Project "Polaris" started by the government to address the housing crisis in Nadiya, Zarvosopol and Petrograd begin topographical studies in order to build metro systems: time for urban planning
Petrograd, Kozaki. Ever since the end of the establishment of the end of the reconstruction efforts following the Great Liberation War, construction of housing units has steadily decreased across the isles. This trend continued even after the Unification of Nadiya which has led to major cities such as Zarvosopol, Petrograd, Zoetergraaf and Rodashyam to experience a housing crisis that affects the standard of living in Nadiya. As such, the government recently announced the start of project Polaris, or officially the Urban Planning and Development Initiative, the plan aims at building 200 thousand units social units yearly alongside renovating existing ones. The project will be carried out by the Commission for Housing, Urban Development, and Cities in order to both decrease rents and the price of houses but also help reduce homelessness, on top of that, rents will be frozen on private owned housing buildings while social houses will maintain the current rent stabilized the scheme they enjoy. In addition, the Commission for WARW has announced the start of topographical studies in order to build a metro system in both Zarvosopol and Petrograd alongside renovating the preexisting monorail system that has suprisingly lasted ever since its creation during the first Utopianist era more than 200 years ago. Both metro systems are expected to service 900 million people yearly with an average of 1,8 million for Zarvosopol, and 3,5 million for Petrograd.

Emergency at Syarokhna; Zablocki Administration cites blizzard as cause.

Earlier this morning, it was reported that the Snowstorm currently affecting the city of Syarokhna caused an incident at the Syarokhna Nuclear Power Plant. The Zablocki Administration was quick to respond to the incident, quickly coming with the narrative that there were no issues with the nuclear power plant and simply an emergency failure of power. Zablocki herself has reassured the public that emergency power has kept the nuclear power plant in good operating condition. She has urged citizens of Syarokhna to remain indoors and conserve energy as emergency services look to assist the workforce of the nuclear power plant in getting power back on, and returning home because of the distress caused by the snowstorm. Minister of Energy, Adelyayda Praškovič claimed that all nuclear power plants in Vrosnok are made to withstand high tolerance and that weather events like this are no cause for concern.
By 12:00, reports came in from Syarokhna General Hospital of individuals passing out, and vomiting. A doctor from SGH, Dr. Marya Paškievič was able to give the press some insight, stating that at least 14 patients had shown signs of acute radiation sickness.
"We didn't even know how to handle ARS. We thought it was carbon monoxide or a burst with the sewage line. Nothing like this", was the comment she gave to us.
It was not deemed to be a major issue until by 12:18, one individual, a survivalist reported extreme concern over their geiger counter spiking from snowfall. This quickly became a trend as others such as school teachers, reported the same, Syarokhna City Council was overwhelmed. At 12:21, local school teacher, Hienadz Konan uploaded a video showing his personal Geiger Counter spiking up to 0.7 microsieverts per hour, with comments flooding in, and pointing out that this was roughly six times higher than normal background radiation. The comments would continue speculating the suspicious causes as the caption of the video was simply, "Why is the snow making my Geiger Counter go insane?".
By 12:44, the Zablocki Administration would respond to the concerns, where in a nation wide address in Volosgrad, Zablocki confirmed the following with a statement.
Quote:We believe that the recent incident in Syarokhna may no longer have been relegated to just weather events. We have reason to believe that there has been partial containment failure at Syarokhna Nuclear Power Plant. Emergency Responders are addressing and handling the issue as we speak. Citizens in affected zones, especially those closer to the power plant are urged to shelter in place. Exposure to radiation may occur in specific localized areas. Emergency Responders will instruct you when you are free to leave and end the shelter in place.
Almost instantaneously, concerns skyrocketed over the possibility of a nuclear meltdown. Combined with the possibility of the snowstorm carrying radiation into major portions of Syarokhna, the public and the opposition have slammed the Zablocki Administration for not beginning evacuations. One spokesperson of the administration claimed that the incident was being contained and that there was no need to evacuate the city at the moment due to confidence in Emergency Responders and their ability to contain and resolve the issue. When further pressed, the spokesperson refused to further comment.

