Evolving Welfare: the government aims to strengthen social policies

ROMULA - With the start of its third term, the Moccia Government has chosen to begin with strengthening social policies, aiming to consolidate the progress made in the previous two terms and ensure greater sustainability for the Istalian welfare system. Priorities include the housing sector, the National Health System (SSN), the National Social Security Agency (ANPS), and preschool education, along with the need for more balanced and transparent financial management.

One of the cornerstones is the "Sustainable Housing Plan", which includes targeted redevelopment projects for working-class neighborhoods, new energy-efficient buildings, and incentives for co-housing and social housing thorugh an expansion of the scopes of the "Programma Garanzia Alloggio", introduced under the Moretti government. The goal is to reduce housing hardship, a phenomena that came back to increase especially among the growing worker and technician categories in the area interested by the new industrializations and mining activities, to improve quality of life and simultaneously reduce household energy consumption.

The government has therefore announced the "SSN+ Program", with a focus on prevention and treatment for rare and chronic diseases, including by strengthening regional specialized centers to become centers of excellence. The government also aims to extend telemedicine services, already tested during previous mandates, to peripheral and rural areas, thus reducing regional disparities in access to care. Special attention will be paid to pediatric facilities, which will receive new funds for modernization.

The National Social Security Agency (ANPS) will expand its programs to self-employed workers and those remaining precarious workers who have previously been excluded from the main safety nets. A digital platform for personalized management of social benefits and policy impact assessment will be introduced, ensuring constant monitoring of the effectiveness of interventions.

Another significant innovation is the "National Municipal Nursery Plan", which will make the presence of early childhood facilities mandatory in every municipality. Nurseries will be financed and managed directly by municipal administrations with an intervention of the state for the construction of new facilities, while access will be granted through an annual contribution based on family income. A full exemption is provided for low-income families, large families, and children with disabilities, ensuring equity and inclusion. The stated objective is twofold: to encourage birth rates and improve the work-life balance. Furthermore, the government will promote the development of corporate welfare through tax breaks, including in this area, to encourage the creation of company nurseries.

To support the expansion of social programs without compromising financial stability, the government has established the "Welfare Sustainability Fund", an innovative tool based on three pillars:

Dedicated revenue: part of the revenue from already announced environmental and digital taxes will be allocated to the Fund.

Compensation mechanisms: each new social measure must be accompanied by a prior cost assessment and any automatic coverage in the event of overspending.

Social Spending Review: an independent commission will annually monitor the relationship between resources used and social benefits, publishing a binding report for future allocations.

This system aims not only to stably finance welfare but also to introduce accountability and transparency criteria, ensuring that programs have a real impact on citizens' lives.

The third term therefore promises to be a phase of consolidation and maturation of the Istalian social model, aimed at combining inclusion, quality of services, and financial sustainability. From housing to healthcare, from childhood to social protection, the government aims to consolidate the reforms of the first two terms into permanent pillars of the welfare state.

ROMULA - Moccia Government has presented the first budget law of its third term, a package of measures that marks a further turning point in the Imperial State's fiscal architecture. The stated objective is twofold: to make the tax system more equitable and to ensure stable funding for the major social and environmental reforms initiated in recent years.

Specifically, the new taxes introduced will be:

Progressive environmental tax: this will target industrial emissions and the intensive use of non-renewable resources, with rates increasing based on environmental impact. The proceeds will be used to finance green conversion programs and contribute to the Welfare Sustainability Fund.

Digital tax: a new tax on the turnover of large digital operators active in Istalia. The proceeds will be used to contribute to the Welfare Sustainability Fund too, as well as to support the modernization of the education system and to finance the digitalization of public administrations.

Micro-tax on speculative transactions: applied to very short-term financial transactions, with a dual objective: to discourage highly volatile practices and to generate additional resources to support families and local authorities.

