Kalistan to Rejoin ODEN
Long Standing Drug Cartel seeks new membership
Dahriel, Ananto
October 2, 4760
Premier of the Republic Bennots visits the former HQ of ODEN-K to announce effort to relaunch the Cartel in Kalistan
The Premier announced that Kalistan will return to the Organization of Drug Exporting Nations under the ODEN III treaty regime. Kalistan founded the Cartel in 2382, and has, for much of its history, been the force behind the drug exporting cartel. ODEN's Offices were shuttered during the last century, as the Liberals attempted, once more to drive Kalistan completely out of the Cartel, but now the Premier wants to rejoin it.
"ODEN is a pillar of Kalistan's economy," said Premier Bennots yesterday as he toured the former Offices of ODEN-Kalistan, which have been repurposed as the headquarters of the nation's primary drug abstinence program. "These offices do not belong in this building, which once oversaw a worldwide trade network and served as one of the freest marketplaces in all of Terra. Traders would come to the warehouses just behind here and purchase for their own distribution chains, and of course, Kalistan made a lot of money on the sales. It is time we as a nation stood up for the one thing that has been called for centuries 'The National Product'."
The Foreign Minister, Uxue Etxeberri, who is serving in an exofficio capacity, given the control of Kalistani foreign affairs by the Honorable Isabelle III Orleans-Vassar forwarded the Treaty for immediate vote on the floor of the National Assembly. Some Deputies started grumbling about the radical steps taken by this Government in comparison to the relative anarchy of the previous decade, but ultimately, they are all expected to vote to ratify the treaty. Etxeberri said that support for ODEN was equal to support for the Party, and only a fool would vote against the Treaty.
The ODEN agreement is expected to become law once more in Kalistan and ODEN-K will begin drug purchases within a year of the passage of this treaty.

Naval Base at Dulnerstaad begins to take shape
Years-long dredging of the harbor completed on schedule
Dulnerstaad, Ananto
March 7, 4762
Dredging complete, the groundwork for the new Naval Base Mainside at Dulnerstaad is laid
Major sea operations at the planned Dulnerstaad Naval Base have been completed, on schedule. The work took three full years, and cost more than 750 million KRB to complete, but the combined effort between civil engineers, military planners and multiple private construction firms has provided Kalistan with its first new deep water port since the construction of the Bozo River facility more than 300 years ago. Construction now moves to Phase 2, the construction of a new Naval Facility
Dulnerstaad, the ancient port city and several times capital of Ananto, fell out of use during the early part of the 2000s. Since then, the city has become a sleepy town which was home to Kalistan's fishing industry. Given its relative isolation, despite it being so close to the capital, the town represents a prime spot for development of new facilities. It overlooks the Northern Anantonese Sea, and the main sea lanes going between Keris, Dovani and Seleya, and guards the eastern approach to the Ananto Strait. As such, it also serves a strategic function.
Vice Minister of the Navy Tomas Hernandes, who has been charged with rehabilitation of Kalistan's Regular Naval forces, said "The development of a new facility at Dulnerstaad will serve the Republic, both in terms of providing a base closer to Kalistan's capital, but also as a place to host visiting fleets from other countries. The Bozo River facility hasn't hosted a major foreign fleet for centuries, and serves primarily now as a combined arms base for training. Having a new facility which is closer to strategic soft points will allow Kalistan more flexibility and will be more attractive to foreign fleets who wish to stop over, refeul and refit, and potentially base in Kalistan."
Phase 2 of the project is expected to take more than 5 years to complete, and will involve the construction of harbor facilities, as well as Mainside facilities, command HQ buildings and infrastructure and base housing. Unlike the Bozo River facilities, the base will not include a combined arms training area or a large scale air strip. "We have other air bases in the area," said Vice Minister Hernandes, "and Bozo River meets training needs for Ananto and the Republic as a whole. We can save money and time by not including these at Dulnerstaad."
