Xsampa
Fortier claims he won't run for a second term as BBP comes to an end; The end of an era or the start of a new one?

For better, or for worse, the competent, but eccentric Comrade Fortier has claimed to the press that he will not run for a second term. In the statement below, he confirmed that he felt his calling was only for one term and that he felt his calling was coming from the acting industry. What this means is that the first Independent to be elected in modern Xsampan history will not seek a second term, and the established political parties are already preparing to secure the Premiership. As the "Big Beautiful Plan" comes to an end, and the goal of "outspending the debt", it seems that these 5 years have been a unique, if not exciting era for Xsampan politics.

So, what has the Big Beautiful Plan sought to do? Well, it started out with the goal of reverse austerity. Instead of cutting social services like some bourgeois liberal, why not outproduce the debt? And so, phase 1 began with an audit across the economy to determine where labour and equipment is needed, and where investment is needed. Essentially getting the information of where investment and development is needed to ensure proper allocation. Phase 2, focused on investing, developing and ensuring prosperity. Reallocating workers, redistributing equipment, reviving the Xsampan Job Corps, modernizing and expanding the rail network. Essentially putting attention into industries, redistributing labour and equipment, and modernizing industries. Despite Fortiers eccentric nature of using an upside graph as proof of success, the BBP is likely to produce solid results. Even if they fall short of (admittedly low) expectations.

So, as the BBP wraps up, the big question on everyone's mind is, what next? Fortier brought a populist sense into politics and will leave an impact on politics for some time. Will the SLP prevail with moderate socialism? Or will the CPX return to power? It's hard to say, but so far, there is an air of excitement for February. It remains to be seen what happens next, but rather reluctantly, the General-Secretary of the CPX has thanked Comrade Fortier for his work and care in office.

Ecological People's Party prevails in elections; A Green Wave for Xsampa, a Green Wave for Socialism.

After an interesting past 5 years, elections have arrived last week, and it seems despite the fiasco with the DPP 10 years ago, Xsampans are ready to take another risk. Not with an independent this time, but the Ecological People's Party. Running on a strong progressive platform, optimism and highlighting unique campaign ideals, such as speeding up the Red-Green Revolution, Investing into Agriculture en masse, expanding Pan-Dovani cooperation, and expanding the national park system, Comrade Wangdue Jungne has been elected as Premier. Forming a coalition with the FLP, SD and CPX, the EPP has a mandate to govern for the next 5 years.

So, let's expand on what to expect. For starters, the Red-Green Revolution will be expanded drastically. While slow and steady has kept things stable, the Jungne Administration will look to expand the Red-Green Revolution, and fasttrack it's development. Furthermore, agricultural investments to make the Xsampan farmer worthy of respect abroad. While strawberries are a strong agricultural import, diversity is always good. Whether it be working with agricultural communes to ensure crops are grown, continue Comrade Fortiers limited "Vertical City Farming" Program, or simply expanding the agriculture industry to ensure agricultural sovereignty, we can expect rural development to be increased. Furthermore, with Sangtsa Dovani in the coalition, we can expect an increased focus on building up unity across the continent and the rest of Dovani. And as a cherry on top, investments into the national park system and recodifying environmental laws (similar to the Light Pollution Act of 5625). 

Comrade Jungne has preached a case of optimism and believing in a future, citing that her administration will achieve many great strides in development, both abroad and domestically. Whether that will be achieved or not, many ecology groups across the country are ecstatic, with the Green Youth for Xsampa being particularly supportive, loud, and proud of the EPP for its victory.

Xsampa condemns Seko; Warns of history repeating itself and urges Sekowan government to reconsider it's actions.

Alarming news has come from Seko in which "mega prisons" have not only begun construction, but has been authorized by the government of Seko. This is not only troubling for human rights, but also gravely concerning for the stability of Dovani. Rather quickly, the People's Committee of Foreign Affairs quickly released a statement for the press, condemning Seko and warning that history is repeating, and should it repeat, sanctions are not off the table. As a far-right government takes reigns in Seko, a total anthesis to what we have here in Xsampa, the question is less will they cooperate and more, what should we do to prepare for the inevitable as far-right regimes have historically shown a tendency to dig their heels in the sand.

