Subject: Preparations and Directives for the State Funeral of His Excellency President Vasil Khimshiashvili

1. PURPOSE

This memorandum sets forth binding directives for the organization, financing, security, and public presentation of the state funeral of our dear departed Leader, His Excellency President Vasil Khimshiashvili, to be held on 28 October 5690, in accordance with constitutional responsibility vested in the Vice-President and the State Funeral Commission.

The funeral shall reflect the historic stature of the late President as the greatest leader in the history of the Republic and shall be executed without limitation of resources where such limitation would detract from dignity, scale, or national impact.

2. STATE FUNERAL COMMISSION

The State Funeral Commission shall be formed, subordinate to the Acting President Tajaddin Javadzadeh in accordance with his constitutional responsibility, and be composed of as many members as the Acting President shall choose to appoint. At founding, the State Funeral Commission shall be made up of:

9. Ms. Babine Keshev, Mayor of Zariya

3. BUDGETARY AUTHORITY

All ministries and subordinate agencies are hereby authorized to requisition funds as required for the successful execution of the funeral program directly from the State Funeral Commission.

• No fixed expenditure ceiling shall apply.
  
• Requests are to be processed under emergency national-ceremonial provisions by the State Funeral Commission, with the oversight of the Minister of Finance.
  

4. SECURITY

A minimum of 10,000 uniformed soldiers shall be deployed to the capital to stand vigil and participate in ceremonial duties. A minimum of 3,000 uniformed and non-uniformed police and military personnel shall be deployed to the capital to uphold order during the events. Police and military personnel shall be deployed where necessary in other cities to protect the dignity and order of the funerary observances.

• All uniformed personnel are to appear in full dress uniform.
  
• Continuous rotation shall ensure uninterrupted presence from the commencement of the mourning period until the conclusion of burial rites.
  
• Mourning guns will be fired in Astoria at 12:00, and all locomotives, vessels, and state vehicles will subsequently blow their horns and/or sirens all at once for a duration of three minutes, to be followed by ten minutes of silence. This will be observed in parallel vigils in all provincial capitals.
  

5. CEREMONY AND PUBLIC ACCESS

Venue and Attendance
The primary service venue must accommodate no fewer than 30,000 attendees. It is recommended that the service be held outdoors in the gardens surrounding the National Patriotic Mausoleum, where the late President shall be interred.

Broadcasting

• Live national broadcast is mandatory; the Hobrazian Broadcasting Corporation (HBC) will produce the television and radio broadcasst, to be aired on every nationwide television and radio service in the country.
  
• Large public screens shall be installed at key locations throughout the capital and in each provincial capital to ensure universal visibility.
  

Monument Unveiling
A gold-plated statue of the late President shall be completed and unveiled near the location of the National Patriotic Mausoleum at the earliest feasible moment, notwithstanding standard procurement or artistic review timelines.

6. MOURNING PERIOD

The mandatory national mourning, beginning from the official announcement of the late President's passing, shall be extended for at least fourteen (14) days following the state funeral.

• All bars and nightclubs will be closed and prohibited from operating during the period of national mourning. Alcohol may only be sold between the hours of 18:00-22:00.
  

FUNERAL PROCESSION
A special ceremonial funeral procession and parade shall be organized to honour the late President.

• No expense is to be spared in ensuring visual grandeur, precision, and historical significance.
  
• Parade planning shall prioritize symbolism of unity, strength, and continuity of the state.
  

7. SEATING

During the televised funeral service, the following individuals shall be positioned at the center of proceedings:

• Acting President Tajaddin Javadzadeh
  
• Mr. Rostom Khimshiashvili
  

Restrictions
Under no circumstance is Mr. Rostom Khimshiashvili to deliver a speech, statement, or unscripted remark during any part of the funeral proceedings, whether public or broadcast. Protocol officers are instructed to enforce this directive strictly.

8. COMPLIANCE

All recipients of this memorandum are personally responsible for ensuring full and timely compliance. Deviations must be approved explicitly by the State Funeral Commission and the Office of the Acting President. Failure to comply will be regarded as dereliction of duty during a period of national importance and punished gravely.
