Reforms require change, and Comrade Bhutia has looked to reform how elections work in Xsampa. Comrade Bhutia has looked to introduce a "three tiered democracy" to Xsampa, and introduce major reforms. It's become abundantly clear that Comrade Bhutia has plans to introduce political pluralism to Xsampa. Despite what reactionaries in red will tell you, this is an evolution of socialism in Xsampa, and it's likely that the late Comrade Aurousseau would've supported these endeavors. If we are honour her memory of reformism, we must act on reforms.

As such, let's go over the biggest changes. Proportional representation and ranked choice voting. This will help prevent the formation of duopolies in the future, and ensure that all Xsampans have a choice in the nations future. Proportional Representation will ensure that every Xsampan can express their support for the Loyal Opposition parties. This will not only strengthen pluralism, but it will also allow for more expression from Xsampans politically. Ranked Choice voting will also help in achieving this goal, ensuring that a candidate must be elected by the people, and not by slim margins.

Let's not beat around the bush, the biggest thing of interest is this three tiered democracy system that Comrade Bhutia has planned.

At tier 1 of this system, power goes to local councils. Whether they be workplace councils (worker councils) or community councils, they are vital to this first tier. This will be the implementation of direct democracy. Every Xsampan can participate in local community and worker councils. These councils will have the ability to shape local policy, such as city policies, community policies, workplace management, and such. Meetings of these councils will be held monthly, and to ensure no power hoarding, even at a local level, the council will rotate leadership frequently.

At tier 2, this is where the Canton's come in, and delegate democracy. Local councils from tier 1 will vote elect delegates to represent their community in their Canton. Their abilities will extend to overseeing infrastructure efforts in said Canton, resource distribution, environmental policy, and other local concerns. To ensure proper accountability, all delegates are recallable by their own community should they fail to adequately represent the people.

Finally, tier 3. The People's Assembly of Xsampa. Delegates in a Canton will vote and send representatives to PAX. What's decided is obviously nations politics, large scale economic planning, foreign policy, etc. to continue the theme of accountability, these representatives in PAX are held to common referendums to ensure that they adequately represent the interests of their delegates.

This three tiered democracy will pave the way for political pluralism to be a genuine possibility. While elections themselves have yet to be scheduled, it's clear that Comrade Bhutia is betting on the Loyal Opposition parties to be a successful experiment. These reforms are relatively major and Comrade Bhutia is looking to follow in the reformist nature of Comrade Aurousseau. Big changes are coming to Xsampa.

Reforming the Executive; PAX strengthen as elections are scheduled for 5625.

Comrades! Big changes are heading our way. Despite red reactionaries and conservatives rejecting pluralism and decrying it as needless reform or even undermining the revolution, Comrade Bhutia has powered through. Elections are officially scheduled for February 10th, 5625. All currently registered parties will be allowed to compete. At the moment, the currently registered parties consist of, the Communist Party of Xsampa (CPX), Socialist Labour Party (SLP), Revolutionary Worker's Party (RWP), Ecological People's Party (EPP), Democratic Progressive Party (DPP) Farmer-Labour Party (FLP), and the Xsampans Labour Federation (XLF). 

And in following tradition of prior General-Secretaries, major institutional reforms have occured. For starters, the position of General-Secretary is formally abolished, replaced by Premier of the Democratic Republic. The Premier will be nominally elected by PAX, and beholden to PAX. While the Premier will handle most domestic policies and most foreign policy, they will still require PAX to push forth an agenda. This will essentially strengthen PAX and turn Xsampa into a more parliamentary direction instead, limiting the power of the executive indefinitely, turning the former position of General-Secretary from arguably the most powerful position in the country, and shifting that power to PAX. Alongside this, formal term limits. While legislator's in PAX get two, 5 year terms, the General-Secretary was never beholden to that, usually being maintained until resignation, with a 20 year tradition. Now however, each Premier will have 5 years in office, and 2 terms.