Quote:It is recognized that each state reserves the right to govern itself autonomously, and with explicit sovereignty. However, that extends to the people of any nation. All nations in Terra have the duty, not just the goal, to focus on bettering the human condition, and empowering their citizens. Seko is not exempt from this. Xsampa is deeply worried about the announcement of mega prisons, and urges the Sekowan government to reconsider it's actions before harsher measures such as sanctions are enacted. History may repeat or rhyme, but for Seko, this has happened before and Xsampa urges Seko to avoid the mistakes of the past.

With the PCFA releasing a statement of condemnation, we urge solidary with all comrades in Seko who are also worried about this development. Whether they be socialist or liberal, anyone should be worried about mega prisons. This is a threat not only to human rights, but to democracy itself. We can only hope that the Sekowan proletariat can handle these troubling times, and that the Sekowan Government will do what is right for the people of Seko. Authoritarianism must not return to Seko. The spectre of neo-fascism must not return to Seko again, like it did 100 years ago. The last time such a thing happened, war occured. And no one wants, or needs, another war in Dovani.

Ecological People's Party and Sangtsa Dovani merge; Amidst this, PAX debates the Greater Dovani Unity Act.

After many months of speculation and rumours, it's been confirmed. The EPP and Sangtsa Dovani, ever since their joint campaigning in the 5650 campaign have decided to formally merge into one party. As of today, the Left-Green Dovani is the newest party in PAX. Looking to bring about a unique vision of Pan-Dovani Eco-Socialism, the LGD certainly is looking to rally the multicultural left around a single banner. Being the now third biggest party in PAZ, the Jungde Administration will certainly enjoy a honeymoon period from this merger as PAX begins debating ecological laws (such as the National Park Expansion and Regulations Act), agrarian laws (such as the National Farmers and Labour Relations Act)  and the controversial Greater Dovani Unity Act, which would see the establishment of an entire People's Committee dedicated to Pan-Dovanism, considerable investments into Pan-Dovani projects, and laying the framework for a potential Dovani Union. 

While Left-Green Dovani is adamant I'm passing the Greater Dovani Act, pundits expect it to be close as the Social Workers Party has been campaigning strongly against the Act, arguing that it can potentially sell out the Xsampan Proletariat, even if the act has good intentions. While they don't command a majority of seats, the CPX, the biggest party in PAX, and a coalition member has been split regarding the act, with some Assembly Members supporting the act, and others opposing. The FLP has pledged full support, but pundits expect it to not be enough unless concessions are provided to ensure CPX loyalty. Should the Greater Dovani Unity Act pass however, we could see the formation of the People's Committee of Continental Unity, which would be responsible for managing affairs such as the DCC and managing Pan-Dovani affairs. The Act would also see considerable investments on the table for strengthening Dovani Unity, such as a proposal for a Dovani Economic Community or even a Dovani Union. However, should the Act fail to pass, then it will be a considerable blow to political capital, and a major blow to the honeymoon period of the Jungde Administration, even with the merger. While it won't sink the administration as it enjoys popular support on broad ideas (such as agricultural sovereignty and environmentalism), it still wouldn't be ideal to lose a landmark bill.

Whatever the case, the times are changing. As Left-Green Dovani looks to inspire an Eco-Socialist Dovani movement, some question if the LGD is overplaying it's hand or not. It'll ultimately depend on the fate of the Greater Dovani Unity Act, which is expected to be voted on in March.

Xsampan News in Brief; GDUA Fails, new environmental laws passed, and efforts at defense modernizations.

Plenty of news to go over today, Comrades. Between the landmark Greater Dovani Unity Act failing, several new environmental laws being enacted and PAX approving defense modernizations, there is a lot to cover.

Greater Dovani Unity Act fails; 271-293.
-------------------------------
The landmark bill of the Jungde Administration, the Greater Dovani Unity Act has failed in a 271-293 vote. This is a blow to the Jungde Administration, but not a fatal one. The failure of the GDUA does not mean the death of Pan-Dovanism, but it does mean a different approach is needed. While Comrade Jungde is determined to ensure at least an economics union is created for Dovani, the question of the Dovani Union itself is to be put away for the time being. Whatever the case, the failure of the bill does mean considerable political capital has been spent. There still is enough capital, but big defeats like this are never good for administrations. Even if they aren't fatal. The Social Workers Party has emerged largely as the victor of this, with one Assembly Member, Nyandak Dorje having the following to say about the GDAU.

