Second Five Year Plan begins; Continuing to build up the Tripartite Economy.

The first Five Year Plan was focused on simply stopping the bleeding that was post war NEKK. Get people into basic jobs, get the economy circulating, and rebuild basic industries. It's safe to say, economic recovery is looking possible. As such, the Enescu Government has decreed the start of the second Five Year Plan, which will focus on expanding established industries, promoting economic growth and continuing economic development in alignment with national and political goals. So what will the second Five Year Plan entail?
First things first, a general expansion of basic industries. Sawmills will be expanded to ensure production of plywood, furniture and paper. Furthermore, Alumina refineries will be expanded, and efforts will be made to establish domestic production of refined aluminum, even if in a basic form. Alongside that, expanding the silicon industry and starting production of low end electronics (while high end could be produced, there simply isn't the educated workforce for it at the moment). Finally, coal will be expanded to begin small scale production of domestic steel.
This'll not only increase job diversity and help industries grow, but it'll expand the internal market and begin creating the necessary technical expertise needed in the future. Alongside this, the Agriculture Question. While exports are coming in from Nadiya, which has been a very welcomed form of assistance, trying to establish a basic agricultural industry would help out to prevent total reliance. As such, this is where greenhouses will be vital. If we can't rely on the land for agriculture, we'll need to rely on ingenuity. Because this limits the amount of crops we can produce, we'll also need to bite the proverbial bullet and begin farming hardy crops that can survive the climate, even if it's during the summer, such as carrots and turnips. Alongside this, fisheries will be invaluable. And need to be expanded across the country.
To ensure adequate power, as stated earlier, coal mines will need to be expanded. Both to provide jobs and meet demand. Rail projects will need to be expanded to coal producing communities to ensure a quick transfer of coal to power plants. Finally, to align with the goals of the CPTK, the Federal Government will begin introducing small scale credit and banking programs for entrepreneurs to begin building up a proper middle class and ensure a smooth, responsible transition to a capitalist market economy.