The resources thus raised will guarantee the stability and full implementation of the social reforms already presented by the government, from strengthening the National Health Service (SSN) to expanding the ANPS (National Social Security Institute) for housing support, and the national plan for municipal daycare centers. As said, a portion will also be allocated to consolidating the Welfare Sustainability Fund, which will be responsible for ensuring the financial stability of the system even in times of crisis.

The Minister of Finance, the reconfirmed, Angela Sara Liadoci, described the measure as "one of the most impactful of the last half century" emphasizing that:

Quote:The burden of the tax has shifted significantly to sectors with high contributory capacity and high impact, relieving burdens on families and workers without sacrificing the solidity of public finances.

The announcement of the measure immediately sparked heated debate in Congress.

The Hosian Democratic Union has already announced that it will vote in favor of the reform. In an official statement, party spokespeople emphasized that "the redistributive and solidarity-based approach of the budget law is consistent with the Hosian principles of social justice", welcoming the idea of shifting the tax burden onto large corporations and global operators.

The National Liberal Party took a completely different view, calling it "ideological taxes that will affect the growth and competitiveness of the Istalian economy". The PNL group leader accused the government of "using the environment and digital technologies as pretexts to introduce punitive new taxes", warning that "citizens and workers will pay the price when businesses reduce investment, employment, and innovation".

Democracy & Freedom echoed this sentiment, branding the measure an attack on the free market and freedom of enterprise. According to the liberal party's Secretary Antonio Laganà:

Quote:The so-called tax on speculative transactions will only scare investors, while the digital tax risks being passed on to consumers through higher prices. Despite the government's proclamations, this is a move that looks backwards, not forwards. The government prefers the logic of redistribution to that of wealth creation, but without the latter, what will be left to redistribute?

The Finance Minister responded by calling these criticisms "instrumental" and reiterating that:

Quote:The new tax system does not penalize work or average incomes, but merely demands a more equitable contribution from those who have thus far benefited from tax privileges or unpaid externalities. The opposition merely demonstrates ideological shortsightedness: wealth, for a nation, is not created by concentrating enormous assets in few hands, that is just a gift to the privileged. The resources collected by the state, instead, will lead to increased consumption by ever-larger segments of the population, and ultimately, even those companies you accuse us of wanting to undermine will actually benefit.

ROMULA - A few months into the third Moccia Government and ten from the beginning of the hegemony of the left, the first signs are emerging of an increasingly open, tolerant, and free society, where creativity, opulence, and individual freedom become pillars of daily life. The government has reiterated that its new policies aim to overcome state paternalism, allowing citizens to make autonomous and responsible choices in the cultural, social, and economic spheres, while ensuring public safety and health.

The government, since last September, has decriminalized various private behaviors, including private parties with controlled drug use, escorting, and pornographic activities of all kind, entrusting the health system and harm reduction services with the monitoring of public safety and health. At the same time, funding and incentives for art, cinema, fashion, and music have been increased, allowing for complete creative freedom, although many criticizes saying that this is contributing to the normalization of excess and transgression as part of everyday life.

Young people's disposable income and their ability to consume have further increased thanks to competitive wages, subsidized credit, and a consolidated welfare system, encouraging active participation in high-level cultural events and entertainment. Among the most popular events are festivals, vernissages, fashion shows, and private parties that combine art, luxury, and the international jet set, cementing Istalia as a sought-after destination for global tourism. Since two years, one of the most notable events, attended in large numbers by young people from all over Istalia and abroad, is the restored "Amordance Festival", held like in the past within the pleasant plains south of Catambert, close to the border between Nicoma and Silicia. In the past, Amordance arose to be one of the largest and most important electronic music festival worldwide and the organizers have made no secret of their desire to make the event one of the main ones on the world stage again.

