebuilding of Kaliburg and Eveari.  David has agreed to serve as the point person for reconstruction efforts, and has the support of the entire Party."  Carrangus is widely expected to win the Election and then get down to business.

For centuries, certain areas of the remote mountains and highlands of Neveras District have attracted wilderness enthusiasts.  An official tradition among Kalistani Hikers and Nature tourists has been to travel to the High Bong Region and attempt to find their way to Vrassa City.  Experts have called this trek the equivalent of climbing a major mountain, primarily because of one peculiar feature in the area:  In many parts of the District, compasses didn't work.  Hand held compasses would spin seemingly randomly over certain patches, radio interference was common over certain other areas, and the cross cut of creeks and ravines which appear and disappear as seasons progress makes regular map making virtually impossible.  The strange geological anomalies of the region confounded scientists, until geologists made a startling discovery last month.  The entire area is riven with high quality iron which runs in long bands close to the surface throughout the Western Half of the District and into southern Vrassa.  Geologists completed their survey this week, and by all counts, is probably one of the richest proven mineral deposits in Northern Selaya.

Dr. Hank Vilmes, from Geology Department in the University of High Bong, led the Survey of the Iron Range.  "We discovered various grades of ores throughout the entire region.  About 80% of the samples we tested contained high grade Hematite ore, with complete crystaline or nodular structure.  We also discovered significant quantities of magnetite which account for the magnetic anomalies, and smaller quantities of banded taconite, the lower grade ores, which are deposited mostly in southern Vrassa.  Potential exploitable ores suggest that the range may be worth hundreds of billions of Rubles at current market value."

The Kalistani Government is planning to expand existing rail service in the Bong Valley Area, which will serve as a hub for mining and shipping infrastructure.  Expansion of the existing infrastructure is scheduled to begin next month, and then rail lines will be extended into the Iron Range, to link the new range to the Port Elga at Sulari.

Sulari Steelworks projects to begin producing 16 million tons of Steel a year within 12 months

In the last year of the Millennium, Kalistan opened the final piece of the KALNAFERCO operation at Sulari.  Named the Sulari Steelworks, the modern Cyclone Converter Furnace mill features smelting and forge operations, as well as refining, rolling, and shipping facilities.  Originally planned for the Bong Valley region, the Mill was moved following concerns by environmentalists over the environmental destruction that additional heavy industry in the region would generate.  The decision was then made to construct the mill, for the sum of 1.2 billion Rubles, at Sulari, and consolidate the planned Kalistani National Ore Refinery at the Mill.  The Steel Mill also contains a powered coke mill and a flux mill, for refining coal and lime and other minerals respectively, which are both used in the steel refining process.

Immediately following the opening of the mill, the first ore was refined and rolled at the mill.  Following the run, the mill began full time, 24 hour operation, running 3 shifts daily.  Since the refining process is a long process, and is constantly going, any shut downs at the mill will need to be planned well in advance.  Initially, there will be two refining processes operating simultaneously, but within a month, this number will be expanded to six, and then by the time the entire operation is fully operational, slabs will be poured at the rate of between 55 and 75 30-ton slabs an hour.

The Sulari Steelworks uses the newest technology of steel manufacture.  The use of the Cyclone Converter furnace dramatically reduces the need for coke, which cuts down both on carbon emissions as well as coke slag, both of which reduce the pollution from the mill.  The mechanical pickling process, which replaces the acid pickle and oil process traditionally used, further reduces the pollution created from the mill by completely eliminating the need for harsh industrial solvents.  Over all, the Government of Kalistan anticipates that the environmental impact of the mill will be minimal, especially compared to other steel mills currently operating in Terra.  The Environmental impact will at last be reduced by a conscientious industrial waste mitigation program.

In all, the Sulari Steelworks promises to propel Kalistan into the next century at the head of industrial development, and shall supply the new Industrial revolution in Kalistan.

Four years after the end of the War, the Kalistani Yearly Meeting of the Society of the Brethren of the Truth has returned to the Capital.  The previous building, constructed as the Brethren Society was rising in Kalistan seventy-six years ago, was completely destroyed during the shelling of Kaliburg, forcing the Yearly Meeting to relocate to the Mainland for the duration of the war.  When the Brethren returned to Kaliburg three years ago, they hired a reclamation firm to salvage as much building materials from the old building for reuse in a new building.  In all, the Brethren were able to reuse about 80% of the materials which were in the previous building to rebuild their new Building.

