TEREBBIA - Salvo Picone, one of the most well-known and respected investigative journalists in the country, was killed last night in a brutal attack, fifty meters from the entrance to the editorial offices of the "Il Mattino di Terebbìa", the newspaper for which he had worked for over twenty years and that few years ago was already targeted by a car bombing, which fortunately didn't caused casualities. 
Salvo Picone was opening his car, parked nearby, when two motorcycles stopped in front of him. Four men, two for each vehicle, dressed in dark clothes and with their faces covered. The passengers pulled out machine guns and opened fire on Picone who died instantly. The killers then took off again, disappearing into the night.

The images from a surveillance camera of an adjacent bank captured the scene, a spine-chilling video, now being examined by the Judiciary, which immediately opened an investigation for aggravated homicide against unknowns. The investigators, a few hours after the attack, however, seem to have no doubts: it would be an execution commissioned by the Ndragatìa, the organized crime of the North of the Peninsula, already under the spotlight of the investigations carried out by Picone himself.

The journalist, in fact, had become a renowned figure in Istalian investigative journalism in recent years. With his articles, he had brought to light illicit trafficking, money laundering, economic infiltration and dangerous links between business, politics and transnational ramifications, in particular between Istalia, Solentia and Dovani continent.

According to sources from the Prosecutor's Office, the Ndragatìa has expanded its network in a capillary manner over time, in particular during the institutional crisis that followed the end of the Seventh Republic and then in the era of the Socialist Republic and the chaos generated by the conflicts between this and the last century, from which it gained enormously.

The Minister of Internal Affairs and Public Security, Rosina Pantaleoni (PNC), defined the murder as "an act of extreme gravity, a frontal attack on the State and on freedom of the press". She assured that the Government "will not remain silent" and that "all necessary measures will be taken to counter this threat".

But the Minister's words have not calmed the controversy. The editorial staff of Il Mattino di Terebbìa, deeply shocked by the loss of their colleague and friend, published a joint editorial this morning denouncing "the hypocrisy of institutional reactions" and calling for "concrete facts, not rhetoric! We need resources, strategies, new laws and protection for those who fight the mafia with pen or toga", the article reads.

The opposition too made its voice heard. It called for the immediate opening of a debate in Congress and the establishment of a Special Anti-Mafia Commission. "Picone was left alone" declared a member of the National Liberals "and today we find ourselves mourning him. This cannot happen again".

The majority reacted harshly to these critics, and from their benches, the Democratic Socialists responded by accusing the opposition of hypocrisy and opportunism:

Quote:In fifteen years of government they have not lifted a finger a gainst the Ndragatìa! Never happened also after the Events of Torre d''o Sulento, and today they are shedding crocodile tears.

Beyond the controversy, one fact seems irrefutable: organized crime is no longer afraid to act in the city center, under the cameras, and now strikes with the coldness of those who feel unpunished. No longer just intimidation and threats, but cold-blooded murders.

While the editorial staff of Il Mattino is united in grief and prepares a silent march in his memory, the wait grows to understand if this time politics will be up to the task. And if, beyond words, it will be capable of taking up the baton of those who sacrificed their lives to tell the truth.

ROMULA - The murder of journalist Salvo Picone, a symbolic figure in the civil struggle against the Ndragatìa, has shocked the country and forced institutions to respond immediately. Amidst national mourning, the Government has launched an emergency security package and confirmed its full support for the Anti-Mafia Commission, established by Congress last week and tasked with developing broader structural measures.

The State Council has approved a series of measures that will take effect within a few weeks:

Strengthened patrols and an extraordinary state of alert: increased police and security units in the areas considered most vulnerable, with mobile reinforcements sent from the main cities.

Strengthened the Police investigative division against organized crime: immediate increase in resources and staffing, with the granting of emergency powers of action and investigation.

Immediate protection for at-risk individuals: rapid assignment of security guards to journalists, magistrates, and businessmen under threat.

Extraordinary deployment of Armed Forces personnel: deployed to support the Police, with priority given to units of the Military Gendarmerie Corps. The military will have limited powers: they will be able to carry out roadside checks, especially in large-scale screening and patrol operations, always under the direction of the police force and obliged to refer to the latter any case requiring judicial intervention.

