Rural Investments into rural Xsampa; Protecting the community and socialism.
---------------------------
September 13th, 5673
---------------------------
Rural Xsampa. It's always had a unique relationship with the state ever since Unification 300 years ago. For an administration that's making new ground via Traditional Socialism, rural Xsampans and communities have had a vested interest. Beyond being strong voters for Land and Bread, they're also quite split between the GNP and the CPX (irregardless of if it's a conservative CPX candidate or not), so it makes sense that the Sangmo Administration is looking to put attention into rural communities after so much investment from the last decade into becoming a workshop for the world. Today, PAX passed the "Rural Investment, Infrastructure, Care and Community" Act (RIICC). So, what does RIICC do? Well, as the name implies comrades.
For starters, Local Committee's in rural communities will receive extra funding for infrastructure modernizations, whether it be roads, housing, service buildings, railways and the like. Alongside this, funds for the construction of Community Halls to ensure the unity of community's across Rural Xsampa. Furthermore, subsidies and state support will also be provided for rural agriculture cooperatives, and artisan cooperatives. The goal is to not turn rural communities into urban communities but give rural communities equal standing, bridge the rural urban gap, and continue improving quality of life in Xsampa.
Whatever the case, rural Local Committee's are sure to welcome these new investments and infrastructure support. After all, it is infrastructure which raises wealth for all of Xsampa.