Another concern is geography. While Dulnerstaad's importance as a fishing city has declined due to overfishing of the grounds in the Northern Anantonese Ocean, it still supplies much of the seafood for Ananto District, and large scale naval activities in the area can potentially alter the fishing grounds. Stavros Smth, a local fisherman expects the base to have a moderate impact on his own operations. "Luckily, the base is built south of the city, at the old port. We won't be able to use that area anymore to launch, but the National Government has agreed to build us a new harbor adjacent to the base, so that we can launch from there and not get in the way of the ships who are headed further out."
The base is, however, expected to dramatically change the character of the town. Said Smith, "We rather enjoy the rusticness of our fine little town. Its kind of nice to be forgotten up here. But we can already see it: a massive influx of people associated with the base has almost increased our population by 50 percent. Given that our town is right up against the Sea, and there are foothills beyond, building new houses for all these people will be a problem."
The Finance Minister, Isabella Castillo, stated that such matters would be met with the appropriate degree of financing. "It is in the interest that Kalistan develop its infrastructure. I envision that Dulnerstaad will be well taken care of to meet the challenges and opportunities that this development will provide."
The largest effort of Phase 2 will come in the next two years, as the old harbor is rehabilitated and improved, including rebuilding the crumbling ancient jetty which stretches out to sea, and has, in many places slipped completely beneath the waves. Work on the harbor is scheduled to begin this month, while mainside construction has already commenced.

KALSIE marks return to Bear Markets
Large scale FDI and new willingness to invest domestically signals growth
Kaliburg, Ananto
March 12, 4762
Investment begins in new sectors of Kalistani Economy, as well as returning to old ones
The Kalsie Index hit 100 once again today, for the first time in recent memory. The score means, there was the same trading activity on the floor as there was when the Kalsie first began measuring stocks. Analysts were quick to seize on this important news as a sign that Kalistan is recovering from decades of neglect.
Stock analyst Gerorgio Vescuna stated, "As the Kalsie was developed during a major economic period in Kalistan's recent history, hitting 100 once again is pretty special. We've read about when the Kalsie was at 250, but none of us have ever seen anything like. For the longest time, the Kalsie was dying a slow death while the index couldn't ever seem to get out of the 20s, but now, we're at 100, and things are looking up."
The Kalsie index was buttressed by a prolonging of some measure of economic liberalism and the hesitation of the Socialist Government to return to the Dual System. But the Government promised that the dual system will be returning, sooner rather than later. Meanwhile, investors seem to be rushing into the market, to begin dumping money into the economy.
"We've seen dramatic growth in several sectors," said Kalsie President Diane Fishburn. "The agriculture sector got a major boost a few years ago and now ag producers are beginning to reap the profits and diversify their holdings. And its a good time to do this too, as there are rumors of the return of the Republican Food Bank and the National Service Program, which will guarantee farm prices for all Farmers. Now is a safe time for them to expand beyond traditional food development, into perhaps ODEN production or farm machinery industries. We have also seen dramatic growth in mining and processing, as the National Foundary and several private refineries have come online, and are projecting growth in the Air craft industry, especially given the founding of the new firm Aerokal in Sulari." The President also noted significant new investment in renewable energy, high tech in the revitalized KalMD, and leisure sectors.
"It seems like the nation is awash in money right now, and people are looking to spend," said Fishburn.
Republican economists warn that high levels of investment and profit expectations could cause a rise in inflation in the Republic. "This is obviously something we would like to avoid," said Dr. Violet Dumferees, a Government advisor and Professor of Economics at Kaliburg Poly Technic Institute. "The Socialists have traditionally attempted to keep inflation at Zero, and it is only a matter of time before they return to these policies. Premier Bennots has ensured me that his Government, following the advice of the Lourennaise Governor General, will not move to reestablish zero growth policies for some time, but he has also expressed reservations about runaway inflation and dramatic increases to the cost of living that accompanies large scale growth. We have to balance our need to redevelop and the quality of life of the Citizens, and as long as we can keep inflation down, the Socialists will continue these pro-growth policies to help put people back to work and to continue to modernize the economy."
