By the mandate of the Interim & Transitional Government in Yishelem, the Homeland States of Amudim and the City State of Tel Bira are hereby declared the adjusted authors of this treaty,

While recognising the City State of Tel Bira's neutral position as a separate, sovereign and independent entity in regards to any additional international agreements outside the Haniyaret and the Neset's framework that either choose to enter,