Now comrades, you may have noticed that we included a most on foreign policy. You may be asking, "What? Is PAX gonna handle big foreign policy decisions?" Of course not! Comrade Bhutia has instead separated the Premier from head of state and government and transitioned it into the head of government only. The new head of state will be the Custodian of the Democratic Republic. However, this position will be unique. First, it will be a position that is strictly nonpartisan and ceremonial. The Custodian will only have the power to sign bills into effect, with no veto powers, major foreign policy events (such as visiting another nation and such), inaugurate new Premiers and serve for one, 8 year term. The Custodian will require a supermajority in PAX to be elected, ensuring nonpartisanship is maintained.

These reforms are paving the way for a new Xsampa, a new revolution. With political pluralism being a very real possibility, and set to occur in 5 years, Comrade Bhutia has gone even further then Comrade Aurousseau, and has enacted major reforms. Whatever happens in the coming years, we can expect further developments in PAX.

Exploiting the Red-Green Revolution; Expanding green energy infrastructure.

The Red-Green Revolution continues on as the National audit conducted a handful of years ago was able to help find perfect locations for energy infrastructure. For now, we're looking to the South, where there is plenty of opportunities for solar infrastructure to show their way. As such, efforts shall begin on creating solar farms. While it's yet to be seen if this can truly power all of Xsampa, let alone a Canton in the South, if it can help in paving the way for a single Canton to transition off natural gases, then it shows a way forward with green energy.

As such, the efforts of retraining Xsampan workers has paid off as instead of what is normally seen in more capitalistic countries where workers are laid off to make way for the green economy, we have been able to avoid that, instantly allowing workers in dirty energy industries to quickly assume clean energy jobs without major disruptions. Not only that, but this has also opened up more routes of employment. A win win. But the biggest victory here is diversifying the national grid. The ultimate goal at this moment is to ensure smooth integration into the national grid, and long term sustainability. No one wants power to be shut down because of an error on the states part. So, we must be careful on this expansion. We don't want to overwhelm the national grid or rapidly move forward in generating green energy.

In any case, this is but a small start. There is still hydro power and wind power to exploit in the North. After all, solar panels alone won't power an entire Canton, much less an entire nation unfortunately. But this is a good start to the Red-Green Revolution. The transition to a green economy will certainly take plenty of time, and for now, the focus will need to be on establishing the necessary energy infrastructure. In this case, we actually need a strong green energy sector before we can tackle the transition to a green economy.

A New Metzism; Participatory Metzism, the Future of the CPX.

Changes are happening in Xsampa. This much is quite clear. Whether it be empowering PAX, continuing the Red-Green Revolution, or even scheduling elections, these last few years have been certainly eventful. However, changes are not just happening to the country but even to the Party. For nearly 200 years, the CPX has espoused traditional Metzism-Leonidism. However, ever since the days of Comrade Ladakh, it's clear that there has always been a reformist bent. A break away from tradition. The embracing of cultural progressivism, and gradually loosening state control over Xsampans. Then came the April Spring, which saw civil liberties radically expanded, allowing for Xsampans to freely practice religion, freely organize in regards to unions, and radically expand social equality. Yet even by the April Spring, the CPX claimed to commit to Metzism-Leonidism. Then came Comrade Wangchen, who enacted market socialist reforms, breaking away from the traditional planned economy, and Comrade Aurousseau who strengthen workers control over this new market socialism, and now Comrade Bhutia, who has enacted strong liberalizations. It's even gotten to the point where it's joked in the CPX that the CPX from 200 years ago was revisionist. It's quite clear that the CPX does not exactly embrace a traditional outlook on Metzism-Leonidism. 

Of course, this splintering from traditional Metzism-Leonidism has seen critique. From foreign revolutionaries, from more conservative communists, and from dogmatics. However now? Now there is no denying it. The CPX is fundamentally no longer a Metzist-Leonidist Party. And it seems the CPX has looked to embrace this. It has put forward a new manifesto, a new variant of Metzism. Participatory Metzism. Below is the manifesto of Participatory Metzism.

