Moretti develops his "Youth Plan" but the majority is split
The executive ready to present its package of measures: agreement on housing, taxes and training but the confrontation between the two poles on welfare opens

ROMULA - According to sources within the executive, the Moretti Government is ready to present shortly the new "Youth Plan 5648 - 5652", a package of measures designed to improve the living conditions of young adults, protagonists of the current period of political turmoil that the country is going through, which has evolved into a multifaceted phenomenon but which originated precisely from the problems that the Youth Plan aims to address. The objective is to consolidate the stable participation of young people in the economic and social life of the country, promoting their housing autonomy, financial stability, professional growth and psychophysical well-being.

The plan is divided into four main axes:

1. Access to housing: state guarantee measures on rents with the creation of the "Programma Garanzia Alloggio" (Housing Gurantee Program), a rent and mortgage guarantee scheme aimed at young workers or off-site students, usually unable to provide guarantees to the owners, which will be added to and integrate the measures already implemented for the public and social housing plan launched last year.
For first home mortgages, these will be partially guaranteed by the State for under 35s with low or medium incomes.

2. Taxation and contributions: personal Income tax reductions for full-time and permanent workers under 35. Enhanced deductions for training, rent, mobility expenses. Simplification of social security contributions for young self-employed workers through the temporary tax rate reduction for the first years of activity (for freelancers, artisans, etc.).

3. Continous Training: training vouchers for retraining in strategic areas, public-private agreements with companies for on-the-job training and certification of non-formal skills.

4. Well-being and conciliation: incentives for work flexibility, strengthening of public services for parenting, and facilitated access to psychological support.

But it is precisely on this fourth axis, dedicated to well-being and work-life balance, and partially on the third, that the majority is split: if on the one hand the Democratic Socialist Party and the left-wing forces strongly support the measures of the point 4, considering them essential to build a society where young people are not forced to choose between work and personal life, on the other the National Liberal Party has expressed strong reservations. In particular, the PNL fears that the expansion of welfare in this phase could weigh on the public budget in a structural and continuous way and that the introduction of further incentives or obligations linked to work flexibility could limit the autonomy of companies.

According to internal party sources, the PNL would be available to negotiate on some non-structural and low-cost measures, such as digital psychological counseling services or the extension of existing forms of voluntary corporate welfare, but would remain opposed to new fixed costs or regulatory constraints.

The stability of the majority is closely linked to the government's ability to find a balance. One possibility that has emerged in the last few hours would be to remodel point 4, transforming it into a progressively financed package, with measures introduced on an experimental basis or linked to performance objectives.

Another hypothesis discussed would be to entrust part of the measures to public-private partnerships, in particular on the mental health and parenting services front, taking advantage of collaboration with companies and foundations, a solution supported by the UOD which has generally aligned itself with the positions of the PNL.

Gian Maria Moretti has avoided publicly expressing himself on the merits of the disputed point, maintaining the usual posture of balance and institutional neutrality that has characterized his mandate from the beginning. At the press conference, however, he assured that he will personally commit himself in the coming days to facilitate the discussion between the political forces of the majority, with the aim of finding a shared and sustainable solution that can respond to the needs that have emerged without compromising the overall balance of the proposal.

The Youth Plan represents an opportunity to consolidate a young generation that constitutes more than half of the productive fabric, but risks becoming a battleground for ideological conflict between two different visions of society. The success of the proposal will depend on the technical government's ability to mediate between economic sustainability and social vision, without losing the effectiveness of the measures or the political support necessary for parliamentary approval.

ROMULA — A few weeks after the announcement of the agreement signed by Istalia and Kundrati, after other long, careful and meticulous talks, another negotiation is nearing its conclusion, the government announced today: the one between Istalia and the Khanate of Bianje for the signing of a new economic and trade agreement that promises to tighten bilateral relations between the two countries. The agreement will establish a framework for cooperation in the sectors of trade, investment and taxation.

At the heart of the agreement is the liberalization and increase of trade: the agreement will provide for a degressive system of duties that, starting from a limited percentage, will progressively decrease with the increase in the overall volume of trade, until it reaches zero once a pre-established threshold is exceeded. A measure designed to stimulate the constant growth of bilateral trade.

