GOVERNMENT TO PROMOTE ELECTRIC VEHICLE CHARGING STATIONS
 
Governor General’s Palace, January 16, 5592: Governor General Constance Berthier convened the Council of Ministers today to discuss economic priorities.
 
It was generally agreed that expanding nuclear generated energy to provinces other than Silliers should wait awhile.  Everyone wants to do it but other things need emphasis right now.
 
It was also agreed that should Alduria want too connect with the Trans Seleyan Railroad, that Communaute de Kanjor would help and other things might need to wait. Rail lines are in place from Kanjo to Alduria’s capital.
 
Money has been put in the budget and the Bank of Canrille funds are available for maintaining the Lourennass fleets we are operating as part of Imperial Command, and no real military expansion seems necessary at the moment.
 
The project on which it was decided to channel new money was electric vehicle charging stations in Numineux Province and parts of Martois and Val d’Azur provinces.  Further, if Aldutria wanted to revive joint efforts this would be welcomed.

GOVERNOR GENERAL ANNOUNCES MONARCH CHANGE
 
Governor General’s Palace, May 20, 5592: Governor General Constance Berthier made the following announcement today:
 

The King of Kanjor and Emperor of Canrille, Maximillien V, has died peacefully of natural causes at the Palace of Lights.
 
The people of Communaute of Kanjor can be assured the Governor General and her staff are attending to the details of representing the Communaute and showing proper respect to the memory of Maximillien V.
 
The new King of Kanjor is a cousin of the late monarch, who will reign as Louis XI.  Again, the Governor General and her Office are insuring that there is respectful participation by Communaute de Kanjor in the ceremony in and around the accession and coronation of Louis XI as Monarch of the isolated Kingdom of Lourenne and Emperor of Canrille.

 
Asked by CLAIRON PICARD if Moledet Medinat would accede to the Xsampan demands she had described as reasonable and just, she replied:
 

No. That is not their way.

TSR CONNECTING ALDURIA AND MORDUSIA
 

Finance Ministry, September 16, 5593:  After a senior staff meeting concerned with ascertaining if

all agencies with appropriations are likely to stay within their budget and not push for emergency

additions, CLAIRON PICARD asked Finance Minister Fabrice Courbet if electrical recharging in

Numineux was still a priority, and he responded:

 

No, the Government decided at a meeting of the Council of Ministers to make that the budget priority

unless an opportunity arose to complete the portion of the Trans Seleyan Railroad running from

Alduria to Mordusia.  That opportunity has arisen.

 

Both the Commonwealth of Mordiusia and the Republique Socialiste d’Alduria will be working on a

railway connection at their borders.  Communaute de Kanjor and Republique Socialiste d’Alduria

have already built a rail line from Kanjo in Numineux Province to the Aldurian Capital City, Saint-

Michel-Vigile in the La Vallee Region.

 

Communaute de Kanjor will be helping this project considered vital by the Government in three ways. 

First, Torges – Kanjo Ligne Ferroviare (TKLF), which built the original Alduria – Kanjor rail, will

be  refurbishing the existing line from Kanjo to Saint-Michel-Vigile to meet standards.

 

Second, once the crews are done with that, they will assist in building the Aldurian portion to its

border with Mordiusia  also at Government expense.  Third, Government funds have been

 designated and are available to help either of the other parties keep the project rolling.

FRIGATE SALE TO MORDUSIA
 
Defense Ministry May13, 5594:   CLAIRON PICARD sources in the Defense Ministry have confirmed that defense contractor Arsenal Preud’Homme will be constructing and delivering two Delaune Class Frigates to the Commonwealth of Mordusia as part of its naval expansion.  Delivery will be over the next 16 months.
 
The Delaune Class Frigates are light frigates displacing 3200 tons with a length of 125 meters with a beam of 15.4 meters and draught of 4.1 meters. Its crew complement is about 165 and it is propelled by 4 diesel engines for a speed of 25 knots and a normal range of 7400 kilometers. It carries 50 days supply of food and water.
 
The Delaune Class Frigate  carries navigational and fire control radar as well as a radio interceptor, sonar,  anti torpedo countermeasures and shipboard communications.
 
The Delaune Class Frigate is armed with one 100 mm automatic gun, two 20 mm antiship guns, antiship missiles and anti air missiles and guns.  Its munitions magazine and control are armored.  It has a landing area for one helicopter.

NEXT PRIOTRITY WILL BE NUCLEAR POWER IN NUMINEUX
 
Governor General’s Palace, September 20, 5595: With the Trans Seleyan Railroad connection between the Commonwealth of Mordusia and Republique Socialiste d”Alduria nearing completion, the Council of Ministers met at the Governor General’s Palace to consider what to make the next budgetary priority since the funds available would realistically only go so far.
 