While Participatory Metzism only exists in Xsampa so far, it looks to present itself as a truly democratic alternative to capitalism and state oriented socialism. It is a vision of a democratic, decentralized revolution for the workers. Where power is not vested in plutocrats or bureaucrats, but in the hands of the Proletariat, who must, and shall govern via worker councils. The empowerment of the Proletariat does not come from unelected bureaucrats, or the bourgeoisie. The Proletariat must be guaranteed a true democracy. Democracy is the cornerstone of socialism, from local communes to national assemblies, the Proletariat can only break free of their chains if they hold Participatory Power. 

However, the Proletariat cannot truly be freed of their chains under a planned economy. The state is not the Proletariat, but merely represented by the Proletariat. Capitalism continues to remain an exploitative economic system, enslaving the Proletariat. It is fundamentally incompatible with human dignity, and must be rejected. However, markets must be redefined, to not serve plutocrats and the bourgeoisie but to serve the Proletariat, and human need. Worker cooperatives are imperative to Participatory Metzism, replacing centralized state control, and replacing capitalist enterprises, ensuring that all wealth is redistributed, and all who make wealth achieve the fruits of their labour. While market mechanisms are to exist under Participatory Metzism, they are to be under strict control of the Proletariat. They will be under democratic regulation, ensuring that they serve the Proletariat, and ensure a focus on human need, redefining Market Socialism indefinitely.

The role of the state in Participatory Metzism is not some abstract entity, to be destroyed, but it is a tool, for the Proletariat. The state is to become a servant of the people. The state will encourage the formation of democratic, self managed, worker owned cooperatives and enterprises in a democratic economy. However under Participatory Metzism, the state must be democratic, and political pluralism is inseparable, ensuring that the needs, concerns and voice of the Proletariat is never silenced. No political party that claims to represent the Proletariat must hold a monopoly on power. As such, bureaucratic centralization must be dismantled, and crippled to ensure that the state serves the people, and not the people serving the state. At every level of society, a Participatory Democratic Society must be not only enacted, but guaranteed.

The role of the global Proletariat remains the same. Emancipation. Any imperialist interference, whether it be from capitalism, state socialists, or fascists must firmly be rejected. The global Proletariat must not be abandoned, and solidarity must be shown across Terra with the Proletariat, with our vision being one of a diverse world, where socialists thrive and respect each other, rejecting hegemonic socialism. Participatory Metzism advocates for solidarity with all oppressed peoples, from fascism to autocratic socialism, to oppressive capitalism, socialist internationalism remains a core tenet of Participatory Metzism.

However, Participatory Metzism is not short sighted. This planet is shared by the Proletariat. That is why we must care, and protect the environment. The economic goals of Participatory Metzism is not to only satisfy human need, but protect and restore the environment for future generations.

With the CPX embracing Participatory Metzism, and solidifying the rejection of traditional Metzism-Leonidism, the CPX has embraced a socialism of the future. Perhaps in time, Participatory Metzism will grow beyond Xsampa, but for now, it shall proudly call Xsampa home.

Xsampan Market Socialism; Just How Exactly Does It Work?

Xsampa remains an anomaly within the socialist world for its approach to economics. In the past, Xsampa embraced a strong planned economy, with the state controlling every aspect of the economy and allowing workers representation in the economy. While it did work, and it brought Xsampa out of underdevelopment, it did have limits. And this is where new reforms came in. The transition to Market Socialism. Traditionally, this would be anathema to socialists and communists across the globe. After all, the markets are inherently capitalist, are they not? It would be a capitulation to Capitalism, or at least to State Capitalism. And yet, such a thing never occured. While the transition to Market Socialism was slow, it ensured that Xsampa didn't fall prey to capitalism like so many other socialist states had before in the past. But it begs the question; just how exactly does Xsampan Market Socialism work?