Quote: Don't get me wrong. It's a noble act. Xsampans want Pan-Dovanism. We want to share our prosperity with other nations who weren't lucky to get a REPAIR Fund. But my constituents didn't want the GDAU to pass. And I am a representative of them. Besides, I had concerns of my own. Say what you will about Comrade Fortier, but he did produce results. We should respect those results and cultivate it more. Not spend our cash willy nilly. I understand that we want to be like Lourenne and help Dovani. But we are not Lourenne. We are not as wealthy as they are. It breaks my heart that we can't spend every ounce of cash we have to help Dovani. But we can't help Dovani if we bankrupt ourselves. Disregarding Fortiers efforts with the Big Beautiful Plan only invites a repeat of what the DPP tried to pull.

New Environmental Laws passed; National Parks expanded, deadwood preservation, and sustainable packaging.

As expected of Left-Green Dovani, various environmental laws have been expected to be enacted as per campaign promises. Today, we can confidently say that the Jungde Administration has accomplished those goals. For starters, National Parks will be expanded, receive stronger funding, and have strengthened funding. But that's not all. The so called "Pollinator Act" (formally known as the Native Plant Priority and Care Act) was easily passed, mandating that all public landscaping must use only native (to the respective region) or pollinator friendly species for landscaping. Not only does it help the Beautification of Xsampa Act, but it saves water and helps support local ecosystems. The Pollinator Act also bans ornamental invasive species' and select non native shrubbery.

Another bill easily passed was the "Deadwood Preservation and Biodiversity Act", which prohibits the removal of deadwood in forests for any reason besides safety reasons. This is to ensure biodiversity is protected as various species of insects, fungi, birds and small animals use deadwood for homes. Alongside this, two bills in one. The "Rooftop Coexistence Act", and the "Clean Conscious Packaging Act". The RCA looks to ensure that birds, bees or even bats have a space to thrive in coexistence. All public buildings will be mandated to have nesting nooks integrated into rooftop designs. The goal of the RCA is to show that coexistence is a possibility, and to ensure biodiversity thrives in even cities. The CCPA on the other hand, mandates that all consumer goods produced in Xsampa are adequately labeled, and packaged with sustainability in mind.

PAX approves defense modernizations; Upgrades for the XDA?

It's been since the Red Bass War that the Xsampan Democratic Army saw much use. But one thing that has always been on the minds of everyone is, "how do we prevent another Bargas Chenpo?" Some say avoid war and embrace pacifism. Others say engage with the international community and ensure nuclear disarmament. But some have said the best offensive is a good defense. That is where missile defense comes into play. No Xsampan ever wants to experience the Bargas Chenpo ever again. And the best way to prevent it is with several ways. Missile defense will be one of them. After much debate, PAX has approved investments into missile defense. 

Unfortunately, Xsampa doesn't have much to work with. But this doesn't mean all is lost. It simply means we have to work harder for it. As such, PAX has approved the creation of the sub-committee, the Committee for Defensive Sovereignty, apart of the People's Committee of Revolutionary Defense. The CDS will be responsible for working with universities across the country on radar knowledge, missile knowledge, and the likes. Technicians will be invaluable. Once we know how to adequately maintain such a system, we can then work on actually creating the framework, such as radars and other anti missile defense measures.

Expanding support for the farmers; The beginnings of redefining agriculture in Xsampa.

As a socialist state, Xsampa has a commitment to improving the human condition of all proletarians. Urban or rural. However, one can't deny that while we strive to uphold this dream of improving the human condition as much as possible, it hasn't been a smooth process. Rural communes are far more at risk of neglect and decay. In rural communes, one of the biggest industries is farming. Of course, lumber, mining and textiles are strong industries but no nation can realistically survive without a strong agricultural base. As such, it's of little surprise that the Jungde Administration is looking to rectify this and ensure that agriculture isn't a depressing industry, and that agricultural sovereignty can be achieved.