A separate chapter concerns a list of strategic goods and materials, on which a 0% duty will still be applied, but whose export and use will be subject to specific procedures to ensure their use according to criteria of common interest between the two countries.

The agreement will also introduce enhanced cooperation in customs and excise matters, with the aim of accelerating the clearance of goods, simplifying the documentation required and facilitating the cross-border transit of goods. The same simplifications will also be applied to the free movement of capital, removing bureaucratic and administrative barriers that hinder private investments.

On the investment front, the agreement will define the conditions and guarantees for private investors, providing for standards of fair and protected treatment, protection against arbitrary expropriation, freedom in the transfer of resources and a clear and secure regulatory framework. In this sense, the creation of joint mechanisms for the promotion of business opportunities is also foreseen, through the exchange of information, market studies and business missions.

Particularly significant was the position of Istalia on the fiscal chapter: one of the most discussed issues of the negotiation concerned cooperation against double taxation and tax evasion, a topic on which the Istalian government insisted on introducing transparency tools, automatic exchange of information and reciprocity clauses to guarantee fair trade and compliance with national legislation on responsible protectionism.

The final signature of the agreement is expected in the coming weeks, and will be accompanied by a joint declaration by the two governments that will establish a new structured and multilevel economic partnership.

FOMAT returns to Istalia for the 37th edition

After years of waiting and uncertainty, the Festival of Musical Arts in Terra (FOMAT) returns to shine and will do so under the sky of Istalia on 27 November 5649, more precisely in the suggestive Arena Seluciana of Argintera, on the island of Alaria. The ancient amphitheater, dating back to the period of the ancient Selucian colonies, is preparing to host one of the most prestigious musical events on the international scene.

The decision to entrust Istalia with the honor of organizing came after the failure to start preparations by Narikaton and Darnussia, the winning country of the last edition thanks to the duo Tasha and Mella, triumphants in Egelion. Second place with the now iconic "Turn it up in your head" performed by Eloise, Istalia has been called to pick up the baton, and is doing so with the usual artistic and organizational momentum.

The edition hosted by Egelion marked a turning point in the history of FOMAT, with an extraordinary participation of Heads of State, international leaders and stars of the global scene. Istalia now aims to raise the bar even further, ready to enchant the world with a spectacular production that promises emotions, innovation and pure art. A parade of well-known faces from politics, cinema, fashion and industry is expected among the audience, confirming FOMAT as a showcase not only of music, but of culture and diplomacy. The participation of the Crown will therefore not be missing, having already announced that it will substantially support the organization and will personally work to invite world leaders.

SERIN (National Istalian Radio and Television Broadcasting Company) will once again be in charge of the organization, having already demonstrated its ability to combine elegance, efficiency and vision in the previous Istalian edition. In the meantime, sponsors are flocking in, aware of the enormous visibility and prestige that the event guarantees. Today, FOMAT is one of the most sought-after stages in the world: a crossroads of styles, identities and sounds that intertwine in a celebration of global musical diversity.

As per tradition, the host country will not be able to present its own artist in the competition. However, the return of the Festival to Istalia, which has always managed to place itself at the top of the charts since it returned to participate in the event, is an unequivocal confirmation of the renewed cultural prestige of the country, increasingly recognized among the artistic powers capable of influencing global trends in the field of music and the arts.

ROMULA – After months of intense political debate, the Moretti Government today officially presented the final version of the Youth Plan 5648–5653, which includes the reformulation of the controversial point 4 regarding well-being and work-life balance. The new proposal, the result of intense mediation work also carried out personally by Gian Maria Moretti, seems destined to pass the parliamentary vote without obstacles, thanks to the agreement reached between the main forces of the majority.

The solution adopted provides for a significant part of the welfare measures for young adults to be implemented through public-private partnerships, especially in the sectors of mental health and parenting services. The direct involvement of companies and foundations will allow the activation of services without imposing new structural burdens on public coffers.