First things first, the market aspect. Unlike western capitalism, which operate under a free market approach, Xsampa takes the concept of the market, and applies it to socialism. Essentially evolving socialism to take into account the necessary amenities of the modern world. Supply and demand essentially. Instead of the state producing every consumer good and rejecting foreign products, a social enterprise (which we will get into soon) can produce that consumer good at half the cost, boost domestic production and align with socialist values. Workers are allowed to conduct themselves into worker cooperatives and social enterprises within the Xsampan Market, with a strict focus not on profit, but on social good. 

This doesn't mean that the state takes a backseat and engages in "Laissez-faire Socialism". Instead, it keeps control of key sectors, such as healthcare, energy, housing, etc and let's worker cooperatives and social enterprises compete with each other (not for profit, but for the societal good of Xsampa) in other sectors, ensuring supply and demand, and a competitive economy. In capitalist states, this would see the emergence of wealth inequality and such. In Xsampa however, efforts are made to successfully control capital, and redistribute wealth to all workers. 

Now, we've mentioned social enterprises a handful of times and foreign comrades reading this article may not know what a social enterprise is, or even confuse it for capitalism. So, in short, social enterprises are essentially worker cooperatives not associated with the state. Individual comrades run these social enterprises, whether it be mom and pop shops, or larger groups of citizens, these are not owned by the state, but still beholden to socialist values that are deeply cherished in Xsampa. Essentially a business. They are beholden to regulations to prevent accumulation of wealth or worker exploitation as well. Corporations however? Those remain firmly rejected. They are nothing more than capitalistic exploitation exported.

So, where does this leave Xsampa in regards to foreign economics? Well, for starters, instead of the isolated planned economy that previously defined Xsampa, the door is open for foreign products to enter Xsampa. Provided that they adhere to socialist regulations. We cannot simply have capitalist products enter Xsampa when they are made from slaves. If any company wants to offer its products to Xsampa, it will have to earn that right. Environmental regulations, worker regulations and social regulations. If the product isn't made with environmental sustainability in mind, it can't be allowed in. If it's made from appalling worker conditions, it can't be allowed in. If it's made from a fascistic state, it cannot be allowed in. Just because the door is opened doesn't mean it can be slammed against those who pay no respect to Xsampan concerns. Workers rights are human rights, and any product made without regard for the rights of the working class will not be tolerated.

Now what about foreign companies themselves? Well, they too can enter Xsampa. Provided that they adhere to regulations as well. Should they enter Xsampa, they must commit to worker ownership. They would need to operate as a worker cooperative. This ensured that they adhere to socialism, and allow allied states to invest into Xsampa. Furthermore, they will be subject to heavy regulations. Most especially on profits and taxation. This is to ensure that they don't extract wealth from Xsampa and simply leave afterwards to foreign shareholders. As such, a significant portion of their profits will be required to be reinvested into the public good. Alongside that, they will need to adhere to Xsampan Labour Laws, and any violations will result in expulsion from the Xsampan Market. They will also need to comply with environmental regulation laws, ensuring that they don't exploit their workers or harm the environment. Violations will result in expulsion from the Xsampan Market, and any companies with a history of environmental harm or worker abuse will be barred from Xsampan Markets indefinitely. Foreign monopolies and corporations however will remain banned from entering the Xsampan Market.

The goal of Xsampan Market Socialism is not to open the door for plutocrats to exploit Xsampans or erode socialism, but to redefine socialism, and use the market as a way to further benefit the people of Xsampa.

Campaign Season begins as Loyal Opposition begin campaigning for next years election; The beginning of democratization.

As elections are a year away, the People's Electoral Committee has opened the floodgates for campaign season to begin, as various parties look to secure a spot in PAX. As such, lets review the candidates and their platforms.

Starting off strong with the ruling party for 200 years, the Communist Party of Xsampa. In a rather shocking turn of events, Comrade Bhutia has chosen not to run, and this has lead to the CPX nominating Comrade Thokmay, a moderate reformist that previously served in the People's Committee of Human Development. Comrade Thokmay has campaigned on providing stronger support for the Proletariat Welfare State, creating the framework for Xsampan Humanitarian Corps, and not rocking the boat. A moderate but stable choice, and a continuation of Bhutia.

