Xsampa
Reforming Immigration and defining Xsampan citizenship; Opening the floodgates, or building the proverbial wall?

Immigration remains a hot potato in Xsampa. Ever since the Ladakh Administration (5625-5635) began reforms on immigration, the conversation has been happening ever since. More conservative Xsampans aligned with the Social Workers Party and even some within the CPX have been on the side that immigration needs to be controlled and that Xsampa needs to carefully control who enters. Reformists aligned with the SLP or the DPP have been strongly in favour of opening the doors, arguing that the Proletariat knows no borders. While the Ladakh Administration did open the door, the reforms were kind of vague and only focusing on refugees. Today, Comrade Delacroix has looked to reform immigration entirely in Xsampa. And given the Red Lotus Coalition is more conservative on reforms, reformists aren't expecting too much. 

For starters, defining citizenship and how to achieve it. Previously, you had to have been born to Xsampans. Both parents had to be Xsampan and you had to be on Xsampan soil to qualify for citizenship. Now however, if you're born on Xsampan soil, or have even one parent who has Xsampan citizenship, then you automatically receive and qualify for citizenship. If you don't receive birthright citizenship, then you can qualify for Xsampan citizenship by naturalization. If you live in Xsampa for 5 years, you can qualify for naturalization. It's expected that you properly understand either language (Canrillaise or ideally Xsampan), have an interest in engaging with Participatory Socialism, and partake in a commune. As such, those who do wish to achieve citizenship via naturalization will have the support needed to achieve the requirements.

For residents, the door isn't closed. Temporal residency is just as valuable. For whatever reason that you're in Xsampa temporally, you'll still retain the rights to MBI (albeit at a reduced rate), equal economic and social rights, and the right to partake in worker councils. Residents however, will be barred from holding office or voting in National Elections, Canton Elections, and Local Committee Elections. Residency is limited by 2-3 years (depending on the reason as to why you're in Xsampa) and can be renewed with a Canton Committee.

As a socialist country however, there are nations that may wish to see our system crash and burn. To that end, anyone from a hostile country, or has strong connections to capitalist institutions (such as corporations) will be barred from entry (unless subject to the regulations of a Fair Trade Agreement, which requires friendly relations with Xsampa to begin with). Capitalism cannot be allowed to corrupt the socialist experiment. Refugees are exempt from the hostility clause. 

These reforms, while not as liberal as the reformist bloc may have wished, are still surprisingly liberal. It seems Delacroix is capable of keeping her coalition together. While some within the SWP grumble about socialist patriotism, it seems that this reform to immigration will be set in stone for the foreseeable future.

Breaking; The Trial of Maria Kadiyot.

For months, Xsampans have speculated about the Maria Kadiyot trial. Ever since the rescue of a ship last year which contained Maria Kadiyot, the nation has been anxiously, and equally eagerly, anticipating the trial with Kadiyot being the architect of the Bargas Chenpo. Standing before the Supreme Revolutionary Court, she was granted a fair trial. She may be a monster. But we are not. As such, she was given a lawyer to defend her case in court. While it was unlikely that she would receive an innocent verdict due to the overwhelming evidence, even monsters deserve the right to a fair trial. In any case, the trial would last for hours, starting at 10 in the morning and ending at 3 in the afternoon. 

Now, with the trial only ending minutes ago, the Supreme Revolutionary Court has announced what many expected. A guilty verdict. Maria Kadiyot has been sentenced guilty. On the crimes of Exploitation of the Proletariat, Orchestrating the Red Bass War, Orchestrating the Bargas Chenpo, Authorizing the Usage of a Nuclear Weapon, Crimes Against Humanity, Major Ecological Damage, Major Livelihood and Economic Damage, and Indefinite Damage to the Revolution, Maria Kadiyot has been sentenced to the most reasonable, yet highest punishment that the Supreme Revolutionary Court can reasonable administer. Maria Kadiyot will be sentenced to house arrest for the rest of her days. She won't live in destitution, but not luxury either. This location will be in an estate (under strict security) far away from the public eye. She is no longer a threat, but she may not experience freedom. She shall watch the world move on, and leave her behind. Public Security will not handle guarding her. Instead, the Internal Security Committee will handle it. Furthermore, she is charged to mandatory moral labour. She will, every month, have to testify before survivor groups. This will ensure proper closure for many Xsampans. 