Criticism, of course, is now raining down endlessly on the government from traditionalists and conservatives of the country. The Aurorian Church and conservatives in parliament denounce a progressive departure from traditional values, while some members of the Hosian Democratic Union and the National Liberal Party emphasize the risks associated with tolerance of drugs and sex work, fearing a possible weakening of society's moral principles. The Hosian Democrats, furthermore, throught their parliamentary leader Luciana Bergoglio, stated that:

Quote:The Government, despite the leftist values and principles flaunted with high-sounding slogans, seem to have no qualms about encouraging the spread of lifestyles and behaviors tied to unbridled luxury and seem to have no problem welcoming millionaires and billionaires with open arms and endorsing their excesses, allowing our young people to be led astray and deluded by such phenomena. The government has put us on the path to moral decline and a shameful libertine decadence.

The government, however, defends the strategy as a step toward a free, open, and tolerant society, where citizens can decide for themselves how to live, choosing between art, culture, and even luxury without the paternalistic intervention of the state. The new Istalia thus presents itself as an opulent and attractive country, with a unique social and cultural model on the international scene.

ROMULA - The Greens have submitted a proposal to the State Council that could mark a turning point in the Istalian environmental and economic policy: the creation of a network of experimental zero-impact communities, self-sufficient entities dedicated to sustainable agricultural production, renewable energy, and new forms of circular entrepreneurship.

The project, according to its promoters, envisions urban and rural areas organized as true laboratories of the future: solar, wind, and biomass energy production for energy self-sufficiency; organic and hydroponic cultivation for food security; short supply chains and community cooperatives to ensure transparency and inclusion; spaces for startups and innovative crafts, with the aim of fostering a green and resilient economy. Governance of the communities would be entrusted to cooperatives of residents, farmers, and entrepreneurs, with the oversight of public institutions and universities to monitor environmental and economic impacts.

Behind the Greens' proposal lies primarily the theoretical and practical work of Lorenzo Bellanti, an environmental economist specializing in circular economy models, and Elena Varaldi, a biologist and researcher in agroecological sciences. Both prominent members of the party, they have gained increasing influence in recent years thanks to two co-authored essays that have found wide resonance not only among activists but also in academic and cultural circles.

The first volume, "Beyond the Cycle: Economy and Community in the Age of Scarcity" (5668), offers a reflection on moving away from models of unlimited growth, focusing on a resilient, local economy rooted in local communities. The second, "The Earth and the Polis: New Models for Living Together" (5671), addresses the relationship between ecology, society, and institutions, imagining communities capable of combining self-sufficiency, participatory democracy, and entrepreneurial innovation.

The line of thought developed by Bellanti and Varaldi, which critics have dubbed "ecological neo-communalism", presents itself as an alternative perspective to the traditional categories of right and left. Rather than aiming for a new mass ideological framework, it proposes a concrete politics of place, based on resilient communities, solidarity networks, and social experimentation. It is on this vision that the Greens have built the proposal presented to the State Council, in an attempt to transform an intellectual elaboration into a political practice.

The Socialist Democratic Party has come out in full support, led by Minister Secretary of State Fabrizio Moccia, who in an official statement called the proposal "a great opportunity to combine ecological transition, economic innovation, and social justice".

The New Communists are more cautious, calling for an in-depth discussion in Congress. The Congress group leader, Fulvio Giansira, decladered to the press:

Quote:We cannot allow these communities to become separate enclaves, with goods and services differentiated from the rest of the country. The risk is that, in urban centers, they will transform into elite neighborhoods, accessible only to a select few.

For this reason, the party insists that the first trials in the cities be launched in working-class and low-to-medium income neighborhoods, thus ensuring inclusion and social cohesion.

The Greens, for their part, have expressed openness to dialogue. Party leader Marina Cantalamessa said:

Quote:The New Communists' observations are sensible and understandable. Our goal is not to create exclusive communities, but rather experimental spaces that can benefit everyone. We are ready to work on the proposal to ensure equity and participation.

According to Giulia Rancati, professor of Environmental Economics at the  University of Verunnia, said that the proposal:

Quote:could become a driver of social and economic innovation, especially if accompanied by tax incentives and a regulatory framework that fosters experimentation. If well-implemented, these communities could become an international reference model.