Moving on, the Socialist Labour Party has found itself rapidly growing, espousing democratic socialism and a more decentralized form of socialism, with Comrade Legshey Ladakh calling for empowering worker councils even further in the economy, continuing democratization, and fostering international ties. The SLP and Comrade Ladakh present a moderate, but reformist choice. 

Next is perhaps the most radical reformist party, the Democratic Progressive Party, being lead by Comrade Tenzing Solé, advocating for strong cultural liberalism, strong internationalism, expanding civil liberties drastically, and invest strongly into digital infrastructure. The DPP faces controversy however as it advocates for a "socialist liberalism" which has been rather confusing for some. They present a very radical, and very reformist choice for Xsampans despite the confusing identity.

Moving on, the Ecological People's Party, led by Matéo Thaller, has been certainly unique. Comrade Thaller has been unique in his rallies as it's likely that he is on perception altering hallucinogenics, but there is no definite proof. In any case, Comrade Thaller has advocated for legalization of marijuana, expanding the Red-Green Revolution, and enacting an eco-socialist agenda. Comrade Thaller has found strong appeal in his anti-establishment, almost counter cultural appeal amongst the Youth. Certainly an interesting choice for Xsampans.

Next is the Farmer-Labour Party, led by Comrade Bernadette Trungpa, advocating strongly for rural interests and protecting communal farms. She has advocated for expanding support for farms, bridging the rural urban gap, and ensuring rural communities aren't left behind by economic development. In rural areas, the FLP has strong appeal to those who want something fresh compared to the CPX, as other parties have focused more on urban voters.

The next party is the Xsampan Labour Federation, led by Comrade Jamtso, a prominent labour organizer, advocating for expanding worker control of the economy, expanding union protections, and presenting an almost syndicalist approach to socialism. While all parties are vying for the votes of union workers, the XLF is certainly very appealing.

The last party is the hardliner led Revolutionary Worker's Party, led by Comrade Bhakto, calling for a full reversal of reforms, ending pluralism, restoring the planned economy, cutting all foreign economic ties, and "ending the revisionist nonsense that has defined Xsampa". It's easy to say that the RWP has limited appeal as many Xsampans have been supportive of the reforms, whether they be market socialism, pluralism, or foreign affairs. If they do make it to PAX, it's unlikely they'll get allies.

While elections are a year away, exciting times are ahead for Xsampans as they are presented with a fully free choice to vote for someone else besides the CPX. While many estimate the CPX to prevail, others have been optimistic for other parties like the DPP, SLP, or even the EPP. Whatever the case, next February will be the big day for millions of Xsampans.

Diplomacy with the West expanded; Beluzia, Etxea and the NCB Agreement

Diplomacy with the West has been... Interesting to say the least. In the past, we've only really had Dundorf as an allied friendly state. In recent years, Luthori has become a friendly state, and now it's time to open the door once again. That leads us to two states. Beluzia, and Etxea. So, let us start with Beluzia.

For a while, Beluzia has been a relatively isolated state in Artania. One we didn't share much relations with, but shared solidarity during the Bargas Chenpo. Ever since then, the door for relations has been opened. Comrade Bhutia has made a boost to Beluzia, looking to foster a strong relationship between Xsampa and Beluzia. Alongside the visit, Xsampa and Beluzia have formally signed a fair trade agreement. Xsampan Social Enterprises can enter the Beluzian Market, and produce goods that benefit Beluzia and Xsampa. And Beluzian Companies can enter the Xsampan Market too. A beneficial deal for both that will lead to ideally, economic growth for Beluzia and ensure that neither Xsampa or Beluzia are exploited.

Second, relations with Etxea. Or rather, the Kundrati Union. For decades, the proud people of Kundrati has been shackled, enslaved and bound to chains by fascism. But the Proletariat in Etxea have risen up, and restored democracy to their island. Their president has gone on a global tour to secure recognition, and Xsampa shall join the world in recognizing the Etxean Island as the sole legal entity of Kundrati. Alongside this, Solidarity Aid has been pledge to Etxea, to assist in the construction and building of Etxea as a decent place to live. Infrastructure engineers will be sent to Etxea, with the goal of creating not just viable Infrastructure plans, but sustainable ones. Walkable cities, public transportation, all the like.

