Creating a better health system; Reforms and upgrades to Xsampan Healthcare

Xsampan Healthcare has often been described as "meh". It provided care and ensured Xsampans were taken care of. No one could say the healthcare system was awful, but no one could say it was the best either. Just meh. Opinions have shifted drastically however, since the Bargas Chenpo as the Xsampan Healthcare System was put to its absolute limits and without foreign aid, it is likely that the Xsampan Healthcare System would've been overwhelmed in weeks. As such, there have been vocal calls to reform Xsampan Healthcare and show the world what a fully socialist healthcare system can do. And Comrade Bhutia has heard these calls, and answered them. Reforms are coming to the healthcare system and modernizations.

As it stands, Xsampan healthcare is entirely public and free. All costs paid for by the state. This is to be expected from a socialist state. Yet the biggest issue is of course, manpower. As such, efforts will begin to change this. Particularly with supporting the training and education of upcoming nurses and doctors. Under normal circumstances, higher education is quite cheap. Combined with the state bending over to provide benefits and incentives, higher education is appealing, but for the medical sector? More must be done. As such, the state will cover every fee for students who enter medical education. This will ideally encourage more Xsampans to reconsider the possibility of a career in the medical sector, and it will ensure a constant stream at the very least, of medical workers. Alongside this, a mandate. After graduation, these newly graduated medical workers will immediately be put towards rural or high need areas to ensure constant support around the clock. This mandate will last for 6 months and then, a graduate can decide to stay in their assigned post for good, or transfer to somewhere they prefer. 

And if that isn't available, vocational programs will be available, particularly for medical assistants, lab technicians, and of course emergency responders. This will help ensure competent training and make sure that anyone in the medical centre is beyond adequately competent and confident. To further ensure that our medical workers are actually competent and know what they are doing, efforts will be needed to help ensure that current medical workers have their skills and knowledge up to date. The solution? Continuing education programs, which loops back to vocational education programs.

But like every system, innovation is needed. Old methods may work, sure, but new methods can also work at better rates. This is where a new effort comes in. Lifting the burden on doctors and expanding the abilities of what nurses can do. Expand their training and education to ensure that they can handle things independently without constantly requiring a doctor in sight. This can, and certainly will reduce the burden on doctors, allow for more support in a quick fashion and make the job less stressful. 

Like everything however, more work can be done. And this leads to major scale reforms. The People's Committee of Health will need to begin a focus on collecting medical data, creating public health policies, and studying current trends to ensure a healthy population. Alongside this, the state will need to take a keen interest in the production, or at least the research of vaccines, disease prevention and other treatments. A modern Xsampa requires a healthy society, free of pestilence.

Alongside this, a mandate to every citizen. A vaccine mandate. Each citizen will be mandated to be vaccinated. While previously it was encouraged but ultimately voluntary, it's clear that this approach is backwards. By making it mandatory, it will lead to a stronger healthier population. Furthermore, the state must take the initiative and encourage healthy lifestyles. Whether it be education, taxes on unhealthy food, or what not, a healthy population will do wonders for supporting healthcare. However health does not stop at the physical level. Mental health is just as important for any developed nation, and Xsampa is no different. Workplaces and schools will have mental health care supported, encouraged and embedded. A mental health crisis not only is unethical to tolerate but pragmatically, it hurts the nation in a plethora of ways.

Alongside this, telehealth. This initiative will allow patients who are unable to physically meet their doctors, or patients in rural areas connect to their doctors virtually and receive basic care that way. This will help ensure that rural areas and those with a more unorthodox living standard are able to receive care. Alongside this, all medical records will be digitalized. This is only natural as it ensures patient history is not lost, kept up to date and simply makes things run more efficiently.

These efforts will ultimately help pave the way for the Xsampan Healthcare System to show it's worth to the world, and improve healthcare in Xsampa, especially in a post Bargas Chenpo Xsampa.

Diplomatic overturns towards Kalistan and others; A new leaf for diplomacy.