In parallel, the Government has introduced a package of tax breaks for companies that promote forms of corporate welfare for employees under 35. The incentives will grow proportionally to the quality and quantity of the measures offered, rewarding the companies that are most active in terms of workplace well-being.

While the Democratic Socialist Party has confirmed its support for the proposal, National Secretary Fabrizio Moccia has defined the compromise as a difficult but necessary choice, underlining that the concessions made in terms of public welfare are the price paid to allow the approval of the entire Youth Plan, a responsible decision.

The allies to the left of the PSD have been much more critical: the New Communists, abandoning all reticence, have harshly attacked the reform, calling it yet another capitalist measure and denouncing a government that, in their opinion, no longer represents, and has in truth represented little, the interests of labor and the working classes. In several youth circles of the PNC, Moretti is now labeled as "the old liberal bureaucrat", already distant from the values of the radical left and now increasingly so.

But it is not only the New Communists that have definitively withdrawn their support for the government. In fact, the Movement of the Greens and the Alliance of Autonomies have also officially announced the end of their support for the government, criticizing the line adopted on environmental and territorial matters.

The Greens have declared that the government's measures on environmental protection provided by the programs carried out have been decoys and have not offered a real green turning point, while the Autonomists have accused the executive of "systematic centralism", denouncing that even the measures aimed at Alaria do not respond to territorial specificities, but seem to have been designed by looking only at the national average. Particularly embittered within the autonomist camp are the Majatran representatives, who complain about the total absence of interventions dedicated to their identity and community claims.

The Moretti Government, which have had a technical and limited mandate from the beginning, has so far rigorously respected its program, nut now, with the withdrawal of some of its supporters and the completion of the main planned reforms, voices are growing even within the PSD calling for an orderly conclusion of the technical experience and a return to the polls. On the other hand, it is quite clear that the withdrawal of support from PNC, MdV and AdA comes now that the Government seems to have completed its task.

"It's time to give the electorate a say again", one hears repeated more and more often in the corridors of the PSD, galvanized by the wave of popular mobilization on the left in recent years that could profoundly reshuffle the political balance.

For its part, the center-right continues to reiterate its choice of responsibility in supporting the executive, claiming the stability guaranteed by its presence in the majority and, in many cases, appearing more satisfied with the work of the Moretti government than the left. In particular, the leaders of the PNL have repeatedly expressed appreciation for the executive's firm neutrality towards the recent social unrest promoted by progressive movements and civil rights associations.

However, there is no shortage of criticism: according to detractors, the center-right has exercised a preponderant influence on the executive's line from the beginning, contributing to making it, according to the more radical fringes of the left, a technical government that is only superficial and in reality closer to liberal and conservative positions.

Furthermore, part of the opposition accuses the right of fearing a return to the polls, hypothesizing a clear electoral setback for them. The leader of the National Liberals, Valeriano Giunio, has repeatedly responded to these rumors, denying on several occasions any fear of the elections, declaring himself absolutely calm and confident that the left's polls are inflated by expectations and self-referential narratives.

According to Giunio, the moderate camp can count on silent but solid support, which also emerged through a surprising popular counter-mobilization that has disoriented several analysts. "The real Istalia" he recently declared, "does not allow itself to be seduced by Metzist utopias and slogans increasingly disconnected from reality".

For the moment, all attention remains focused on the exit polls and upcoming surveys, which could define the tone of the next electoral campaign. Elections that have not yet been officially scheduled, but which everyone now considers imminent.

RANDWORTH – With a solemn ceremony and warm welcome by the Mordusian authorities, the State Visit of Emperor Alessandro V and Minister Secretary of State Gian Maria Moretti in Mordusia opened yesterday, considered by many observers as the last great international mission of the Istalian Head of Government, now close, according to increasingly insistent rumors, to announcing the end of his mandate.

Although there are no official communications yet, Quattroregni Palace is expecting the executive's request to dissolve the Chambers shortly, and therefore to call new elections. The date has yet to be defined but it now appears to be only a matter of weeks. In this context, the mission in Mordusia takes on an even more significant value: not only for its strategic and diplomatic importance, but also as a potential final seal to the foreign action of a government that has crowned with new successes the path undertaken by Istalia to establish new and lasting friendly relations at a global level and particularly in the Eastern Majatran and Southern Seleyan area.