300 Years of Socialism and Unity; The Tricentennial of Xsampa
![[Image: P2024100100196_photo_1283214.jpg]](https://gia.info.gov.hk/general/202410/01/P2024100100196_photo_1283214.jpg)
----------------------------
May 2nd, 5674
----------------------------
Comrades! This is it. The Tricentennial. 300 years ago, Xsampa was formally united after decades of division between the Democratic Republic of Utembo (Xsampa) and the Serene Phodang of Utembo (Xsampa). 300 years ago, the triumph of socialism occured in all of Xsampa. We have endured many challenges since then. The Red Bass War, the Sovereign Sea Crisis of the 5570s, the Bargas Chenpo, the Sovereign Sea dispute of the 5660s. Despite this, we have endured. Xsampa faced cliffs long ago and today, we rest and look back, at the progress we've made and celebrate!
All across the country, parades and celebrations define the atmosphere. From the mountains of Tsélamé-sur-Yol to the beaches of Gramdkarpo, celebrations define Xsampa. In Metz-Leonid in particular, this is where the biggest celebrations occured. Not only were foreign leaders attending (as well as allowing foreigners to visit Xsampa during this celebration), but it was where a strong majority of celebration was held. Before we cover who visited us during this amazing day, let us focus on the celebrations. First, the Tricentennial Parade. Large portions of Metz-Leonid's Public Square, dubbed "Revolution Square" was closed off in preparations for the Tricentennial Parade, which lasted for hours. Consisting of 4 segments, the Parade started off with the Youth Leagues. Representing the beginning of the Revolution is with the youth, it involved any and all Youth Leagues in Xsampa. Afterwards, the heart of the Revolution, the workers. All sectors of the economy were invited to send representatives for the parade. Afterwards, the Xsampan Democratic Army, the sword of the Revolution. Presenting it's new strength to defend the Xsampan Revolution. Finally, the soul of the revolution, the last segment of the Tricentennial Parade involved Yaks. Our beloved yaks.
While there were concerns over if Metz-Leonid International Airport would have enough capacity, MLIA managed to narrowly make things work. Before we cover other celebrations, it's time to mention our foreign comrades who attended. In a surprise to many, Pontesi was such a nation that elected to visit Xsampa. While not comrades per say, relations have been gradually improved and the two representatives sent, Prime Minister of Pontesi, Vahan Azeryan and Minister of Foreign Affairs Satenik Davtyan conducted themselves amazingly and represented Pontesi adequately.
Luthori, has always had a unique relationship with Xsampa. Despite their flaws as a bourgeois monarchy, they have made strides towards peaceful coexisting, and they elected to attend the Tricentennial Anniversary. They sent the Prince of Orange, Prince William, and Grand Duke of Northriding, Prince Andrew alongside the Luthorian Ambassador. All three adequately represented Luthori and conducted themselves amazingly.
Kalistan. On the surface, you would expect strong hostilely. What time does a workers republic have for an absolute monarchy? On the surface, you would think that. But Kalistan is different. They refuse to engage in tyranny and guide the people. While we disagree, we most certainly respect Kalistan. When the Bargas Chenpo occured, they stepped up and helped us out first. When we needed to modernize the Xsampan Rail Network, they stepped up. When we began exporting gems, they stepped up. For that, we are very happy to say they are our comrades. As such, Kalistan sent Her Imperial Majesty, Empress Mary I Ananto. She was accompanied by Her Highness The Lady Companion Victoria Jensen, Her Highness Princess Margaret Ananto-DeLaurentis and Her Highness Princess Nicolette Ananto-Collins. Despite the differences both our nations have, they conducted themselves amazingly, and have continued to represent the Kalistani-Xsampan relationship.
Istalia. Despite being a bourgeois monarchy too, like Luthori, the Left has been particularly strong in guiding policy and Istalia has been committed to improving the global human condition. So, it was little surprise they chose to attend the festivities as well. Emperor Tommaso and Empress Melissa were present alongside the Minister of Foreign Affairs, Lucio Dallara and the associated consort and Istalian Ambasador in Xsampa, Luca Palmieri and consort.
Our comrades in Valruzia sent three members of their presidency, Kaja Romanowicz, Andrzej Gajdos, Maja Kocur, and while relations have been slow but warm with Valruzia, our Valruzian comrades have shown themselves that they are endlessly committed to the revolution and good governing.
Looking northwards, our comrades in Dranea. Chairwoman of the National People's Assembly of Dranea, Go Gowoonyesol represented Dranea. A fellow workers republic (albeit with a homophobic problem), our comrades in Dranea face a similar situation as us with an island still clinging to the old reactionary ways. In time, Dranea will join us in unity but until then, we support and love our comrades dearly.
Egelion, a mighty ally. Again, like Kalistan, you would think an absolute monarchy would be hostile and incompatible. But like Kalistan, Egelion is benevolent. If they were not, the proletariat would've long ago rose up. King Artemio, Queen Anastasia (also the Tsar and Tsarina of Nadiya) and The Royal Council of Egelion attended the festivities, and symbolized the endless friendship between Xsampa and Egelion, an unbreakable friendship.
Dundorf, long time comrades from the 5400s who have done their best to help us. While technically a bourgeois republic, they've undergone long periods of time under progressive governments that they're often called a progressive republic instead. They sent Federal Chancellor Lennard Schneider.
Finally, our comrades in Bianjie. They sent Premier Ajigen Kode, and Foreign Minister Taksi Gioro. An eternal friendship that will last a thousand years more. While they haven't experienced division like us, they are our comrades, and one we cherish deeply.
After the Tricentennial Parade, the Custodian gave a speech regarding the Tricentennial.
Quote:Comrades, friends, companions.
Today, marks not just 300 years of socialism. It does not just mark 300 years of all of Xsampa being liberated from capitalism. It marks the unity of a people. 300 years of a people united as one. To our foreign comrades, we never would've gotten far without cooperation with the world as equals. To the people of Xsampa, not just the proletariat but all of Xsampa, we never would've made any progress without the unity of the Xsampan people. We've been United for 300 years and will continue to remain united.
This is a momentous week for all Xsampans, all across the world. Whether it be the exiles (monarchists who never returned after the Division and then after Unification), Foreign Diaspora (whether from emigration or fleeing during the Bargas Chenpo), this is a celebration for all Xsampans. The Democratic Republic of Xsampa has lasted for 300 years today, a unified Xsampa will continue to last for another 300 more.