In an effort to integrate Xsampa into the global community, and establish new ties, diplomatic efforts have begun. Now comrades, the question you most likely are asking is, "who? Who are we befriending?" Well, the answer to that question is none other than Kalistan. While prior to the Bargas Chenpo, both nations had an icy relationship due to deterioration of ties over time and solidarity with Baltusia, that shifted drastically when the Bargas Chenpo occured. Kalistan was among the first nations to send a plethora of aid. As such, there has been genuine conversation on establishing proper permanent ties with Kalistan. And it seems that is what shall be done. An envoy will be sent to Kalistan to meet with representatives of His Imperial Majesty (as per Kalistani custom). The goal will be to establish basic ties, and forge solidarity as both nations have a rather tense relationship with the rogue state that is Kundrati, as well as repay the kindness that Kalistan has shown from the Bargas Chenpo.

Alongside this, the Quad Republic. While it was apart of the insidious Three-Point Federation (of which Beitenyu was involved in), it never was an openly hostile state, even during the Red Bass War. Whether it be tourism, the strawberry war, or being a middle ground for meeting Artanian states, the Quad Republic presents an opportunity to at least cool over existing tensions. Of course, it is unlikely that a proper friendship could be established because of past tensions and member republics within the Quad Republic, but perhaps tensions can be cooled down enough for mutual toleration. As such, efforts will begin to at least begin negotiations.

These efforts will be one of many in integrating Xsampa into the global community, and showing the world that Xsampa is truly committed to the ideals of international cooperation and friendship. Whether it be negotiating for cooling existing tensions and working towards mutual toleration with the Quad Republic, or meeting with Kalistan to establish a new friendship, these steps will be the first of many, but it will also lay down a framework for future cooperation with other nations.

Continuing the Red-Green Revolution; An audit across the nation to find ideal locations for green energy infrastructure.

In the past, Xsampa invested into green energy. While it wasn't much to write home about, especially since it was small scale (limited to the North due to the mountains, and to the coast), it allowed cities close by to exploit the new source of energy, reducing the dependency on natural gas and letting said natural gas to be focused on other regions. However, now that there is a strict focus on transitioning to a green economy, it's clear that existing infrastructure won't do. As the Red-Green Revolution continues on, and the Delaune Model is continued on, more green infrastructure is going to be needed. Of course, this is an expansive task. Whether it be transitioning public transportation to electric, committing to carbon neutrality, and expanding the production of green energy.

As such, the best way to start that is by a national audit. Obviously the mountains are best for wind energy, but where else can we expand and thrive? A national audit will focus on finding ideal locations to set up green infrastructure and connect them to the national grid. It'll allow for the best exploitation of green energy by setting them in the best possible location. Whether it be solar, wind or even hydro, this audit will be vital to finding where to focus and what to focus on. For example, it can pave open previously looked over locations and open the door for new production of energy. Whether it be the coasts or the South for solar or the Northern mountains for wind and hydro.

This will be invaluable in determining new areas for green infrastructure or whether to expand existing infrastructure areas or look to new areas. While audits are usually boring, this audit will be for the future of Xsampa.

Cementing ties abroad; Trade with Kalistan, and Cultural Exchange with Egelion.

The efforts of global integration have shown success with two nations. First, Kalistan. An envoy was sent to Kaliburg not long ago to create ties. This effort has been a success, as trade relations have been established, alongside paving the door for cultural cooperation as many Xsampans (via Lourenne) went to Kalistan and other nations after the Bargas Chenpo. While there were some qualms about having Xsampans in a different country, even as former refugees, those qualms were quickly resolved as relations were established between Xsampa and Kalistan. As such, plenty of routes are available for closer cooperation between Kalistan and Xsampa, especially culturally.

The second nation is Egelion. Looking to spread the Egelian language abroad, Egelion has looked to support cultural exchanges, starting with educational exchanges. Seeing as to how their students are especially competent in medical fields, it was no surprise that Xsampa would step forward to support this move and as such, student exchanges have been authorized. Students from Xsampa can go to Egelion for their study's and vice versa. This not only has the benefit of providing more opportunities for the Xsampan Healthcare System, but it will also cement positive relations with Egelion, and open the door for future cooperation. While this has opened up the debate for expanding this educational exchange with other nations, Egelion will help greatly in paving the way for future endeavors. 

The formation of ties, friendly ties no less with these 2 nations has shown a possibility for even more global integration as if Xsampa can interact with two monarchies on a cordial level, then surely global integration is possible.

Continuing the effort to heal; Pacifism, Anguish and Hope.