The new headquarters of the Kalistani Yearly Meeting, called The Friends Meeting House to stress the communitarian approach of the group, shall contain a smaller main meeting room and general offices of the Yearly Meeting will be built later in an annex plan.  Meanwhile, Kaliburg Brethren will have a new place to hold Monthly meetings for worship with Attention to Business, as well as a new spot in which to hold Quarterly and Yearly Meetings.  During the war years, Kaliburg Brethren had left the capital, but now they are returning to pick up their lives where they left off.  The building therefore restores Kaliburg's place as the center of Worldwide Brethrenism.

The style of the building is said to be "classic" style, by which the architects consciously emulated an antiquated architecture style to pay homage to the classic styles of the nations which serve as the roots of Kalistani Brethrenism, such as Luthori, Aloria, Valruzia, and Mordusia.  Valruzia was the center of the faith for a significant portion of the history of the movement, and claimed that 20% of the population was Brethrenist about 1800 years ago.  The Brethren experienced a brief resurgence nearly 700 years ago, when explicitly Brethrenist Parties controlled The Federal Republic of Mordusia.  The movement nearly went extinct since then, and only a few countries claimed a measurable population of adherents of Brethrenism.  Then in 3918, a young member of the Society, Jonas Bennots-Plum, gained control of the Socialist Party, which has been the most important political organization in Kalistan throughout the last 100 years, and moved several members of the Society into senior leadership.  Bennots-Plum went on a quest to introduce Kalistan to his faith, and was soon recruiting within the ranks of the Socialist Party, and the first Brethrenist President of the Republic was elected in 3920 elections. 

During the rest of the century, Brethrenism has risen to become the major religion of Kalistan, with more than 60% of the population attending meetings.  Though acknowledging the roots of the movement From Luthori and Aloria, through Valruzia and Mordusia, and into Kalistan, the Kalistani Meetings have done more to advance the understanding and theory of the Society in the last 100 years than anyone has done in more than a millennium and a half.  It can be said to be a fully Kalistani religion now, and the return of the Yearly Meeting to Kalistan cements its place once and for all in Kalistan.  With luck, the Meetinghouse will stand as a symbol of peace in Kalistan and in the world.

In a sign of recovery and return, Kalistan ushered in the new millennium with a dramatic display of Fireworks and Hip Hop.  Celebrations last year were, for the most part, rather subdued, given that 4000 was actually the last year of the millennium.  But this year, the Republican Government, several major corporations, and a significant segment of the population spared no expense to achieve delayed gratification, using fireworks.  Hundreds of Millions of lumens of light were produced throughout the Republic at exactly 12:00 am Kalistan Standard Time, to ring in the new year, and fireworks displays were put on in every major city and town.  The Republican Government offered generous subsidies to all municipalities to run official celebrations, while countless civic organizations, Socialist Party Local affiliates, and private companies also ran competing fireworks demonstrations.  Several people described the deafening explosions heard throughout the entire Republic as akin to a "war between the different shows..." and the outlines of Kalistan could be seen from space as the fire works lit up the night.

Following the fireworks displays, at 1am, the President of the Republic took to the airwaves to address the nation.  Speaking to a packed auditorium, President Carrangus listed Kalistan's accomplishments over the past 1000 years, praised the Socialist Party for its role as a Leader in Kalistani politics, and generally spoke well of both the Republic, and all of humankind on the planet.  His speech was short, but was immediately followed by a live-multicast of a Hiphop and Reggae concert.

The show, known as the All Kalistani Salute was broadcast live over National Television and National Radio, as well as live streamed on the Internet, and featured f27 of Kalistan's top Hip hop and Dancehall artists and bands.  The Salute, which was dedicated to the Kalistani People, was closed by a 45-minute set from a Suldanor crew, Yoshimi 6, who currently top Kalistan's Alt-Rap charts.  Their mix of hardcore underground electronica and funk beats, coupled with fast-delivered leftist political and radical feminist lyrics, resonates with huge swaths of the Kalistani youth.  Yoshimi 6 were at the top of their game during the show, and demonstrate why they are far and away, Kalistan's most popular group.  They finished their set around 8:55 am, and were called out for two encores.

