Rethinking Dundorf's Foreign Policy

Amid uncertainty in Dundorf's order of international relations, caused by Lourenne's instability, a former FM makes some suggestions.

Dunburg, Oderveld - Four years ago, Lourenne's leadership shocked Terra when they announced the dismissal of the longstanding Party of National Restoration (in Canrillaise: Parti de la Restauration National), which led Lourenne for many centuries promoting it to success and international dominance, culminating in the so-called Golden Era in which our nation was side by side with Eroncourt. Effectively, that disbandment launched the country into political instability and economical uncertainty, and as an ally of that nation, Dundorf silently, yet closely followed the events as they were unfolding - in part hoping that a new political leadership could emerge and stabilize things, in part trying to rethink what should come next for the nation in terms of international standing. The consensus among the political class is that the alliance treaty regulating Dundorf and Lourenne's relationship should be standing in the future, despite the lack of organized parties and governance in the United Kingdom - but other than that, what should be the light guiding Dundorf's future foreign policy?

In order to try to get an answer to this question, the Zeitung sat in an interview with Former Foreign Minister Franziska Müntefering - currently serving as the (retiring) Party Leader of the DSDP, Dundorf's oldest party.

Journalist: Thanks, former Minister Müntefering for your time.

FM: Thanks to you for this interview, Wilhelm.

J: Can you tell our readers what you thought was going to happen when the PRN dissolved, and did you ever considered it could become a possibility? Most people didn't see it coming.

FM: So, the PRN was obviously a very longly established party that governed that nation for so much time, so much. We all collectively assumed that because of this longevity, they would not end so abrupty their political activities. Well, things like this happen in a life of a party, we see it all the time, parties are not immortal things, and stable governance with it. As for what I thought was going to happen, I'll be honest - I had no clue. All my life, and during my tenure as the Foreign Minister, Lourenne was the ally of our nation, it's hard to reimagine in a few seconds your entire foreign policy.

J: So, after four years, do you have a clearer idea?

FM: I do yes, I think the most natural thing for our Foreign Office to do is prioritizing the relationship with Narikaton and Darnussia, as well as the rest of Artania's powers, in particular the whole idea of pan-Dundorfianism, I think, can earn a more central role in the guide of our foreign policy. But I also think that we should not renounce to the Humanitarian ideal. In order to do that, we'll have to be balanced and pragmatic.

J: Are you planning to return to power, after years in opposition?

FM: I don't control this, the Dundorfian voters do. But as I am stepping down from my role of leading the Social-Democratic Party, I think it's unlikely I'll ever return to the Federal Government. But I'll be happy to give out suggestions to the current and future Foreign Ministers!

As Ambassador to the Dual Republic, we are appointing, Former Foreign Minister Franziska Müntefering, whose detailed knowledge and established relationships will be of critical importance in handling our diplomacy concerning a serious conflict involving Artanian and Majatran nations including our close ally, the Dual Republic, which we wish to support.

The Foreign Office's activities are in full swing as it names a new Ambassador to the Dual Republic, and welcomes a back stable Government in Lourenne.

Dunburg, Oderveld - A few days ago, our Foreign Minister, Mr. Frohlich, named his predecessor Franziska Müntefering as the new Ambassador of Dundorf to the Dual Republic of Narikaton and Darnussia, Dundorf's most solid partner in the Artanian continent. Ms. Müntefering recently left her office as a party leader and said she would be ready to serve our nation's diplomatic corps, and after a full day of meeting between her and the staff at the Foreign Ministry, she was received by the Foreign Minister and the Federal President to receive the official nomination - secret sources say that what really swayed the opinion in Müntefering's favor was the Op-Ed she published on the Zeitung a few weeks ago, which reasonated a lot especially with the Foreign Minister. 

Today, the new Ambassador landed in Bannerhafen, welcomed by N&D's Foreign Minister, Herr Sleyster, with who she traveled to her new residence. In there, she held her first press conference in the role outlining that her priority is working on a more solid relationship with the Dual Republic, and to solidify the pan-Dundorfian network that has effectively gained force, in the past decades, as a leading factor of economical development for the whole continent. Franziska said specifically:

Our nation, and the whole continent, can only benefit from a strong pan-Dundorfianism, and the work that starts today with Minister Sleyster will be aimed at strengthening our ties and this shared trait.

Meanwhile, the frenetic job at the Foreign Office couldn't stop: the election of a new, stable government in the United Kingdom of Lourenne only meant that the special relationship between our nation and the leader of Canrille was about to restart in full swing, and indeed, as we learn of the imminent State Visit that is being organized now, the Dunburg-Eroncourt duo is back. In fact, earlier this week, the Federal Government was propsoed by the new Lourennais Government to meet in Eroncourt to reaffirm the Humanitarian Alliance of the 5440s and discuss in detail new military cooperation in an undisclosed area - our sources could go just as far as they got with this information. This visit will take place in the coming weeks and we learn that the Federal President will be traveling with select member of the Cabinet. 