Left-Green Dovani prevail as CPX suffers it's biggest loss yet; 5 Years of Greens.
----------------------------
February 20th, 5675
----------------------------
The 5675 elections have concluded in a rather shocking result. Left-Green Dovani has prevailed majorly, forming a government with the Socialist Labour Party, putting the CPX into opposition once again. However, what is most notable is the results itself. Particularly the seat count. For the first time in Xsampan history, the Communist Party no longer holds the most amount of seats. This has fallen to the SLP. With many voters defecting to the SLP, LGD or even the GNP, it seems Traditional Socialism has faltered immensely. The CPX will need to do some introspection it seems as leaning towards traditionalism has clearly damaged the base. It didn't help that the CPX Primaries last year were hectic with Sangmo trying to run for a second term, and Sherab Aurousseau mounting a counter campaign, only to fall short a handful of delegations in the Primaries, leading to reformists in the CPX having a depressed turnout and traditionalists in the CPX simply migrating to the GNP.
Whatever the case, Comrade Tsundue Passereau is now Premier and has set out on an ambitious agenda, looking to expand cooperation with foreign states, particularly Bianjie, expand the Textiles Industry (and intertwine it with the Pelkyi Report and continue supporting the Progressive Workshop), as well as potential immigration reform. Comrades Passereau will have an easy majority to enact a majority of this agenda. As expected of an ecological party, we can also expect a focus on expanding green energy and supporting green energy abroad.
With the Passereau Administration being inaugurated, the Left-Greens have 5 years to define the landscape and enact their agenda. As for the CPX, they'll need plenty of introspection if they want to see success in 5680.

Animal Welfare reforms in Xsampa; ESAs, pets, companions, and all the more.

Animals. We all love them! Yaks, birds, dogs, lizards, cats, we love them all. Often times however, accidents occur. They run away, they're mistreated, all the like. A needless tragedy. One we can prevent. As of today, PAX has managed to pass the Animal Welfare, Love and Care Act (AWLCA). So let's go over what it does.
For starters, simplifying the process of getting an Emotional Support Animal (ESA). In the past, it was limited to only those with disabilities. No more now. Mental health providers can now provide ESAs, as well as any individual with trauma of any sorts, the elder so they don't live alone, and the like. Local Committee's will be responsible for the register of ESAs. Alongside this, expanding protections of animals and pets across the board. A ban will be placed on declawing, ear croppings, and other unnecessary cosmetics. Furthermore, support for animal shelters across the country. To ensure that runaways aren't common, all pets will be microchipped to ensure that if they are lost and runaway, they can be easily found. This will be especially vital for ESAs due to the nature of ESAs.
Small reforms, yes, but vital ones. Even animals deserve the rights of socialism. And helping animals helps the people. Whatever the case, this bill is small compared to other planned reforms by the Passereau Administration, but we can expect a focus on industrial reforms for the textile industry in the coming months.

Immigration Socialist Reform Act enters PAX; Controversy ensues as the opposition labels ISRA as "too radical".
----------------------------
September 29th, 5676
----------------------------
Immigration is always a controversial topic in Xsampa. Beyond concerns over protecting the socialist experiment, cosmopolitanism only goes so far in Xsampa. When Comrade Passereau was inaugurated, he set out on the ambitious agenda of passing the Immigration Socialist Reform Act, an ambitious act that looks to overhaul the immigration system and arguably make it easier for foreigners to emigrate into Xsampa.
For starters, it wants to completely overhaul citizenship and how it's obtained. As it stands, anyone born on Xsampan soil becomes a citizen and anyone with a parent that has Xsampan citizenship can become a citizen. For those who want to be naturalized, they'd need to stay in Xsampa for 5 years (alongside a slew of other requirements). Under the ISRA, that would be cut down to 3 years, as well as push for dual citizenship being allowed with select nations verified by the People's Committee of Foreign Affairs.
For residents, the ISRA would change the renewable status from 2-3 years to a renewable 6 years, give residents who've stayed in Xsampa for 3 years the right to vote in Local Committee elections (albeit not in national elections), and controversially, offer more Tsokling benefits such as a full MBI. For refugees, they would be immediately granted permanent residency with a pathway to citizenship within 2 years. Furthermore, every Local Committee must work with the Sub-Committee of Proletarian Integration to ensure the teachings of Xsampan (alternatively Canrillaise). Refugees would be settled via list of priority (ie if a community requires more workers). Finally, the Hostility Clause (which bans any and all citizens of a hostile nation from entering foot into Xsampan soil) would be amended to focus more on specifics, such as banning citizens who may have ties to capitalist or fascist institutions, organizations or the like if from a hostile nation.
The bill is expected to be voted on by January and it's been nothing short of controversial. The GNP has slammed the ISRA for being too extreme and too much, arguing that it would create even more bureaucracy, endanger the socialist experiment and cause tensions in a homogeneous country. While it is true that most Xsampans support Pan-Dovanism, it is also true that Xsampans quickly sour on opinion when it comes to immigration, so there is merit to the GNP's argument. The LBP has also joined in opposition, owing to their rural base opposing immigration reform. The CPX, expectedly has been split with what few traditionalists remain and reformists in the CPX opposing the ISRA. While the LGD is certain that the ISRA can pass, and will, public opinion has been... Controversial. There has been much debate amongst the public with many expecting the bill passing to be incredibly close. A common criticism of the bill is that it simply goes too far and is too extreme for Xsampa. Whether it will pass, it remains to be seen but we likely won't know for certain until January.