One interesting development on the Kalsie is the amount of private sector paper afloat in the trading session. "Corporate bond trading is up," said President Fishburn. "Usually, we do not see stocks AND bonds go up at the same time, as bonds are viewed as safer long term bets, and are usually adopted when stock prices are volatile. But in this case, the corporate bonds represent efforts at capital improvement, which bodes very good for long term prosperity in the Republic. When we see a large move from stocks to Public Sector Bonds, this will be a sign of trouble. But interest rates remain low, and money is plentiful and so corporations are making some much needed improvements to their capital foundations."
Economists also note that, for the first time in more than 15 years, wages saw an increase in the private sector. "We believe this is due," said Fishburn, "to constant talk in government circles of the return of National Service, which will have the effect of eliminating unemployment in the Republic and greatly tightening the labor market. Employers are preparing for this, especially following the Financial Minister's speech two months ago which promised that if companies continue to do right by their workers, no need for heavy handed government intervention will exist. Employers took the cue and begin increasing wages."
Rents, however also slightly increased, primarily in Suldanor and Odufaray, though average rents fell in Neveras and Vrassa, while remaining stable in Ananto.
Generally speaking, the economy of the Republic is finally getting its footing back, as the Socialist Government maintains a tenuous but very real peace with the private Sector, and has taken a generally hands off approach to development in Kalistan, choosing to refocus on rebuilding and expanding its own capital stock in preparation for eventual nationalization.

Cannabis sales boom within Kalistan
Return to ODEN provides a major lift for Dahriel farmers
Dahriel, Ananto
March 18, 4762
Two young ladies participate in ODEN Smokeout Festival in Republican Square, Kaliburg
Marijuana has long been legal in Kalistan, and has formed if not the entire backbone of the Kalistani economy, at least a significant part of it. However, under liberalization which began decades ago following the demise of ODEN-K, marijuana sales have steadily declined within the Republic. The reason for this is, the introduction of a competitive model encouraged more independent growers to plant crops, which led to a decline in both prices and quality, which led to independent farmers going bankrupt, and their lands being converted back to crops that could earn money. A corresponding drop in demand due to low quality occured alongside with the glut, and farmers who produced excellent quality marijuana were priced completely out of the market, and their customer base was limited to connoisseurs and hipsters.
That all ended with the repassage of ODEN, and the re-institution of price supports and quality controls. The Dahriel Growers' Union, which is the primary grower of marijuana in Kalistan for domestic consumption welcomed the return of ODEN. Recently elected co-op President Agnes Erikson, of Dahriel, said this at the recent Dahrield Grower's convention. "For the first time in more than two generations, our Farmers can make money and see their product find its way into the hands of the population of Kalistan. We have maintained the highest standards of production here in the Dah valley, and yes, it has cost us, but now that we have ODEN-K once more, our farmers can finally shrug off the temptation to make more money by converting their production to other sorts of cash crops."
And Dahriel's product has once more become the National Product. The DGU reports that the demand in Kalistan finally has surpassed the production, and it is time for local farmers who switched to growing sugar to return to ganja farming. "Prices are increasing," said Erikson, "but thanks to subsidies from ODEN and a guaranteed market, more people are smoking now than have in a long long time. Our members are making a livlihood by planting more, finally, and that is not only good for our members, but also for the local economy, where everyone was hurt deeply by the recession in the area due to liberalization."
And Erikson was correct. In 4761, domestic marijuana sales in the Dah Valley finally topped 10,000 tons following the return of ODEN in 5760, and are expected to exceed 14,000 tons this year. "Production in the Valley, really has to ramp up," said Erikson, "Especially if we intend to begin meeting world demand for the Leaf."
In addition to traditional marijuana growth, other farmers' unions have begun exporting industrial hemp to Kazulia under agreement with the Kazulian Government. More than 20,000 tons of industrial hemp was exported last year. "The Vrassan Hemp Growers Union planted more than 10,000 acres of hemp last year and exported it via ODEN to Kazulia and other places. That produced approximately 2.2 million pounds of hemp oil for Kazulian consumption. Domestically, we are just beginning our work with biodiesel, but as we ramp up production in Kalistan, ODEN hemp will provide a stable livlihood for the growers in Vrassa," said Erikson.