Alongside that, a fair trade agreement. While similar to the Beluzian deal, the shattered nature of the Etxean economy means that a different approach is needed. For specific industries that Etxea specializes in, Xsampa shall buy to support their economy. 

And finally, PAX has almost unanimously voted in favour of signing the Nuclear, Biological and Chemical Proliferation Treaty. This means that Xsampa will fully reject any production of Nuclear, Biological or Chemical weapons. This has reflected the rapidly rising anti-nuclear, and pacifist sentiment sweeping the nation.

Elections held!; First non-CPX government in 200 years forms.

5 days ago, millions of Xsampans cast their vote for the first time in not just their lives, but many, many centuries. As the People's Electoral Committee finishes certifying the results, it's quite clear that a victor has emerged. The moderate Socialist Labour Party. As such, Comrade Ladakh is expected to become Premier as PAX is reassembled, both to nominate Comrade Ladakh, her cabinet, and a new Custodian of the Democratic Republic. Out of 654 seats, the SLP managed to secure a resounding 186 seats, cementing itself as a major political force. As such, the SLP is 100 short of the required 282 seat majority requirement, and have chosen to form a coalition with the Agrarian Socialist Farmer-Labour Party, and the Eco-Socialist Ecological People's Party, resulting in a majority of 3 seats. While not comfortable, it is better then nothing.

As such, here are the full results of the elections.

Overall, this has been a major week for Xsampa. Exit polls have shown a new shift as while many expected the CPX to prevail, it seems Xsampans are widely interested in pluralism. As such, let's delve into the exit polls.

For the CPX, they found strong support amongst elderly voters, state sector employees obviously, and due to the CPX having ruled for 200 years prior, traditionalists wary of radical reform. While they did secure a solid amount of seats, 201 to be exact, Bhutia resigning from politics (we will cover that soon comrades!) did convince other reformists to vote for other parties.

Such parties include the SLP, which found strong support amongst the the urban middle class, moderate reformists, young adults and workers within Social Enterprises and worker cooperatives. This electoral coalition, especially the reformists who otherwise would've gone to the CPX was able to carry the SLP strongly.

For the DPP, the most radical party in Xsampa, they found the most support from youth voters, cultural progressives, intellectuals, and surprisingly, tech industry voters. Despite the DPP advocating for "Socialist Liberalism", they managed to do quite well with 67 seats, and while they won't enter government due to their perceived radicalism, Socialist Liberalism has a genuine audience in Xsampa. Enough of an audience to make a case.

Speaking of entering government, the EPP. Securing 59 seats, they did surprisingly well too. Their biggest supporters largely came from the charisma of Comrade Thaller, with his laid back countercultural energy and the possibility of being on hallucinogenics. As such, environmentalists came out in droves to support the EPP, alongside the youth who felt that the DPP didn't focus on green socialism much, agricultural cooperatives, countercultural communities and artists. The appeal of Thaller, despite his quirks was enough to give the EPP a strong spot in PAX, and a chance to enter the government.

On the other side of the coin, the FLP. Sweeping rural areas, where they only had the CPX as a major challenge, they found strong support from farmers, rural unions, small town voters, and localist advocates. The entry of the FLP into government is a major win for rural communities as they will be adequately represented.

Finally the last two. The XFL found strong support from trade unions to little surprise. However, the RWP, despite securing 4 seats found strong support from more conservative revolutionary voters, and anti reformists, small and disorganized as that voter bloc may be.