ISRA Fails in PAX; 254-287 as immigration reform fails.
--------------------------
January 15th, 5677
--------------------------
In what some will say is a shock, and what others will say as completely anticipated, the Immigration Socialist Reform Act (ISRA) has failed in PAX. With 253 ayes and 288 nays, the bill failed to get close to the necessary majority required to pass the bill. With the Passereau Administration making immigration reform a big deal, the failure of ISRA will certainly sting, both for political capital and for approval. With PAX and most of the public deeming it as simply too radical, moderates within PAX (primarily CPX Reformists) have offered to support a more, moderate, watered down ISRA should one come to the floor again, as it's clear the current version was simply too extreme for Xsampans to support.
With the failure in immigration reform, Left-Green Dovani will need to either focus on something else like textile industrial reforms to accommodate the loss or offer an alternative, watered down ISRA for PAX. Public approval has largely been mixed on a watered down version of the ISRA, but surprisingly, most Xsampans would support a moderate, watered down version depending on its contents. Most Xsampans have been in support of giving refugees more support, reforming the visa system and reform the residency system moderately. Things such as giving residents access to most Tsokling benefits however, most especially the MBI has undergone immense criticism, with most Xsampans in the public and in PAX arguing that while it is moral, it is impractical due to the Tsokling' already expensive price tag.
Whatever the case, the Passereau Administration has more work to do to make up for this failure. Textile industrial reforms, foreign policy adventures in Dovani, and the like will need to be done successfully to make up for this failure otherwise, public approval will start to sour and if that happens, PAX can always call a Vote of No Confidence and replace Passereau until the 5680 elections.

A look into the GNPs newest wing; What is "Social Monarchism"?
------------------------
December 30th, 5677
------------------------
Within the quagmire of conservatism in Xsampa, one consistent pillars is the Gongma Nyamnyid Party (GNP), and it's variant of conservative socialism. Yet within it lay a plethora of factions. Ranging from Traditionalist Socialists, Left Wing Nationalists, Conservative Socialists, and most curiously, Social Monarchists. But Comrade, how is monarchism even compatible with Participatory Metzism? Isn't monarchism an inherently right wing, reactionary ideology? Normally, yes, most forms of monarchism are. Notice how we said most. Technically, the social monarchists and what they advocate for, is completely legal, and within constitutional boundaries. So, let's explore what Social Monarchism is.
First and foremost, it advocates for a strict commitment to socialism as it exists. No uprooting market socialism or Participatory Metzism. However, it does call for the abolishment of the Custodian of the Democratic Republic and replacing it with a monarch. Curiously, they don't specific which, opening the door to either the exiled royal family (which remains in exile in Yingdala), or an entirely new royal family. They argue that this royal family has a commitment to preserving the values of socialism, and safeguarding it. They argue that the Royal Family must commit itself to serving the Proletariat and the Revolution. Which practically means no fancy villas, no fancy mansions (beyond what is expected of a Royal Palace), and no authority to usurp PAX or threaten socialism. While the Social Monarchist camp is split on whether the monarchy should be constitutional or ceremonial (to essentially act as a mascot), one thing they do agree on is, the Premier and PAX would retain most if not all executive authority. Interestingly, Social Monarchists outright reject any and all forms of nobility in favour of simply the monarch. Some have even argued for looking to the Serene Phodang of Utembo (Xsampa) from before unification for inspiration but this remains controversial due to the authoritarian theocratic nature of the Serene Phodang.
While Social Monarchists do remains a minority in the GNP, they are certainly unique and notable in their interpretation of socialism. While it's unlikely they'll ever govern much if at all, they do contribute to making the Xsampan political scene more unique and diverse. And that's always a win, isn't it?