Cannabis stocks on the Kalsie were on the rise, along with most other stocks, and futures for the DGU's farms continued their 14 month hike, trading at K72 per share.

Representatives of Lodamese Anarchists visit Kaliburg
Diplomatic discussions put on hold while economic matters move to the front
Kaliburg, Ananto
May 10, 4763
Ag Minister Donaldson serving as representative of Enskala Estatua for Lodamun visit
This week, representatives of the Government of Lodamun arrived in Kalistan to discuss diplomatic closeness and increased trade with the Republic. Lodamun recently celebrated seven years of syndicalism in the nation and have an historically cooperative relationship with the Republic. Consequently, it makes sense for these two neighbors to work together.
The Lodamese wished to speak with the Foreign Minister about close diplomatic relations between the two leftist states. But given Kalistan's unique relationship with Lourenne, the foreign Minister opted out of the discussions and instead, the Agricultural Minister Boris Donaldson, who appears to have a guiding hand in many economic areas within Kalistan was sent to meet with the Lodamese representatives, and talks were held at the Kaliburg Polytechnic University, in downtown Kaliburg.
"I hope," said Ag Minister Donaldson, "That our guests do not consider my position as representative of the Republic to be a snub. We are moving forward on reforming the Kalistani economy, and the Premier sent me to represent the Government of Kalistan in these important talks." Donaldson explained that he was not authorized to discuss any formal diplomatic relationships between the two republics, but economic relationships were on the table,
"As we revitalize our ferromineral sector," continued Donaldson, "and rebuild our petroleum base, naturally we will seek trading partners. We are planning on expansion of our Aluminum refining operations and are in the process of exploring promising areas for bauxite deposits. Additionally, we are looking for markets for our agricultural products. Lodamun can offer us outlets for our exports, as well as opening new opportunities for imports."
The talks between Lodamun and Kalistan continued for three days, and a reciprocal trade deal was reached between the two states. "The terms are the traditional Kalistani terms," said Donaldson. "We offer Lodamun the same terms they offer us. Right now, we have removed barriers to trade of goods and services, exempting capital itself, which will need to be negotiated in a separate agreement. Eliminating barriers to trade and allowing free movement of goods and services across National borders provides great advantages to both countries."
The two delegations also discussed finally constructing the link between the Kalistani rail network to the Northern Seleyan Rail system, over the Jah River. "Right now, both terminuses are within sight of one another, and centuries ago, a link was supposed to be built, but diplomatic stagnation ended the effort to link the two rail systems directly across the Jah." Donaldson expressed optimism that this dream of hundreds of generations can finally become reality.
The talks concluded, both delegations considered the visit to be a success, and stood for photos and handshakes with signed agreements in hand.

Kalistani Premier calls for Restoration of RFB and NSP
Large changes coming for Kalistani Public Sector by 4764
Kaliburg, Ananto
September 1, 4763
Premier of the Republic Bennots calls for final action on RFB and NSP
In his recent Address to the National Assembly, Premier of the Republic Bennots called for final action on the Republic Food Bank and the National Service Programs.
"We have waited long enough, and now the final pieces are falling into place," said Bennots to vocal support from his Party. "Kalistan is on firm footing with large investment from foreign and domestic actors, and now it is time to begin rolling back some of the most egregious aspects of liberalism and begin restoring ethical socialism to Kalistan."
The Premier announced a skeleton Food Bank first. "We are passing legislation now that will increase and protect individual land owning and farming in the Republic. The days of large scale agribusiness are over. We still will make dispensation for foreign firms who have invested in our fields: their investments will be protected. But for domestic concerns, individual farms will spring up and put people back to work, with price supports and a guaranteed buyer for their goods. We would like to turn huge swaths of the Republic into a fresh produce garden, utilizing all our climes and seasons to produce fresh, healthy and abundant food for all our people."
