Trade Reforms and safeguarding the Sovereign Sea; A slowly rising region.

With Alter-Globalism becoming more and more prominent in Xsampa, so too does the need to enact trade reform. In a Xsampa that's becoming more connected to the world, the need for making trade more flexible and easier to manage has become apparent. Today, those reforms have come as the People's Committee of Trade Management has undergone a series of reforms.
For starters, the PCTM will be remodeled to take inspiration from the People's Committee of Economic Management, with a focus on guiding and planning trade development. Furthermore, a reform to trade strategy, with a focus on trying to forecast trade trends, negotiate tariffs (including tariff reforms which will be discussed later), and even multi year trade corridors (essentially simplifying trade into a continent by continent basis). Furthermore, the PCTM will see a new Sub-Committee, the Export Oversight Committee, which will ensure exports don't violate ethical, environmental or labour laws. Next, a rather big reform, the creation of another Sub-Committee, the Sovereign Sea Administrative Committee, which will focus on maritime security in the Sovereign Sea, customs flow, and cooperate heavily with the People's Committee of Infrastructure Development to ensure trade to and from the Sovereign Sea has the necessary infrastructure to thrive. Finally, branches of the PCTM in every port city to manage local export contracts, shipping permits, and dock management.
But the biggest reforms relate to the Sovereign Sea. It is the lifeblood of trade for Xsampa and other Dovani nations, as well as vital for all nations within the Sea of Carina. As such, the Sovereign Sea Navigation Authority will be created, which will work with the PCTM (and be under the People's Committee of the Interior) to coordinate all maritime policy. Furthermore, the creation of unified port codes, which will ensure standardized docking fees, inspection processes and environmental regulations across all ports in Xsampa. Alongside this, heavy investments will begin on expanding ports alongst the coastline, especially in Gramdkarpo however, with a focus on deepening harbours, expanding multi model transportation links, modernizing cranes, and adding repair docks. The goal is to ensure that the Sovereign Sea becomes a valuable trade hub, a safe one at that. Not only that, but it will allow Xsampa to ensure that the Sovereign Sea is a place of fair and honest trade.
Now, we mentioned tariff reforms earlier. This is where that tiered system comes into play. For allied states, or socialist countries, they'll find themselves with little to no tariffs as Tier One. They'll also receive priority in shipping lanes, and expanded trade freedom. In Tier Two, will be any state that isn't deemed a hostile state. Here, trade will be monitored for safety reasons, case by case approval, and some product limits (especially in strategic goods). Finally, Tier Three which is strictly for hostile states, in which a total embargo will occur and only limited humanitarian aid will be allowed through. Each trade deal will be reviewed not on ideology, but on practicality, fairness and reciprocity.
But comrade, you ask, wouldn't it be too slow to be worth it if every trade deal must be reviewed gonna case by case basis? Yes! You're absolutely right. It would be. That, is why the PCTM is looking to create an army of bureaucrats. A digital ledger system will be created, to replace paper records, adequately track shipments, tariffs, and payments securely. Furthermore, green lanes will be created, which will be faster customs for nations that meet ethical standards (such as labour or environmental standards). The goal of green lanes is to reward humanitarianism abroad whilst still respecting those who don't wish to do so.
The Sovereign Sea is a valuable sea, and one that is seeing more traffic as Xsampa expands Alter-Globalism. It would be insane not to do anything to ensure the best possible conditions in the region. While so far, there's nothing confirmed about a potential Sovereign Sea Accords to create a unified platform for all nations along the Sovereign Sea, for now, this is likely to be a good start.