With the Red Bass War ending a few years ago, and now Kadiyot properly trialed, the Bargas Chenpo era of Xsampa is coming to a close. As many Xsampans celebrate justice on Xsampan terms, perhaps this can be the final act needed to heal. Whether it be cultural movies, open discussion, a peace treaty, or this trial, this chapter of history is closing. As Maria Kadiyot enters her last home for the rest of her days, thousands of Xsampans can look to the stars, with the voices of revolutionaries who died before them. 

The Internal Security Committee has reassured the public that they will keep a close eye on Kadiyot. Her communications will be monitored at all times, and she will not be allowed to leave the estate grounds. She will be given the rights to an adequate living however. She is a monster, yes. But she is human. And everyone deserves the right to an adequate decent life. The Xsampan Trial of the Century has brought justice. Humane justice.

MagLev Project Trials concluded; MagLevs to be rolled out to the rest of the Xsampan Railway Network.

The future is now comrades! After 2 years of a trial run between the City of Gramdkarpo and Chugramdu, the Sub-Committee of Rail Management has finally greenlit for MagLevs to be expanded to the rest of the Xsampan Rail Network! What does this mean? We all know the answer to that! Travel times to any community connected to the XRN cut in half! Commerce travel is also cut in half! A win win for leisure travel, and economic travel! Goods can be transported rapidly across the country, and out of the country. The trade sector can especially benefit from this. But it isn't just about foreign trade. Domestically, this will drastically help economic development for all communities connected! Whether it be from rural communes or urban cities, everyone benefits from this development.

But we are not capitalists. We are not driven by economic growth. We are not driven by GDP numbers. We are driven by the goal of bettering the human condition. And cutting down travel time for leisure is always a win. Xsampans can easily travel the country to visit loved ones or simply travel for the sake of it. While obviously it will take time to get MagLevs distributed to the rest of the Network, it won't take as long as the trials were. 

Great thanks go to not just the workers who helped in maintaining the trials, designing the MagLevs, working on the MagLevs and such, but also to our esteemed Kalistani Comrades! Were it not for them, we'd have never been engaged with MagLevs. As such, we can expect future cooperation with Kalistan economically and technologically. While it may seem unorthodox for a proletarian state to be friendly towards an absolutist monarchy, we are not dogmatic. We recognize our friends, and we respect the choices of the Proletariat abroad. In any case, the Maglev Project paints a better advanced future ahead for Xsampa.

Pan-Dovanism has been a rising trend lately. Ever since the Western Powers started fighting each other and letting fascism run amok, Dovani has found itself to be in a position of immense opportunity. And this lead to the revival of Pan-Dovanism. Limited to parties across the continent, Xsampa was no exception to the Pan-Dovani Movement. With Sangtsa Dovani making surprise gains last election, the Delacroix Administration has looked to incorporate Pan-Dovani ideals and today, the Treaty of Imoryi on Diplomacy and Cooperation within the Dovani Continent has been signed between Xsampa, Utaristan, and Bianjie.

The Treaty of Imoryi marks a new course for these nations. One of cooperation, friendship and shared prosperity. While so far, it's relegated to diplomatic measures, it ensures cooperation in Dovani. The Treaty of Imoryi includes provisions such as a total ban on hostile espionage on all signatory states to promote cooperation, friendship and trust, the proper establishment of mutual embassies, and a forum of diplomats every 3 years to ensure open communications and prevent misunderstandings. The goal of the Treaty of Imoryi is to expand cooperation between the 3 states, promote diplomatic measures and prevent tensions from ever arising between signatory states.

While so far, there is no confirmation on if future treaties will occur, it is incredibly likely. While we can only speculate so far, the Imoryi Treaty is a good step in the right direction for bringing Dovani together. Back home, Sangtsa Dovani has praised the Delacroix Administration for the Treaty, and has encouraged more Pan-Dovani cooperation across the continent. As Xsampans, Bianjians and Utaristani celebrate the beginning of friendlier relations and Pan-Dovanism, the question best asked is, how far will the wave of Pan-Dovanism go?