The Premier stated his plan for replacing the market based bidding system, which tends to punish farmers in bountiful years and reward scarcity, with a new single government buyer, the Republican Food Bank, who would then use private sector distribution networks already established in the Republic to provide food supplements to Citizens free of charge. "It is our hope that within five years, most people will acquire most of their produce and meat and dairy from the Food Bank. Farms will benefit from increasing production to produce an excess of foods, and they know they will be able to sell all they grow to the Food Bank, and they can be sure it will go to feed people." All food from the food bank will be provided to Kalistani citizens free of charge, and will exist alongside the private sector food production system which will provide non essential "choice" food at a profit to the sellers.
Additionally, the Premier seeks to re-establish the National Service Program. "All citizens will be required, from here out to perform National Service when they have completed their education. We know that workers are most productive when they are young, and as such, a four year stint of National Service during our most productive years will allow Kalistani citizens to claim a stake in their Republic once more!" Under the NSP proposal, Kalistanis will be conscripted into a service corps and will be paid similar to a military pay scale. They will be involved in creation and maintaining Kalistani infrastructure, extending services to rural communities, and providing auxiliary support in industries with labor shortages. "Service will be mandatory for four years," said the Premier, "And will be expected of us all, regardless of our socio-economic status, but in exchange, we will will open free colleges and universities, and begin providing free essential services like power, housing and health care."
The secondary goal, according to the Premier was to restrict the labor market. "We redirect the labor of the most productive citizens toward National Service, and meanwhile, four years' worth of workers stay out of the work force. This creates a shortage of workers for all jobs, and employers must compete with one another for workers, especially skilled workers. As a result, the workers increase in their bargaining power vis a vis employers, and once more the worker and the boss are equal. Wages increase along with benefits, and with a wealthier workforce, as well as a guaranteed job, and the UBI, when we get this passed, and workers can be free to find jobs that suit them, without having to worry about starvation, and employers are forced to do things to hold onto their workers. And meanwhile, we can cut social insurance, and save that money for when it is actually needed, rather than being caught without in trying times."
These ambitious changes to the economy are only ambitious in light of current liberal policy. In fact, a food bank and a NSP have been Kalistani policy for centuries, and the Premier is merely reauthorizing them and encouraging their use.
The RFB and the NSP are just the first two major economic reforms the Premier will move through the assembly, but other reforms will come after the Republic absorbs and addresses the shock of these two. The Kalsie Index was mixed on the news of these acts, up .03% to 106.29.

Massive arms deals signed with Malivia and Kalistan
The Ministry of War, in cooperation with SATURN, DDS and UEG, has signed a series of arms deals with Malivia and Kalistan
________________________________________________________________________________________________________________________
Cahtice: Deltaria has, for the past few years, restarted its once unmatched military industry. This revival of the dominant industry in Deltaria has made its mark as factories, shipyards and companies are expanded or made from the ground up in recent years. This sudden revival is not only needed for the domestic arms industry of Deltaria. Instead the Deltarian Government has been actively pursuing utilizing the vast military industrial complex of deltaria to produce weaponry for willing customers accross terra. This strategy would not only strengthen the deltarian economy and military industry, but would also ensure closer relations between Deltaria and the nations they sell the equipment to. A first and immediately major step in this strategy is the recent announcement that Deltaria and Malivia as well as Deltaria and Kalistan have signed comprehensive arms deals, selling billions in military hardware to the two nations.