Another year, another celebration of socialism and unification. Yet there's something aloof. It's quite clear that Xsampa hasn't fully healed from the Bargas Chenpo. Even during these celebrations, there's an underlying hint of anguish and despair. Sure, Metz-Leonid has been rebuilt but the nation still hasn't recovered. Many survivors are left with PTSD, the entire nation has been traumatized and many Xsampans are left with a fear of the future. Despite the states best efforts to cultivate hope, that is easier said than done.

Yet, despite this onslaught of despair, there are still those who have looked to help their comrades. Empathy has become more and more common across the nation as many have looked to support one another in healing. Whether it be mutual aid, mental health counseling or other avenues of support, many Xsampans have taken to support each other in healing. This has lead to stronger calls for reforming the welfare system, based on a new outlook. An empathetic outlook. Many Xsampans have shown support those who were previously neglected, believing that the Bargas Chenpo has shown that empathy is not something that can be ignored. The nation coming together to rebuild Metz-Leonid has shown that empathy has its place in Xsampan society and is just as vital as any other aspect of society.

Alongside this, the effects of the Bargas Chenpo have left a strong majority of Xsampans extremely hostile to nuclear energy. After all, it only makes sense as the Bargas Chenpo has shown what it's capable of. Never again. The Xsampan public has remained extremely hostile to anything remotely related to nuclear energy. Nuclear weapons? Even if it were possible, many Xsampans have denounced and rejected the possibility, believing that Xsampa should take steps to encourage the world on rejecting nuclear weaponry in its entirety. Nuclear power plants? While not militaristic, it is still heavily denounced by the public with many skeptical and fearful.

But, the Bargas Chenpo has also left another effect. Pacifism. All across the country, many Xsampans have shown support for reducing the military budget, reinforcing the Last Resort Doctrine and committing to non-aggression. And who can blame them? Xsampa has experienced the horrours of nuclear war firsthand, and it's shown how quickly a normal war can escalate. Never again can Xsampa, or any nation endure a tragedy akin to the Bargas Chenpo. Even in the Supreme Council, many representatives have begun to debate the merits of reducing the military budget. While there are those who believe that the military should be supported, even they have had to admit that the military should focus on non-aggression and security instead of hostility and aggression.

Local Committee's have even reported on showing support for teaching pacifist values to remember the Bargas Chenpo in schools. This is especially true in Karoboro as many schools have sought to teach students about the Bargas Chenpo, it's effects and emphasize pacifism and empathy. With the Memorial to the Victims of Nuclear War receiving more and more visitors from across the country, Xsampan society is starting to acknowledge the effects of the Bargas Chenpo and try to heal for good. 

Despite the anguish, there is hope. The reconstruction of Metz-Leonid and the Red-Green Revolution has lead many Xsampans to believe that there is some hope in a post Bargas Chenpo world. A hope for a better future. While there is despair and anguish, there are also Xsampans looking to build a better future, an empathetic pacifist future. Not just for Xsampa, but the entire world. Xsampa will never forget the Bargas Chenpo. But it will not give into the cycle of violence. There is a better world awaiting. But it requires healing and that will take time. Alot of time. But as long as there are Xsampans who believe in a better future, it is possible and Xsampa can heal. Xsampa can present a future for itself. One of empathy, pacifism and humanitarianism. While grief and anguish is still widespread, there is hope for a future. A better future for Xsampa, defined by empathy, mental health support, pacifism, humanitarianism and hope.

Building up the foundations of the future; Massive welfare expansions.

It's quite clear that Xsampan welfare is in need of reform. While it is generous, there are holes that allow for Xsampans to slip through the cracks. And the Bargas Chenpo only made those holes bigger. As such, Comrade Bhutia has looked to not just fix these holes but reform welfare entirely, and transition Xsampa into a proper Proletarian Welfare State.

As such, the first reform is addressing the survivors of the Bargas Chenpo. A special form of welfare will be provided, the Bargas Chenpo Aid Package, which will focus on providing immediate care for survivors. Immediate housing, medical support, mental health care and most importantly, psychological aid. This package will focus on ensuring that not only are survivors supported financially (in which the state will provide a sum of money for the duration of their life), but also mentally and psychologically. As PTSD and survivors guilt remains widespread amongst survivors, mental care will be absolutely vital. As such, counseling and rehab will be available for not just all Xsampans, but especially for survivors.