Regarding the Armed Forces, however, the Government has already prepared a measure of historic significance: the decree reestablishing the Imperial Gendarmerie as the Fourth Arm of the State’s Armed Forces and other main police force in Istalia, with full judicial powers and a widespread network of local offices, as it has been in Istalia for centuries. This measure will require more time to implement, but it demonstrates the political will to restore the State's constant presence in every municipality.

Minister Secretary of State Moccia clarified that the emergency measures "are an immediate signal of the State's presence", but that the battle requires deeper political commitment, which will be addressed through the Anti-Mafia Commission.

As part of parliamentary proceedings, some of the proposals that the Commission will be called upon to discuss and finalize have already been circulated:
  • Rapid dissolution of infiltrated municipal councils with extraordinary procedures and immediate appointments of commissioners.
  • Strengthening protection programs for journalists, witnesses, and magistrates.
  • New financial tracking tools to identify and block suspicious flows of money.
  • Seizure and social reuse of confiscated assets for the benefit of local authorities, cooperatives, and associations.
  • Extraordinary oversight of public procurement with centralized audits to prevent mafia infiltration.
  • National anti-racketeering hotline, a single, toll-free number available to citizens and entrepreneurs to report intimidation and extortion.

The Commission's work promises to be long and complex, but, sources within the ruling party emphasize, "it will be the heart of the strategy to combat organized crime in the coming years".

Vigils and demonstrations organized in memory of Salvo Picone have drawn thousands of people in all major cities. Civil society and the media are demanding concrete responses from the State.

Minister Secretary Moccia reiterated this morning to the press:

Quote:The 'Ndragatìa has raised the level of conflict, but the State will react with firmness and unity. Our commitment, the willingness of political forces to work together, and the reestablishment of the Imperial Gendarmerie symbolize the return of legality to every corner of the country.

The message the government intends to convey is clear: no Istalian citizen will be left alone in the face of organized crime.

Green light for the industrial hemp law, but the cannabis front opens

ROMULA - The Congress has definitively approved the law regulating the cultivation and production of industrial hemp, supported by the governing majority and the external vote of a large number of parliamentarians from Democracy & Freedom and a significant representation of the National Liberal Party. The measure, long-awaited by the agricultural and manufacturing sectors, aims to regulate a sector with significant economic benefits in terms of textile supply chains, green building, and the sustainable production of innovative materials.

The law, however, limited its scope exclusively to industrial hemp, excluding any reference to the recreational use of cannabis. On this point, the Party of New Communists maintained a clear line, successfully blocking any mediation attempts made by the rest of the majority. The Greens, the main promoters of the broader proposal, have therefore accepted the compromise, although they achieved to make accept to the New Communists the creation of a "National Center for Research on Cannabis Therapeutic Use", which will have to produce data and carry out experimental crops to define a possible national policy on the matter.
On the side of the recreational use, however, the Greens declared that this political battle "is not over".

In an unexpected turn of events, the Greens have found common ground with D&L, creating an advocacy group to launch a common campaign for cannabis legalization. This front, which unites very different political minds, is gaining support not only from civil society but also from certain business circles, attracted by the market prospects of a sector that, during the First Empire, had already enjoyed success, such as the historic company "Ananda".

The issue thus promises to become one of the next points of contention in Istalian political life, which could become a infra-majority matter of confrontation at the next elections.

The Emperor signs the law: the Imperial Gendarmerie returns to be the Fourth Armed Force of the State
After the confirmation by part of the Congress, the Corps returns to be an autonomous military and police force, between national security needs and internal pressures within the Army

ROMULA - With the solemn signature affixed today by Emperor Alessandro V, the government law that establishes the full institutional autonomy of the Imperial Gendarmerie Corps was officially promulgated, restoring its rank as the Fourth Armed Force of the State.

The measure, adopted as emergency measure by the Government March, has been confirmed by the Parliament and marks the return of the Gendarmerie to a prominent position in the framework of national defense, after decades in which it had been reabsorbed within the Army, of which it was considered the First Force during the period of the Socialist Republic.

The Minister of Defense, Air Brigade General Amilcare Tanzi, illustrated the scope of the reform, specifying that:

Quote:The National Gendarmerie will once again find an autonomous position within the Ministry of Defense, with the rank of Armed Force and military police force with general competence.