The first deal was made between Deltaria and Kalistan. Kalistan, after its recent loss against Lourennais forces, is looking to create a self defense force capable of protecting its connection between Ananto and the continental Kalistani regions. To achieve this, the Kalistani airforce needs the capability and equipment to perform long range and short range missions mostly within the Ananto strait. To that end the Deltarian Minister of War, Oto Brotz, met with his Kalistani counterpart to discuss the possibility of producing certain jets and other airplanes for Kalistan. This resulted in the so called "Aerial Protection Deal". This deal consists of a total of 3.2 billion LOD in aircraft sales to Kalistan with the deal consisting out of Tu-142 maritime reconnaissance aircraft, The latest model of the Su-25 Frogfoot close air support jet and the MiG-31 Interceptor. The Tu-142 is a propellor driven aircraft refitted with advanced radar systems and other equipment meant for patrolling and reconnaissance missions over longer and medium ranged distances. 10 of these Tu-142's are to be constructed by SATURN with them likely being used by Kalistan to patrol and keep an eye on the Ananto Strait. The Su-25 Frogfoot close air support jet is a jet specifically designed to provide close air support to ground forces of the new Kalistani military and its newer version, previously developed by the Deltarians, is the likely version Kalistan shall receive. The deal states that 75 Su-25's have been ordered. Furthermore the MiG-31 Interceptor has been ordered by Kalistan. This jet, though old, is still considered to be a reasonably capable aircraft for the task it was developed to do: shooting down bombers and peforming other high altitude takedowns. The MiG-35 is also considered to be one of the fastest jets in Terra. Kalistan has ordered a total of 60 MiG-35's in the APD deal.
This marks a total of 3.2 billion LOD in aircraft sales to Kalistan. According to the Ministry of War the private deltarian aerospace company SATURN is currently processing the order and is likely to start construction with the help of the DDS, using several of their factories to produce the aircraft. While some lawmakers have issued concerns over the possibility of Deltarian equipment falling in the wrong hands the Ministry of War has issued a statement explaining that "the equipment being sold is using already existing technology that, if made public, would not harm deltaria in any way". On the question whether or not Deltaria will produce these aircraft for their own aerial fleet the Ministry did not want to comment. Likely meaning a no. The deal will last a total of 7 years, with the aircraft being delivered in batches until the end of the contract. Geopolitical analysts call the move a strategic play by Deltaria besides the obvious financial benefit, with the deltarian government likely to strengthen relations with the seleyan nation.

Malivian Deal
________________________________________________________________________________________________________________________
Cahtice: Subsequently with the deal between Deltaria and Kalistan Deltaria has found another willing partner for its defense products. This time in Malivia. The country of Malivia has been struck by poverty and a relative low standard of living. Its government, which values defense spending, has announced that it intends of expanding its armed forces to accomodate for its future ambitions in the region and economically, hopefully being able to protect their economic interests. Deltaria has jumped into this gap, using its strong military industry and large arsenal of modern weaponry to pursuade the Malivians into signing a arms deal of their own. Deltaria has recently begun with pulling their fleet of T-72B2 tanks out of active service and replacing them with the T-84-Zeca, produced by the DDS. While at first it was believed Deltaria would dismply decomission the now obsolete tanks Malivia showed interest in buying them instead, hopefully making sure they have a at least partially capable tank in their arsenal. Taking into account the Malivian request the Ministry of War pulled the decommission order given to the Military Equipment Recovery Unit (MERU) on 200 of the 400 T-72B2 tanks that will be out of service at the end of modernizations and instead hired Car and Military private manufacturer PRIME to refit and repair them. 200 of the 400 T-72B2 tanks will now be refitted and repaired to be sold to Malivia in batches, amounting to a total of 400 million LOD in the end. To expand upon this deal even further Malivia decided to also order Deltarian military ships to bolster its fleet and ensure it can protect its coast but also possibly challenge its former claims near Selucia further down the line.
In a rather unexpected move Deltaria agreed to the production and sale of 3 Gorshkov-class frigates, the most modern frigate Deltaria can produce. In addition two older Slava-class missile guided cruisers have also been ordered, making the total bill for Malivia a large 1.2 billion LOD (Tanks included). While even more lawmakers and even military officials were critical of selling the Gorshkov to Malivia the First Minister intervened saying "We have made the necessary preparations to ensure that none of the sensitive and confidential data on hardware of software of the gorshkov will get in the wrong hands" likely meaning that Malivia and Deltaria have struck a deal concerning the possible resell of the vessel or sharing information on it. The ordered ships are to be produced by the Ushalande Engineering Group in their shipyards of Dissuwa and Ushalande. As currently the Imperial Navy still has orders on ships that need to be completed it is expected that construction on the Malivian vessels will start within 2 years and last a total of 5. Making the eventual delivery date of the ships likely to be in 7 years.