Prof. Ludwig Pohl, a Foreign Policy expert, has no doubts: what Dundorf is trying to do in this new phase is to reinstate what has been its historical position for the past century: N&D and Lourenne are our nation's best friends, and the Government has no intention to change that, as well as Humanitarianism and the culturally-led pan-Dundorfian print which marks our foreign polocy.

First Residents Move Into Ikradun Island

Ikradun Island is getting its first permanent residents, civilians working in the dockyard and the first military personnell.

Ikradun Island, Ikradonian Gulf - Today is an historic day in the short history of Ikradun Island, as the first permanent residents will be settling in the Dundorfian part of the Island, home to an airport and a dockyard used mainly for commercial purposes, and also for military stationing in what's legally considered Dundorfian territory. The residents will be part civilians, workers of any kind for what regards the management, mainteinance and operativity of the airport, and the staff needed to keep Ikradunburg (the unofficial name given to the little settlement that has been formed) running. Other than civilian people, some sailors are also moving permanently there to ensure 24/7 presence of trained personnell in case a ship has to overstay in the dockyard.

Ikradunburg, which is not recognized as city nor a village, has got a Mayor and a small town council of five people, with at least one seat reserved for both the members of the military and the civilians, and because it's not recognized as a city, they will not be getting any salary for to fulfil political duties. But its residents, even if their community of 50 people is very young, are taking very much pride in being the residents of Dundorf's first seashore town, and as well the first residents to not live on the greater Artanian continent. Some of them, though, are not as thrilled, and this is especially true among the people who moved in without their family. The Interior Ministry, said that a maximum of 75 people, the minimum necessary, will be allowed to settle in, and they will have to make an official request to a Ministry's office, which will review their applications based on the necessary skills or professions required. The maximum number of military personnell allowed in is of 20 servicemen, a small force mostly made up by engineers and mechanics, who cannot move in with eventual partners or family members. The Ministry will make sure that the airport will remain at the residents' service with at least one flight a week to Dunburg, and free High Speed Train tickets to reach their destinations in mainland Dundorf.

Dundorfian Embassy in the Dual Republic, Bannerhafen, N&D - The Ambassador to the Dual Republic has been following the geopolitical developments of the past weeks in the matter to Hobrazia, concerned that the unilateral actions of the few, thought to be a fashion belonging to the past of Artanian history, were coming back, threathening the cooperation that has led the continent in the past centuries. Ms. Muntefering started by saying that "no-one is happier than me that a new strong and stable Government is leading back the Dorvish Kingdom", and added that "unilateral actions that take place without discussing them with the other regional powers is a dangerous return to the past, actions that do not belong in the Artania of the 56th Century."

Offering a broader picture, the Ambassador said: "the reality of the facts is that my country, Dundorf, together with N&D, Luthori, Dorvik and Kundrati are not and should never be in position of dominating one another. Continental hegemony is non-existent in this time, and I think my friend at the Foreign Office understands this and will fight for this principle as the leading Foreign Policy decider of the Federal Republic." She continued, more specifically on the Hobrazia-Lodamun matter: "If it's true that the Dorvish Kingdom did not consult the Dual Republican Government on their most recent military action, then I think that a step back is necessary and an outreach is encouraged. Before jumping to treaty withdrawals and other threats of retaliatory measures, continental powers must live by the standard of cooperation. In Dundorf, they will always find a partner ready to encourage this kind of policy."

The Ambassador said that she was not commenting on the possibility of a boycott or sanctions, leaving them to be decided by the Foreign Minister. Personally, she said, she wouldn't adopt them at this time precisely in the spirit of cooperation and trust in every power to do the right thing. "But this is entirely up to the Foreign Minister", she said, before walking back in her residence.

Foreign Office, December 18, 5558: Foreign Minister Franz-Joseph Frohlich  was asked by  ODERVELD – LEUCHTFEUER whether    Ambassador  Franzizka Munterfering[font='Trebuchet MS', sans-serif]zis [/font]was speaking for the Government with her remarks on Dorvik and the Dual Republic.  Frohlich replied:
 

Not as such.  She was making her views known to the Foreign Office.  But I encouraged her to give them to the public since there is an unfortunate controversy in progress that needs to be reduced in intensity and because she makes an excellent suggestion I believe we can adopt prospectively.
 
We were talking Pan Dundorfian projects with the Konigreich and the Dual Republic which were getting underway and actually beginning; railway connections and oil pipelines.  And more to follow.
 
