Cantalamessa outlines the new economic course: "A strong Lira for a solid, sustainable and just future"

ROMULA - In a room packed with national and international journalists, the new Imperial Secretary of State, Marina Cantalamessa, gave an official press conference detailing the economic plan that will guide the government's actions in the coming years. After weeks of anticipation and favorable market comments, Cantalamessa confirmed the government's plans for Istalia's economic policy, combining financial stability, green innovation and social justice.

Istalia has already demonstrated its ability to be a stable, competitive and socially just economic power, supported by a stable political and institutional system based on the rule of law, fairness, historical continuity and strategic vision. Now is the time to consolidate this reputation and take a further step: making our economy a model of sustainable prosperity, founded on citizen trust and respect for the planet.

The program, the result of the work laid down by Cantalamessa and Giorgio Donati, renowned eco-economist and one of the most respected members of the Greens' Movement, and developed in these months by the an intense collaboration between the Ministries of Economy, National Industry and Trade, of the Energy and Strategic Resources, and of Finance, focuses on three main pillars:

• 1. Consolidation of monetary and financial stability
  

The Government has made clear its intention to strengthen the international credibility of the Istalian Lira through further strengthening its rigorous, transparent and politically independent debt management policy, as well as close cooperation between the Treasury and the Imperial Bank.

The solidity of the Lira will be key to ensuring trust, attracting investment and protecting households' purchasing power.

• 2. Development of "green and sovereign impact finance"
  

The Government intends to usher in a new era of impact-oriented public finance, promoting innovative and sustainable instruments capable of combining environmental responsibility, technological progress and social cohesion. Among the announced measures there are the "Green Sovereign Bonds", designed to finance energy transition, circular economy and land protection projects, and the new "Social & Innovation Bonds", designed to support technological innovation, applied research and local inclusion and development programs.

It's not enough to talk about a green economy, we need modern public finances that reward those who invest in the future, enable innovation and simultaneously strengthen the country's social fabric. Finance can and must be an ally at the service of environmental justice, equity and shared growth.

• 3. Further promotion of Istalia's international credibility
  

The Government has expressed its willingness to strengthen the Lira's position in global markets and promote economic cooperation with friendly states to create areas of currency and trade stability. According to experts and analysts the goal is to increase Istalia's influence in the international economic system, promoting the use of the lira in strategic transactions and exchanges, supported by the stability, integrity and coherence of its markets and public policies.

Minister Secretary Cantalamessa clarified that the government's program is not a set of isolated measures, but a veritable ten-year development plan, structured into progressive and coherent phases, designed to ensure continuity and solidity over the long term.

This is not just a legislative project, but a vision for the entire next generation. We have a duty to look beyond the immediate horizon and build the foundations today for an economy that will remain strong, fair and sustainable for decades to come.

In presenting the program, the Minister Secretary outlined the key phases and measures that the plan will be structured into, based on the announced pillars:

Phase I - Foundations (first two years)

• Strengthen of the public debt management framework, with the establishment of an Independent new "Fiscal Stability Committee" which will work closely with the already existing National Agency for Management and Amortization of Debt.
  
• Strengthen coordination between the Ministry of Finance and Treasury and the Imperial Central Bank of Istalia to consolidate the credibility and predictability of monetary policy.
  
• Launch of "Green Sovereign Bonds" and creation of the National Register of Green Projects, which will collect all initiatives financed with public and private funds aimed at the ecological transition.
  
• First issuance of "Social & Innovation Bonds", focusing on applied research, infrastructure digitalization and advanced technical training programs.
  
• Creation of the "Fund for Public-Private Impact Finance (FFIPP)", designed to channel institutional capital toward projects with high environmental and social impact.
  

Phase II - Integrated Growth (years 3-6)

• The already promoted Plan for permanent sustainable society will be integrated with further and new targeted incentives for virtuous businesses and municipalities and the strengthening of smart electricity grids with their expansion in rural areas.
  
• Expansion of the Green and Social Bond system, with thematic issuances for sustainable infrastructure, urban regeneration and territorial cohesion.
  
• Introduction of mandatory Environmental, Social and Governance criteria for public investments and government procurement.
  
• Strengthening of the FSII (Istalian Strategic Investment Fund), which will play an active role in supporting the country's industrial and technological competitiveness following the new objective of the plan with new tools, in line with the principles of green and responsible finance.
  
• Launch of the "Equity and Innovation Program", aimed at supporting technological startups in the environmental and social sectors and promoting skilled youth employment.
  

Phase III - International Outreach (Years 7-10)

• Promotion of green economic and monetary cooperation within SOMECO, aimed at fostering balanced, sustainable and trust-based trade.
  
• Development of green currency swap mechanisms with selected partners to stabilize trade related to environmental and technological projects.
  
• Progressive internationalization of the Lira, fostered by the expansion of Istalian financial instruments and the reliability of national economic institutions.
  
• Further external expansion of the FSII through with a renowed focus on participation in multilateral funds dedicated to environmental and infrastructure projects in partner countries.
  
• Promotion and establishment of the "Istalian Forum for Global Sustainable Finance", a permanent platform to attract investors, promote transparency standards and consolidate Istalia's role as a leading player in the new green economy.
  

Cantalamessa repeatedly emphasized that each measure in the plan has been "designed in compliance with the principles of social justice, equity and solidarity that are the foundations of the Alliance of Change", to prevent market stability from coming at the expense of the most vulnerable categories.

A currency is only as strong as the people who use it. Trust arises from fair institutions, transparent markets and citizens who feel part of a common project, all factors that consolidate the stability and continuity of the nation, representing a guarantee of solidity, integrity and long-term vision.

Finally, the Prime Minister profited to thank the National Congress for its confidence in her government, reiterating that:

The solidity and unity of the Alliance for Change and its constant pursue for innovation will lead once again a new era of reform for Istalia and a renowed era for the progressive front.