This deal also further strengthens relations between Malivia and Deltaria and is, just like the Kalistani deal, a way of furthering Deltaria's goals outside of Majatra and once again becoming the dominant weapon manufacturer on terra.

Kalistan to Purchase Air weaponry from Deltaria
“Rather than develop our own weapons,” says Minister of Defense
Kaliburg, Ananto
March 5, 4765
News brief
The Deltarian Minister of Defense met with Kalistani counterparts last week and concluded Kalistan’s first major arms deal. This 3.2 Bn LOD deal will represent a significant chunk of the National budget, but the purchase is necessary, said the Defense Minister.
“We could spend a lot more developing our own weapons,” said Defense Minister Sanchez, “but rather than develop our own weapons, Deltaria has stepped up and provided us with weapons systems that match our need.”
The deal includes 75 close air support craft which will be used to support infantry and artillery operations in defense of the Republic, as well as 60 fighter interceptors to run patrols over the Straits and adjacent seas and intercept incoming aircraft and bombers, and 10 reconnaissance aircraft designed to extend Kalistan’s limited radar capacities far out to sea to provide Kalistan with large advance notice of incoming hostile traffic.
“These aircraft represent the first line of defense against all attackers and are designed to discourage foreign aggressors from attacking Kalistan,” said the Defense Minister. “All aircraft are land based and are designed to compliment our naval operations, which we are planning with Royal Lourenne, and our regular Force with we will begin reassembling and training over the next year.”
Deltaria has offered the aircraft, and the Defense Minister has also officially extended an invitation to host Deltarian trainers to help Kalistan stand up personnel capable of operating these craft. Welcoming Deltarian aircraft trainers to Kalistan to be housed at the Air Recruiting Station in Odufaray will represent the beginning of a cooperative relationship between Kalistan and Deltaria and a renewal of an ancient friendship that is hundreds of years old. The aircraft will be delivered over the next year, and Meanehile the Kalistani Regular Airforce will be reconstructed alongside it.

Retrospect:Enskalan Cultural Influence nearly completely absorbed in Kalistan
Kalistani influence seen as "a matter of fact"
Sulari, Suldanor
February 18, 4766
Modern attitudes readopted by Kalistani Youth in Downtown Sulari
Founded in the 4710's, the Enskalan Nationalist Movement in Kalistan sought to recreate Kalistani culture and rewrite Kalistani history in the mold of an ethnonationalist lens. The assertion was that the Kalistani People, which have always been a highly diversified group whose ethnic-national identity has always revolved around the notion that the Nation contained representations of all nations in Terra, due to our long standing status as a nation of refugees and immigrant, our traditionally non-existent border controls and our easily assimilable culture, was instead descended from a long forgotten, but recently "rediscovered" people known as the Enskalan people. The National Movement gained seats in a vacant National Assembly, and set about changing the Kalistani Language, the title of the political offices and institutions and the name of the State to Enskal Estatuta, or the Enskal State. For a few decades, Vrassan Luthori was spoken alongside Enskara, with the latter being seen as the language of government and business, while Vrassan was demoted to a vernacular and not formally taught in schools. New symbols were created out of legendary or mythic ones, and the leaders of the movement even did something that Brethrenists of Kalistan don't typically do: they took an oath under a tree.
As it turns out, the Enskalan "fallacy" as some critics have called it, was not so much a fallacy as a political expedient to promote liberalization in the economy. In generating support for the new political movement, creators needed to create a new identity, where one simply did not exist before. Claims to the authenticity of the old documents were only verified by the Enskalan Movement itself. The ancient language may or may not have existed in Kalistani prehistory, but the fact is: it exists now, and several generations of Kalistani citizens speak it alongside the vernacular Vrassan dialect of Luthori. We can easily discount the history that the ENM may or may not have fabricated, but we cannot discount the influence that this "restored" version of it has on our culture.