Beautification of Xsampa Act passes; Urban Beautification begins.

Everyone hates boring architecture. And if you don't, you're lying to yourself comrade. While Xsampa is fortunate enough to enjoy walkable cities, clean cities, and robust public transportation, not every city is exactly eye candy. Sure, some communes are, whether by natural beauty or cultural art but not every. That is where the Beautification of Xsampa Act comes in. The BXA provides various Local Committees across the country with a budget boost. They'll have to allocate that new funding to beautification. Whether it be creating green spaces, cultural art such as murals, public squares, statues, or anything in between. The goal is to essentially make Xsampan cities not be concrete jungles.

As such, let's go over what exactly we can expect to see. For starters, green spaces. Everyone loves green spaces. Vibrant parks, canals, ponds, lakes and more are always lovely. Tourists love it. So Xsampans should too. As such, Local Committees are expected to support and expand parks, public squares, and the natural environment. Not only does it help biodiversity, but everyone loves a good tree. Xsampans deserve the right to see the beauty of the world.

Next, art. Grey buildings are simply boring. There's no other way around that. Brutalist architecture is simply boring. Efficient, sure. But only capitalists chase efficiency above all else. As such, new guidelines will be given out for the construction of new buildings. They must move away from any brutalism. Existing buildings that may have the misfortune of being under brutalist architecture will be required to be renovated and modernized within 5 years.

Parks and public monuments are vital. Not just to socialism, or to showing the power of the people, but to creating an enjoyable space. A specific focus will be placed on expanding maintenance of public squares, parks, and public monuments as well as supporting the creation of more. Whether it's a monument to commemorate Xsampan history, the struggle of the Proletariat, or simply to beautify the local area, they all will be supported. Xsampan Socialism is not defined by bureaucracy, nor is it drab. Neither should our cities.

Trade Deal with Kalistan; Kalistan to purchase Xsampan Diamonds.

Trade is the lifeblood of many nations. For Xsampa, this is no different. And fortunately, Xsampa offers valuable goods to the world. In a world rife with inequality, we often see various industries ran as if they were slave plantations. The most infamous industry is the diamond industry. But in Xsampa? Xsampa prides itself for having a humane, ethically sourced, democratic, worker owned diamond industry. And it seems Kalistan has shown interest in buying Xsampan diamonds.

Ever since Kalistan sent aid during the Bargas Chenpo, the potential for a friendship between the two states emerged, despite the stark differences. This only was accelerated when Kalistan assisted in MagLev adoption. Now, it's continued on with Xsampa selling diamonds, particularly uncut diamonds to Kalistan. Because of this friendship that has been developing, Kalistan received a solid discount on the diamonds. Establishing further trade relations with the major power of the Anantonese Ocean is not only a pragmatic economic benefit, but it allows Xsampa to repay Kalistan for the aid and support it's provided in the past. So, as the boats leave Gramdkarpo and set sail for Kalistan, we can take solace in knowing that there is demand for ethical diamonds, and that we are helping our comrades in Kalistan. 

Domestically, this is always a win as Kalistani purchases of diamonds boosts the amount of money the state has, which can be reinvested into communities and economic industries, which loops back to nations purchasing our goods and trading with us, creating a loop. Overall, we can say that the Diamonds for Democracy Initiative has paid off well. If Kalistan is willing to purchase Xsampan Diamonds, then what other nations may be interested in ethically sourced diamonds?

Democratic Progressive Party phases out Socialist Liberalism in favour of Socialist Modernism; Changing times for a changing party.