Urban sociologist Lorenzo Castaldi is more cautious, warning:

Quote:The proposal can produce positive environmental effects but also dynamics of gentrification. Without adequate access policies, the risk is that new forms of inequality will arise.

For environmental analyst Marta Scolari, however, the most interesting aspect is resilience:

Quote:These communities could guarantee food and energy supplies in times of global crisis, becoming a sort of safety net for the entire country. It's an ambitious project, but it must be supported consistently and not left to isolated initiatives.

If approved, the proposal would create a national network of interconnected experimental communities, tasked with exchanging best practices and sustainable development models. This reform, according to the Greens, could transform Istalia into a "global laboratory for ecological transition".

The Government launches its National Civil Service reform
From civic duty to integrated training and employment: the new Istalian model for young people also aimed at bridging the gap with the Military Service

ROMULA - The Government has presented to the Congress the reform of the National Civil Service, a measure that has been discussed for some time and that the third government led by Fabrizio Moccia now intends to implement. The stated objective is to transform a civil service into a modern tool for training, participation and professional growth, capable of responding to the needs of young people and the challenges of Istalian society.

Until now, the Civil Service has represented an alternative to Military Service for access to active and passive political rights, with a duration of three years. Young people in service have been involved in social assistance, civil defense, environmental protection, cultural heritage promotion, and educational support.

The law has always allowed for university or training courses to be attended during service, but in a parallel and non-integrated manner: studies were not integrated with field experience, and the skills acquired were rarely recognized in academic programs.

This contributed to a gap with the Military Service, which stood out for the Ministry of Defense's commitment to offering academic and professional programs to conscripts, thanks to agreements with universities and training institutions. This disparity in opportunities, according to the Minister Secreatry of State Fabrizio Moccia, "could no longer be tolerated":

Quote:It is unacceptable that two citizens performing their duties and dedicate themself to the country have such different opportunities. The government's goal is to rebalance the system and give equal dignity and value to the two paths.

The Government's plan aims to overcome this fragmentation by introducing a modular and professionalizing model. The three years of Civil Service will be structured into practical field work and recognized training programs, with the possibility of customization based on the young person's aspirations.

The main innovations include:

Integration with the education system: Universities and professional institutes will accredit part of the activities carried out in the service as training credits.

Sectoral specialization: Each participant will be able to focus on areas of interest (social and healthcare, education and culture, environment, civil protection, innovation, and digital) thus focusing on the sector in which they intend to build their career.

Schedule flexibility: The service can be completed full-time or on a distributed part-time basis, allowing for better compatibility with study programs.

Skills certification: At the end of the three-year program, participants will receive official certificates that can be used in the labor market and in public competitions.

Furthermore, the government intends to transfer responsibility for the National Civil Service from the Ministry of Defense to the Ministry of Education and National Culture, entrusting the new structure with administrative management, coordination with universities and training institutions and supervision of professional development programs, while maintaining close ties with the Ministries of Health and Social Security and of Labor and Employement to ensure the service's full social and employment effectiveness.

Regarding the reform, the Minister of Education and National Culture, Nicoletta Satriani (MdV), stated to the press:

Quote:With this reform, we are not only bridging the gap with the Military Service, but we are also making the Civil Service a true bridge between citizenship and the professional future.

The government has identified three main objectives: enhancing the experience of young people, strengthening civic participation, and responding to the country's strategic needs in healthcare, education, the environment, and innovation.

A chorus of approval rose from the majority benches. "This is the left that transforms rights and duties into opportunities" commented a PSD deputy.

Hower, there was no shortage of criticism from the opposition: the National Liberal Party called it a "smoky reform", accusing the government of "wanting to mask an already functioning system with additional bureaucracy". The Hosian Democratic Union, on the other hand, raised doubts about the financial sustainability, demanding guarantees on university costs and local government charges.

