Government unveils Szary Kamień Estuary Defence System

A combined defensive barrier and inspection zone to reinforce maritime safety in the regional capital of the Kampanian Voivodeship

The Valruzian government today announced an ambitious maritime security initiative for the Voivodeship of Kampania: the creation of the Szary Kamień Estuary Defense System (SKEDS), a combined anti-ship defensive barrier and mandatory maritime inspection zone intended to safeguard the strategic ports of the Voivodeship capital.

The main components of the project, which have been speculated about for weeks, were confirmed during a joint press conference held by Kacper Czaja, Valruzian Minister of Defense, and Ernest Ras, Marshall of the Kampanian Voivodeship.

"Kampania hosts some of Valruzia's most important naval and logistical assets. This system ensures that any threat, be it military, terrorist, or smuggling-related, can be detected and neutralized before reaching or even getting close to the urban area" said minister Czaja.

The core of SKEDS will be located in the western strait separating Inwert and Bralin islands from the Kwiatówk cape. There, a deployable maritime barrier will be installed, consisting of reinforced anti-ship chains, floating blockage modules, magnetic and sonar sensors and two military control towers integrated into existing bases. The barrier will be able to close completely in under 90 seconds, sealing off access to the inner estuary, where the Złotowice and Kwiatówko ports are situated, and are collectively considered some of the most critical infrastructure in northwestern Kampania. 

How does the anti-ship chains work?
According to military engineers, the defensive anti-ship chains planned for the western strait is not a permanent blockade, but a deployable floating barrier similar to those used in major naval bases worldwide. The system consists of reinforced steel cables, floating modules, and sensor arrays anchored between two control points. Under normal conditions, a movable gate section remains open, allowing commercial, fishing and passenger vessels to transit the strait without restriction. In the event of a security alert, however, the gate can be closed in under two minutes, creating a solid obstruction capable of stopping or delaying hostile ships. Valruzian officials have stressed that these chains are designed to interfere in the event of and only with unauthorized or aggressive vessels while maintaining full compatibility with daily civilian maritime traffic, and military sources explain to this newspaper that the system draws inspiration from modern defensive installations used in some other major naval bases but adapted to the "unique geography" of Szary Kamień.

The project also includes the establishment of a Mandatory Maritime Inspection Zone, marked in official plans as the area between the two points of the future barrier. There, all vessels – commercial, fishing, and recreational – will be required to reduce speed, activate a certified Valruzian transponder, pass through automatic hull scanners and undergo random inspections by the Coast Guard.

"This is not solely a military initiative, it is a civilian safety measure too" said Radosław Minkiewicz, Director of the Port Authority. "Sixty percent of Kampania's maritime traffic passes through this channel; we need tighter control without paralysing activity."

The estimated cost of SKEDS is estimated to be around 4.5 billion VPO, prompting criticism from the opposition in the regional Sejm, where the KPW holds an absolute majority and only Sovereign Valruzia, Forward Valruzia, Sovereign Valruzia and Workers' Vanguard have representation, whilst Dignity and Progress and Our Homeland have no deputies. Sovereign Valruzia has demanded an independent audit and assurances that construction will not harm the estuary's biodiversity. Meanwhile, far-right Valruzian Alliance accuses both the regional and central government of "good intentions but "acting too late" in response to last year's rise in illicit maritime activity and arrival of illegal immigration through the estuary.

Why is this region so important for Kampania and Valruzia?
The Szary Kamień estuary hosts three military bases, the industrial core of northwestern Kampania and the region’s largest port complex, whilst the city proper is one of Valruzia's industrial heartlands.  The overlapping presence of civil, military, commercial and naval activities makes the region "extremely sensitive" according to an internal Ministry of Defence report leaked to the press. The government of Narikaton and Darnussia, which shares with Valruzia the management and use of the Wawelów Port in Inwert Island has already been notified of this project according to the government, as the port has been left out of the defensive system and relying on the military base situated north of the port.