The visit has been carefully prepared in recent months, with the main objective of completing a round of negotiations started some time ago between the two nations, aimed at signing a bilateral economic and trade agreement. Mordusia, a nation opposite Istalia across the Sea of Lost Souls, represents one of the main geopolitical actors of South Seleya and its closer ties with Istalia would substantially strengthen the network of economic and diplomatic alliances promoted by Romula for the stabilization and development of the entire region.

During the meeting, the delegations addressed numerous issues: from free trade to market access, through infrastructural collaboration and the growing interest of the Istalian private sector to invest in the Mordusian market. Entrepreneurs and representatives of the main subsequent trade associations have carefully addressed the mission, considering the opening towards Mordusia as a new path for national economic growth and for the expansion of the horizons of Made in Istalia.

Particular attention was also paid to regional security: on the table, the delicate issue of the presence of the Luthorian air and naval task force on the Mordusian territory, a well-known reality, on which Istalia wanted to express itself with transparency and respect. No request for removal was made, indeed, diplomatic sources underlined, Istalia recognizes and respects the historical and strategic link between Mordusia and Luthori. However, the Istalian government considered it legitimate to address the issue in a spirit of collaboration and loyalty, in function of regional security and the necessary clarity between increasingly close partners.

The highlight of the visit was the signing of the "Joint Declaration for Regional Stability and Growth", in which the two heads of government underlined their joint commitment to strengthen cooperation to create an area of peace, development and shared well-being between the eastern shores of Majatra and the southern shores of Seleya".

ROMULA – It’s official: the Emperor, at the request of the Minister Secretary of State Gian Maria Moretti, decreed this morning the dissolution of the Congress for August 10. The new elections, however, will be held on Sunday 22 and Monday 23 October. With this act, the political cycle led by Moretti formally closes, whose mandate, having reached its natural epilogue, therefore ends today.

Accompanied by a sober delegation, Moretti went early in the Morning two days ago to Palazzo Quattroregni where he met the Emperor to officially resign and request the dissolution of the parliament. As is customary, His Majesty accepted the resignation with reservations, asking Moretti to continue to lead the government until the formation of the next one. The Emperor thanked Moretti and acknowledged his merit in having led the country in a crucial phase for national politics with the utmost respect and bearing expected of him and his technical executive. Then the Emperor summoned the President of the Congress Alvaro Minghetti (PSD) with whom the dates for the dissolution and new elections were essentially outlined.

With the signing of the imperial decree, the electoral campaign officially opens, although for at least two months the political climate in the country had already been one of full rush to vote. All the main forces have long since begun to position themselves and measure moods and consensus, aware of the imminent end of the legislature and the progressive disengagement of the Democratic Socialist Party towards the Moretti government.

According to the most recent exit pools, the PSD remains in the lead with about 4 percentage points of advantage over the National Democratic Party, which remains stable in solid positions. The picture for the other parties of the progressive front is more uncertain: the New Communist Party and the Green Movement, driven in recent months by a strong youth mobilization, are now seeing a slowdown in their momentum. While the PNC is still showing signs of growth, the MdV seems to have entered a phase of consolidation, but without clear gains.

In the background, the Hosian Democratic Union, after a difficult two-year period, is slowly rising in the polls again, even if forecasts still see it behind the PNC. The Alliance of Autonomists, on the other hand, is struggling, a victim of the increasingly deep internal rift between the Alarian component, now the majority and increasingly radicalized, it is rumored in response to the lack of responses from the Moretti Government, the moderates and the Majatran component, the latter feeling marginalized by the Alarian demands. Internal struggles and internal instability have had a negative impact especially in Alaria, where fears of separatist tendencies are growing.