National state of emergency declared following a nuclear disaster in Syarokhna, Vrosnok's right to govern itself suspended temporarily as the NCDA is mobolized: the atomic plague

The Nadiyan confederation was recently shaken by the first ever nuclear disaster in the modern history of the isles, the news of the disaster were chaotic and confusing as both the local Syarokhna oblast and Vrosnokis administrations inadequately reacted to the disaster by trying to cover it up as much as possible. The Syarokhna Nuclear Power Plant itself was repeatedly flagged by the inspectors for the Commission of Energy and Nuclear Maintenance due to a lack of staff, equipment, and recent budget cuts from the Volosgrad government that made the plant a breeding ground for errors, mismanagements, and pressure to keep it running even tho it was showing clear signs of aging. This series of events and factors culminated when a snowstorm hit the Syarokhna oblast and paralyzed the local infrastructure while a routine inspection of the site was happening, but during a SCARM test the reactors aching infrastructure finally gave in and went into meltdown before eventually exploding and releasing radiation into the atmosphere. Given how local authorities failed to address the issue, the president of the presidential council, Hyon Jung, held a live televised address in which he declared the state of emergency nationwide alongside the suspension of Vrosnok's right to govern itself temporarily, meaning that all Vrosnokis matters will now be handled by the central government for a specified duration of time. Furthermore, he announced that the Nadiyan Cooperative Defensive Forces will be mobilized and that emergency manufacturing of hazmat suits will be ordered to help evacuate the zone and stop the spreading of radiation. Finally he advised Nadiyan citizens to quarantine themselves while the three houses of parliament will hold an emergency voting scession to determine the path forward concerning the disaster.

Zarvosopol, Kozaki. Today all three members of the Nadiyan parliament met today for an extraordinary scession concerning the ongoing Syarokhna crisis, just a day earlier the presidential council had declared the state of emergency nationwide alongside mobilizing the army. The first thing the 3 houses agreed upon was to approve of the council's state of emergency and the mobilization of the army by invoking article 31 of the constitution which allows the council or government to declare the state of emergency only if the nation is facing a natural, economical, or political catastrophe but the emergency can only be granted once the three houses of parliament vote on a 2/3 majority in favor of it. Shortly after they approved of the council's actions, the 3 houses also approved of Chief executive Konstantinovna's plan to suspend the constitution over the Syarokhna oblast and creating the Syarokhna Exclusion Zone under the control of the Commission for the Preservation of Nadiyan Safety & Dignity, the plan copies the same technics employed in the Solmogrod Viral Zone but takes it a step further by ending all form of civilian governance over the oblast unlike in Solmograd where its citizens are allowed to still participate in elections but under extreme supervision from the local scientific authorities. Furthermore, another controversial measure was passed which ordered the government to rogue on handling the disaster by granting the members of the CPNSD unlimited powers over the SEZ, rumors have already spread about a plan to wall off the Syarokhna oblast and end evacuation efforts if the situation keeps on deteriorating due to the snow storm in the area.

Konstantinovna accepts assistance from Valruzia and Istalia as she reassures that the nuclear grid is up to standards, evacuation continues as the army quarantines Syarokhna: accepting the landed hands

Zarvosopol, Kozaki. It has been only 8 days since the Syarokhna disaster and 6 days for the start of official government response, yet it is only now that the requests of entry for both Istalian and Valruzian personnels were finally approved by the government. The two nations were among the first to state their support to Nadiya and offer to send soldiers and scientists to help handle the crisis, Istalia in particular was the first to call Zarvosopol demanding more clarification and even managed to hijack the communications between Zarvosopol and Volosgrad on the day of the disaster, the latter was discovered by the Nadiyan secret services during a daily inspection of the lines between the different 6 capitals of Nadiya. Konstantinovna did summon then Istalian ambassador to Nadiya in which she scolded the Istalian government for spying on Nadiya but she let him off with a warning since she considered the reaction as realistic due to Zarvosopol only addressing the issue 2 days after it happened even tho satellites from around the world already caught the invent as it happened. Konstantinovna assured that the Nadiyan nuclear grid was up to date as each Republic was the one responsible for maintaining the reactors and the central government was only inspecting them, she also added that the Syarokhna case was an isolated one as the main cause for the disaster was years of budget cuts and understaffing due to the local's government focus on cutting the deficit. In addition to that, Snezana announced that the NCDF has announced the evacuation of more than 30 thousand people from the the oblast and their transfer to military hospitals for treatment, the army also announced that it will begin walling off the oblast alongside establishing 2 evacuation corridors allow for the remaining inhabitants to leave as the quarantine is established according to the orders of the CPNSD.

Syarokhna walled off and isolated by the military as they end all evacuation efforts & detonate all roads to the oblast, Vrosnokis sovereignty restored: a no man's land

Syarokhna, Vrosnok. After a month of the military being deployed to Syarokhna in order to help handling the crisis, they recently released a statement announcing the end of all evacuation efforts in Syarokhna alongside the indefinite quarantine of the zone with the completion of the 50m high concrete walls around the oblast. In addition, the military announced that all roads leading to Syarokhna have been either detonated or redirected to other oblasts as part of the efforts to enforce the SEZ following the construction of an iron dome around the exposed reactor to help prevent any radiation leak toward other parts of Vrosnok and Nadiya. The military's announcement was met with some uproar from civil society as they called it inhumane and unjustifiable as it is believed that thousands of people are still trapped within the SEZ and that the promised monthly airdrops of supplies won't be enough to cover the needs of the survivors. In other news, the presidential council has recently restored Vrosnok's sovereignty, officially ending the temporary period of direct rule from Zarvosopol, and they also announced that a criminal case will be opened against the incumbent administration on charges of neglect, murder, and endangerment of human lives.

