Xsampa
Fair Trade Agreement signed with Egelion; Diplomacy with the great north.

Fair Trade Agreements have so far, despite criticism, been largely successful. Whether it be with Luthori where Luthorian goods can enter Xsampa (and vice versa), or Beluzian companies operating under socialism within Xsampa, there has been moderate success. As such, fair trade agreements are likely to expand and it seems our diplomats have successfully negotiated a fair trade agreement with someone; Egelion.

As such, a fair trade agreement has been signed with Egelion. While Xsampa and Egelion have enjoyed relations via cultural exchanges and education cooperation, this fair trade agreement is a major step forward in splitting relations between the two nations. As such, Egelian companies that comply with market socialism will be permitted to enter Xsampa. And Xsampan SocEnts can enter Egelion. Goods will be available to exchange as well. This will not only help both states economically but provide a stream of revenue for both states as well. A deal that is square and a deal that is fair.

Cooperation with Kerisian nations has been sparse historically. But perhaps this agreement with Egelion can open the door for shared prosperity with other Kerisian nations. Irregardless, the agreement will pave the way for greater prosperity, both for Xsampa and Egelion as both nations are expected to benefit.

Revolutionary Worker's Party reforms; The hardliners embrace the future now?

Ever since it's formation, the Revolutionary Worker's Party has been a bit of a black sheep in Xsampan politics. It's hardliner views made it too conservative to reconcile with the CPX, and far too reactionary for more reform minded parties to work with. And when it received a measly 4 seats in PAX, it was made clear that the public was skeptical of the RWP at best, and outright rejected it at worst. It's platform of pulling back all reforms, ending pluralism, returning to a planned economy and isolation didn't captivate much voters compared to other parties. Many didn't expect the RWP to ever grow much, anticipating it to simply remain as a fringe protest vote for those nostalgic of the one party era.

Yet those expectations were shattered recently as the RWP has reformed itself. While it certainly isn't as liberal as the SLP or DPP, it has embraced reforms. The RWP has even renamed itself, rebranding into the Social Worker's Party. The SWP has recognized the need for reform within Xsampa, and recognized that reforms such as market socialism and pluralism are here to stay. However, the SWP, especially under its new party leader, Myriam Mingyur, has stated that it believes that reforms must be cautious, slow and careful, believing that Xsampa needs a stable moderate hand to guide it. Paternalism aside from its approach, the SWP has established itself as a relatively conservative socialist party within Xsampa, advocating for more state control of the economy, slower reforms, and what they define as "progressive social conservatism". Rejecting mainstream social conservative that strips the rights of marginalized groups, the SWP calls for protecting traditional family values, but still protecting gender equality and queer rights. Alongside this, they have pivoted to a more patriotic approach to socialism, calling for more controls on immigration, believing that the socialist experiment in Xsampa could be derailed from an open border system.

This reform towards a more moderate approach has seen support for the SWP rising, with them potentially breaking past 10 seats in 5630. Whether they will or not is yet to be seen, but with their reformation, the reforms enacted under Comrade Bhutia are certainly cemented for good.

The Cultural Revolution; Providing support for cultural institutions.

The SLP has promised many things to get elected. Chief among them was putting the social back into socialism. As such, these efforts have finally begun. Support for cultural institutions is set to occur with the Cultural Revolution.

As such, Comrade Ladakh has signed off on legislation that will see major improvements for cultural institutions. For starters, the People's Cultural Fund, which will provide grants and such for artists, musicians, writers, poets, filmmakers and other community art projects. The goal is to make it as easy and accessible as possible. Alongside this, fully making existing cultural institutions more accessible. Museums already remain free but it must be expanded. Libraries, threatres, concert halls, etc. This will be vital to expanding and solidifying the Cultural Revolution.

These efforts the beginning of the Cultural Revolution, and will pave the way for Xsampan Socialism to truly be social. While this certainly isn't the end of the Cultural Revolution, it is the beginning of the start, and the beginning of a new avenue for Xsampa.

Fair Trade Agreement signed with Dundorf; A continued friendship!

Dundorf and Xsampa have long had close friendly ties. Dundorf, a progressive social democracy, and Xsampa, a proletarian democracy, have long often cooperated on  several occasions, maintaining friendly relations throughout the years. Now, it's continued to evolve as a Fair Trade Agreement has been signed. Dundorfian goods can enter Xsampa, and vice versa. Alongside this, Dundorfian companies can enter Xsampa (provided they adhere to regulations and socialism), and Xsampan Social Enterprises can also enter Dundorf. In any case, a win for both economies.

Election season begins; New Horizon Coalition looking to secure it's position.