The DPP has been an anomaly in Xsampan politics. Founded as the most extreme reformist party, it's constantly been under siege by the media for it's extremism. Some accused it of wanting to enact capitalism. Others accused it of liberalism. Despite that, it found a voter base. But no allies. No Xsampan party legitimized them and cooperated with them. And when the DPP implied to vote against the SHARE Act, many expected it to be the end of the DPP, even if they ultimately voted in favour of it. Instead, they somehow survived and have been growing rapidly. Cut to today, and the Reformist Bloc, consisting of the Ecological People's Party, Sangtsa Dovani, and the Socialist Labour Party, has begun cooperating and working with the DPP. Now, the final hurdle for the DPP is it's identity. Liberalism is always controversial in Xsampa. It usually implies western liberalism. Today, in the party headquarters of the DPP, in Bajoum, the party almost unanimously voted to change it's manifesto, dropping Socialist Liberalism, in favour of Socialist Modernism.

With elections right around the corner, this surprisingly has been planned out in advance as Yeshi, the current candidate for Premier has been a self proclaimed Socialist Modernist and campaigned on such a platform. With how planned out this was, there's been not much confusion between the platform and the campaign. But, Socialist Modernism itself has been defined by a strong commitment to civil liberties, social progressivism, techno-socialism and essentially, Socialism of the 55th Century. With the DPP shedding it's liberal identity, this has surprisingly gone over well with parties outside of the Reformist Bloc, with the CPX congratulating the DPP for being ready to fully commit to the socialist experiment. Whilst some will still bash the party, calling a capitalist party wearing red, others have felt relieved at this change and polls have actually boosted for the DPP because of this. Quite a tactical move near elections.

In any case, the DPP is joining the socialist family properly. The Reformist Bloc receives a new ally and liberalism remains countered in Xsampa. We can only wish the best of luck to all parties in February.

DPP wins elections; Reformist Bloc forms the "Rainbow Coalition", looking to promote vast change.

To say everyone is shocked is nothing short of an understatement comrade. The recent elections saw every party competing in PAX and many expected the SLP to gain the mantle for the next 5 years. Instead, those expectations were shattered rapidly. Comrade Yeshi, the self proclaimed Socialist Modernist, who was able to rapidly help change and reform the DPP away from liberalism, many expected the DPP to simply do well in elections. Instead, they did so well that they managed to even secure Premiership. Before we go into depth on what Comrade Yeshi plans, let's discuss the results of the elections.

For the Centrist Bloc, they did fairly well. The CPX secured 200 seats in PAX. A solid victory as the Delacroix era ends. For the SWP, they secured 18 seats. Both did fairly well. Lost some seats, but held firm. For non aligned parties, such as the FLP, they secured 26, largely losing seats. The XFL continued to (predictably) maintain 1 seat. 

For the Reformist Bloc, they made major gains. The SLP secured 178 seats, whilst the EPP secured 47 seats. Major gains for the SLP, moderate gains for the EPP. For Sangtsa Dovani, they secured 8 seats. The flame of Pan-Dovanism stands firm it seems. But it's clear that the real surprise is the DPP. Securing 86 seats in PAX.

With the Reformist Bloc having a clear mandate, many expected the SLP to establish a government. But instead, it's fallen to the DPP. With Comrade Yeshi becoming Premier, the Rainbow Coalition has formed. Consisting of the DPP-SLP-EPP-DS, the Rainbow Coalition has set out an ambitious agenda. Legalization of marijuana, expensive social reforms, major tech investments, coastal infrastructure upgrades, and modernizing Market Socialism. An ambitious agenda, it has left conservatives worried and reformists eager. While the SLP is getting a solid amount of cabinet positions (likely in a move to comfort moderates, especially in matters such as modernizing Market Socialism), the DPP is set to radically shake things up. For better, or worse. We can only hope Socialist Modernism lives up to its name.

PAX legalizes marijuana; The green stuff finds a home in Xsampa.

One of the biggest promises by the EPP has always been to legalize marijuana. However, it never came into fruition during the Ladakh Administration (5625-5631), or under Delacroix (5631-5645). However, the Rainbow Coalition has set out to enact this campaign promise, as even the DPP sought to support its legalization. Many doubted it could pass. Many doubted the Rainbow Coalition would be able to enact it. Today PAX voted 286-278 to pass the "Legalization of Marijuana for Personal, Medical and Free Usage" Act. Comrade Yeshi would sign the legislation and the Custodian would confirm it into law. As such, possession, distribution and production of marijuana is now fully legal within Xsampa. As EPP voters celebrate, SWP voters and politicians have been unnerved, citing concern for traditional proletarian values. In any case, this is only among the first of many reforms the Yeshi Administration is looking to enact.