Emergency Elections held as Zablocki is arrested; VdAV polling is sky high.

The Syarokhna Incident has been in the psyche of Vrosnok for several months now. With Zarvosopol ordering the arrest of Zablocki and the entire cabinet, emergency elections have been authorized. Suffice to say, this isn't an election but essentially a coronation as VdAV has been polling sky high as the PNA-HLS Coalition has hit the negatives in approval. It's hardly worth covering the campaign trail as it was dominated by calls for accountability, and reform. Former runner up and now President of the Republic, Raina Lojka was elected in a landslide. Lojka, a former architect, was quickly nominated and accepted by the wider public for her calls of institutional reform to prevent another incident, firm opposition to the nuclear industry, drastically expanding the cultural revival, and major infrastructure reforms all across Vrosnok. Due to winning in a landslide, the VdAV has no need to form a coalition, and can govern on their own.
As Zablocki's cabinet is sent to Zarvosopol to await trial for an assortment of crimes, public opinion has largely taken a firm negative on nuclear power. Which explains why Lojka was able to win so easily, or one of the factors as she's been a firm opponent of nuclear industry. With Confederal Elections next year, we can expect Vrosnoki to attach themselves firmly to anti nuclear candidates, and especially non conservative candidates. As VdAV looks to govern in Volosgrad once again, Lojka has the super majority to pass any piece of legislation in the Assembly. Whatever social liberal agenda she has. We can expect strong investments into cultural revival programs, infrastructure (and subsequently architecture) reforms and expansions (such as expanding public transportation, expanding highways, building up more service buildings, and expanding frozen water ports), institutional reforms to prevent another Syarokhna Incident, and strengthening ties with Zarvosopol further.
Lojka has gone so far as to call her agenda the Paliarnaja Zorka (Палярная зорка) program, looking to shake things up in Vrosnok drastically, expand cultural revival programs tenfold, and bring about a new hope for Vrosnok after the trouble that was the Syarokhna Incident. It remains to be seen how far the Paliarnaja Zorka will go, but there is confidence in VdAV. A mix of genuine affection for VdAV and sheer contempt for the PNA. Whatever the case, Lojka is certain that Vrosnok will shine, just like the North Star and shine brighter than ever before from the troubles Vrosnok has faced.

Parliarnaja Zorka begins with a focus on Infrastructure; Lojka pledges major infrastructure renewal.