A look at the current political scene; Where are all the parties of Xsampa currently at?
-------------------------------
June 6th, 5678
-------------------------------
The political scene of Xsampa is relatively calm compared to other political environments around the world. But that doesn't mean it's stagnant and quiet. Something is going on with every party in PAX (and even extra parliamentary parties) during all times. Today, let's delve into what's going on.
Looking at the parties in PAX, we'll start off with Left-Green Dovani, the party that currently holds premiership. What's currently going on with LGD? Well for starters, they're still focused on passing the ISRA, with the bill having been rejected last year. They're currently working on a more moderate, watered down version that's likely to be voted on later this year at earliest and early spring next year. Not too unexpected but still within the norms for a premier ship party.
Next, the Socialist Labour Party. They're currently focusing on not rocking the boat, both in keeping their constituents happy and keeping PAX together. Interestingly enough, internally it seems the SLP is undergoing a shift away from mainstream Democratic Socialism to a form of socialism more suitable for Xsampa, Second Way Socialism. While this faction within the SLP isn't dominant yet, they do argue for moving away from democratic socialism and pivoting towards said Second Way Socialism. What does said socialism offer? It calls for alter globalism, and opening Xsampa up more to the world economically. While still keeping domestic laws in mind (foreign Social Enterprises having to abide by socialism and such), Second Way Socialism is calling for a Xsampa that is more connected to the world. Whether they'll prevail and gain a majority in the SLP or not is yet to be seen.
Moving on, we go to the Land and Bread Party. Currently, the party is simply trying to survive as the 5675 elections did a major number on them with many of their voters going to the GNP. As such, they've largely focused on simply trying to keep Agrarian Socialism alive as a distinct entity and not lose ground to conservatives. But most experts aren't optimistic for them.
Moving on to the polar opposite direction, the Xsampan Labour Federation (Political Party). Keeping their one seat in PAX from the city of Tsarlung, the XFL's political branch has largely been content. Despite winning over 70% of the vote consistently, the city has slowly been chipped away politically by other parties. Currently, the XFL-PP is content to maintain the status quo and represent the XFL in PAX.
Speaking of another small party, the Democratic Progressive Party. Once the forerunner of radical reforms, the scandals in the 40s with the DDF shattered any chance for the DPP to thrive. Being reduced to two seats (and then dropping to one seat in 75), the DPP has been clinging to survival only narrowly, as Socialist Modernism continues to die. The party only narrowly won it's seat in 5675 and most expect it to leave PAX in 5680. Despite rebrands and the like, the DPP is simply too political toxic for most Xsampans to consider ever voting for again.
Moving on, the CPX. Still recovering from its brief civil war in 5676 and 5677, the CPX has been preparing earnestly for the CPX 5679 Primaries and it's likely Sherab Aurousseau will be nominated. As the CPX cements itself away from being a split voting block in PAX, thanks to traditionalists being forced out of the party, the CPX is in a unique spot. It'll need to carve out a unique identity beyond relying on the Aurousseau charm. But for now, the CPX is undergoing a thorough introspective period, looking how to learn lessons from 5675 and reclaim it's mantle as the biggest party in PAX and Xsampa (both of which, they lost in 5675).
Finally, the last of the parliamentary parties, the GNP. Currently, they're actually seeing something similar to the SLP but on a smaller scale as it seems the Social Monarchists have been growing quite rapidly with Social Monarchist candidates being elected to Local Committee's and Canton Assemblies, with even a few making it to PAX. So it seems even the GNP is finding itself in a brawl, between former CPX traditionalists, conservative socialists, and of course, social monarchists. While not as threatening to party unity as the CPX civil war was, it's still something that the GNP should look to resolve as a voter insurgency isn't good to have when going into elections in 5680.
Now, the extra parliamentary parties. We go to one of the biggest extra parliamentary parties in Xsampa, the Socialist Unity League, a Kaminiskist party that favours strong hostility to capitalism and spreading the revolution. They've always struggled to reach the threshold needed to enter PAX but have been a solid regional party in the Rlabschenzing Canton. Next to them, the People's Action Party, a more libertarian socialist oriented party, advocating for federalism to be enacted, and of course, libertarian reforms to civil life. We also have the Party of Popular Progress, which ironically is not popular. Advocating for urban issues exclusively, the PPP rarely gets into Local Committee's but does make a good showing when it does.
There's always something to be found in the Xsampan political scene, whether it be the endless extra parliamentary parties or the big few in PAX, there's always something to be found.