With elections being next year, campaign season has formally begun and all parties in PAX have begun to campaign, looking to convince Xsampans why they should be given a shot in PAX. So far, all parties have been doing well. For the incumbent coalition, that being the SLP, FLP and EPP, it's looking solid. All 3 parties are enjoying solid success due to the past 4 years and the success there. The XFL is experiencing a slight decline in polling, but it's too early to really say what that means. The CPX is polling good as well, and there's a very real chance that the CPX will secure a good chunk of PAX and maybe even secure a shot at Premiership. But the most interesting has been the SWP, which is steadily rising. 

So far, the campaign issues remain on the Red-Green Revolution, maintaining the current pace of reforms, and immigration reform. Immigration reform has come about due to the SWP campaigning on reforming the refugee system, and immigration system, and so various other parties have adopted a position. As Xsampa continues to open up to the world, there will no doubt be individuals who want to come to Xsampa. Besides that, the Red-Green Revolution continues on, and a balance is needed between fully going green, and protecting livelihoods. As for reforms, it's a question of if reforms should accelerate, slow down or stay where they are. In any case, it's too early to say who'll likely prevail.

Metz-Leonid Public Security begins an investigation; Woman disappears from her apartment with no trace.

The Commissar of Public Security of Metz-Leonid has announced that Public Security will be conducting an investigation over the mysterious disappearance of a woman. So far, details are sparse. All that is known is that she was reported to have visited Rapa Pile at some time, but returned. After that, she remained isolated within her apartment. It was only discovered that she did disappear when neighbours grew concerned over hardly ever seeing her. As such, it warrants understandable concern. After all, people don't vanish into thin air. So, the PS-ML is conducting an investigation to find out more details about this individual, and where she went. While it's unlikely that the Internal Security Committee will need to get involved given it's so far just a local issue, it's always a possibility. In either case, her disappearance has warranted understandable concern.

New Horizon Coalition re-elected; Xsampan democracy solidified.

The 5630 elections have concluded with specular results. Due to governing for the past 5 years with competence, many expected the SLP to be rewarded and those expectations were met. The current New Horizon Coalition, consisting of the Socialist Labour Party, Farmer-Labour Party and the Ecological People's Party have prevailed once more, allowing the Ladakh Government to govern for another 5 years. Despite the results, this election did have a few shocks.

Before we get into that, Comrade Ladakh has continued on for a 2nd term as Premier, pledging to reform the nations immigration system, continue the Red-Green Revolution, and continue the open-door foreign policy. Her victory has certainly been cheered on by SLP, EPP and FLP voters. As candidates from the CPX, SWP, DPP and XFL give concession speeches, it's clear that the SLP is defining Xsampa after Comrade Bhutia.

In any case, the results themselves are worth looking over. While the New Horizon Coalition made gains, the most fascinating aspects came with the decline of 3 parties. First, the DPP. Many expected them to only grow, much to the worry of moderates who feared that the DPP may be too radical or even that their form of "Socialist Liberalism" is in fact too close to capitalist liberalism. It only made sense, they did fantastic during 5625. And yet? They suffered a solid defeat, losing several seats in PAX. It's safe to say that the SLP siphoned reformists away from them. The next is the XFL, which suffered a major decrease, pushing them to a meek 2 seats. Exit polls suggest that union voters went to the SWP and SLP over the XFL. It's hard to say if this is just the result of a lackluster campaign or a sign. The last is the CPX. While in the first elections, they were the biggest party, they have lost that title, being reduced to 2nd biggest. While by all means still influential, the fact that they weren't able to secure a victory has raised some alarm bells among more cynical voters who think that the CPX may not be able to mount a return.

In any case, it's clear that Xsampans want another 5 years of Comrade Ladakh and moderate socialism. Another 5 years of calm stability and gradual reforms.

Continued Seleyan Diplomacy; Relations with Valruzia established as friendship Yaks utilized once more.

Relations with Northern Seleya have remarkable been positive. Relations with Seleya in general have been positive for a long time. While a few states are yet to have formal relations with Xsampa, and it seems efforts have begun to change that. Valruzia, for example. Relations have formally been established in 3 major ways with the Seleyan Republic.

First off, the friendship Yaks have been used once more, with several being sent to Valruzia in the name of goodwill. Furthermore, Comrade Ladakh has chosen to visit Valruzia, looking to cement friendly relations between the two states. Whilst visiting the capital of Valruzia, Comrade Ladakh was able to ensure that not only are friendly cordial relations established, but also a fair trade agreement set to be signed between Xsampa and Valruzia. Seeing as to how Valruzia commits itself to a humane system of governance and protecting the Proletariat, it is without a doubt that they qualify for a Fair Trade Agreement. As such, Valruzian Medium and Minor companies can freely enter the Xsampan Market (provided that they adhere to regulations) and Xsampan Social Enterprises can also enter Valruzian Markets, and adhere to Valruzia regulations.