This is precisely the issue on which one of the gambles of the PNL is being played, whose leader Valeriano Giunio has embraced a moderately regionalist line, based on the principle of subsidiarity and a unitary vision of the national State. A position that aims to reclaim the theme of autonomy without slipping into extremism: the State and its Regions as specular elements of a common historical identity. This proposal seems to attract consensus especially among moderate voters, former autonomist sympathizers now disappointed by the growing extremism of the AdA.

Among the smaller forces, finally, there are setbacks for the Citizens' Movement, while Democracy & Freedom and the Liberal Republican Party remain stable.

Great attention is focused, as always, on the vote of the military, which could once again prove decisive. In the last elections, it was precisely the result in the seats reserved for the armed forces that determined the end of the long cycle of the left led by Annalisa Saragat. Today, exit pools are not allowed in the military ranks, but the voices coming from the corridors of Defense speak clearly: the further shift to the left of the PSD and the radicalization of its political platform seem to have alienated large segments of the uniformed personnel, creating a potentially problematic situation for the progressive coalition, while others fear a new parliament without a majority.

With his farewell, Gian Maria Moretti leaves a mark on the recent political history of Istalia. Able to give pragmatic and shared answers to the country and to maintain a high diplomatic profile abroad, as demonstrated by the recent visit to Mordusia, Moretti closes his mandate amid praise for the respect of his role as a technician and criticism for a government considered by some to be too dependent on the internal dynamics of the PNL and the PSD.

Now the word goes back to the Istalians: on October 22 and 23 the country will be called to choose whether to give continuity to the recent past or to open a new chapter in its political history.

ROMULA - The outcome of the general elections following the resignation of Prime Minister Gian Maria Moretti has given the country a clear picture: Istalia has rewarded the center-right and has done so with a much larger margin than analysts expected, a surprise perhaps even for the PNL itself which has won 198 total seats and returns to being the nation's leading party after more than 15 years.

With the arrival of the very last votes confirmed by the Ministry of the Interior, the final results have been obtained and consequently the composition of the next National Congress will be as follows:

With 475 seats in total and a required majority of at least 237 seats, the game for the formation of the new government is played entirely in the center-right camp. But although the National Liberal Party and the Hosian Democratic Union have long since publicly declared their programmatic harmony, it remains to be seen with whom they intend to ally themselves to ensure a stable majority: Democracy & Freedom is viewed with suspicion by the UOD, which judges many of its positions to be excessively libertarian, especially in the social and bioethical fields, while the Liberal Republican Party, although numerically easier to integrate, could encounter resistance from the monarchist current more faithful to the PNL.

The center-left, on the other hand, is forced to deal with a resounding defeat that feels like a bitter awakening from a sweet dream. If in paying the price of the increasingly clear shift of the program to the left the Democratic Socialist Party has limited the damage, however losing the dominant position it had maintained until a few years ago, even more resounding has been the defeat of the New Communist Party, which has seen its seats almost halved compared to the previous legislature: a resounding defeat that marks the profound crisis of the most orthodox communist proposal. The Green Movement is the only force in the progressive camp that has avoided the erosion of consensus, even gaining a seat compared to the previous legislature, confirming itself as the reference party for a large portion of the youth electorate who appreciated its coherence and commitment to environmental and social issues.

And yet, not even the intense season of popular mobilizations in favor of civil rights, which seemed to reveal a different, perhaps hidden, Istalia, brought the electoral fruits hoped for by the left. According to some observers, the radical economic proposals, of strong Marxist inspiration, have frightened a significant portion of the electorate, even among those who actively participated in the demonstrations. "After all, they also have to put bread on the table", commented, with a mixture of irony and realism, a political analyst: words that summarize the sense of detachment between ideological militancy and daily concreteness.
It was clear in these elections that alongside the left-wing hidden Istalia, a right-wing hidden Istalia emerged more preponderant, attached to the values of family and tradition, and that economic matters currently have more traction than other topics.

A sharp decline was also seen by the Alliance of Autonomies, victim of the radicalization of the nationalist Alariana component, which caused the escape of the Majatran component and the moderates. The latter largely flowed towards the PNL, attracted by its regionalist proposal, considered more concrete and less conflictual. But the regionalism of the PNL also attracted the consensus of the Majatran, in the northern regions of the Sarentina Peninsula, where the majority of the community is concentrated, more confident in being able to make its voice heard at the regional level.