Dovani Development Fund is formally dissolved; DDF requests to be handled on a case by case basis.

The Dovani Development Fund has been a darling child for Pan-Dovanists. However, it's been expensive. And underutilized by Dovani. Because of the cost being a net negative, talks of dissolving it haven't been anything new. However, when the entire budget is taken it on account, some trimming has to be done. Unlike social imperialists in capitalist nations who gut welfare or other social services, in the name of austerity, we do not, and will not follow that doctrine. And conveniently, the biggest budget concern is the DDF. It's hardly been used by our comrades in Dovani. To the point where case by case deals are better than keeping the DDF. And with the current administration looking to begin major investments into the tech sector, the last thing the government needs is a debt crisis. As such, the Dovani Development Fund is to formally dissolved. Future cases of nations requiring Xsampan assistance will be handled on a case by case basis.

Bhutia passes away; State funeral held.

Comrade Bhutia, the Premier of Xsampa following the Bargas Chenpo, and the death of Comrade Aurousseau, the founder of Xsampan democracy, has passed away. Aged 87, Comrade Bhutia served Xsampa for 40 plus years. 20 of those years as Premier from 5606 to 5625. With his death, it marks the end of an era. And a formal state funeral has been held in Metz-Leonid. Comrade Bhutia is set to be buried in the Heros of the Revolution Cemetery. The Custodian, Premier, various politicians, the public, and even former cabinet members of the Bhutia Administration attended the funeral. As a week of mourning has been declared, and the flags fly at half mast, we honour Bhutia for his service to not just Xsampa, but to the Proletariat, the Revolution, and especially to Metz-Leonid.

The Dovani Development Fund remained a major win for Pan-Dovanism, but it had a few issues. The biggest was it's expenses. It was simply too expensive and with how the state spends its money, many questioned just how much the DDF could be maintained. Those questions ended when it was announced that the DDF would be dissolved. Reactions have been incredibly vocal from Pan-Dovanists, especially within the Rainbow Coalition, with Sangtsa Dovani criticizing the move. But the Opposition has looked to bash this move immensely, with the CPX leading. Assembly member, Jamma Gonpo was among many in PAX who bashed the movie, calling it a betrayal of the international proletariat.

I have to ask, what is the Dovani Development Fund? Is it soft power and imperialism? Spreading the revolution? Helping our comrades abroad? To some, it's all. To others, it's none. But to Xsampa, it is a means of helping this Continent develop, unite, and reject imperialism. I won't deny that it had issues. But cutting it was simply the worst decision that the Yeshi Administration could have possibly taken. Instead of reforming it, they have elected to abandon our comrades in Utaristan, in Bianjie, all across the continent. They have elected to not only abandon the international proletariat, but damage the position Xsampa is in. That is not "Socialist Modernism", it is betrayal of the revolution hidden in red. While many of my colleagues question the commitment to socialism that the DPP and Comrade Yeshi have, I must shine the light on the rest of the Rainbow Coalition. How can the SLP proclaim internationalism and support this cut? How can Sangtsa Dovani support Pan-Dovanism and support this move? They may criticize, but they still uphold the government. This is not merely about abandoning the Proletariat, but it invites the door for imperialists abroad to exploit Dovani. Comrade Yeshi may have saved money, but he has also handed Dovani nations reliant on the DDF to imperialism on a silver platter. This is nothing short of an insult to all our comrades abroad. This will only hurt Xsampa abroad.

With other assembly members bashing the Rainbow Coalition for this move, some within the SWP have been questioned if articles of impeachment or at least a motion of no confidence could be arranged. While so far, it remains in the fringes of the opposition, many Xsampans have been split between internationalism and support for Pan-Dovanism, and preventing a debt crisis at home. But there is certainly conversation on why the DPP went with this as their first major move after being elected. They spent so long assuring the public that they are actually moderate, and even reformed their own party. And then they kill the DDF, and threaten the geopolitical position Xsampa holds. Curious indeed.