All public schools, offices and business were ordered closed on January 1 to mark the holiday, and private businesses closed, primarily due to expected absenteeism.

Suldanor Proving Grounds Produces first 3 X 16 inch Gun turrets

Deemed a significant advance in naval gun technology in Kalistan, naval artillery specialists have perfected a Kalistani "leapfrog" design for a 3X16" turret which is commonly used in naval gunfire by the major powers of the world.  The new gun, known as the Mk. 22 Naval Battery, is able to propel a 2700 pound HE/AP projectile just under 23 miles, with a maximum muzzle velocity of 2600 ft/s.  The turret is able to elevate to a max elevation of 800 mils (or 45 degrees) which is just within the range of high angle fire.  Test fire, both on land and on sea by the Suldanor National Proving Grounds produced a result of "exceptional".

The Mk. 22 Naval Battery also includes an loading system which represents a significant improvement over the Modular-12 cannons previously developed in Kalistan for use on Kalistani Light Cruisers.  The system keeps power and projectile separate, and a crew loads both into a conveyor system from below decks.  A somewhat complex mechanism then loads and then rams the projectile home, and then loads the propellant before sealing the breech and firing in a timely and accurate fashion.  Quadrant elevation and firing takes place at the fire direction center in the Bridge, and in many ways has been built with Howitzer FDC operators in mind, to allow Kalistani Artillerymen and women to be able to fire both land and naval guns with equal precision.  With these improvements in mind, the Mod-12's will be retrofitted with this loading and firecontrol system, and will be reissued as the Mod-13.

The "leapfrog" development of the Mk. 22 Naval Battery makes larger more powerful ships a possibility in the Kalistani Navy.  The Defense Ministry has already ordered 4 new "Shmee" class (RL: South Dakota Class) Battleships to be produced using 3 of the Naval Batteries and 16 of the Mod-12's to be produced at the newly rebuilt Kaliburg Shipyards in Ananto.  Each Battleship, when fully loaded out, will displace 44,500 tons of water, will be propelled by two 130K hp Turbines and will be able to travel at 27 kn/h at full speed.  The ship will also carry an array of anti-aircraft and anti-submarine armaments which will greatly increase its defensive capabilities.  The Battleships are expected to serve as the backbone of Kalistan's sea defenses in the Anantanese Ocean. 

When completed the battleships will join Kalistan's small fleet of 6 light cruisers, 1 light CV, and 4 frigates which were converted or acquired before the war to patrol the Anantanese Ocean.  While still lacking submarine capacity and destroyers, the development of the Naval Batteries presents Kalistan with several opportunities going forward.

The Kaliburg Shipyards at Port Devon in Kaliburg have been completely rebuilt following the war.  Investment into this facility was increased after the Government decided not to rebuild the yard at Eveari following the war, which was destroyed during its early phases.  Kalistani firm, Gorrish, Harris and Sawant, has overseen the reconstruction of Kaliburg Shipyards, the expansion of Port Devon, and the deepening of Devon Bay to accommodate larger, more modern container ships.  Eveari will remain Ananto's primary port for commerce, given its ease of approach and naturally deepwater port, but Kaliburg now joins the naval infrastructure in Kalistan by making fabrication of naval and commercial vessels an option once more for Kalistan.

The shipyards contain several drydock berths, which will allow for the construction, repair, refitting, and scrapping of naval vessels of all sizes.  Additionally, Kaliburg will be returned to its position of Ananto's "Second Port" which is held before port facilities were utterly destroyed during the war, though its commercial capacity, in terms of frequency of servicing of ships, has been reduced due to the expansion of the shipyard facilities.  So Kaliburg will handle fewer ships than before the war, but the ships that it can handle now will be significantly larger than before, resulting in a projected net increase of commercial activity at Kaliburg.