The Armed Forces vote, which as always had 119 reserved seats, was also surprising for its fragmentation, an event that had not been seen for several elections: 64 seats for the PNL, 38 for the PSD, 11 for the UOD and 6 for the PNC. Two elements attracted the attention of experts: the influence of family and religious issues, promoted by UOD, and the unexpected consensus for the PNC, which reveals a still living trace of the socialist past within military circles. The first data shows a clear ideological response to the protests organized by the left and led by secular and progressive demands, while the second, instead, is the sign that the legacy of the Socialist Republic, and above all the fusion between communists and patriots after the civil war and on the eve of the war of liberation, continues to be felt.

Now, while all attention is shifting to Quattroregni Palace, where the Emperor will start consultations in the coming days, the country is watching with interest the next developments: the PNL has the ball in its hand but will have to take the opinion of the UOD into strong consideration or commit to changing it. Parties negotiations for the formation of the new executive have probably already begun during the night while the result was becoming increasingly clear, but what is certain is that Valeriano Giunio, leader of the PNL, will be called by the Head of State to form the new government and who told his supporters at the PNL headquarters:

“It is a victory for all the Istalians who believe in responsibility, national identity and subsidiarity as a tool for balance and growth. We will govern with seriousness, dialogue and vision.”

ROMULA - Just a few weeks before the vote, the new executive has seen the light. As widely expected in light of the broad electoral success, Valeriano Giunio has obtained the confidence of Parliament and officially takes on the role of Minister Secretary of State, after receiving a mandate from Emperor Alessandro V to form the government.

The new executive is born from an agreement between the National Liberal Party, the Hosian Democratic Party and the Liberal Republican Party. To these is added the external support of Democracy & Freedom, which has clarified its desire to support the executive's measures on a case-by-case basis, in particular those related to the economic sphere and the promotion of enterprise. External support is not necessary to have a majority but it certainly strengthens the position of the executive.

The Giunio government presents itself with a platform clearly oriented towards a change of direction compared to the fifteen years of left-wing governments, accused of excessive statist dirigism and of systematically favoring public companies. At the heart of the new executive's action is the desire to restore centrality to private initiative and the free market.

Among the main points of the program, there are:

A profound rationalization of welfare, considered elephantine and inefficient, with a greater focus on family policies, public-private partnerships and the strengthening of the role of private actors in the assistance and healthcare sectors.

Measures for the management of public debt with the introduction of fiscal budget rules to ensure a prudent and sustainable budget policy in the medium-long term, the control and containment of non-strategic public spending (of which the rationalization of welfare and the reduction of state dirigism will be functional), and above all the establishment of the "National Agency for Debt Stabilization and Amortization", an independent state body that collects resources dedicated exclusively to the repayment of public debt, with the aim of ensuring transparent and planned management of the resources intended for the amortization of government bonds, avoiding their use for current expenditure. It will also allow for the accumulation of long-term funds, stabilizing the financial needs of the State, and will strengthen investor confidence by demonstrating prudent and structured management of debt.

The reduction of tax rates on company funds intended for reserves, investments, amortization and guarantees, with the aim of stimulating self-financing and the reinvestment of profits and streamlining bureaucracy in production areas.

Equal access to public funding for private actors in education and health and social assistance, with particular attention to educational institutions linked to the Aurorian Church, which will be able to benefit from an almost total tax exemption. The measure reflects a historic claim of the Hosian Democratic Party, in favor of an increase in the role of the Church, especially in the sectors of education and assistance.

Among the announced reforms, there is also a reorganization of regional powers inspired by the principle of subsidiarity. The government also intends to guarantee the regions the possibility of equipping themselves with autonomous statutes and deciding the methods of electing their own bodies, thus strengthening territorial autonomy.

Giunio has therefore already confirmed the will to continue the main programs launched by the Moretti technical government, supported in the front line by the PNL, including the national residential building plan and the measures for the housing emergency. However, he has announced possible revisions, in particular to encourage greater involvement of private entities, also in the sectors of strategic resources.