The new configuration will restore full hierarchical autonomy to the Corps within the Ministry of Defense, while maintaining a functional dependence on the Ministry of the Interior and other ministries, according to the operational activities assigned. The tasks envisaged are multiple and articulated:
  • Military defense of the territory;
  • Military police, with exclusive jurisdiction over the other Armed Forces;
  • Military security and counter-espionage;
  • Military judicial police;
  • Public security and judicial police, with public order and territorial protection functions;
  • Escort service for the Crown, as the Imperial Guard remains an internal division of the Gendarmerie, as well as for the State institutions and the Judiciary;
  • Border control and road control on periferic and ordinary roads.

The decision comes at a time of growing tension on the national security front, with the increase in the activity of criminal organizations and the increasingly felt need for an efficient, militarized police force with a widespread presence throughout the territory. And precisely in conjunction with the return to autonomy, the Anti-Mafia Investigation Department (RIA) was recreated inside the Gendarmerie, and also restructured and expanded, in order to become one of the main resources of the State in the fight against the Ndragatìa.

The reform also takes on a significant political value given the peculiar institutional system of Istalia providing for the partecipation of the Armed Forces. Until now, in fact, members of the Imperial Gendarmerie participated in the elections of military representatives by voting jointly with the rest of the Army, without a distinction between the different bodies. The methods of selection and designation of candidates within the military sector, determined by specific rules and influenced by internal dynamics and power relations between the bodies, have led to an unbalanced parliamentary representation, with a clear prevalence of officers from the traditional Arms of the Army, to the detriment of the Gendarmerie.

With the recognition of the autonomy of the Gendarmerie as an Armed Force in its own right, members of the Corps will now vote exclusively for representatives within their own Force, thus ensuring a more direct, informed and participatory voice in institutional venues. And given that the Gendarmerie is expected to came back to be the Armed Force with more effectives, the Gendarmerie will be the most represented into the Congress. A reform, therefore, that strengthens not only operational efficiency, but also the balance and plurality of military representation in Parliament.

And it was the Emperor himself, in his speech on the occasion of the promulgation of the law, who underlined this last aspect of the reform:

Quote:With today's signature, not only is the institutional dignity and operational function of the Imperial Gendarmerie recognized as the Fourth Armed Force of the State, but the profound pact between the Nation and one of its Corps closest to the people is also renewed.

The Gendarmerie for centuries was present every day in our streets, in our communities, on our borders. It was in direct contact with citizens, interpreter and guarantor of daily security. For this reason, its autonomy is not only an act of military reorganization, but a gesture of trust towards a Force that will come back to be an integral part of the civil fabric of the country.

In our institutional system that sees the participation of the Armed Forces in the democratic life of the country, it is significant that from today the members of the Gendarmerie will exclusively elect their representatives from among the ranks of their own Force. It is my hope, and my belief, that these parliamentarians will be able to bring to the Congress a more aware, attentive and participatory voice of the needs of a Corps so integrated in the society, and, above all, of the challenges that await our Istalia.

I'm sure that thanks to these features, the Gendarmerie will come back to be a pivotal tool in fighting the organized crime, in contrasting on the territory, even the most remote spot, the expansion of the ramifacations of this disease that came back to plague our country.

To all the gendarmes in service and to those who will come, I extend my most sincere wishes and my appreciation for the duty that they continue to perform, in the name of the law, security and the Fatherland.

With the reform promulgated today, a long cycle that began with the loss of autonomy more than a century ago symbolically closes, restoring to the Corps not only a central role in the Defense of the Imperial State, but also a fully recognized and strengthened institutional identity.

Elections 5668: Moccia reconfirmed with a supermajority
With a success that rivals not only the governments of the Imperial State but much of Istalia’s history, the Moccia government has been overwhelmingly endorsed by the Istalians: with more than three-quarters of Congress, the PSD leader is proposing the constitutionalization of new universal rights, the completion of the major economic and fiscal reform, the continuation of the fight against the mafia, and the transformation of Istalia into a model of innovation at the international level

ROMULA - Istalians were called to the polls again to renew the National Congress, and while the center-left's victory and reconfirmation of the government was expected, it was a great surprise to see the Alliance of Change coalition win and surpass three-quarters of the parliament.

The PSD and the Greens were the most rewarded by the Istalians (193 and 86 respectively), the Greens hitting a new record, while the PCN's gains were minimal (49 seats, just one more than the last legislature). The signs of this crisis have been brewing for months, starting with the hemp debate, which the Greens apparently won. They already have a bill ready, allowing them to assert their positions from a much stronger position.

