Phase 2 of Internet Modernizations begin; Expanding coverage.

Internet modernizations have been something long awaited by many Xsampans. With phase 1 being the first thing the Trengwa Administration set out on doing, phase 2 has now formally begun. The goal of phase 2 will be to drastically roll out new Internet for Xsampans, both urban and rural. As such, the People's Committee of Infrastructure Development has confirmed the roadmap going forward.
The goal will be to ensure every household, at minimum, has 100 mbps. As such, the state will continue to own fibre backbones and continue to work with Social Enterprises and Worker Co-operatives for installation. For our more mountainous Cantons, the XJC will be deployed to assist in installation, especially for rural communities who cannot realistically do so in a reasonable timeframe. Urban communities will receive block by block upgrades, whilst rural communities will get fibre where possible, and relay towers where not. The goal is the same, to uplift every household, urban or rural to surpass 100 mbps. Specifically, for rural communities, the state will take a stronger role in overseeing and managing relay towers.
As these upgrades occur, the question of maintenance and service has become more notable. For service, a rather ambitious proposal has been accepted. The state will provide more funding, in exchange however, monthly uptime for urban communities must reach 99% and 95% for rural communities. For outages, all responses have to be within 24 hours, and quarterly reports will be produced for Local Committee's, who will then review and send whatever is required to the People's Committee of Infrastructure Development.
However, beyond making home Internet more accessible, specific sectors will get priority, such as healthcare, education, and manufacturing for ensuring that modernization lifts up these sectors too. The goal is to not only help civilian leisure life, but help economic life become just a little more better.