For starters, it requires an expansion. No more can the industry be dominated by strawberries, wheat and rice. It must be diversified for a diverse industry is a healthy and strong one. For social enterprises and worker co-ops, they will be encouraged via grants to begin expanding crops. For state owned farms, they will be directed to diversify and expand crops in conjunction. The goal isn't to replace strawberries as an agricultural staple, but to de-concentrate the monopoly strawberries hold and ensure a diverse industry. Whether it be growing crops such as sorghum, barley and millet for their resilience. Alongside this, the encouragement of growing medicinal crops where applicable, and aromatic crops. Besides those specific crops, farms will be encouraged to grow what they can such as fruits and vegetables, should the local climate permit it.

But, to ensure these farms keep thriving and rural communities aren't left behind, infrastructure will be vital. Replacing old roads, establishing storage silos for agricultural communes, cold storage infrastructure, and food processing centres, both to encourage new jobs and reduce crop spoilage. 

But the second defining part of Xsampan agriculture is yaks. They are the pride and joy of our beloved land. But they hold a monopoly on the farming industry. This simply cannot be allowed. For starters, the People's Committee of Agricultural Management will enact new guidelines and regulations. For example, of course, Yak Sanctuaries and rotational pasture programs. Overgrazing not only hurts the environment, but it leads to less yields. Pragmatic and idealistic. As for diversification, a focus will be placed on sheeps, goats, ducks and poultry. These animals don't compete with yaks, and actually complement yaks. A win win. If possible, farms will be encouraged to cooperate with agriculture via permaculture systems. 

While the People's Committee of Agricultural Management continues to debate over whether to expand or just continue maintaining Comrade Fortiers "Urban Vertical Farms", these reforms are sure to be welcomed by many Xsampans.

Defense Modernizations continue on; Meanwhile PAX debates the possibility of full modernizations for the XDA.

Earlier in Comrade Jungne's administration, we saw PAX approve basic defense modernizations, with a special focus on missile defenses. Today, the Sub-Committee of Sovereign Defense has announced a new effort for establishing a basic missile defense network. And it starts with getting a single missile defense site established. And the first step to achieving that is radar towers. Basic? Sure. But they'll get the job done. Especially when we're starting from scratch. Without that, training and simulations can't occur. And if this project is viewed as a vanity project, public approval will remain sour and the project will be gutted.

As such, it has been announced by the SCSD that an undisclosed location within the Hanzen Shield Mountain Range will be the site of this first radar hub. Because there isn't much to work with, it'll be established with the basics. Modular buildings, basic radar testing platforms, and communication lines. The SCSD, in an effort to gain more public support has allowed the public to give the radar site a name. And in the never ending brilliance of the Xsampan people, Radar Face McRadar was chosen. As such, Radar Face McRadar-1 will be the basis for missile defense should it be successful. RFM-1 will allow for basic training, simulations, etc etc.

But how do we train if we can't understand how to operate such systems competently? We need radar technicians, we need signal processing analysts, we need maintenance technicians and we especially need communication specialists. That is where education steps up. The People's Committee of Revolutionary Defense will work with the People's Committee of Educational Liberation to work with universities across the country, especially engineering universities to recruit students, and encourage new engineers. For students in the Dbusgrong Canton, where RFM-1 is to be located, a crash course will be offered for the first 50-80 students for the duration of an entire academic year, for students who are willing, currently enrolled or interested in engineering. The program will also include hands on training at RFM-1, and because of the nature of the program, the People's Committee of Human Development has signaled that Social Contribution Credits will be doubled, with it being argued that while this isn't normal labour that can be monetarily compensated as per normal Tsokling guidelines, this is "unique circumstantial labour", which can qualify for SCC's. Bajoum State Airport has shown an interest in cooperating with the SCSD on establishing RFM-1, allowing the usage of older, albeit still competent, aviation radars as a basic framework. While it isn't military grade, it's a start and can gradually be turned into military grade on an industrial scale.