Following the return of the Socialist Party of Kalistan, Enskalan first measures have been sidelined in favor of gradual restoration of the old Kalistani cultural norms. Several important economic measures have been passed to get Kalistan on a healthy footing, and liberalization reforms have been extended to allow Kalistan to revive from the slump of neglect from ten years of essential anarchy at the Republic level. Meanwhile, the Republican government has taken its first steps toward rebuiling our nation's ability to defend itself, and under the benevolent neglect of the Lourennaise empire, Kalistan has experienced a period of moderate prosperity and very noticeable peace.
As the cultural revolution, which was enforced from above, of the Enskalan Estatua fades into memory, and its earliest proponents begin meeting their maker, the SP in Kalistan is overseeing a re-emergence of the traditional culture within Kalistan. They have dropped all pretense of use of Enskaran for official purposes, and the language is now taught in schools as an elective, while Luthori and Egelion are both taught in primary and secondary settings as the primary languages of the nation. A recent poll showed that less than 20% of the Nation identified as "Enskalan" and of that number more than 80% called themselves "Enskalan-Kalistani". Another 5 percent referred to themselves as immigrants, and the remaining 75% had re-adopted the traditional designation of "Kalistani" as their cultural group. Meanwhile, millions of people everyday have readopted traditional Kalistani attire and social attitudes. The Kalistani Music industry, which has been moribund for decades, has been reignited with the refounding of the Kalistani Recording Industry, and the reopening of the Global Music Hall of Fame in Luxon. Kalistani Culture is now a matter of fact in Kalistan.
Now 9 years after the return of the Socialist Party, it appears that a distinct "Enskalan" ethnicity separate from "Kalistani" appears headed for a natural extinction. Anthropoligists predict that there will always be some group that refers to itself as somehow connected to "Enskalan". And many will continue to speak Enskalan in the home until it graudally morphs into another dialect of Luthori. But the days of Enskalan cultural hegemony in Kalistan appear to be in the past, and more and more people are calling upon the National Government to acknowledge this fact by restoring Luthori to its status as the language of official correspondence and conduct.
The Premier of the Republic has indicated his interest in this move, and has requested his minister of Culture to begin working on a program for complete restoration of Kalistani culture in the Republic

Kalistani Republic to resume Publication
Nation's Journal of Record goes back on the Record after 34 years

Copy Room at the Republic returns to life
Many thing were lost in Kalistan during the Enskalan Interlude. One of the institutions of this nation, the longstanding newspaper The Kalistani Republic whose primary function is to report the affairs of the day in both government and society, was replaced by the publication Haritza who served primarily the Enskaran speaking population of the country. As the politics of the day shifted toward ethno-nationalism, and the Enskaran language was promoted officially in Kalistan, the Republic attempted, vainly to attract journalists who wrote in this newly endorsed language of the Republic. When this failed, and readership dropped, the Republic could no longer afford to keep its doors open and closed up shop in September of 4732.
Following the decline of the Enskalan movement and the return of the Socialist Party, prospects seemed bright once more for Vrassan-Luthori language press. The Socialists immediately relaunched their own partisan journal, Izquierda, and then in March, the Managers of Izquierda met to discuss the future of the magazine. They had a number of options in front of them, but the one they chose was to return the "news" department of the magazine to independent control, and return to their traditional role as a pro-SP magazine which focused primarily on editorial and cultural comment.
A new organization was built, and journalists who had been associated with the Republic in the past made their way back to their old offices in the Republic's building in downtown Kaliburg, now covered in cobwebs and dust of three decades. After a cleaning and fresh coat of paint on the walls, as well as repairing significant ceiling damage caused by squatters during the liberal period under the Enskalan movement, the Republic's presses were restarted, and the doors were reopened.
On that note of sincere Congratulation to the restoration of an independent, non-partisan press in Kalistan, we, the Editors of The Kalistani Republic, would like to welcome our colleagues back, and invite you, the People of Kalistan, to begin reading our work. We will strive every day to be worthy of the trust you have placed in our paper for centuries, and we hope you will continue to do so for centuries to come.