These efforts will benefit both countries, as new relations are established and a fair trade agreement will surely benefit both economies. In any case, relations with Valruzia will certainly continue the trend of positive relations in Seleya.

Continuing the Red-Green Revolution; Phasing out natural gases slowly, and moving towards a green economy.

The Red-Green Revolution remains an ambitious project, and has been a notable project since Comrade Bhutia started the effort in the 5610s. While progress has been slow, it hasn't been for nothing. A slow and steady approach ensures that there is no disruptions for the Proletariat. And now, Comrade Ladakh is looking to continue the Red-Green Revolution by starting the next effort. Phasing out natural gas and fossil fuels. Particularly power plants. As is the case, slow and steady is the motto, and inefficient power plants are being the first to be decommissioned. This will ensure that the national power grid is not disrupted, and ensure that the state can take ample opportunity to ensure workers are properly provided for and given new jobs.

By phasing out power plants using natural gases, this is setting the stage even further for giving green energy a more powerful impact on the nations energy grid. And with the state taking a direct interest in ensuring that this transition is smooth for workers, there won't be much need to worry about losing jobs as the state will ensure that new replacement jobs of higher quality are immediately available. Vocational Training will be offered once again for newer workers to ensure that they are adequately trained and ready for these new guaranteed jobs.

Alongside phasing out fossil fuel power plants, buildings are to be modernized and converted. They too will be phased out, towards a more electric oriented direction. Electric heating, and electric cooking will be prioritized for housing to ensure that this phasing out isn't relegated to just one part of Xsampa, but all of Xsampa. Alongside this, industries will be supported in phasing out towards more cleaner directions, reducing the need for natural gas and focusing on more better alternatives such as electric or hydrogen.

The Red-Green Revolution has taken time, yes. But it is like a snowball in the North. It starts off small, and it takes time to start rolling. But once it does, it starts accumulating more and more snow, becoming a major force. Just as the Red-Green Revolution is taking time, it will become a major force for Xsampa. However, alongside phasing out fossil fuels, the Ladakh Administration has shown strong support for the possibility of domestic production of Green technology, especially electric cars. Whether possible or not, if it can be done, it will be a major boost to energy independence, the economy, job production and national pride. But for now, the focus is on phasing out old inefficient fossil fuels.

Expanding and supporting the auto industry; The beginning of a new Xsampan Industry.

The Xsampan Auto Industry has long been in a bit of a limbo. While it was used to allow domestic production of cheap affordable personal vehicles, they were often undercut by the usage of public transportation and a general lack of support for the automobile industry. However, with the Red-Green Revolution continuing on, Comrade Ladakh and the rest of the Ladakh Administration have looked to not only expand support for the Auto Industry, but also intwine it with the Red-Green Revolution. While public transportation will no doubt be prevalent, it does not need to be challenged. Instead, the auto industry can focus on where public transportation misses. Rural Xsampa, and isolated communities.

First things first, worker co-ops will be supported. Existing factories will need support so they can thrive. Secondly, expanding jobs to rural communities. While opportunities do exist in rural Xsampa, more can always be done. And more shall be done. To ensure that the newly supported auto industry is capable of working with the Red-Green Revolution, they must be capable of EV production. As such, new factories will be constructed in rural communities, both to incentivize growth, development and provide new high quality jobs. The goal is to not only provide jobs, but also support rural local economies. Supporting local economies trickles up into supporting Canton economies, which trickles up to support the national economy. The ultimate goal besides economic growth however, is providing rural communities with the means of mobilization and raise quality of living.

While it will take time to see results, expanding domestic production of personal vehicles, especially trying to produce EVs domestically will certainly be a boon. Not just to the national economy, but to local economies, Canton economies and for the personal lives of many rural Xsampans who can be rewarded with new, better, high quality jobs and also gain a personal vehicle that just so happens to be clean in the process.

Xsampan News in Brief; New Custodian Inaugurated and Immigration Reform.

Many events have come about, comrades. Between Comrade Ladakh enacted immigration reform to make it more humane, socialist and fitting for a workers republic, and a new Custodian, we have several developments to go over.

A New Custodian; The System works

Comrade Namgyal Wangmo has reached the end of his term as Custodian. As such, PAX has chosen to elect a new Custodian as Comrade Wangmo is ineligible to run for a second custodianship term. This has lead to Comrade Dhardon Haillet been nominated and elected. Comrade Haillet is now proudly the 2nd Custodian of the Democratic Republic. Comrade Haillet will serve for 7 years before she will have to step down and a successor is elected. Regardless, she will serve Xsampa well.