The Prime Minister responded bluntly to the criticism:

Quote:Every lira spent on education is an investment. And our young people deserve the same support, whether they choose the uniform or the civil service.

The most heated criticism, however, came from Democracy & Freedom, which, through party Secretary Antonio Laganà, focused on something else, taking advantage of the opportunity to give airtime to the party's libertarian positions. While it has never made it a true propaganda banner, also due to pressure from the allies of PNL, strongly in favor of the system established since the Imperial State was founded, the party has never hidden its disdain for the current system of enfranchisement through military or civil service:

Quote:This left talks a lot about change, but in reality it's just adapting to the current situation: a true revolution would be to end this system that fails to recognize a fundamental freedom of every citizen, the right to participate in the country's public and political life just because their are citizens, and instead forces them into a forced and clearly illiberal choice. The government boasts of having overthrown "state paternalism" yet it continues to dictate the rules.

D&L's demands, in truth, have not found widespread support even among allies, which has prevented the opposition from forming a united front on the issue. This will likely give the government ample leeway, which could approve the proposal very quickly.

PADULA - A demonstration by undocumented workers erupted in the city of Padula yesterday, highlighting a reality long denounced by unions and social observers: hundreds of laborers and construction workers, illegally hired, deprived of rights and protections, demonstrated against exploitation at the hands of complacent employers. The mobilization was sparked by a serious accident that left a farm worker seriously injured and his employer was initially reluctant to provide assistance and acknowledge responsibility given the irregularity of the situation.

Local union chapters and sections of left-wing parties, particularly PSD and PNC, supported the mobilization, denouncing not only the inhumane conditions these workers face but also the distortion their presence causes in the labor market. Many Istalian workers, in fact, complain that employers prefer to employ undocumented labor, which allows for considerable savings in wages and social security contributions.

The phenomenon is not limited to Padula: the whole Trivendito region has been the epicenter of this type of exploitation for years, especially in agricultural fields, but recently it has also been expanding in the construction sector. A report from a few months ago had already drawn public attention by documenting the widespread use of undocumented workers, particularly from Solentia, in the northern countryside of the Trivendito region and in several valleys of Ferrano.

A broader socioeconomic shift also underlies the issue: young Istalians are increasingly choosing technical, vocational or university training, leaving many basic tasks in the fields and on construction sites unfilled. While manual labor was a pillar of economic recovery during the post-war reconstruction period, today the country, thanks to its growth and demographic stability, is experiencing a natural shift in its employment structure, similar to that already observed in other advanced industrial economies.

The growing presence of foreign labor, often undocumented, fits into this context. Unions, political parties and local associations are now calling for a reform of migration policies, with particular attention to relations with Solentia. The eastern regions of the neighboring country, inhabited by millions of citizens of Istalian origin and closely integrated economically with the Istalian peninsula, are currently the main source of these flows.

The issue is not limited to legal or economic aspects: it remains, above all, a political and social problem. The restrictive migration policies adopted by the Imperial State since its foundation still enjoy broad public support, fueled by painful memories linked to the Peninsula War and tensions with the Solentian, Majatran and Ahmadi communities. These sentiments continue to influence both the electorate and part of the ruling class, including sectors the New Communists, traditionally rigid on migration and identity issues, mindful of what happened to the Socialist Republic, of the suffering caused by the radical Ahmadi militias and the division of the country with the rebirth, albeit ephemeral, of Quanzar. Feeling shared with many also within the PDS, some from the Greens, and then by the main opposition party, PNL, numberous members of UOD, and even some within D&L, showing how identitarian and nationalistic issues are still alive within the Istalian population.

Minister Secretary of State Fabrizio Moccia now finds himself facing a potentially explosive issue. Calls for reform and regularization are facing polarized public opinion and resistance within progressives themselves, as well as among opposition forces. Balancing human rights, the dignity of labor, historical memory and national security could become one of the most delicate political tests of the coming years.