On the sensitive issue of civil rights, internal sources within the PNL report that the party is ready for a confrontation with the Hosian Democratic Party to initiate a reorganization of the matter. The popular mobilization of recent years, the pressure from the progressive wing and the youth organization of the party, as well as the solicitations from D&L, in favor of a strongly libertarian system, make it impossible for the PNL to ignore the issue.

With the start of the new five-year legislature, the Giunio government presents itself as a turning point executive, determined to redefine the relationship between the State and the market, to strengthen the role of autonomies and to restore centrality to the value of private initiative. It remains to be seen whether it will be able to maintain the cohesion of a complex majority, and whether it will be able to translate such an ambitious agenda into concrete actions.

ROMULA - The government led by Valeriano Giunio today presented the preliminary guidelines for a vast reform of the welfare system, considered "elephantiac, dispersive and inefficient". The reform will focus on the rationalization of social spending through the elimination of overlaps between levels of government, the simplification of existing measures and the introduction of more targeted and effective tools. Among the key points is the introduction of the Fiscal Family Quotient, designed to incentivize birth rates and support large families, orienting welfare in a more selective and less universalistic direction. It is also planned to overcome a multitude of fragmented bonuses and benefits in favor of a single family allowance, structured on the basis of income and the composition of the family unit. Finally, the government intends to encourage the participation of private entities, companies in the service sector, institutions, foundations, associations and religious structures, in the management of social and welfare services, opening up to the possibility of stable agreement and accreditation mechanisms.

As officially communicated, however, the executive will proceed with caution: the details of the reform will be refined only after the conclusion of a deep cost-benefit analysis of the measures adopted in the last two decades by left-wing governments. The declared objective is to eliminate waste and duplication, better direct public resources and build a mixed model, in which the State continues to guarantee fundamental rights, but promotes efficiency and freedom of choice for citizens through greater openness to the private world.

The Minister of Health and National Welfare, Marco Bellocchio, leader of the Hosian Democratic Union, commented favorably on the launch of the reform, calling it a necessary step to make our social protection system fairer and more effective.

Quote:The UOD has always supported a universal and supportive welfare system, based on the dignity of the person and the centrality of the family and we brought with us these values into this executive. The government does not intend to dismantle anything, it aims to correct what does not work, strengthen what has value and open to the collaboration of all those actors, public and private, who share the commitment to the common good. The participation of the private sector is not a danger but a resource if well regulated. The parishes, foundations, economic actors of the third sector and the social works of the Aurorian Church have contributed to assistance in the territory for years: it is time to recognize and integrate this human and value heritage into a more flexible, modern and sustainable system. The State will remain the guarantor of the universality of social rights, but it does not necessarily have to be the only provider. With this reform, citizens will be able to count on a greater choice of services, better, faster and more personalized services.

The opposition did not take long to react to the announcement of the reform, firmly denouncing the line taken by the government. The secretary of the Democratic Socialist Party, Fabrizio Moccia, reconfirmed as leader of the party despite the electoral defeat, defined the guidelines as an ideological attempt to deconstruct the Istalian social model, built over years of reforms that have brought more equity and more rights.

The real objective is to open healthcare and assistance to the market, reducing the public sphere and progressively weakening the redistributive capacity of the State. Reducing bonuses and replacing them with a single family allowance may seem like a streamlining operation, but it will actually trigger a process of selectivity and history teaches us that where the State withdraws, inequalities increase. Universal welfare is not a cost, it is an investment in social cohesion and in the overall growth of the country. Over the last twenty years we have built networks that have guaranteed inclusion, protection and equal opportunities.

Rossella Moscardini, the new leader of the New Communists who replaced Armando Testa after the blow of the elections, instead takes a more radical and ideologically clear position:

Quote:This is not about correcting inefficiencies but about transforming citizens into customers and rights into paid services. We are talking about the risk that assistance becomes private assistance, a market where pathologies, poverty and hardships are treated like commodities. Selective measures based on income will create a two-speed society, in which the State no longer protects everyone and those who can afford it will be able to count on better services, further increasing inequalities. Furthermore, the mixing with religious entities threatens the secularity of the State and opens the way to an unacceptable drift. We will not allow access to rights to become optional and clientelistic and for the secularity of the state to be called into question. We will oppose this with all democratic means!