The key aspect of the Parliarnaja Zorka, as well as Lojka's administration has been infrastructure. After all, the Architect President would invest heavily into infrastructure. Finally, after approval from the NCB for loans, Lojka has announced major infrastructure reforms to Vrosnok. From highways to ports, from hospitals to houses. She has pledged the Six Star Program, Housing, Safety, Transportation, Health, Beauty, and Joy. Arguing that the Six Star Program will be vital to the Parliarnaja Zorka, she has outlined several key aspects of infrastructure reform.
For starters, the Safety Ray. The Syarokhna Incident showed that no progress is possible if it isn't safe. No one will trust a major rail network if it isn't safe. No one will trust housing if it isn't safe. The Safety Ray focused on that. The newly created Ministry of Public Safety will be created, dedicated to ensuring every infrastructure project is as safe as it can be. They will be responsible for decommissioning unsafe infrastructure, such as nuclear power plants and be responsible for expanding disaster response systems. No expense can be spared in preventing another incident.
Further more, the second ray, Housing. Retrofitting programs will begin to create housing that is not only aesthetically pleasing, but unique and representative of the Krivian culture, fit with modern necessities such as heating, insulation and winter resistance. Furthermore, a public housing agenda, with the goal of creating affordable public housing for Vrosnoki across the country to reduce the reliance on apartments and finally, financial incentives to new families for purchasing their first homes. These homes aren't meant to be slabs of concrete so you don't sleep in the cold. They are meant to be your castle, your pride and joy, the pride and joy of your community.
Next, the third ray, transportation. The Vrosnoki Rail Network is vital, but it can always be expanded. Sure, infrastructure has the benefit of connecting logistics and helping the economy, but the Parliarnaja Zorka is more than that. It's uplifting the very soul of Vrosnok. For starters, the Vrosnoki Rail Network will be expanded across the country, looking to ensure every major city in every oblast is connected. Like a delicate spiders web, the VRN will be responsible for ensuring that Vrosnok is interconnected and thriving. But rails don't solve everything. Vrosnok has the blessing and the curse of being an Arctic nation. Which means frozen ports almost year round. Suffice to say, ice breakers are vital. As such, modernizations to frozen ports. Year round trade will be vital, not just for the economy of Vrosnok but the Confederal economy. Finally, one more aspect of transportation. Physical. Sure, no one's going to walk much given how cold Vrosnok is. But we can't fault anyone for trying. While it would be questionable to say the least, to push for full walkable cities (especially as that would be stretching the loans and budget), it doesn't mean we can make transport corridors. Stations with plazas, cultural spaces, even green spaces.
The fourth ray, Health. The first step of this is replacing old hospitals and modernizing them with modern equipment. This will have the benefit of boosting service quality, and encouraging more Vrosnoki citizens to become doctors and join the medical field. Every city, every town, every village must have some healthcare facility. Hospitals, clinics, whatever, it must be in every village. Training programs will be drastically expanded as well, to ensure doctors are capable of handling what they can. Furthermore, mobile health units.
Next, the fifth ray, Beauty. As expected of the Architect President, Lojka has focused heavily on ensuring cities aren't concrete jungles that are an eyesore. For starters, national competitions for civic architecture. This will involve the public and ensure cities and towns are places of beauty and joy. Furthermore, the encouragement of signature styles in new construction, and turning all construction projects into works of art. Every bridge, every highway, it won't just be a boring road, but it'll be meaningful. No matter what, these modernizations will ensure aesthetic quality.
The sixth and final ray, Joy. Joy is vital to any nation, especially to a nation reviving its own culture. As such, community centres, theatres, libraries and even open air concerts promoting the Krivian culture will be directly subsidized by the state. Public parks will be designed with a focus on creating community, not just green spaces. Encourage festivals, gatherings, markets, places of culture and connection. Finally, ensuring it's fair. Cities like Snihovsk or Volosgrad shouldn't benefit exclusively. Every town should.
Just as a star shines brightly with its days , every ray of Vrosnok must shine just as bright as the star itself. The Parliarnaja Zorka will take time. Especially it's infrastructure portion. But in the meantime, that means a focus on culture or other reforms. The Architect President will make sure that Vrosnoki buildings aren't just slabs of concrete, but places of culture.

Nadiyan debt reduced to 34% of GDP by 5662 as the NCB announces an improvement of Nadiya's credit rating, the government finally authorized to have a deficit: the Nadiyan exception

Everyone in Nadiya especially within its financial and political classes were eagerly awaiting the central banks economic report and forecast for the 61-62 period as it would détermine the nation's future and whether or not the decade of hard austerity worked. The Nadiyan central bank held a conference in Petrograd in which its governor, Evelina Maximovna announced that the Nadiyan debt to GDP ratio is expected to collapse and represent only 32% of GDP by 5662 in accordance with the projections of the bank in the 5657 report, this means that the Nadiyan economy can finally let a sigh of relief knowing that the historically high 135% has been nearly paid off with the nation even becoming Terra's example of the success that is radically reforming archaic financial institutions alongside empowering a historically weak currency into one renowned for its strength and stability in the face of disasters such as the Syarokhna catastrophe or the recent rise of the far right in the confederation. Kozaki premier, Yaryna Livytska, in an interview for the national public broadcaster, KNM, said that her government is looking into possible actions to tackle the currently high unemployment in the country, after months of a hardline pro-austerity position from the confederal Nadiyan government. According to Livytska, the most recent announcement from the Nadiyan Central Bank on the reduction of the debt and the possibility for the government to have a deficit budget eases the work and expands the possibilities, but the options are still rather limited.
"Currently, the most obvious option for us is to invest in the job market, create the best environment for private enterprises or corporations to come to our republic, and do business here, creating those very same jobs. And we are currently doing just that, we have a tax reform coming ahead, lower taxes and less regulated and oppressive government machina", said the Prime Minister. "And at the same time, we have other major projects, in cooperation with the Nadiyan central government, like Project Polaris, as well as the Zarvosopol Metro, that can and are already creating hundreds of workplaces for people of all ages and genders to participate in".
Litytska says that the Kozaki government is currently working with the economists and other experts on the creation of a social programme to support jobseekers, as well as lay the foundation for a strategy to tackle youth unemployment too, as the rising amount of population and children in the republic, could very well become a problem in the future, so government's proposal here is to play a long game, and begin addressing the issue as of right now. "With the limited amount of finance we can afford to use without going too deep into deficit, we still wish to support both those who look for a job, and those who find people for a job", the premier said. Livytska says that her government is basically "scouting" all possible funds and businesses that are ready to cooperate with the republican government and tackle the issue together, as the rising unemployement is a problem that affects the whole nation, especially the private sector.