Istalia and Xsampa unite against climate change

ROMULA - Minister Secretary of State Fabrizio Moccia today announced the start of negotiations with the Socialist Republic of Xsampa to create an international initiative to combat climate change and protect Terra's ecosystems. The meeting, held at Antinori Palace with Xsampa officials, was attended by Minister of the Environment and Tourism Marina Cantalamessa, leader of the Greens' Movement, who emphasized the importance of a coordinated global effort.

Fabrizio Moccia did not hide the symbolic significance of the decision to initiate dialogue with Xsampa, a Socialist Republic:

Quote:The desire to collaborate beyond ideologies and political differences stems from the awareness that there is only one planet and that all peoples, present and future, have the right to a world protected from the effects of human activities.

According to the Head of Government, the initiative sends a clear signal that protecting the planet cannot be held hostage by political or cultural divisions, but must become a shared commitment on a global scale.

The goal of the cooperation between Istalia and Xsampa will be the creation of an international treaty focused on concrete objectives: emissions decrease goals and ecological transition goals, incentivizing virtuous behavior and ensuring a coordinated commitment to contrast, or better, attenuate climate change. Moccia expressed hope that the initiative will pave the way for the ever-increasing involvement of other nations, transforming the agreement into a model of global cooperation.

Marina Cantalamessa emphasized that the Greens' Movement contributed to defining most of the objectives the government intends to include in the treaty:

Quote:We want an Istalia committed not only domestically, but also internationally. Our hope is to be able to collaborate with the Greens of Xsampa and with all global partners so that the green revolution is truly embraced by the entire world. The signs of climate change are already part of our daily reality. Change is happening but we can now, and we must, pursue the phase of adaptation and, most importantly, mitigation, and if we do not want to reach a point of no return, the time to act is now.

With this initiative, Istalia aims to position itself as a leading international player in sustainability and ecosystem protection, confirming its commitment to transforming environmental commitments into concrete and measurable actions, in collaboration with partners of all political and cultural orientations, perfectly aware that we all live on the same delicate planet.

Defense: new annual military exercises involving the Armed Forces, Reserves and Civil Service

ROMULA - The Ministry of Defense has announced the launch of a new program of military exercises that, unlike in the past, will be held regularly. In fact, starting this year, they will be held annually and will involve all Armed Forces. Each year, one of the main branches, Army, Navy, and Air Force, will assume the leading role, while a larger-scale exercise will be organized every four years, ensuring equal participation from all military components.

The exercises will also include the regular participation of reserve personnel and citizens engaged in the National Civil Service. Not all of the reserve and civilian contingents will be called upon to participate: each year, a set number of reservists and citizens engaged in the Civil Service will be selected, with a larger deployment planned every four years for major exercises.

Defense Minister Luigi De Castaldo, a former Air Force general, emphasized to the press that the new planning aims to raise the overall preparedness of Istalia's defense system:

Quote:This is an opportunity not only to train the Armed Forces, refine tactics and strategies and test weapons systems, but also to strengthen the response capacity of the population and the reserve. We want the entire defense system to be able to operate in a coordinated and organic manner in any scenario, while hoping that our country will never have to experience similar situations again.

The first exercise will feature the Imperial Air Force, which will conduct, among other activities, simulated operations against reservist positions tasked with organizing a large-scale anti-aircraft defense. At the same time, selected Civil Service personnel will be employed in simulations of rescue operations, transportation of the injured and management of supply lines.

The program involves the implementation of complex and diverse scenarios, some of the most complex specifically designed for reserve personnel. They will be called upon to engage in exercises that include guerrilla tactics and asymmetric warfare simulations, evoking experiences that remain deeply embedded in the collective memory, particularly those of veterans of the Peninsula War and the Great Patriotic War. Reservists will also undergo brief refresher training during the exercise period. The Ministry of Defence has assured that reservists and members of Civil Service selected to take part in the exercises will have their days of absence from work fully paid, without such days being deducted from their accrued leave.