In opposition, all parties suffered sharp declines, with the PRL, having disappeared from parliament, announcing its dissolution. D&L gained just 4 seats, PNL stopped at 108, while even UOD, which had more or less held its own in the last election, stalled at just 35 seats.

Moccia, speaking last night from the PSD headquarters as soon as the results were clear enough to declare his victory, declared that this is an opportunity to intervene and, if necessary, improve upon the work of the founding fathers of the Imperial State to ensure the creation of a truly fair, tolerant, and inclusive state. Moccia intends to follow Valruzia's example, which years ago included fundamental rights in the constitution to guarantee a fair and just society, including rights for women and minorities. The numbers in parliament are there, and with the opposition at an all-time low, the process is expected to be swift.

On the economic front, the government will continue with its plans to implement long-term measures for the economic transition begun in the previous legislature and thus conclude the process that has already seen the introduction of short- and medium-term measures. The measures envisaged include a labor market reform, investments in large strategic infrastructure, general integrated digitalization, a consolidated green transition, and new research and innovation hubs.

Another area the government will focus on is the fight against organized crime: measures already adopted will be complemented by new tools to combat and repress this phenomenon, which costs the country billions of lire annually, as well as deaths and the disintegration of the social fabric. The Minister Secretary of State has already announced that the government will establish the day of Salvo Picone's death as the "National Day of the Fight against the Mafia", to continue honoring the memory of the renowned journalist and continually raise national awareness of this serious issue. Awareness programs will also be launched nationwide, especially in schools, where, the Minister Secretary stated, we must spread the culture of legality and justice among the younger generations.

With internal reinforcement, Moccia has declared that he will also work vigorously internationally to establish Istalia as a model of prosperity and social justice, dismantling numerous paradigms of capitalism and demonstrating that an alternative path that unites many different souls and experiences is possible.

ROMULA - Strengthened by the legitimacy confirmed by the vote, the second Moccia Government has presented long-term measures to consolidate the fiscal and industrial reforms already underway. The goal is to strengthen the economic fabric, create employment stability, and make Istalia a competitive and sustainable hub internationally.

According to the Minister of Economy, the plan "does not simply correct the present, but lays the foundations for the next generation" aiming to integrate growth, the environment, and technology into a long-term development model.

Main Long-Term Initiatives

1. Comprehensive Labor Market Reform
  • New protection tools for precarious and self-employed workers, integrated with the existing guaranteed income. The objective is to almost erase precarious jobs in favor of stable situations in order to improve the quality of life of these workers.
  • Introduction of a strengthened collective bargaining system, with the National Council for Economy, Labor, and Social Affairs (CNELAS) confirmed as a liaison body between unions, businesses, and institutions.
  • Stable monitoring of employment trends and periodic review of minimum wage levels.

2. National "Istalia Digitale" Plan
  • Creation of a unified digital infrastructure, integrating all public and private services into an interoperable national platform, representing the next step in the already launched "ImpresaSemplice" platform.
  • Massive investments in cybersecurity and a sovereign cloud to protect strategic data.
  • Expansion of 5G/6G coverage and universal broadband access for citizens and businesses.

3. Major infrastructure and green logistics
  • Strengthening of high-speed rail networks for freight and passengers.
  • Port modernization and dock electrification plan.
  • Creation of energy corridors for the import and export of green energy (hydrogen, offshore wind, biomethane).

4. Consolidation of the environmental transition
  • Extension of the Great Industrial Conversion Program, already launched in the first term, to previously excluded sectors such as heavy chemicals and the automotive industry.
  • Construction of new offshore wind farms, national environmental sanctuaries, and advanced regulations for sustainable fishing, the latter an issue the government has discussed extensively with industry stakeholders and which, according to some rumors, has delayed the approval of these measures until the government's second term in order to find a solution with the involved categories.

Furthermore, the Istalian sovereign wealth fund will see significant resources dedicated to promoting and supporting the green economy and financing startups and SMEs committed to climate neutrality.

5. Research and innovation hubs
  • Creation of new thematic hubs of excellence in biotechnology, artificial intelligence, and medical technologies.
  • Incentives to attract talent and researchers from abroad, with "brain-training" programs.

