Šindelář stands in his office. He peers over a map draped over his table. It reads, “Sensitive but Unclassified: Critical Infrastructure Information.” The map depicts an area of 20 km by 20 km, just over 200 kilometers northwest of Keita, Jildrath. The land itself doesn’t look like much. It is largely undeveloped, with existing infrastructure damaged by years of conflict and disrepair. Tiny hamlets mark the eastern and southwestern points of the map. The citizens of these towns, many of whom had lived there their entire lives, watching it be ravaged by cycles of monumental political change, war, and ethnic tension, were not yet to know that Šindelář Technologies, among others, were taking a closer look.
Crossing the map was an old interprovincial highway, the reliable, workable, but highly disagreeable artery connecting the once-prosperous region. The retroreflecting raised pavement markers mark the highway, two lanes back and forth for hundreds of kilometers, scuffed, beaten, and scraped by decades of light traffic, of trucks, vans, and cars bringing freight, people, and ideas back and forth for centuries. The painted lines between the lanes, coated in dust and faded from the ever-beating sun, represent a nation facing centuries of decay preceded by an era of prosperity and growth. Roughly following the freeway through the bends and dips of the hilly, uneven landscape was an old railway, once used for freight, but today running little of anything at all. Clearly, a transnational railway has little utility if the nation is torn at the seams.
To some, the road and the adjoining railway was a sign of disrepair, decay, destruction. To Šindelář, the road meant something different. It was a sign of something special, something that had once been. Perhaps more importantly, it marked something that could be. Mineral reserves are one of Kundrati’s greatest resources. It was well known that Kundrati, as great as its developmental aspirations are, lacks the industrial base, the infrastructure, and most importantly, the money, to build a modern economy from the ground up. Commodity export, particularly the mining, refining, and transport of gold and uranium from Kundrati’s underdeveloped hinterlands, provides a sort of gift from above to the nation’s developmental aspirations.
Shortly, the aspirations were to be greater than aspirations. Šindelář’s Boj za Kundrati, having joined the governing coalition as a minor partner in the most recent election, began pushing for the kind of rapid industrial development Šindelář looked for. First, he looked to the launch of the Keita Goldfields project. Thanks to the effective foreign affairs policy of the government, the immediate funding concerns were largely covered–the costs of exploration and initial excavation were solved by a set of international soft loans aimed at kickstarting a new era of Kundratijan economic growth. Keita Goldfields was thus incorporated as a state-owned enterprise, assigned to the control of the BK-controlled Ministry of Infrastructure, led by a key Šindelář ally, Matyáš Zmeškal, at its helm as General Manager, subject to a set of higher-level anti-corruption controls.
Immediately upon its incorporation, Keita Goldfields ordered a geological reconnaissance study in partnership with the Kundrati Geological Survey, as well as contracting with a consortium of civil engineering firms to survey existing geological surveys, satellite data, and exploration reports. Airborne magnetics, radiometrics, and electromagnetic methods were utilized to find favorable structures for gold exploration, followed by on-site geochemical sampling and field mapping to generate prospect areas for exploration in further detail. Within the prospect areas, techniques were used to determine exact drill sites; trenching and pitting allowed for more comprehensive, continuous sampling, to determine gold grades and widths, followed by exploratory digging and assaying to establish the geometry, grade, and tonnage of the mining area.

The miners and their descendants that chose to remain largely turned to small-scale farming, trading, and serving food, gas, and lodging to the truckers crossing the vast expanse on the highway that cuts through their town.
Zlatá Skála was once a boom town, then a small farm village, and now a boom town again. Their dusty hotels, once serving a smattering of truckers, travelers, and tourists, were now packed with gold industry executives, government apparatchiks, and buttoned-up engineers. Just outside of town, vast areas of open space were being requisitioned for everything from temporary housing for mine employees, to storage space for mining equipment, to vast systems of trenches and pits, seeking more of the same gold that had once created the town itself from the dust and soil of the hills of rural Jildrath.
An old adage goes something along the lines of “during a gold rush, the only people making money were the men selling shovels.” For the residents of Zlatá Skála, this rang as true as ever. The hotel owners, restaurateurs, merchants and landowners were making more than they had in decades. But many of them didn’t even live in the town–their employees and the farmers who had made up the population of the town for centuries weren’t reaping any rewards.
Were their homes, they wondered, at risk, if they happened to be farming land atop a reserve of gold? The meager services that had provided them water, electricity, and heat were perpetually blacking out, as the continuous digging, tunnelling, and boring were simultaneously overwhelming, and occasionally damaging, their grids.
The noise being created by the new mining project was disruptive to anyone within earshot. The heavy machinery rolling around in the hills were ravaging local ecosystems and compacting soil, kicking up incredible amounts of dust at all hours of the day. Chemicals found in drilling and industrial fluids, as well as fuels, were turning up in groundwater and local waterways, while rock cuttings, sample material, and discarded waste constituted major ecological concerns.