In any case, Comrade Ladakh is likely to form a government, and her inauguration presented a case for the future. Continuing diplomacy with the world, strengthing pluralism, putting the Social in Market Socialism, and continuing reforms. Comrade Ladakh has shown strong support for maintaining friendly ties with neighbours, allied and friendly states, largely looking to continue Comrade Bhutia's foreign policy of humanitarianism, but with an added dash of pacifism and idealism. Alongside this, strengthing cultural institutions, improving healthcare radically and expand economic industries such as tourism, continuing the Red-Green Revolution and protecting the environment for future generations.

20 years ago, I was nominated by the Central Committee to run for General-Secretary. 20 years ago, PAX accepted my bid to run and elected me. 20 years ago, I was elected. I will be honest comrades. I did not ask to be your Premier. I did not intend to run. But when I saw Xsampa, the horrour from the Bargas Chenpo. The grief. The anguish. The despair. I knew I had to do something. Not because I could, but because it was my duty to not just the Proletariat, but to Xsampa.

I asked for time, and you gave me that time. Within 20 years, we have achieved a lot. We rebuilt Metz-Leonid, we have continued the development of a green economy, we have modernized our health system, and we have empowered the Proletariat even further. We have made ties with foreign nations, and paved the way for Xsampa to be an open minded nation on the global stage, we have protected socialism and defined Market Socialism as a tangible economic model in Xsampa. We have put forward the ideals of Participatory Metzism. But, most importantly, we did the biggest reform we could've dreamed of; political pluralism. 

While we will never, ever forget the tragedy of the Bargas Chenpo, and those that were tragically taken away from us, we have shown the world that we are capable of more than just wallowing in anguish. We have honoured the dead by creating a better Xsampa. And now, 20 years later, we see a new generation rise up, ready to be the pride of Xsampa. They may not have experienced the Bargas Chenpo directly, but they carry forth the memories and lessons learnt from it. And like us, they will never forget. But they will neither succumb to despair.

I will admit. There have been times where I felt that all was lost. That we may never heal from the Bargas Chenpo. That bringing a new era was too stressful. But standing before you all, I see that vision rewarded. I see hundreds of Xsampans, believing in a future again after it was ruthlessly taken away in the Bargas Chenpo. I see your faces, and I think to myself: yes. It was worth it. Every stressful evening, sleepless night, every pondering, every despair. It was worth every moment of it meant bringing the people of Xsampa hope for the future again.

Now, I stand before you all, on the eve of a new era. Millions of comrades have done something that seemed impossible. They cast their votes for the first time in their lives. Whether they voted for CPX, SLP or anyone else doesn't matter. What matters is that they were able to do so freely. As the People's Electoral Committee certifies the results of this election, I will say this; I did these reforms not because it was right, but because I believed in them. Deeply believed in them. And that is why I am leaving politics. Effective immediately. It is the end of an era, and it is up to my successors to inherit this new Xsampa. I am proud to have been able to lead Xsampa from traumatizing times to an optimistic future. I am proud to have seen successful stable elections. And I am proud to have been given an opportunity by you, Comrades. 

We faced steep cliffs, and now? Now we look over the valley below. There is always much more work to be done, but I am confident that the next elected Premier, chosen by you, will continue paving the way for a Golden Eternal Future. I thank you all Comrades. We have achieved a new morning. The despair of night is no more.

A bright future is ahead. One of pluralism, peace, prosperity, and solidarity. The election of the SLP and the formation of the New Horizon Coalition has set a new era for Xsampa. As Comrade Bhutia looks to enjoy retirement, and Comrade Ladakh is set to guide Xsampa for 5 years, history has been made. A new era of pluralism has emerged. The Xsampan Revolution has entered a new stage, one that shall be be cherished for all eternity.

Cementing Green Socialism; Dark Zones, Conservation Efforts and Scaling up Green Energy.

The election of the New Horizon Coalition signaled a shift. One of continued reforms, agrarianism and environmentalism. The Ladakh Administration has not forgotten its promises, vowing to continue the Red-Green Revolution. Comrades in the EPP have drafted plenty of legislation for PAX to vote on regarding environmental concerns, and with most passing, Comrade Ladakh(SLP) has looked to enact these reforms.