The Passereau Administration has confirmed that current Commissar of Foreign Affairs, Richen Shar is currently in Tel-Bira, a neutral yeudi city state in Amudim. The exact reasons have been described as a push for a permanent peace. The People's Committee of Foreign Affairs has stated that while there is peace between Xsampa and the yeudi city states, a permanent peace will be vital, however the key goal of the Shar-Mearvi Conference will be to normalize relations and properly finalize relations, nearly 80 years after the Bargas Chenpo.
While one of the main promises Passereau made was focusing on foreign policy, many expected it to be a Dovani centric approach, not a meeting with a yeudi city states. Whatever the case, this is a historic meeting as it is the first time a Xsampan has set foot on Yeudi soil, even with it being the neutral yeudi city state of Tel-Bira. Premier Passereau has made a statement regarding the Conference, acknowledging that while it is certainly going to be controversial, it will be necessary for the greater good and preserving the fragile state of peace in the Red Bass Ocean.
While details about the conference are kept sparse, domestic reactions to the conference have varied, with Metz-Leonid seeing protests and strong disapproval whilst other portions of the country have had more optimistic or conflicted opinions on the conference. Premier Passereau is certain that this conference will be vital for cross Red Bass relations and normalizing relations after decades of cautious animosity. Whatever the case, this is certain to be controversial, even if it's in the name of securing a future peace.
Should the Shar-Mearvi Conference be successful, we can arguably see a normalization of relations properly between Xsampa and the yeudi city states, and perhaps more importantly, if successful, we can see the possibility of cross Red Bass relations being cordial and cool, and prevent another Red Bass War should relations ever spiral down again in the future.

Public Security in Metz-Leonid put on full alert as riots and protests sweep the capital; Passereau's approval plummets as the Mearvi-Shar Conference concludes.

A 32 percent drop in approval. That is what the Passereau Administration faced upon confirmation that the Mearvi-Shar Conference was concluded with a deal. The deal? Xsampa will integrate a portion of the Yeudi Coastline, the rest goes to the Triad Republic, Xsampa will join and sign the 3PF, and a special economic zone will be created in the yeudi zones. The territory will be transferred over the duration of 15 years and retain unique and special rights compared to other Cantons, and will be inaugurated as a Special Autonomous Canton, with its own economic rules, legislature, parties, and laws. Furthermore, a permanent peace will be established with the Yeudi City States.
As soon as the news was confirmed, Metz-Leonid went on fire as protests sprung up, demanding the immediate resignation of Passereau and recalls of various politicians in PAX. However, it soon spiralled into riots with Public Security being forced to go on full alert as the city reacts negatively to the conference, with the Passereau Administration dropping to a 12% approval rate in Metz-Leonid. Across the country, there's been a sharp drop on approval as most Xsampans are split on whether this was the right choice to make. The opposition however, has had a field day with Sherab Aurousseau of the CPX calling it a sell out, not just to Dovani, but to the Revolution. Protests have emerged in other portions of the country, but Metz-Leonid has held the biggest ones, with the CPX outright endorsing these protests.
The SLP, a coalition partner of Left-Green Dovani has bashed the deal on the grounds of introducing a new Canton to the Democratic Republic without even consulting coalition allies, much less the public, especially throwing critiques over what a Special Autonomous Canton might mean and what special economic privileges the Canton will receive. With elections next year, the optics for Left-Green Dovani are quite grim, with most expecting at best a narrow survival. But most are expecting LGD to go back to the opposition for a cycle or three.