As this goes on, PAX has begun debating a bigger question; should the XDA outright be modernized? Proponents in PAX have argued that while Dovani is in peace, peace can only last if the sword and shield are strong enough. They point to other areas of the world in regards to where conflict may brew. Others have argued that the best way to protect the socialist experiment is by being defensive and ready. Opponents, on the other hand have argued that Dovani is in peace, and the XDA should be for self defense. They've argued that the military is a last resort, and that other means of defense are more viable. As PAX debates it, Assembly Member Woenang Dimont has drafted the "Democratic Defense and Modernizations Act", which if sent to the floor and passed, would allocate a budget boost for the XDA (more so, the People's Committee of Revolutionary Defense), and pave the way for military modernizations. The public meanwhile, has been equally split as PAX is, with this debate going beyond party lines. The question of defense continues to remain controversial in a post-Bargas Chenpo Xsampa.

In Xsampa, childcare is relatively good thanks to the Tsokling System ensuring strong paternal leave and strong childcare policies. But does this mean it's uniform in every city? Of course not. Dekyong, capital of the Mtshogram Canton is one city that is famous in Xsampa for its generous and strong policies in regards to starting a family and childcare. A strongly CPX aligned city, the Dekyong Local Committee has constantly been ranked highly by Xsampans for how good the city is, for starting a family and it's childcare policies. So, let's cover that, comrades!

While cars aren't exactly super common because of strong funding for public transportation, it doesn't mean the roads are always safe, even with walkable cities. In Dekyong however? The Local Committee has been very meticulous about traffic laws, with a focus on slowing down for safety and to enjoy the scenery. This means that traffic accidents are rare in Dekyong, while the city is walkable (as is most Xsampan cities), cars are still a necessity. Making sure that they are safe, both for Xsampans and drivers is a necessity. For example, schools in Dekyong are mandated to include a pedestrian zone during school hours to ensure no accidents. But the most well known thing Dekyong offers is it's well known "New Life Package", which is given to new parents of the city. The New Life Package contains wipes, clothes, diapers, formula, books and all the likes that are necessary for parents just starting to handle their child. The Dekyong Local Committee has worked hard with the People's Committee of Human Development to ensure that the New Life Package is viable for new Xsampan Parents. While so far, it remains exclusive to Dekyong, there are pushes to expand the program to other cities. The New Life Package has been immensely popular amongst Dekyong residents and parents for its simplicity, it's assistance and simply because it works so well. 

But comrade, you say to us, what makes Dekyong good for starting a family then? Well, to that we say this. Besides offering good childcare policies, Dekyong offers strong support for those who want to start a family. Dekyong remains one of the few cities to actively encourage parental classes to help prepare aspiring and soon to be parents on how to handle a child. The classes don't remove the stresses, but help make it easier and Dekyong encourages it via SCC offers. Alongside this, the Dekyong Local Committee has ensured that soon to be parents can enroll early with the Child Benefits Program offered by the Tsokling System, which prevents needing to enroll when the child is about to be born, or after the child is born.

Because of the efforts of the Dekyong Local Committee, Dekyong has developed a strong culture of mutual assistance (more than the average Xsampan), and community engagement in parenting. It isn't unexpected to see communal parenting in Dekyong. This are only a brief snippet of what Dekyong offers, but it isn't any surprise that the city remains well known for its generous childcare policies.

The Xsampan Democratic Army remains relatively controversial in Xsampa. There is no doubt, it is the sword and shield of the Xsampan Revolution, but it remains controversial because of the concept of militarism. It's no secret that the Bargas Chenpo brought about pacifist trends to Xsampa. After all, no one wants a war that leads to another nuclear detonation on Xsampan soil. And yet, the XDA is capable of not only preventing another Bargas Chenpo, but also ensuring that the Revolution is safeguarded against foreign threats. But how far can the XDA be funded? Too far and besides fiscal concerns, but it also risks triggering the security dilemma with our neighbours. Too little, and we risk another Red Bass War but with Xsampa being stream rolled. That is the question PAX faces, and today, PAX chose an answer. To modernize the XDA in a practical manner.

For starters, it's time to define what the goal of the XDA is. Or rather, redefine it. The goal is to defend the will of the proletariat, defend the socialist experiment, and defend the Xsampan Revolution. As per the ReStRi System, war is the last resort for any state, but it does not mean neglecting military solutions that are deemed necessary. The Democratic Army will be responsible for defending Xsampa from all foreign threats, and any threats to the Xsampan Revolution. 