Immigration Reform; A Humane System

For many nations, immigration is a hot topic. Too cruel. Too ineffective. Too closed. For Xsampa, it's been a difficult subject too. Ever since the days of Comrade Dorji, Xsampa has been closed. Immigrating into Xsampa was hard, often impossible at times. The best case scenario was to be a tourist from an allied state. Gradually over the years however, especially under Comrade Aurousseau, the nations immigration system opened up. Now however, the Ladakh Administration is looking to properly define immigration.

As such, the goal is to create a socialist, humane system. And the best way to do so is by saying to all our comrades fleeing persecution, fleeing tyranny, and fleeing fascism, we welcome you with open arms. For refugees wanting a better life, Xsampa opens you proudly, and warmly. They will be given support, and ideally, help in integrating into our socialist society. For those interested in immigrating to Xsampa and achieving citizenship however, they will be required to show a commitment to understanding the basic functions of Xsampan society, and a commitment to socialism. 

For temporary residents, they will be granted as much support as any Xsampan would receive. While they may not have citizenship, they are still human beings worthy of respect and dignity. The goal of reforming immigration in Xsampa is to make to more humane and show the world that socialism does not stop at just economic liberation, but at fighting suffering wherever it may occur.

Reforming the Minimum Basic Income System; Creating a better system.

An often tragic and frustrating event we see in welfare systems, particularly financial assistance is what's often called a financial cliff. What good is a welfare system that punishes you for using state help? What good is a welfare system that traps you into poverty? That is no welfare. It is a prison. And fortunately, Xsampa has avoided this tragedy. But it doesn't mean there isn't room for reform. As such, Comrade Ladakh has looked to begin working with the People's Committee of Human Development to reform the Minimum Basic Income System. The goal is to ensure that poverty traps are forever a memory of the past and that every Xsampan on MBI is not trapped in poverty.

As such, the first step is curbing any potential cliffs. No Xsampan should ever be punished for wanting to improve their circumstances. That is non-negotiable and any welfare state that dares to call themselves that whilst enacting a benefits cliff is a sham of a welfare state. Worthy of nothing but contempt. As such, MBI will not be allowed to be reduced or even removed if a recipient starts improving their income. We want to uplift, not to enslave them to a life of stagnation. The goal isn't to just uplift them out of poverty, but to guarantee they get help in living a good life of dignity.

Secondly, every Local Committee will be mandated to define a Dignity of Life Index. They will work with local unions, community organizations and worker councils. Every MBI distributed, alongside public services must meet this DLI, or exceed the threshold. A one size fits all approach doesn't work for socialism, and neither will it work for welfare. The People's Committee of Human Development will adjust this development quarterly to reflect inflation, cost of living increases, or other events.

Next, removing required registration. In the past, you had to register with the People's Committee of Human Development and provide documentation that you or a loved one were in need of financial assistance. Bureaucracy only exacerbates suffering and mandating documentation only creates fear. We're socialists for crying out loud, not liberals. As such, every Xsampan upon reaching adulthood (16) will be automatically enrolled for MBI. This will be tied to a digital system, the Citizens Ledger, which will be managed by workers councils, the People's Committee of Human Development, and civil registers. No more will you need to submit documentation. No more will you need to submit forms. No reporting. No means testing. 

But socialism doesn't stop at helping. And neither does MBI. Social Contribution Credits are the newest addition to the MBI system. Entirely voluntary and optional. Not all labour is wage based, such as care taking for elders, tutoring, or volunteer work. To not only encourage but also reward our comrades who live to the Proletarian Ideal, the SCC System will be created. Each credit boosts your MBI. You help society, and society helps you. As any just functioning society should.

And if you feel you don't need MBI and want full independence, you mustn't worry comrades. Unlike failures of a welfare system that entrap you into poverty, the MBI System will act not as shackles, but as a launch pad. Optional programs will be offered to all Xsampans on MBI. Mentorship Cooperatives will allow comrades to work with experienced co-op members, alongside training and grants for Social Enterprises.

These reforms are done not because they are vital, although they are, and not because they are just, although they are, but because how can any socialist state, let alone any welfare state conduct itself if it entraps individuals to permanent poverty? If any society does that, then it is no society. It is a crime. No welfare system should ever punish you for trying to uplift yourself. No welfare system should ever entrap you into an endless circle of poverty. Any system that does is a failure of a system. And such a system cannot be tolerated in Xsampa. Comrade Dawa Lotsawa, a spokesperson from the People's Committee of Human Development had this to say about the recent reforms.

Just as our Proletarian State evolves, and just as socialism evolved, so too must the welfare state. Reforming the MBIS is a great step forward. It's the pinnacle of our welfare system and we welcome these changes.

Comrade Lotsawa is among many members of the PCHD who are estatic at this development, and we can't blame them. Poverty traps hold no place in our Republic.