However, support for survivors also extends to physical conditions and as such, physical rehabilitation will also be at the ready to ensure that those who have been crippled by the Bargas Chenpo are supported adequately and can recover. If they cannot recover, then disability benefits can kick in and ensure they live a life of dignity, respect and comfort. As stated earlier, survivors will receive financial aid indefinitely from the state for as long as they breathe, to ensure that their needs are met and that they can life a decent life. Whether it be ensuring specialized care, adequate access to healthcare, or adequate housing for their needs, survivors will be supported.

However, what about for those who aren't survivors but need welfare? They will be covered too. Disability benefits will receive higher support, with the state ensuring both short term, and long term support for individuals and families with disabilities. Whether it be temporal or life time, the state will provide adequate care for those who are disabled and ensure they live a happy, independent, comforting life. Alongside that, reforms to requirements. Bureaucracy will be cut down. Any Xsampan that can show they have a medical recognized disability will be eligible for disability benefits, and the People's Committee of Human Development will get to work on providing care. For Xsampans with disabilities, the state will still provide financial support, and help in home modifications to ensure that they can live adequately. Alongside this, employment programs. While not every disabled Xsampan is capable of working, and will still be cared for, those who want to assert independence in their lives will be offered employment programs, where they can make their own living. Of course, it will be limited to ensure flexible hours but it will ensure that disabled Xsampans who want to work, and are capable of working can do so without losing benefits.

Alongside this, unemployment benefits will be drastically reshifted. Every Xsampan, irregardless of their previous work history will have full coverage. The financial benefits will be expanded, with around 70% of their former salary being covered to ensure that while they are searching for employment, they can adequately thrive. A guaranteed minimum will be placed however to ensure that no Xsampan falls below the poverty line. Alongside this, there will be a concentrated effort on supporting these Xsampans in finding employment, such as public employment programs and skill training. As well as this, there will be no time limit on unemployment benefits.

What about for families? They too will be covered! Every child will have the opportunity to live the best life they possibly can. First and foremost, childcare. Childcare centres will be subsidized by the state to ensure that they are free, and available to the public. This will allow for children to be cared for whilst parents work. Alongside this, universal parental leave. Parents will be fully paid, and have full job protections upon their return to work. Family counseling will also be provided to ensure that no family is torn apart by the stresses of life. And, to ensure that even if childcare centres are unavailable for parents, protections will be given to ensure that family friendly work hours are provided.

And speaking of the general workforce, illness benefits will also be reformed. Each and every Xsampan will be guaranteed fully paid sick leave. It won't matter what their employment status is, or how long they've been employed, they will be guaranteed fully paid sick leave. And for serious injuries, illnesses or even surgical operations, they will receive long term medical leave, paid for by the state. Furthermore, Xsampans who have dependents on them will also receive caregiver leave. While it could go into disability benefits, caregiver leave will ensure that individual Xsampans can care for dependents. And in this day and age, especially after the Bargas Chenpo, mental health is incredibly valuable. As such, mental health leave. They will be fully covered under the policies of sick leave to ensure that every Xsampan is adequately cared for.

The next piece also ties into the Survivors Aid Package but looks at survivors of general disasters or orphans. In the event that a primary income giver dies, the state will ensure monthly financial support to make sure that household income continues. Survivor Benefits will also see support for orphans, ensuring direct support for living costs, and their guardians. Furthermore, Xsampan children who have lost parents will be guaranteed fully tuition coverage (even if it already is incredibly cheap).

In a post Bargas Chenpo Xsampa, welfare and healthcare are going to be vital. While healthcare was expanded upon and supported, it's now welfares turn and Comrade Bhutia has looked to support the creation of a Proletarian Welfare State, and ensure every Xsampan can live a life free of want.

A Fresh Revolution; Loyal Opposition parties legalized and allowed to compete at local levels; Limited to advisory on a national stage.

Every nation needs reforms. Under Comrade Bhutia, these reforms have continued, looking to pick up where Comrade Aurousseau was unfortunately halted. And in a post Bargas Chenpo Xsampa, there is always plenty of room for reforms. While the welfare system and healthcare system has been supported and expanded drastically to accommodate both the needs of Xsampa after the Bargas Chenpo, and to create a better society, what many Xsampans did not expect is the legalization of opposition parties. It's a lot to take in so let's go one thing at a time.