Furthermore, the People's Committee of Revolutionary Defense will begin reviewing the XDA to determine what's in need of modernizing, upgrading, and what's outdated. Training methods, doctrines, technology. This review will focus on ensuring that the XDA, and all branches of it are capable. The People's Committee of Information has been specifically requested to cover this review at a later date.

And speaking of training, military academies. The RFM Initiative has shown the power of education when combined with military endeavors. That is why, the People's Committee of Revolutionary Defense will begin investing into the establishment of military academies across the country, especially in Metz-Leonid, Gramdkarpo, Namsöl, and Rindrak. Each military academy will be managed by the People's Committee of Revolutionary Defense, but work in cooperation with Local Committees to ensure proper allocation of funds, as well as ensure that these academies specialize in certain specialties, whether it be cyber defense, ground tactics, naval tactics, or radar. The People's Committee of Educational Liberation has also cooperated via offering fast tracked training programs for those with relevant educational pursuits such as engineers.

While this remains controversial because of domestic views over the military, it isn't too controversial as compared to a blanket budget increase. Xsampans, most of them at least will support this move, most likely. The ones that don't, can at the very least disagree but live with this because again, it isn't a blanket budget increase. But the public will be keeping a close eye on these developments and should public opinion sour, then it very much risks meeting an end. Whatever the case, similar to the Radar Face McRadar Initiative, it will have to produce tangible good results to last long.

Xsampan News in Brief; Public Transportation, More Green Laws and the start of another educational year.

We have a handful of story's to go into today Comrades, between public transportation reviews, new laws in PAX and education, so let's jump straight into it.

A review of public transportation; The heart of Xsampan urbanism.

For many cities, Public Transportation is a right. Well funded, accessible, and free (except to tourists and foreigners). Public Transportation is however, like many things about Xsampa, misunderstood by foreigners. So let's clear up the air.

For starters, Local Committee's are responsible for managing Public Transportation entirely, with funding and management handled by said Local Committee's. Whether it be metros, trams, or buses, they remain controlled and managed by Local Committee's. The only aspect of public transportation that remains firmly in the hands of the state is the Xsampan Rail Network, and all trains within the country as rail remains strictly in control of the state, being managed by the People's Committee of Infrastructure and Development, and it's respective Sub-Committees. Now, as we mentioned, it is well funded and accessible, oweing to progressive taxation nationwide, and accessible because of past active laws mandating accessibility for all Xsampans. The key note however, is that it is fully free for nationals only. The argument goes that it is Xsampans who pay for it and public transportation is not directly a necessity for foreigners. As such, tourists and foreigners do have to pay for usage of public transportation. This is largely accepted by many Xsampans as another way to increase tourist revenue.

The start of an educational year; Hurrah for students!

Every September comes the ever so joyful dread and anticipation of students across the country. The start of another educational year. This year is no different as schools across the country, from rural communes to Bajoum, and from primary education to technical colleges open their doors to students once again as the academic year begins. So, what does this mean? Students are learning via state institutions once again! 

Whether it be Metz-Leonid State University, Gramdkarpo Aquaculture State University, Lenakha State University or even non universities, it is always a joy to see students back in the classrooms learning once again after a summer of festivities. The People's Committee of Educational Liberation is sure to be busy this year. The PCEL has chosen to extend this academic year to early May instead of the normal late April, and besides jokes amongst students about organizing against it, has largely been accepted as it isn't the first time. The PCEL has, as we know from our childhoods, been responsible for increasing or decreasing academic years ever so slightly when the years start.

Green Laws pass PAX; More work from the Jungne Administration.

Comrade Jungne, as a member of Left-Green Dovani has obviously made ecological care a key point of her administration. Today has only reaffirmed that as new green laws have passed PAX easily. This time however, they are focused on urban green laws, with a focus on making sure that urban Xsampa is just as green as rural Xsampa. For example, solar panel hotspots. Everyone loves shade! And what doesn't love shade? Solar panels. So why not kill two reactionary birds with one revolutionary stone? Use solar panels for shade? This allows Xsampans to enjoy the cool shade and allows solar panels to take up the sun more easily. A win win, as it generates more green power for cities, and gives Xsampans some shade when the summers come and hit hard, especially in the South.