First and foremost, the establishment of dark zones. Environmentalism doesn't stop at just the soil or air, but goes further than that. Light pollution is a threat, both for light sensitive animals, and for something as simple as star gazing. As such, areas across the country, especially in the North with the mountains have been declared dark zones, where light pollution is to be heavily regulated. Furthermore, city lights will be upgraded, both to focus on energy efficiency and to ensure that light pollution is limited via low glare LEDs. 

Secondly, Conservation efforts. National parks are nothing knew. Dorji National Park for example remains a prominent one, but more can always be done. Nature Preserves are to be established across the country, both to limit unnecessary development in these areas and to protect local fauna and wildlife. But this will not just be limited to wildlife and fauna, but also extend to areas that are worth protecting, allowing the natural beauty of Xsampa to be preserved, both for the environment and for future generations. Whether it be the mountains of the North or the forests of the South, these efforts will be invaluable to protecting the environment of Xsampa. Whether it be plateaus with Yaks, or rivers with fish, they will be protected.

Third, scaling up green energy production. This is vital for the Red-Green Revolution. As such, efforts will begin on scaling up wind power production in the North, and solar production across the South and coast. To ensure energy reliability, battery storage will be vital to ensure no wasted energy. These efforts will allow for the Red-Green Revolution to take a more proactive role in developing and transitioning Xsampa. Scaling up production certainly won't be cheap, but it will allow for more energy production to come from green energy instead of natural gas or foreign imports. 

These efforts are vital, not just to Xsampa and the Red-Green Revolution but to the New Horizon Coalition. And with these efforts underway, Xsampans can take comfort in that even with a new government, the environment they cherish so much will never be forgotten or exploited for short sighted gain.

Expanding healthcare reforms; Creating a better health system.

One of the promises of the Comrade Ladakh (SLP) was expanding and reforming healthcare even further. While under Comrade Bhutia, healthcare was drastically expanded after the Bargas Chenpo, the SLP has frequently called for further expansions. And with the New Horizon Coalition in government, the SLP has begun pushing major healthcare reforms through.

The first step is expanding preventative care. To prevent, is better than to cure. As such, early intervention programs will begin, with the goal of identifying chronic diseases early and providing early care. This is not only cost efficient, but also will lead to better long term health. 

The next step is decentralizing healthcare. While not to radical lengths, the goal is to resolve the ever consistent problem of rural regions being at a disadvantage when it comes to healthcare. This is especially true for remote isolated communities. As such, efforts will begin on establishing local health centres. The goal is to not only provide direct healthcare to these remote communities but also lessen the burden on other health centres so they can focus on their local communities first. Small community clinics will be vital, equipped with the needed essentials is certainly going to go a long way is strengthing rural healthcare. Furthermore, mobile health units (MBU). MBUs will be able to provide regular visits to remote isolated rural communities, and will be capable of offering basic services. Vaccinations, check ups, and the like.

The next step is empowering the proletariat even further within healthcare. We all know the cliches associated with socialism. Endless soul crushing bureaucracy. While Xsampan healthcare isn't slow, there are some inefficiencies. For starters, nurses are empowered. While this is good, it isn't enough. They must be given more authority and autonomy, further reducing the burden on doctors and allowing nurses to suggest and provide new medical protocols. This will not only empower the Proletariat in the health sector, but also reduce the burden even further on doctors, and also expand its efficiency.

Moving onto the next step, mental health. The Bargas Chenpo opened many scars and trauma. As such, we must do what we can to expand the mental health capacity. To start off with, a campaign to normalize mental health and reduce any stigma that might remain. The normalization of therapy and support networks will be invaluable towards creating a healthier Xsampa. Alongside this, doctors, nurses and other medical workers will be trained in identifying warning signs and such of mental health issues. Essentially integrating mental health into primary care.

These efforts will be invaluable to strengthing Xsampan healthcare. Not only is it right, but it's keeping a campaign promise. But the main focus is that healthcare is to be continuously improved, so that it may be the best that socialism can offer, not just to Xsampans but to the world.