Prices of food and basic supplies that were once steady were spiking–a cost that the mining company could afford with a seemingly-unlimited government budget, but one that locals could not bear the brunt of without consequences. Perhaps most importantly were not the aforementioned risks: the government argued that they were heavily overstated, and outside analysis suggested that the environmental risk of the project was not as significant as some environmental activists argued, but rather the lack of information that the government was providing to the local population.
On social media, videos were spreading every day of new mining activities, but the company was not bound to transparency. Public announcements about work were relatively few and far between, and this was amplified by a perceived cultural divide between the locals and the truckloads of urban dwellers being brought from the metropolises of Kundrati, driving a sense of resentment. The situation was tense, and many wondered if it was a sign of issues to come in the future, especially given that the town had been the site of significant racial tension in the past, harboring large numbers of both of Kundrati’s largest ethnic groups.
Back in Kasaema, thousands of kilometers away from Zlatá Skála, a small army of engineers and chemists had a lot of difficult but lucrative work ahead of them.
A group of some of the most experienced data scientists at the University of Kundrati were tasked to combine drilling, sampling, and mapping data in 3D modeling software. Geostatisticians at the Geological Survey were interpolating the data through methods such as kriging to predict probability distributions of ore grades for the forthcoming exploration and full-scale mining that would be occurring in Zlatá Skála. A team of economists at the Ministry of Infrastructure were requisitioned by Keita Goldfields to generate preliminary economic viability evaluations, in partnership with the scientists compiling the data they would use. And, of course, the chemists in laboratories throughout Kasaema were doing the dirty work, conducting analysis of samples to determine gold concentration and explore how gold can be extracted.
Together, they sat in offices, on video conferences, and on phone calls, putting together everything they were doing to create a definitive feasibility study. What they were beginning to find was beginning to confirm some of the expectations of Šindelář and the team on the ground at the Keita Goldfields: the district contained somewhere in the high tens of millions of troy ounces of recoverable gold reserves, though most of it was in low-to-moderate grade gold ore, scattered throughout the region surrounding Zlatá Skála in as many as thirty different possible mining sites.
Though the findings were promising, they presented a number of significant issues. The possible mining sites were scattered throughout an area as much as 75 kilometers long, and would require continuous exploration, expansion, investment, and new digging for decades to fully tap their potential. The deposits were Carlin–type gold deposits, one of the largest sets of untapped deposits in the world. These deposits, however, are not easy to discover or mine–they are sediment-hosted disseminated gold deposits, which can only be found chemically, requiring more complicated analysis during exploration than other types of gold.
This reinforced one of the main concerns that Šindelář had previously voiced about gold mining in Kundrati–refining would be even more important than previously anticipated; the low-to-moderate grade of the ore in the Keita Goldfields would prove more complicated than expected to refine, and would thus likely require foreign assistance in the primary stages of mining. Many economic hardliners in the government wished for Kundrati to refine their own gold from the beginning, but most had realized that either foreign technical assistance or foreign refining capacity would be required to make Kundrati’s gold useful.
Šindelář Technologies and the Keita Goldfields had to determine the first site to begin mining, in partnership with their foreign partners. Two sites were explored in particular detail, due to a variety of factors, ranging from proximity to existing infrastructure, to density of extractable gold material, to the grade of gold and ease of access.
Potok Svobody is a small tributary valley where small-scale mining operations once operated centuries ago. Existing, though abandoned, access roads and open-pit mining infrastructure already existed at the site, though it remains relatively far from Zlatá Skála and the highway bisecting Jildrath, the most critical infrastructural artery for the project.
The site was named decades ago–the Stream of Freedom, aptly-named, promised economic freedom to the region, as well as Kundrati as a whole, when it was first discovered. Relatively little gold mining existed in the area, however, because early efforts were exhausted by a lack of mining and refining technology capable of extracting the gold present in the area, but the high volume, and moderate-grade ore of the valley makes it a potentially high-reward option.
Zlatý Hřeben, for which Zlatá Skála was named, is named for the hills and ridges flowing through the mining area. Zlatý Hřeben was the first site discovered in the Keita Goldfields, but faced many of the same issues that Potok Svobody faced–lack of infrastructure for mining complicated sediment-hosted disseminated deposits. Together, both mines had only generated somewhere in the range of 20,000 to 30,000 ounces of gold across their history, and both mining areas had long since been bought out in auction, and then re-bought at a premium by the government in the wake of increasing investment in national infrastructure development.
What Zlatý Hřeben had, however, that Potok Svobody didn’t, was proximity to Zlatá Skála, and by extension, proximity to critical infrastructure, from water, to power, to rail and highway transportation. Zlatý Hřeben, however, had relatively lower-grade ore than Potok Svobody, meaning that foreign support in refining was likely to be necessary.
The moral of the story was clear for anyone interested in Kundrati's economic development: much more work lay ahead, and the road to growth wouldn't be easy. However, with the political will, funding, and necessary support, vast advancements were possible — making one of the world's largest gold mining districts a reality in Kundrati's long-term future. Whichever fork in the road the government chooses, the opportunities seem endless. However, there also exist issues on the horizon, ranging from local dissent and unmitigated fear of unchecked development to political and economic instability.