The Government also intends to promote innovative ways of directly involving citizens and communities in production and decision-making processes. Tax and financial incentives are provided for the creation or conversion of businesses into worker cooperatives, especially in sectors undergoing industrial reconversion. At the same time, participation channels will be opened for local, provincial, and regional communities, who will be able to express themselves and contribute to the definition of strategic projects with a strong territorial impact, particularly in the energy, environmental, and infrastructure sectors. The Government will also promote new community participation tools, such as local investment funds and digital cooperative platforms, aimed at strengthening economic co-responsibility and ensuring that the benefits of development are shared with the communities themselves.

The opposition, as with previous measures presented and subsequently adopted, gave the new package a cold reception.

The PNL described it as "an impressive vision, but one with unsustainable costs and based on a dirigisme that risks stifling private initiative".

The criticism from Democracy & Liberty was more severe, accusing the government of wanting to "build a centralized corporate state, incapable of reducing the tax burden that suffocates families and businesses".

The UOD, while expressing doubts about the sustainability of public spending, emphasized that "enhancement of workers rights and conditions, strengthening digitalization and research centers is positive, provided it does not turn into a closed and self-referential system".

From the business community, FederIndustria expressed appreciation for the "Istalia Digitale" plan and the energy corridors, but warned:

Quote:The risk is that major infrastructure projects and innovation hubs will remain projects on paper without concrete support for SMEs, which are the true productive heart of the country.

With the launch of the long-term plan, the three-phase strategy initiated by the First Moccia Government comes full circle, summarized below:

Immediate measures (Moccia Government I): fiscal digitalization, stability clauses for investments, tax credits for R&D, relaunch of CNELAS, and the international "Brand Istalia" campaign.

Medium-term measures (Moccia Government I): structural incentives, public-private fund, support for cooperatives and the social economy, training and human capital, single "ImpresaSemplice" portal.

Long-term measures (Moccia Government II): labor market reform, major infrastructure projects, general integrated digitalization, consolidated green transition, research and innovation hubs.

The government's overall objectives are therefore:
  • fair redistribution without sacrificing competitiveness;
  • attracting long-term productive investments;
  • driving the green and digital transition;
  • strengthening stable employment and technological innovation;
  • making Istalia a model of sustainable development.

ROMULA - After years of rumors, wild speculation, and more or less plausible gossip, it seems that the heart of Imperial Grand Princess of the Crown Eleonora (26) has finally found a safe haven. Not in the ranks of the Armed Forces, as repeatedly insinuated by gossip columns, which had also easily confirmed her brief, now past, relationship with Navy Lieutenant Federico Scarpelli, but in the academic corridors of the Enrico Bergson University of Romula.

The new protagonist of the imperial fairytale is Marco Balestrieri (29), an assistant professor of Political Science about to be confirmed as full professor and with already some interesting papers and studies published. Originally from Capranica Saliana, a hilltop village in the province of Romula, Balestrieri comes from a respected family: his mother is a notary and his father is a landowner. No uniform, no noble coat of arms, but a brilliant CV and a profile that immediately caught the attention of court observers.

The first rumors date back over a year, when prying photographers captured the Princess and the professor during a coffee break near the university. At the time, it was said they were simply study meetings: Eleonora was attending a postgraduate course in International Relations, where Balestrieri was a teaching assistant. But gradually, the clues took on the color of familiarity: dinners in small restaurants in the historic center, evening strolls along the gardens of Villa Sironi-Talliani, and even a weekend "accidentally" shared on the Colsamian Coast (Provice of Neapulia).

The step from rumor to official confirmation came in grand style last month, during the private reception for Empress Melissa's birthday. All eyes were on Eleonora, who appeared alongside Marco, in a sober but impeccable tuxedo, welcomed without hesitation according to imperial protocol. The couple attended the gala dinner seated next to close family members, a signal that leaves little room for doubt: Balestrieri is no longer a "friend", but the Grand Princess's officially recognized companion.

The news sent the press and social media into a frenzy: while some praised Eleonora's "modern", non-aristocratic choice, others were more traditionalists who dreamed of a "State" union for her. But the young Princess, always attentive to paths of independence and authenticity, seems to have found in the assistant professor a connection that no dynastic calculation could have predicted.