First and foremost, these opposition parties are strictly relegated to only compete in local elections. They will act as a sort of test, to see if political pluralism can survive in democracy. While the more hostile capitalist nations will decry this and demand a bourgeois liberal "democracy", they have no say in Xsampa. Allowing these parties to compete in local elections will also ensure that Xsampans can get used to having other alternatives besides the Party and Independents. However, these parties (which will be listed) must adhere to constitutional demands. Any party that is sympathetic to capitalism, fascism, or reactionary politics are subject to be banned immediately. Parties that offer an alternative form of socialism however, are tolerated.

As such, a handful of parties have emerged, such as the more reform minded democratic socialist, Socialist Labour Party, the agrarian socialist Farmer-Labour Party, the Eco-Socialist Ecological People's Party, the more syndicalist minded Xsampan Federation of Labour and the final two parties which have been questionable. The Revolutionary Worker's Party is one of them. Advocating for a return to planned economics and strengthing the Old Guard of the CPX, they are rather controversial for their rejection of pluralism, but still running in local elections. The other party is the Democratic Progressive Party, advocating for what they call, "Socialist Liberalism". While still rejecting capitalism, they have been rather confusing. But they have strongly come out in favour of expanding civil rights drastically.

In any case, these parties are allowed to compete in local elections freely. In terms of national elections, they are limited to advisory roles in the Supreme Council (which will now be renamed as the People's Assembly of Xsampa, or PAX), able to offer recommendations, and critiques, but ultimately not shape policy on their own. 

With this development being rather surprising, Comrade Bhutia has come out with promising even bigger reforms. He has promised to see this experiment through and that if these "Loyal Opposition" parties thrive in a local environment, then the possibility of political pluralism is there. While no concrete time has been given on when political pluralism can occur, it is likely that if things remain smooth, it can be quite soon. 

Already, these parties, especially the SLP have been seeing strong growth locally, as many communities either stick with the CPX or try voting for one of these new parties. Now dear comrade, you may ask, "what about the People's Bond of Independents"? Well, they have been allowed to reorganize themselves into these political parties. As such, this does mean that there are Loyal Opposition parties in PAX, but as aforementioned, they are kept in advisory as the CPX retains a strong supermajority. 

In any case, we can expect further reforms to come about as time goes on, as Comrade Bhutia has shown support for a "free socialist press" and ending the monopoly on information that the PCI has. We here at the PCI can endorse this message of reform, as a healthy socialist society requires discourse. Unlike other failed socialist states that start with an I, socialism must evolve. Otherwise, it becomes no better then conservatism.

It would seem that the former territory that is Beitenyu continues to be troublesome. A trading vessel has been illegally apprehended and the captain has been wrongfully arrested and sentenced to twelve years of prison. This is simply unacceptable. While everyone wants to avoid the Red Bass War continuing with the city states, lines must be drawn in the sand. As such, the People's Committee of Foreign Affairs has released a statement on the incident.

Quote:It is recognized that each state, no matter it's size, has the right to its own affairs and has the right to pursue justice, especially within its own exclusive economic zone. However, no state has the right to illegally apprehend a marked civilian vessel and arrest the captain. Xsampa rejects any notion of supporting terrorism. No Xsampan vessel is engaging in any form of terrorism and such a notion is ridiculous. Xsampa is formally requesting the return of the crew, cargo, ship and especially the captain.

Furthermore, there must be questions raised on the legitimacy of the trial. With the accusations of terrorism thrown about, we cannot, in good conscience recognize the trial as legitimate. It can only be recognized as a sham trial. Xsampa demands justice. These baseless claims of terrorism must be challenged. The ship, cargo, crew and captain must be returned in earnest.

The detainment of a Xsampan crew is nothing more than an insult to peace and stability. The state in question is doing nothing but making excuses to terrorize Xsampan commercial vessels and it cannot be tolerated. Should the request for the return of Xsampan citizens and property be refused, security patrols will need to be considered to ensure that Xsampans are safe and secure from warmongering violent states. This ludicrous detainment is nothing more then an act to destabilize an already fragile region. We trust that the 3rd Point Federation will see a sensible approach to this. The last thing anyone wants is a repeat of the steps that lead to the Red Bass War.