The Bay will need to be dredged regularly to keep the port facility open, but the contractors expect that regular dredging will need to occur at intervals of 70-75 years, depending on erosion of the landscape around the Zappa River system, as well as other rivers which flow into Devon Bay.  The Kalistani Government expects to take over maintenance of the Bay within 5 years.

The reconstructed and expanded shipyards join Port Elga in Sulari and the recently completed ion range links of the Kalistani National Railroad as examples of modern investment in infrastructure following the War.  Working together, Kalistan is expected to increase its share of world trade, as well as increase its ability to build and maintain its defenses against future invasion and aggression from Seafaring nations.

Even as Port Devon was being expanded and the Harbor was being dredged, Kalistani shipmakers were beginning the construction of four new Shmee Class battleships utilizing the Mk. 22 Naval Battery designs, using Kalistani Steel, Kalistani Designs, and Kalistani Labor.  The Shipyards are also receiving orders for new oil tankers and commercial container ships, which will create a dramatic boom in demand in the building trades in and around Kaliburg for the next few years.  The news is welcomed, as Kaliburg has been in a bit of an economic slump since the end of the war.  This new construction will create residual jobs throughout the Island and with higher than the national rate of Growth, Ananto is expected to make up for economic losses due to the invasion by 4011.

Juan Carlos Estevez, Long Serving Prime Minister to step Down this Spring

The Prime Minister of Kalistan and Head of the Socialist Party, Juan Carlos Estevez has announced his retirement, effective June 1, of this year.  Estevez, who has served in the role of Head of Government for the last 28 years, came into office with the backing of the pro-peace elements of the Socialist Party and vowed to slash Kalistan's military.  But events soon frustrated Estevez' goals, and just 6 years later, Estevez reluctantly supported a significant effort to redevelop Kalistan's Navy.  A year later with Kalistan hurtling toward war with Indrala, Premier Estevez worked closely with the late Defense Minister to prepare Kalistan's defensive forces.  In a war which still rages on in other parts of the globe, Estevez helmed the government from Xanadu as much of Ananto was overrun by Indralan forces, and then when their invasion was reversed, Estevez guaranteed a peace with honor for both Kalistan and Indrala and a return to Kalistani Neutrality. 

Since the end of the war, Kalistan has experienced the beginnings of an economic boom and a resurrection of Kalistan's economy.  Kaliburg and Eveari have been almost completely rebuilt, Dulnerstaad has been restored to its pre-war state, and Kaliburg has acquired new significance as the site of an expanded naval ship yard.  Estevez has remained largely out of the limelight since the end of the war, and will now step aside.

Estevez has not endorsed a replacement in this summer's contests.  He has repeatedly offered no comment to reporters who have asked, and said that the matter is in the hands of the delegates to the Convention.  The National Convention will be held this year in Senvias, Vrassa, due to the fact that the Party's HQ, completely destroyed during the war, is still being rebuilt, and will not be finished until early next year.

As to the reasons for Estevez' unexpected decision to step down, there are no confirmed reports, but an unnamed source within the Party suggested that the Prime Minister may be departing for personal reasons.  At any rate, there have already been stirrings within Party circles that growing support is accumulating behind 31 year old Political Scientist and mayor of Dahriel, Ananto, Leila Rahjavi.  Rahjavi, whose father and mother died during the war in the town's heroic defense, rose to public attention in the city as part of a volunteer group of teenagers who organized the aid effort for the wounded of both sides of the conflict.  At one point, she intervened on behalf of Indralan soldiers who were in critical condition, and insisted that they be moved to the front of the triage, ahead of less seriously injured Kalistani soldiers, an act which likely saved their lives. 

Her compassion earned her support from the Dahriel Monthly Meeting, who elected her their clerk immediately following the war, and then helped support her through her university studies.  When she ran for Mayor in Dahriel three years ago, she won the office by the widest majority ever recorded in the City in a contested election.  Rahjavi holds a PhD in Political Science, and specializes in conflict studies, and would be the clear favorite of the Brethrenist Faction of the SP. 

Other candidates for office include William "Doc" Francis-Bennots, who is the current head of ODEN, and the Governor of Suldanor, Jeanne Impala.  What is unclear is whether a new Premier will also mean a new cabinet, but the President is certainly within his prerogative to request as much.  We will have more news as developments happen.