Giunio Government presents its reforms in Healthcare and Education

ROMULA - After the announcement on the welfare reform, the government led by Valeriano Giunio also presented the strategic lines for the reorganization of the National Health Service and for a new governance of the education system, marking a further key step in its project to modernize the public apparatus.

Regarding Healthcare, the government has charted the course for a mixed healthcare model, based on cooperation between the public and private sectors. The planned revision aims to rationalize the offer of public services, while strengthening the possibilities of access and participation of private actors. The objective, according to the Ministry of Health, is to guarantee greater efficiency, reducing waiting times and organizational rigidity, especially in the less served areas.

The new model will include stable agreements with accredited private facilities, the introduction of reward mechanisms for centers of excellence, as well as the possibility for patients to freely choose between public and private facilities without differences in reimbursements. In parallel, measures are announced to promote the development of the supplementary health insurance sector and to encourage the growth of private companies in the sectors of home care, rehabilitation, and services for the elderly and disabled.

Minister of Helth and Welfare, Marco Bellocchio, declared:

Quote:It is not about privatizing healthcare, but about building a plural ecosystem, where the State continues to guarantee fundamental rights, but is no longer the only player in the field. Foundations, the social works of the Church, cooperatives, social enterprises can offer value, quality and proximity to the citizen.

The government also assured that the National Health System will continue to be universalistic, but will be subject to performance and results criteria.

With regard to education, the government has announced a profound reform of the school system, with the aim of introducing greater autonomy and diversification of the educational offering.
The reform will allow private schools that offer primary or secondary education to receive public funding for each student, in proportion to the cost sustained by the State for public institutions. Among these, a significant place will be occupied by schools linked to the Aurorian Church, which will benefit from a total tax exemption starting from the next budget law, like other religious or charitable entities involved in the social and welfare sectors.

The conditions for access to public funding will still be strict: private schools with agreements will not be able to discriminate at the entrance, nor will they be able to impose entrance exams or additional contributions on families. They will be allowed to accept private donations, but will have to respect the quality standards imposed by the State.

In parallel, the government is working on a reform of regional and municipal competences in the school sector: the Municipalities will manage school buildings and the right to study for nursery, primary and lower secondary schools; the Regions, through provincial branches, will have competence for upper secondary schools. The State will instead maintain responsibility for general policies, educational standards and national objectives.

Quote:We want to guarantee more educational freedom to citizens but without lowering the level: each affiliated school will be subject to stringent controls. We want educational pluralism but within the framework of a strong public system.

The reform provides that funded private schools can also be for-profit, and a significant development of the sector is expected, with institutions that will offer alternative pedagogies, religious, international or special educational needs profiles (such as sensory disabilities), as well as high schools with excellent sports profiles. The government emphasizes that this will allow greater freedom of choice between different educational models, while maintaining quality and inclusiveness for all recognized institutions.

Although the final text of the reforms has not yet been approved, strong criticism is already expected from the opposition, in particular from the parties of the parliamentary left and from the trade unions and secular acronyms, criticisms are expected related to the risk of a progressive dismantling of education and public health, although the government has repeatedly reiterated that the system will remain universalistic. Detractors argue that the opening to the private sector could create unequal treatment, amplifying the gap between urban and peripheral areas, undermining substantial equality between citizens. However, the issue that risks inflaming the political debate the most will undoubtedly be that of the concessions to the Aurorian Church. Critical voices speak of a form of institutional privilege and a return to a "State-Church symbiosis" which, as the progressive front denounces, has already done enough damage in the not too distant past, transforming what for centuries has been a beacon of tolerance into a country with a bigoted and paternalistic legislature.

The government, however, appears determined to move forward and aims to defuse the critical front by reiterating that these upcoming measures are part of a coherent project of structural renewal, based on efficiency, freedom of choice and controlled inclusion.