ROMULA - The Second Moccia Government, building on the overwhelming majority it won in the last elections, as promised when it took office, has presented its proposed constitutional reform. This is not a technical intervention, but a project destined to profoundly impact the country's political and social life, addressing key issues such as equal rights, marriage and adoption, and even the protection of abortion. As announced by Minister Secretary of State Fabrizio Moccia, the project aims to make Istalia:

Quote:A beacon of freedom, equality, and tolerance, where every citizen is truly equal before the law, in rights and duties, without any discrimination.

In the details, the reform will introduce in Constitution the emendaments to:
  • Articles 6, 19, and 31
These three articles, which govern the principles of equality, civil rights, and participation, will be amended with the addition to the anti-discrimination formula of (in bold text):

Quote:[…]without distinction/discrimination of sex, sexual orientation, gender identity, race, language […]

This is a landmark step, introducing into the Constitution an explicit prohibition on discrimination based on sexual orientation and gender identity.
  • Article 26: Marriage and Adoptions
The right to marry will be really granted to all citizens, with adding the same specification added in the previous articles (in bold text):

Quote:Every citizen has the right to marry and to found a family without discrimination based on sex, sexual orientation, and gender identity,[...].

Alongside this provision, a new paragraph will be inserted dedicated to the right to adoption:

Quote:The right to adoption is recognized to every citizen and to every family unit, without discrimination based on sex, sexual orientation, or gender identity, and shall be regulated by law in its forms and procedures.
  • Article 38: Military and Civil Service
The reform will also affect Article 38 of the Constitution, which regulates military and national civil service as pillars of civic responsibility and a prerequisite for political participation. The following wording will be added to the existing text:

Quote:Every citizen has the right to undertake military service or an equivalent national civil service, without discrimination based on sex, sexual orientation, gender identity, race, language, religion, political opinion, ethnic origin, or personal and social conditions.

This will ensure that access to the service, and therefore to political rights, cannot be limited by any form of discrimination. This provision is particularly relevant for transgender people, who were already eligible for military service under an ordinary law passed by the previous Moccia government and are now finally protected by the Constitution.
  • Article 29: adding the right of abortion
Finally, and for the first time in the country's history, the Constitution will also recognize the right to voluntary termination of pregnancy. To include explicit protection for the right to voluntary termination of pregnancy, the reform addresses Article 29, which deals with the right to health. The new text will read:

Quote:Every citizen has the right to health, understood as a state of physical, mental, and social well-being, with universal, equitable, and inclusive access to healthcare. Every woman has the right to voluntary termination of pregnancy, with full freedom of autonomous decision, under the conditions and procedures established by law. No one can be forced to undergo a specific medical treatment unless required by law. The law may under no circumstances violate the limits imposed by respect for the human person.

Reactions were swift. The Hosian Democratic Union and the more conservative wing of the National Liberal Party accused the majority of proceeding without consulting the opposition, social, and civil rights groups. In their view, such kind of constitutional reform would have required broader consensus. It is therefore a reform driven exclusively by ideological motivations, an imposition that comes without any consideration for the equally large segment of the population that would have more than enough to complain about. According to opponents, the new provisions represent "an attack on freedom of conscience", particularly that of public employees who will be required to enforce the new rules.

However, the harshest criticism has focused on the changes regarding adoption and abortion. They denounced the opening of adoption to all types of families as:

Similarly, the inclusion of the right to abortion in the Constitution has been called:

In saying so, the UOD clearly emphasized the centrality of the Hosian faith for our country, receiving the explicit support of the Aurorian Church. Massive street demonstrations have already been announced, promoted by associations close to the UOD and its political and ideological positions and supported by the Istalian Patriarchate.

At the National Congress, Minister-Secretary of State Fabrizio Moccia himself firmly responded to the criticism:

Quote:No freedom of conscience is in danger when all we ask for is respect for the fundamental rights of all citizens. Equality takes nothing away from anyone, but restores dignity to those who have been discriminated against for too long. We are not erasing our country's identity. Indeed, we are strengthening it, because a nation founded on freedom, justice, and tolerance is a stronger nation. We do not accept that faith or tradition become excuses for denying rights. From now on, and forever, Istalia will be a country where every citizen can say: "I am equal before the law, without exceptions, without compromises".

With these words, Moccia reiterated the government's commitment to unwaveringly pursuing the reform, which promises to be a historic turning point for the Istalian legal system and for society as a whole. According to the Government, the constitutional reform will be ratified by the Congress around mid-August and promulgated by the Emperor towards the end of the month.