The Defense Ministry indicated between existing appropriations and interest on Bank of Canrille funds held for the Union of Canrille, maintenance of the three fleets of Imperial Command, could be handled without additional funds in the appropriation. 
 
The assumption had been that the next priority would be expanding charging stations for electrical vehicles on the Mainland.  Premier Michel Malfois suggested however that to him it made sense to invest in nuclear power generation in Numineux rather than on the Island as earlier anticipated so that the truly long term power plan could be in place before expanding charging stations.
 
Silliers Province electricity is almost entirely nuclear generated supplemented by some wind and solar energy; La Tondelle, Val d’Azur and Martois have hydroelectricity; and Numineux currently imports natural gas to generate almost all its electricity except for a small amount of wind and solar power generation.
 
Once nuclear power generated electricity was up and running in Numineux Province, natural gas would cease to be imported for generation of electricity. 
 
This plan suggested by the Premier was adopted.

GOVERNMENT LOOKING AT HUMANITARIAN AID FOR REFUGES IN KALOPIA
 
Governor General’s Palace, June 20, 5596: At a meeting of the State Council, Interior Minister Etienne Bessieres summarized a report by the Director of Internal Security (DSI) indicating there were no domestic threats to national security or sovereignty. Which is not to say there aren’t some disaffected passed over alcoholic military officers of field grade who tended to get together and drink and insist things would be better if their genius was not ignored
 
The monarchists were right happy and the more capable communists were trying to outmaneuver each other in academic circles,  The working citizens were happy with tax reform and slow but sure economic growth.  The DSI believed very cautious optimism was a good descrition.
 
As to the report of the Director of Foreign Security (DSE), there is no evidence anyone is taking any steps against us.  On the other hand few believe we can fill the shoes of the Lourennais in wielding military power, so the influence of The Union of Canrille is certainly reduced.
 
The DSE report indicates there are four active military conflicts none of which have attracted any advocates for Kanjorean or Canrillaise involvement.  The DSE found that the invasion of the Solentia regime by Kalopia had produced at least 2 million refuges since Solentia can not feed itself and indulge in military adventures as well.
 
The amount of refuges crossing into Istalia from Solentia could not be correctly ascertained since it has been divided into sectors by those who conquered it with little information available.
 
Foreign Minister Paul-Henri Bourmont said contact with the Kalopian invasion authorities is underway with a view to dispatching Kanjorean ships with humanitarian aid on behalf of the Union of Canrille to the Mostates Safe Zone in the form of food, water, medical supplies and personnel capable of dispensing them.  The Foreign Mimistry is seeking permission to bring this aid to 2 million refuges.
 
The State Council approved sending the aid as soon as possible hoping permission for its use would follow.

HUMANITARIAN AID FLOTILLA  HEADED FOR QUANZAR
 
Foreign Ministry, November 10, 5596: Foreign Minister Paul-Henri Bourmont today issued the following statement:
 

Our humanitarian aid flotilla with food, water, personal hygiene supplies, meal preparation utensils, medical supplies and personnel capable of dispensing them for relieving the plight of refuges from Solentia which was headed into the Sea of Majatra has been redirected through the sea of Lost Souls to Quanzar as the northern part of Istalia is now designated.
 
The Foreign Ministry has been in contact with the Government of Prime Minister Abdur Rasheed el-Kabir  of Quanzar where there are a significant number of refuges from the war between Solentia and Kalopia, and that government has approved the humanitarian aid from the Union of Canrille as have Kafuri authorities.
 
It is quite possible in future we will send humanitarian aid to the refuges in Kalopia in addition to those in Quanzar.

NAVAL ESCORT FOR TRADING VESSELS GOING TO XSAMPA
 
Premier’s Office, April 16, 5597:   CLAIRON PICARD caught up with Premier Michel Malfois just after a meeting in his office with the Defense Minister, the Chief of the National Defense Staff, the Chief of Naval Operations and the Minister of Trade and Industry with supporting staff, and asked what was in the works.  Malfois replied:
 

We do not do much trade with Dovani outside of a long term contract for electrical passenger vehicles, but we want to be sure trade routes are not being molested by Moledet Medinat in the wake of its going to war with Xsampa.
 
The government corporation for buying and selling with other nations, Societe Nationale de Bourse Intermediare (SNBI) has a cargo of our distinctive wine, truffles and cheese which  it is shipping to Xsampa to see if grocery or restaurant wholesalers would be interested in contracting for deliveries.
 
A naval escort of three Trebole Classs Frigates from Task Force 13 located at the Port of Torges will be accompanying them.  It was our judgment that a minimal escort would not be treated as a provocation by Moledet Medinat the way the 2nd Imperial Fleet might have been, but we do recognize one can never actually anticipate the view  of the Kohav or the Medinat Department with any certainty.