And now the Konigreich and the Dual Republic are at cross purposes in a face off.  The Bundesrepublik would really like to get back to where we were. Working together for a better future for all of us.  Seriously. But that will not be easy.  Not all.  Accusations have been made and hostility detected.
 
How to begin.  We have two suggestions.  First think everyone should recognize the intent of both our friends was to protect the sovereignty of Artatanian nations.  And if we can not agree at least consider that possibility.   And second, think everyone should recognize neither the Konigreich nor the Dual Republic had any intent to threaten the other.  Of that the Bundesrepublik is certain.
 
Which brings us to the Ambassador’s suggestion to avoid some future controversy.  A little advance notice would alleviate a lot of problems.  A lot.  How?  First, no surprises.  And second, sometimes a nation has a bad idea and talking to a friend shows them the pitfalls.
 
In any event, we hope some steps toward reconciliation will be made.

DHL AVOIDS MIGRANT”S PASS FOR TRADE ROUTES
 
Zitadelle, May7, 5560: Dudorfische Hoch Logistik (DHL) Maritime management met in Zitadelle today to discuss routing.  For many years, Zitadelle was the only port for the shipping fleet of DHL Maritime to use for exporting goods by sea originating from Dundorf.
 
With Ikradun Island available as a home port as well, DHL Maritime hopes to change commerce with some destinations so that it originates from there.
 
ODERVELD – LEUCHTFEUER has learned that an initial decision was made to avoid Migrant’s Pass even though passage through it involved only international waters.  It was felt, in view of recurring disputes and political tension over who would control or patrol it, it was best to not enter it if possible.
 
Accordingly, DHL Maritime will try having the port it leases at Ikradun Island handle shipping to Western Artania, Seleya and Majatra.  The DHL Maritime Merchant Fleet will continue to deliver from Zitadelle to Keris, Makon, Eastern Artania, Temania, Vascannia and Dovani.
 
The decision would be revisited regularly to determine if that distribution arrangement should be rebalanced.

NDZP ON ARTANIA CONFERENCE

Bundestag, May 7, 5562: After a Neue Dundorfische Zentrumspartie (NDZP) caucus, NDZP Floor Leader Victoria Hallbach told ODERVELD – LEUCHTFEUER that she did have a comment on the Artania Conference, which is as follows:
 

Do want to make clear this position does not purport to be that of the ruling coalition in office or of the one forming a new government as we speak.  Further we are only speaking for NDZP not our partner in Vorwat Dundorf, the PKP.
 
We think the Artania Conference should first of all recognize national sovereignty as its guiding principle.  And national sovereignty includes the right to allow other nations to base its navy there.  But do believe the Artania Conference should take the position that there is no good reason to have a long term ongoing non Artanian nation naval base in Artania.  None.
 
Of course refueling, repair and temporary locating for a legitimate  operation can be acceptable. Of course.  But not long term bases. 
 
Why? Here are two good reasons.  Many of the nations most eager to have naval bases in Artania have a long history of moving fleets somewhere for the publicly stated reason of deterring some other nation.  We do not need outsiders moving fleets in here to deter us.
 
Second, in the long and continuing absence of the World Conference or any other Terra wide international body having the capability or inclination  to handle international security issues, Artania will need to handle the security problems that develop from time to time.  We do not need volunteers from abroad blundering into situations they will only make worse when we can handle them ourselves.
 
Well, one may very well say, what of Migrant’s Pass. What indeed. A burr under the saddle for hundreds of years.  First, NDZP suggests that those who believe they should be involved in patrolling or regulating portions of it should get together and work out how.  Now.
 
Second, it would be nice if those who are concerned about Migrant’s Pass remember that while the national waters of four to six nations abut it, there are also international waters that absent actual war should be a place for the free flow of maritime traffic.
 
In the latest blowup over basing and jurisdiction, our Foreign Office was circulating a very good idea.  We in Artania should regularly inform each other and explain to each other when we do non routine military movement to eliminate unpleasant surprises.
 
What of working on economic, political and cultural ties. We think there should at least be a statement saying we want to work together. And mean it. Beyond that we have four suggestions, First, a project. The Majatran Corridor and Trans Seleyan Railroad are projects elsewhere that promoted working together.  Railways connecting all or most Artania is not impossible and efforts in that direction have been initiated.
 
Second, we should avoid a complicated structure featuring many regulations and multiple  bodies of members. No matter how dazzling the model, in Artania we have been unable to sustain that sort of thing.
 
Third, there is really no reason we would want to end up putting tariffs on non Artanian trade.
 
And fourth, we might want to explore using a common currency.  Whether one in use by a number of nations, one that was a created new one or an existing one that seems attractive.
 
In any event we do believe the Artanian Conference can be productive.