In exchange, the PNC obtained the introduction of rigorous regulations for production and distribution, detailed health checks to ensure product quality and compliance, as well as mandatory educational campaigns in schools on the risks and side effects of consumption.

From an economic perspective, legalization opens the doors to an industrial sector expected to grow rapidly. Recreational cannabis production will develop a complete supply chain, from certified cultivation to processing, trade, and export, with significant employment benefits. The sector is expected to generate new tax revenue for the state, thanks to dedicated taxes and greater tackling of the black market, as well as stimulating investment in research, innovation, and product safety. Ministerial estimates suggest a potential spin-off capable of attracting capital and consolidating Istalia's image as a regulated and competitive hub in a rapidly expanding global market.

The measure also addresses other narcotics, marking the end of the prohibitionist approach: users will no longer be subject to criminal sanctions, but will be directed towards rehabilitation and psychological support programs, social reintegration programs, and treatment services. Prevention and harm reduction become the cornerstones of the new model, alongside intense awareness-raising efforts starting in schools.

On a social level, observers expect the reform to reduce the stigma attached to users and foster a more transparent relationship with healthcare institutions. ROMULA - The government has presented to Congress a reform intended to change the relationship between business and labor in Istalia: the law on progressive workers coparticipation. The bill calls for increasing employee involvement in corporate decisions, proportionate to the size of the company, introducing a system ranging from advisory committees in small and medium-sized companies to equal representation on the boards of directors of large groups with over a thousand employees, combining consultation, co-determination, and shareholding tools.

In detail, the progressive worker involvement reform provides for:

The reform, the result of extensive mediation between the ruling coalition and economic and social stakeholders, represents one of the most advanced measures in the field of economic democracy. But the reform doesn't stop there: listed companies will be required to annually allocate a portion of dividends or shares to a collective employee fund, which will be able to exercise voting rights and receive profits. Part of the management of these funds will be entrusted to unions, thus strengthening their collective representation function.

In detail, the reform envisages:
  • Creation of a Worker Shareholder Fund, funded by an annual portion of dividends or new share issues.
  • Joint management by employee representatives and unions to ensure collective and responsible use of the shares.
  • Worker shares cannot be sold on the market and will never constitute an absolute controlling interest, thus maintaining their attractiveness to investors.

The government has specified that these measures aim to strengthen the link between productivity, profits, and decision-making rights, gradually transforming workers into significant shareholders without expropriating owners.

However, to balance the reform and prevent capital flight and reassure employers, the government has inserted several provisions into the text. First, the progressive nature of the reform ensures that small businesses are not burdened by excessive constraints: no changes are foreseen for businesses with fewer than 50 employees, while the new consultative and decision-making bodies are only activated above certain thresholds.

Furthermore, it has been reiterated that the powers of workers' councils cannot interfere with the day-to-day management of companies or with free entrepreneurial initiative, but are focused on strategic decisions that have a direct impact on employment and the local area. Worker representatives on boards of directors cannot block private investment, but must express a binding opinion on mergers, relocations, and restructurings.

For listed companies, share distribution to workers will not lead to ownership dilution beyond a legally established threshold, so as not to reduce the attractiveness of the shares for foreign investors. Furthermore, as already specified, the employee fund will never be able to assume a controlling position.

According to the government, the reform should strengthen workers' voice without discouraging entrepreneurs and capital. Social observers predict increased employee participation in strategic decisions and greater accountability of companies towards their employees. Furthermore, greater transparency and shareholder equity could reduce internal conflict and improve overall productivity.

The Party of New Communists has claimed the original impetus for the reform, while the Social Democrats of the PSD emphasize the social and redistributive value of the measure. The Green Movement, however, has played a crucial role in the provisions favoring employers, insisting on the inclusion of safeguard clauses, which it believes are crucial to maintaining Istalia as an attractive country for capital and investment. This demonstrates, once again, that the Greens' economic camp is a pluralist movement in which liberal and business interests can find a willing and crucial interlocutor to "tone down" the most extremist tendencies, a role the Greens are asserting, attracting voters even from sectors traditionally distant from their positions and from the more radical positions of their government allies.

According to the government, the reform represents a meeting point between social justice and economic competitiveness, capable of strengthening the voice of workers without weakening private initiative or the role of entrepreneurs. Now it is up to Congress to discuss and approve it, in a climate that promises to be lively but not hostile.
